SIMPLE TRUTHS “IF PEOPLE PROTECT THE OCEAN, they protect themselves,” says Jean-Michel Cousteau. That one statement, related in an interview with writer Chuck Graham, gets to the heart of what conservation is all about: Planet Earth is our home, and we should have a vested interest in keeping it safe, healthy and habitable. To do otherwise puts our own well being — and that of countless other living things — at risk. Cousteau has spent a lifetime exploring, loving and protecting the world’s oceans, as an oceanographer, filmmaker and conservationist. He’s also the son of the worldrenowned Jacques-Yves Cousteau, the pioneer of marine research and conservation who introducing millions to the wonders of the deep through his TV series, The Undersea World of Jacques Cousteau. Cousteau the younger carries on his father’s legacy. He served as executive vice president of his father’s Cousteau Society for over 20 years, and in 1999 founded his own marine conservation organization, Ocean Futures Society, with headquarters here on the Central Coast. Cousteau and OFS seek to educate people about the beauty, fragility and importance of the aquatic world. Yes, Cousteau’s family name and his adventures aboard the Calypso lend him a certain rock-star status. But what makes him truly admirable is his deep understanding of the “critical connection between humanity and nature” — and his efforts to show that to others as well. There are many who, like Cousteau, heed the call to address the world’s ills, even if they don’t operate on a global scale.

Erik Sternard, executive director of Camarillo-based Interface Children and Family Services, has helped the organization build a far-reaching social safety net to support some of the most vulnerable members of Ventura County. From parenting classes to mental health services to domestic violence intervention and emergency shelters, Interface has helped thousands of people break the cycle of violence, poverty and homelessness, strengthening families and communities along the way. Step Up Ventura’s mission is to serve homeless children age 5 and younger by providing early childhood care and education. The uncertainty and trauma of homelessness can be damaging to young minds, but with the help of Step Up’s specially trained teachers, counselors and caregivers, many of these risks can be overcome, helping these children enjoy later success in school, and in life. There’s power in individual actions as well, and this month we spotlight two Ventura County residents who organized large collections for hurricane victims in Texas. Aaron Steed and Luanne Wullaert went the extra mile (or, rather, the extra 1,500 miles) – by trucking the goods out to Houston themselves. From big dreams to small gestures, these stories show that there are many ways to make the world a better place. And these acts of compassion come back to us in the end, through a cleaner environment, happier and healthier children, stronger families and communities — and the brighter future made possible through all of these things. A Voice Discovered held its fourth annual Casino Night and Silent Auction on Saturday, Oct. 21. Hosted by Four Brix Winery in Ventura, which offered up the label’s award-winning wines for the guests’ sipping enjoyment, the fundraiser was an evening of high-rolling fun, with blackjack, a craps table and fantastic prizes to bid on. Bets were placed (with funny money, of course), dice were rolled and everyone went home a winner. A Voice Discovered supports education and advocacy for individuals with communication impairments, and a portion of the proceeds benefited the Arc of Ventura County’s Digital Literacy Program.

new nonprofit called Step Up Ventura is providing free child care and preschool to homeless children five years old and younger. The mission: “to promote family stability and school success by providing accessible therapeutic child care and preschool to homeless children who oft times are challenged by their parents’ peripatetic and often unstable lifestyle.” The organization helps infants, toddlers and young children develop secure attachments and overcome the traumas they have faced, while the program offers “nurturing, calming, and appropriately stimulating activities” throughout the day, with specially trained early-childhood educators, caregivers and mental health workers. Operating out of Magic Carousel Preschool and Academy (originally in Midtown Ventura; the program will be moving to the East Ventura site in November), which recently started accepting Step Up Ventura kids, the program offers a happy, productive, safe haven for kids to interact with their peers and learn.

A CRUCIAL STAGE

Early childhood, from birth to 8 years, is a time of remarkable growth, with brain development at its peak. During this stage children are highly influenced by the environment and the people who surround them. Early childhood care and education (ECCE) is more than preparation for primary school. It aims at the holistic development of a child’s social, emotional, cognitive and physical needs in order to build a solid and broad foundation for lifelong learning and wellbeing. It can promote human resource development, gender equality and social cohesion, and reduce the costs of remedial programs. ECCE also plays an important role in compensating for the disadvantages and combating educational inequalities that can plague vulnerable populations. According to Step Up Ventura’s website, homeless children are at risk for developmental delays (which can interfere with kindergarten readiness), illness, mental health issues and attachment and relationship problems, which can cause problems in and out of school. Step Up Ventura was created to provide the kind of ECCE that can help minimize those risks. }}

A CRITICAL NEED

There are services in Ventura for the homeless, but a program was needed for young children who are often shuffled around while parents try to obtain services, seek employment, find housing or just deal with day-to-day needs. Step Up Ventura Board President Judy Alexandre created a task force to determine what could be done to help these children get a “step up” in life. After speaking to other people and agencies in Ventura, Step up Ventura was launched with the goal of providing quality child care to these families, so parents could go to work, go to school and eventually become self-sufficient. It’s been a curvy road from dream to realization. The nonprofit was incorporated at the end of 2014 and just welcomed its first family in September 2017. It took time to build a donor base and identify grants that fund new projects. There were stumbles along the way. “Originally, we rented space elsewhere, but it didn’t meet state licensing requirements,” noted Program Director Mary O. Kerrigan. Networking through a women’s support group, she met a woman connected to the school system who knew Dr. Marcella White, the owner/ director of Magic Carousel Preschool and Academy. Dr. White expressed interest in collaborating. “I decided to collaborate with Step up Ventura because I am a true child’s advocate and I wanted to be a voice for the ones who cannot speak for themselves,” White explained. “I come from a background filled with hardship and I wanted to be the one that gave another the opportunity to have a better life. Because child care is what I do best, I could not only help these families, but also their children, by providing them with a safe and stable place to be.”

STABILITY = TRUST

Kerrigan clarified that “homeless” isn’t necessarily defined as living on the streets. The term applies to those in transitional housing, and includes families who may be living in a shelter, in a car or RV, or even in motels — any type of unstable housing situation. “It’s traumatic not to have stable housing,” stressed Kerrigan, a clinical social worker who spent 30 years specializing in attachment and trauma before moving to Ventura with her husband from Washington, D.C., three years ago. “When a child is experiencing homelessness and being moved from one place to another, or their routine is disrupted, the brain puts a lot of energy into figuring out what’s going on! People really thrive on consistency and predictability. That’s what forms trust. It’s important for children to feel love, feel trust and to trust the people taking care of them as well.”

MAKING THE CONNECTION

How do homeless parents learn about Step Up? Some are informed by workers from transitional housing programs in Ventura County, others via public health nurses and social workers. School counselors refer if they learn of little ones in need from an older sibling. Parents must either be working full time, going to school full time or a combination of the two to qualify. Step Up seeks those who are “trying to get ahead and be self-sufficient” and are working toward stable housing. Step Up Ventura also requires parental involvement. After an assessment that explores relationships and developmental stage, Step Up staff work with the parents and the children to provide ideas for activities to help pre-literacy and pre-math skills. The children attend class at Magic Carousel, which provides the child care and teachers; Step Up Ventura trains the teachers in how to deal with risk factors, including attachment disruptions and trauma needs. The program is being “cautiously” launched and accepting children aged 18 months to 5 years of age, with plans to house infants in the future. It is open 6 a.m.-6 p.m., five days a week, so parents can go to work and/or school. At the time of this writing, there were 15 openings available. “We need children,” Kerrigan concluded. “Some of our preschool services can be applied for through the county voucher system, but the waiting list is long and many families are not getting vouchers. We want to help them now.”

BUILDING A BRIGHT FUTURE

These early years are a critical time for young brains, and healthy stimulation can mean success later on. “Research shows that a human brain changes in the first three years more than at any other time of life,” Kerrigan said. “This is a time of enormous learning — not only of language and math skills, but environment. Also colors, social skills and how a child soaks up that information. A lack of stimulation can stunt or delay brain growth. When a family ends up being homeless and are moving from place to place and there’s unstable housing, a child is greatly affected when their environment doesn’t stay the same.” Again, Kerrigan cited the experts: “Research has shown that early childhood education is essential and so important. It sets the basic foundation for the brain to learn later in elementary and high school years. You can’t learn without a foundation. The brain takes in so much information. A lot of people don’t realize that brain development is first about social skills — expressing emotions, reading emotions and understanding social relationships. Feeling, trust and caring are also important.” With that in mind, Step Up offers more than just books, toys and instruction. The program offers security in a safe place and, perhaps most importantly, love. v

indness might be immeasurable, but Interface Children and Family Services has achieved some impressive numbers on its mission to help humans. The social services agency, which helps people suffering from mental illness, domestic violence, homelessness and much more, serves some 35,000 people every year in Ventura County and beyond. For some perspective: That’s about the entire population of Moorpark. The comprehensive nonprofit organization serves as a catch-all human services agency, with an extraordinary reach that makes it a valuable resource for the county and the people it helps. Interface has been a presence in Ventura County for 44 years, starting in 1973, when Ronald Reagan was governor of California. Executive Director Erik Sternad said that the idea for the nonprofit came from “a couple of community members sitting around a [communal table] who were concerned about inadequate mental health, domestic violence and chemical dependency services in the county,” especially for young people. “Lots of drug experimentation was going on at that time,” Sternad said, so the first Interface project was a youth substance-abuse program. But it didn’t stop there. Interface now offers 24 countywide projects in six major areas: mental health services, youth services, family violence intervention, justice, community development and 2-1-1 information and referral. These programs are funded by an $8 million annual budget and through collaborations with other service providers in the county, from government agencies to faith-based and private agencies. Grants, donations, in-kind services, volunteers and about 130 employees keep the organization running. Programs include child abuse and mental health treatment, a youth crisis hotline and runaway homeless youth emergency shelter, domestic violence shelters and legal services, anger-management and parenting classes, a family violence response team; intervention for gang-involved youth and community reintegration for former prisoners. The social safety net is both wide and deep. “We’re addressing issues across the age span,” Sternad said. Many of Interface’s services are offered 24 hours a day, seven days a week. The Interface Family Violence Response Team, for example, working with law enforcement, offers crisis intervention and assessment, safety planning and referrals. Interface also operates a 24-hour domestic violence and human trafficking hotline. The agency’s 2-1-1 information and referral service is an around-the-clock lifeline as well. The 2-1-1 Ventura County program provides information about and referrals to health and human services in the county, as well as timely assistance during disasters, such as where to find emergency shelter. Launched in 2005, 2-1-1 Ventura County was the first 2-1-1 program in California. It’s free, confidential and available in multiple languages. “Our prevention services really start with 2-1-1,” Sternad said. “We’re giving information to people at the exact time they need it. The social service system is very fragmented and complex; 2-1-1 consolidates all the information.” Sternad said he calls two-way texting “social services 3.0.” National and local data, he said, show that people prefer texting over calling when they seek help for social services. “There’s less stigma when you don’t have to make the words come out and hear someone’s reaction,” he said. “It also helps people who maybe want more privacy because they’re in school or at work,” added Kelly Brown, director of 2-1-1 Ventura County. The most common 2-1-1 calls, she said, are related to housing and shelter, which she referred to as “the No. 1 unmet need in the county.” “We expected young people to be the top text users,” Sternad said, “but the first to use it were homeless people and veterans.” Interface’s 2-1-1 Ventura County has also been active on a national and state level during recent disasters and crises, fielding overflow 2-1-1 calls for assistance during Hurricanes Irma and Harvey, the shooting in Las Vegas and wildfires in Northern California. Another valued service is the Teen Dating Violence 20

Program, which reaches 2,500 teens per year in ninthgrade health classes at local high schools. Sternad said the program is important because Ventura County has the highest rate of reported domestic violence in the state for counties with more than 60,000 people. “We don’t really know the reasons why,” Sternad said, “but there should be real urgency in getting to teens to stem the tide of domestic violence. Eight percent of ninth-graders tell us they’ve had an abusive interpersonal relationship themselves. Those percentages quadruple by the end of high school, so this is the right time to get these messages to youth.” He described one 14-year-old student who participated in the program and broke up with her boyfriend when she realized that his actions included the danger signs of an abuser, such as reading her texts and blaming her for everything.” A younger audience is reached by another intervention program called My Body Belongs to Me. Aimed at preschool and school-aged children, it is designed to teach children how to protect themselves from sexual abuse, including how to say no and how to tell an adult. According to Sternad, 4,500 participated in My Body Belongs to Me last year. “15 kids came forward to disclose sexual abuse that was happening at that time,” he said. “We made reports, and stopped abuse right away.” Cynthia Martinez, who runs an in-home daycare business called Sunshine for Tots in Oxnard, has asked

Interface several times to present the My Body Belongs to Me program to her preschoolers and their parents. A passionate advocate for the program, Martinez said that she was abused sexually at age 8 and didn’t speak up or know what to do at the time. “I think it’s super-important to empower little ones, to let them know how to use their voices,” she said. Interface employees are filled with success stories of people the organization has helped. Sternad said he can’t stop thinking about Interface’s work with runaway homeless teens, and one young person in particular. “We had a young girl who identified as a boy at age 14,” he said. “When she disclosed her gender identity, the family had a really hard time. A conversation with Jean-Michel Cousteau about his father, his legacy and the Channel Islands.

BY CHUCK GRAHAM ost people approaching 80 years of age are well into retirement. But when the world’s oceans are in dire need of some assistance and your last name is Cousteau, retirement might not be in the cards. I think it’s safe to say that the name “Cousteau” and the ocean are virtually synonymous. At 79 years young, ocean explorer and crusader Jean-Michel Cousteau shows no sign of slowing down. He had an excellent role model: There wasn’t a more dedicated ocean explorer than his father, Jacques-Yves Cousteau. As a child in the 1970s, I remember being glued to the television every time The Undersea World of Jacques Cousteau came on at my grandparents’ house. Like so many others, I was captivated by life above and beneath the sea, the groundbreaking discoveries and extensive research aboard the Calypso. Two of those crew members were Cousteau’s sons, the eldest, Jean-

Michel, and Philippe, who passed away in 1979. Jean-Michel recalls his father introducing him to the wonders of the sea in 1945 when he was only 7. He has been diving ever since, for 72 years, with no end in sight. “He put a tank on my back and pushed me overboard and I became a scuba diver,” Cousteau recalls. Jacques Cousteau passed away in June 1997, and to carry on with his father’s legacy Jean-Michel created the nonprofit Ocean Futures Society (OFS) in 1999, with headquarters up the road in Santa Barbara. OFS continues to create incredible films, but with a strong focus on ocean conservation. “We need to respect nature,” continued Cousteau from his OFS offices. “We need to manage it like you manage a business.” His schedule is busier than ever, and I was fortunate to spend some }} time with Cousteau before he traveled back home to France.

How did the Cousteau Society get off the ground? After my father left the Navy, he decided he wanted to explore. There were shipwrecks everywhere after WWII, especially in the Mediterranean. You have to remember, there were no roads, no airplanes or train. Every connection was made by the ocean. The Calypso was made available to him free of charge as long as he didn’t use it for commercial purposes and only for making films and doing scientific research. By that time, my mother packed my brother’s bag and mine and sent us to school, and my parents moved onto the Calypso. My mother spent more time on Calypso than my brother, my father and myself combined. She was the inspiration. She played a critical role. Whenever there were holidays, summer break, my grandmother would pack our bags and send us to wherever the ship was. We spent three to four months of the year on Calypso as kids. All the people who worked on the ship became our friends, our brothers. We became very attached to them. Most of them have passed away, but there are a few. What was your first major expedition with your father?

Is there anywhere in the world that you would like to dive that you haven’t yet? People always ask, “What’s your best dive?” I will always say, “The next one.” There are many places. I want to go back to Greece. I want to go back to places I used to dive when I was young. I want to see some of the shipwrecks that are still out there. I want to dive different parts of the Pacific. There are many islands. Fiji has 350 islands. I’ve visited three or four, maybe five of them. Let’s not forget that 71 percent of the planet is covered by ocean and there are probably millions of species we have yet to discover. It’s why I’m certified for the Exo Suit. You can go down 1,000 feet and spend 10 hours and come up in five minutes. What brought OFS to the Central California Coast? I had been running my father’s company (the Cousteau Society) down in Los Angeles for 20 years. I learned not to like the traffic. I had the pleasure and advantage of our wind ship, the Alcyone, in the Santa Barbara Harbor before there was a freeway going through town. We did a two-hour special on the Channel Islands called At the Edge of the Human Tide (1987). There’s history there, people there long before you and I were here. When I came here to work on the show, I said, “One day I’m going to move here.” The weather here and the }} South of France is the same. Twenty-six years ago I moved here.

There was a lot of interest in the Red Sea and the Indian Ocean. I was an architect at the time, building schools in Madagascar, which afforded me time to dive in the Seychelles and other places. My father found himself stuck in the Red Sea because of the [Six-Day War] and thought we were going to have to go all the way around Africa to get back to France. Instead we crossed the Atlantic and headed to the Pacific through the Panama Canal.

We have OFS offices in France and Brazil, so we decided to do that here in order to honor my father’s philosophy more than ever today. The message is always the same. If the people protect the ocean, they protect themselves. Speaking of the Channel Islands, how important are they to the marine environment and to those who live here? I remember years ago I supported the concept of making 20 percent of the waters surrounding the islands off limits to fishermen (Marine Protected Areas, MPAs). We adopted and accepted that and fishermen protested in front of our offices. It was tough. I grew up with fishermen. I have a lot of respect for them. Many of them lost their jobs. We probably didn’t do a very good job explaining to them that 20 percent of these places act like a nursery where species reproduce, and when there’s too few fish, they move out. We are looking at the capital and we can have the interest from the capital, but the minute we take more than each species can produce, then we are gobbling up the capital and we’re going into bankruptcy. Nobody wants to go there. I mean, it’s so basic and logical. I couldn’t have said that 20, 30 or 40 years ago. I read somewhere that your father rated the Channel Islands National Park as one of his top 10 coldwater dive spots in the world. Is that accurate? It is. Still today I love to dive there. 44

TO TEXAS WITH LOVE Ventura County locals lend a helping hand to hurricane victims. BY NANCY D. LACKEY SHAFFER 2017 HAS BEEN ONE OF THE WORST YEARS ON RECORD for hurricanes. Hurricane Harvey, which hit the U.S. in late August, wreaked a path of destruction across the Texas Gulf Coast, with the brunt of the rain falling in Houston. Ventura County businesses and organizations wasted no time, setting up GoFundMe accounts and calling for donations. Amidst this impressive outpouring of support, a few individuals went the extra 1,500 miles, delivering the goods to Texas in person.

Aaron Steed of Camarillo is the CEO of Meathead Movers, which has offices from San Luis Obispo to San Diego. “We were in a good position to help,” says Steed, noting that a moving company has the equipment, expertise and human power necessary for transporting goods a long distance. “We wanted to do something to help out the Houston victims,”

he continues, “so we went on the Internet, called and found places accepting items.” Communicating with relief workers at the Kay Bailey Hutchison Convention Center, Dallas, which operated as a mega-shelter, Steed verified that what was needed most was clothing (underwear in particular), diapers, baby items and toiletries. He sent word out through a vast network of friends, family, customers and vendors with the hashtag #FillThoseTrucks, and within just five days Meathead Movers collected some 50,000 pounds of brand-new supplies, enough to fill two semis and a 24-foot truck. Steed also leveraged his professional contacts, bringing on board partners/sponsors U.S. Storage Centers (which provided space for donated items), foodservice distributor Southwest Traders Inc., Pioneer Packing (which provided a truck and driver) and TriDerma (medical-grade skincare products). “So many people felt good about }}vendors. A lot of companies were doing their own it. Customers, mini-drives and bringing it over to us. Neighborhoods took up colNOVEMBER 2017

lections, too,” Steed recalls. “People really liked knowing that things they bought went directly to people in need.” On Sept. 6, the three trucks and their drivers — including Meathead Movers Fresno Operation Manager AJ Clarey and Steed himself — hit the road. “It took us three and a half days to get out there,” he says. What they found was sobering. “There were streets that were just completely devastated,” Steed recalls. “So much wood and drywall was just thrown out. . . . This is happening in America — you just don’t see people so displaced. My goodness, I really feel for those people.” Mega-shelter officials directed Steed’s team to the Lighthouse Church in Houston. “There was a line over half a mile long,” Steed says of the people who came to get the much-needed supplies. “Well over 1,000 people were there. It was quite a feeling.” Those good feelings didn’t end in Texas. “My employees really love it, too,” Steed says. “This is one of the main reasons they love working for the company. It feels so good to come together to help people in need.”

When Loanne C. Wullaert, manager of the Ventura Theater and owner/operator of Loanne Wullaert Presents, first started hearing reports of Hurricane Harvey’s devastation, she knew what role she wanted to play in the relief efforts. “I love dogs,” she says. “We (my boss at the theater, Rob, and my housemates) facilitate dogs being pulled from high-kill shelters in L.A. and foster them until they can get re-homed.” Wullaert heard about shelters in Texas euthanizing animals to make room for displaced animals, and it touched her keenly. “Getting supplies to help keep them alive while people had time to relocate their pets seemed obvious and urgent.” Wullaert posted to Facebook that she would be going out, and asked for donations of dog food and other pet supplies. “Responses came in immediately,” she says. “Through Facebook, the theater, calls on my phone — it was an overwhelming amount of support.” People from Texas started making requests as well, so the donation drive began to encompass items for creatures on both two and four legs. Ventura Theater became a major collection station for pet supplies, water, clothing, hygiene products and more. It was enough to fill a truck with a trailer and an extra-long Sprinter van. On Aug. 31, Wullaert, Tom Stevens, Andrew Applegate and Karim Hernandez left for Texas, arriving in Houston on Sept. 2. The crew, now joined by Wullaert’s sister, Ilana Mcallister, and her friend Courtney, from Atlanta, first delivered supplies to Trinity Gardens Church of Christ on the outskirts of Houston. “We were the first aid they had received,” Wullaert notes. “They could not believe their aid drove from California, when the people in the more local area had not checked on them.” Pet supplies went to a distribution point run by the nonprofit Houston PetSet; hygiene products went to Cajun Navy Headquarters downtown. Officials there recommended that the group deliver the rest of their donations to the heavily damaged community of Beaumont. “Beaumont . . . is where it really hit me, the degree of devastation,” Wullaert recalls. “Driving on the freeway was like driving between two vast

bodies of water. You would see the occasional street sign or roof of a house poking above the water line, submerged tow trucks . . ..” Supplies were dropped off at a local church before the group started home. In their absence, work at Ventura Theater continued apace. Volunteers — including Erika Harding, Amy and David Gomez, Jill Yarborough, Michel Miller and many others — took in clothing, food, bleach, diapers, etc. “The entire theater was filled with donations,” Wullaert says. By this point, distribution centers were no longer taking clothing, so a rummage sale was held instead, raising nearly $5,000, intended for Puerto Rico or possibly One America Appeal, an initiative launched by all five living former U.S. presidents to support relief efforts for Texas, Florida and the Caribbean. “Basically, what started with a small request for dog food turned into something huge and amazing,” Wullaert says with a touch of awe. “And while my heart wanted to break for so many people . . . never in a million years did I expect the outpouring of support for strangers that I witnessed from the 805 and beyond.” v For more information, visit Meathead Movers online at meatheadmovers.com and the Ventura Theater at www.venturatheater.net.
