The model is a regional to state Blomberg like network that integrate all 88 city halls within Los Angeles County with a channel on the network. This initiative empowers residents to participate in stainability efforts leading up to the 2028 Olympics. Informed by curated news and information about lessons from past disasters, the system prioritizes readiness for future challenges, including wildfires, earthquakes, tsunamis, and emergency telecommunication blackouts.

Service-disabled veterans will be recruited from the Veterans Resource Centers of the 19 LA County Community Colleges and the 3 California State Universities to learn command-andcontrol of My 711 LA County. These veterans will be onboarded to our multi-core preapprenticeship program and provided on-the-job training, along with 144 hours of related and supplemental instruction (RSI) in advanced manufacturing and media communications.

• Connecting 86 libraries serving 3.4 million residents across 3,000 square miles.

• Engaging 19 community colleges, three California state universities, 80 K-12 public schools (including LAUSD), and 20 private non-profit universities (USC, Loyola Marymount, etc.).

• Supporting UCLA, bringing total student engagement to approximately 2.4 million.

• Deploying an AGI-driven relational database, "The United Purpose Network," to digitally twin service-disconnected individuals and families via a digital triage system.

This network has archived all of the CJF Community Convening this summer, and will feature interviews, and presentation of stakeholders-management by collecting detailed (video-data ) that featured visualization tools via townhall -style gatherings that were streamed live to venues who could not make the event in person. • Utilize digital platforms to assess and enhance the value of student-produced media within apprenticeship programs.

• Integrate a matchmaking system that aligns workforce candidates with industry leaders via news, interviews, and spotlight features.

• Develop predictive analytics and standards to address employment trends and meet the needs of Chief Technology Officers (CTOs) and Human Resource Directors.

• Ensure alignment with state and regional corporate registries such as the Southern California Minority Supplier Development Council, NAACP, and the Urban League.

The creative economy is at a pivotal moment, with new opportunities emerging for job creation and economic growth, particularly in Hollywood as the media-entertainment and technology industries continue to evolve, there is a growing need for a workforce that is not only skilled and digitally literate but also diverse and inclusive. Recognizing this, the Buffalo Soldiers Educational (BSEF). Foundation and the Dakar Foundation (Dakar) are joining forces to create a digital Center of Excellence for the Creative Economy.

This partnership aims to provide a robust platform for students and residents of Los Angeles County to gain the skills and insights needed to thrive in the ever-changing creative landscape.
