3. MASTER PLAN vs PLANNING PROPOSAL The Preferred Master Plan was released

by NSW Land & Housing Corporation (LAHC) after the Options Testing period in January 2020. This was to act as the overall guide to the redevelopment of the Estate.

In May 2020, it was announced that then Master Planhas been subdivided into 3 areas, Waterloo North, Waterloo Central & Waterloo South.

The Waterloo South Planning Proposal was prepared & submitted to the City of Sydney which will change existing planning rules.

Little infomation has been released to the public regarding the Planning Proposal.

4. PLANNING AUTHORITY CHANGE During the 4 month period between the release of the Preferred Master Plan & Planning Proposal, a very important change happened to who the Planning Authority would be, which means who will be “assessing” the Planning Proposal.

This changed from the NSW Department of Planning, to the City of Sydney Council.

This is significant as City of Sydney is now able to assess changes to the Planning Proposal, and make a recommendation to the Minister for Planning (Rob Stokes) to “refuse” the Proposal after assessment.

by LAHC, not City of Sydney. This is very imporant. City of Sydney is NOT drawing the plans up, LAHC is!

5. DIVISION OF WATERLOO ESTATE

Waterlooo North contains:

Turanga Building

Matavai Building

Solander Building

Community Garden

For Planning Purposes, Waterloo Estate has been dividedin to 3 areas. Waterloo South, Waterloo Central and Waterloo North.

The new planning proposal ONLY applies to the development of Waterloo South.

Waterloo North and Central will have seperate planning proposals in the future.

At a recent community meeting, City of Sydney stated with was to allow for the potential retention of existing buildings.

6. GREEN SPACE

The buildings to the west of the Village Green have been removed from the planning proposal.

The 2020 Village Green provides over 2 hectares of open green space.

6. GREEN SPACE

CURRENT

The proposed green space is similar in area to the existing green space of Waterloo Green and Cook Green, however the amount of people using the green space estate will most likely be around triple.

7. BUILDING HEIGHTS

The Preferred Master Plan proposed 10 towers of up to 40 storeys.

In the Planning Proposal, 8 of the towers have been reduced in height to 32 storeys, 1 reduced to 20 storeys, and 1 opposite the metro has been removed entirely.

It was implied that the height was reduced to ensure the buildings would not intrude into protected airspace.

Building heights have been reduced in the new proposal. However, buildings heights are still very high!

7. BUILDING HEIGHTS For reference, we selected some buildings in the Waterloo Preferred Master Plan area and in the Green Square development.

In Zetland, the new OVO tower has been built by Mirvac. This tower should be visible from Waterloo. It is 28 storeys and is the tallest tower in the Green Square redevelopment.

Matavai and Turanga are 30 storey towers.

Cook, Solander, Marton and Banks Buildings are 18 storeys.

The OVO tower is 28 storeys. This is the tallest building in the Green Square redevelopment.

This building, the Infinity by Crown, also located in Green Square is 20 storeys.

There are 8 towers this height or taller in the most recent Planning Proposal for Waterloo South alone.

8. McEVOY STREET

2019 MASTER PLAN Buildings are seperated from each other.

There a number of notable changes to the Proposal at McEcoy Street: 1 The depth of the buildings along McEvoy Street has been reduced to allow for the wideing of McEvoy St as part of the Alexandria-Moore Park Connectivity Upgarde.

2 The buildings have also been attached and will only face one direction to form a “sound barrier� to minimise noise from traffice.

3 There is no indication that Pitt St will be blocked off to prevent through traffic.

4 A community facility as been removed from the Planning Proposal.

Buildings sit right on McEvoy Street,

2020 WATERLOO SOUTH PLANNING PROPOSAL Buildings are now connected.

Buildings have a smaller depth.

There is a greater set back from McEvoy Street.

10. WPHAG STRATEGY 1. Developing a set of requests for changes and reasons for those requests for changes to the Master Plan in consultation with the Waterloo Community 2. Advocate for the retention of key parts of the existing Estate, including the Turanga and Matavai Towers 3. Advocate for adequate community facilities and gardens in the future redevelopment 4. Continue to support the community through the COVID-19 crisis
