An overflow occurs when the wastewater system becomes blocked. The first signs are usually wastewater coming up

The first step in a wastewater overflow is to get the pipes

cleared and the wastewater flowing. The next step is for the

City to report these spills to either the Regional Water Quality Board and/or to County Environmental Health Department.
