Las posibilidades de reforma migratoria este año mejoró después de que el Presidente Obama se reunio con el Grupo de Representantes Hispanos. La reunión, que se definio como “estratégica”, la Casa Blanca mostró su interés en avanzar en esta tema tan vital para millones de trabajadores inmigrantes. Esta es una buena noticia para todos. Se abre una ventana de esperanza para los indocumentados a estar en condiciones de normalizar su situación en este país y para que el sector privado pueda contar con la fuerza de trabajo estable que necesita. Al mismo tiempo, manteneniendo su promesa de campaña de presentar un proyecto de ley de reforma para inmigracion durante su primer año en el cargo del pais va a ganar el presidente más el apoyo de una comunidad cuyo poder de votación es cada vez más relevante. Que podian entender el acto de inaccion por parte de una cuidad como diciendoles que esa cuidad es una zona segura para ilegales. “Esta ley puede tener malas repercuciones,” dijo Barbara Szweda, abogada de la oficina de el Sindicato de Libertades Civiles de Americanos, ACLU. “Si algun Hispano es arrestado por la policia y reportado a las authoridades migratorias por la unica razon de no parecer Americano, nosotros queremos saberlo.” La abogada agrego que su organizacion, el ACLU de Utah, defenderia y demandaria al estado si ellos encuentran un caso en el que esta situacion a sido el unico motivo por el arresto. Muchas cuidades no implementaran la ley, incluyendo la cuidad mas grande de Utah, Salt Lake City. El jefe de la policia de esta cuidad Chris Burbank, anuncio que su departamento no quiere poner miedo a la poblacion con esta clase de leyes por la preocupacion

de que evitaria a gente indocumentada a reportar crimenes contra ellos. Como ha pasado en otros estados en que vigilantes y minutemen han agredido y atacado a indocumentados sin temor a ser denunciados o castigados. El mes pasado este periodico reporto un ataque a un niño de 14 años por tres hombres blancos despues de preguntarle si era Hispano. Este ataque sucedio en la ciudad de Clinton en el condado de Davis. En este caso, la oficina del alguacil no hizo absolutamente nada y no tomo interes por el crimen racial porque nadie salio lesionado seriamente. Muchos de estos crimenes no han sido reportados a las authoridades por temor a represarias por parte de estas. Los criticos de la ley dicen que este poder promueve el perfil racial de todo cuidadano que no sea blanco o que no parescan Americanos de acuerdo al criterio de el oficial investigador. Esta semana el jefe de la Policia de Caminos (Utah Highway Patrol) Lance Davenport dijo que sus tropas no serian certificados como agentes de migracion. “Nuestro deber es asegurar la seguridad en los caminos,” dijo Davenport. “Y tambien para servir y para asegurarnos que toda la gente viva en un lugar protejido y seguro, y eso incluye tanbien a los Latinos”
Las dos agencias de policia mas grandes de Utah no enforzaran esta nueva ley: La policia de Caminos y la policia de Salt Lake City. El Abogado General de Utah dijo al principio que la participacion de los departamentos de policia era opcional, pero despues se retracto y dijo que espera que toda la policia del estado cumpla la nueva ley. El Representante Republicano Mike Noel de Kanab quien fue el que creo y presento esta ley ante la legisladuria, dijo que no era una option de la policia de decidir cual leyes deberian enforzar. En Ogden, Greiner agrego que los imigrantes no tienen que tener miedo a reportar un crimen contra ellos cuando han sido victimas. La policia de Ogden no les va a preguntar su estado migratorio cuando hacen el reporte. “Siendo una victima de un crimen no deberia detenerlos para llamar a la policia,” dijo el jefe. “Si ha sido victima de un crimen, y esta indocumentado, nosotros vamos a ayudarle... Esto considerando que muchas familias hispanas son integradas por personas con diversa situación migratoria. “Mi peor pesadilla es que un Minuteman trabaje para el Censo (visitando casa por casa), y eso puede suceder”, agregó Vargas. Dijo además que NALEO junto a otros grupos y medios de comunicación hispanos como impreMedia, Entravisión y Univisión, trabaja en una nueva campaña denominada Ya es Hora, Hágase Contar para promover la participación de hispanos en el Censo. La campaña sigue el modelo de las dos previas para movilizar a personas a naturalizarse y para registrarse y votar.

Las razón es obvia y es que el Censo no sólo determina cómo se distribuyen más de 300,000 millones de dólares en

Obama Está Dispuesto a Ayudar a Salvadoreños en EE.UU. ❑ Buscará mecanismos de beneficio migratorio para los connacionales antes de que finalice el TPS para los 250 mil adscritos Cortesia Diario de Hoy El presidente de los Estados Unidos, Barack Obama, le pidió a su Secretaria de Estado, Hillary Clinton, analizar y buscar una solución que permita estabilidad migratoria a miles de salvadoreños que residen en la Unión Americana, declaró el presidente electo de El Salvador, Mauricio Funes, al término de una reunión con el mandatario estadounidense. “El presidente Obama tuvo mucha apertura cuando tanto el presidente Saca como este servidor le planteamos que en el caso de la estabilidad migratoria había que atender particularmente el caso salvadoreño... Él expresó apertura y dijo que le dio instrucciones precisas
a la señora Clinton para que atendiera este caso y buscara con la brevedad posible una solución antes de que se venza el TPS para 250 mil salvadoreños”, reveló Funes. Las opciones podrían ir desde la regularización permanente de todos los adscritos al TPS o prórrogas hasta una reforma migratoria integral que los favorezca. De hecho, Obama abrió la posibilidad de llegar a un arreglo más inmediato con los trabajadores agrícolas, porque en ese rubro los empleadores le han expresado la necesidad que tienen de mano de obra, pero no beneficia mucho a los salvadoreños porque la mayor parte de ellos está en el sector de la agroindustria, de la construcción y los servicios. “El Presidente Obama puso especial atención al caso salvadoreño porque tanto el presidente Saca como este servidor le insistimos que en el caso de El Salvador, no sólo por la cantidad de deportados, no sólo la cantidad de salvadoreños favorecidos por el TPS, sino por lo que significa para El Salvador que la tercera parte de su población viva y trabaje en los Estados Unidos requi-

cártel La Familia Michoacana.Entre los detenidos se encuentra el lugarteniente Rafael Cedeño Hernández, alias ‘El Cede’. Cortesia Diario de Hoy La policía federal mexicana ha anunciado este domingo el arresto de 44 presuntos narcotraficantes pertenecientes al cartel conocido como La Familia Michoacana. Las detenciones produjeron este sábado durante un bautizo en la localidad de Morelia, capital del estado de Michoacán, y sin necesidad de emplear las armas. Entre los detenidos se encuentra Rafael Cedeño Hernández, alias El Cede, lugarteniente de esa organización criminal, responsable de los envíos de droga procedentes de Centroamérica y encargado además de la
expansión territorial de La Familia en el estado de Guerrero. Cedeño Hernández es, según el diario mexicano El Universal, el sucesor de Alberto Espinoza Barrón, alias La Fresa, detenido el 31 de diciembre de 2008. El Cede controlaba también varios grupos criminales que se disputaban con los Zetas, sicarios al servicio del cartel del Golfo, el control de la zona de operaciones de La Familia. Esta organización criminal es la presunta reposable de varias decapitaciones llevadas a cabo en el estado de Michoacán. Además de Cedeño, quien en el momento de su detención portaba una credencial de observador permanente de la Comisión Estatal de Derechos Humanos, en la operación fueron apresados varios sicarios importantes del grupo, como Francisco Javier Torres Mora, alias El CamelloEl Joker, Francisco Hernández Hernández y Fred Pardo Ménera, entre otros.

Obama fue claro al decir que su prioridad es Haití, pero le ha pedido a su secretaria de Estado que analice la situación y busque una solución favorable tanto para Estados Unidos como para la región centroamericana. El encuentro entre Obama y los mandatarios salvadoreños se produjo en el marco de la primera reunión con los presidentes del Sistema de Integración Centroamericana (SICA). Para Funes, lo más importante es la posición de apertura mostrada por el presidente Obama para escuchar lo que la región considera que deben ser las prioridades en las relaciones de Estados Unidos con Centroamérica. “El presidente Obama adelantó algunas posiciones que permiten adelantar la esperanza de que no sólo habrá un giro en la relación de Centroamérica y Estados Unidos, sino mayor atención a aquellos problemas que nos preocupan más, entre ellos la estabilidad migratoria de los salvadoreños y centroamericanos que viven en Estados Unidos, el cese o por lo menos la regulación de las de-
portaciones, especialmente de quienes tienen antecedentes criminales”, dijo Funes. La administración estadounidense se muestra anuente también a la recapitalización de la banca multilateral, sobre todo del Banco Interamericano de Desarrollo (BID) y la posibilidad de que pueda dar apoyo, aunque no está obligado, al Banco Centroamericano de Integración Económica, de modo de liberar recursos que puedan destinarse a financiar programas de inversión en infraestructura y de apoyo social. “En el tema de la capitalización del BID, Obama abrió la posibilidad, el tema se está estudiando pero Estados Unidos quiere que se garantice que los recursos serán utilizados en forma eficiente y que los créditos irán no sólo a los países, sino también a los sectores que más lo necesitan”, expresó el presidente electo. “Es esperanzador porque en ningún momento dijo que no le es posible destinar esos recursos, dada la situación que vive Estados Unidos. Está consciente de canalizar los recursos a través de la banca multilateral, pero tienen que estar seguros de que se utilizarán en forma eficiente”, agregó.

De un hombre cuyo propósito era servir a Dios, aunque lo estaba haciendo de la manera equivocada, es traído ala manera correcta de servir a Dios. A este hombre que se consideraba el primer pecador, se le revelo el Evangelio de las inescrutables riquezas de la gloria de Cristo. What is Faith? It is more like an internal switch inside us that is flipped, allowing us to accept the good news that is preached. It feels right. Though we may still have questions, we believe that we can live in this message. We can base our lives on it, we can make decisions based on it. It makes sense. It is the best possible choice. God gives us the ability to trust him. He also gives us the ability to grow in faith. The down payment of faith is a seed that grows. It prepares and enables our minds and our emotions to understand more and more of the gospel. It helps us understand more about God as he reveals himself to us in Jesus Christ. To use an Old Testament metaphor, we begin to walk with God. We live in him, think in him, and believe in him. Doubts
But most Christians struggle with faith at some time or another. Our growth is not always smooth and steady—it comes through trials and questions. For some, doubts come because of a tragedy or severe suffering. For others, it is prosperity or good times that subtly tempt us to rely on material things instead of God. Many of us will face both sorts of challenges to our faith. Poor people often have stronger faith than rich people do. People beset by constant trials often know they have no hope except God, no choice but to trust him. Statistics show that poor people give a higher percentage of their income to the church than rich people do. It appears that their faith (even though not perfect) is more consistent. The greatest enemy of faith, it seems, is when all goes well. People are tempted to think that it was by their strength or their intelligence that they achieved as much as they have. They lose their sense of child-like dependence on God. They rely on what they have, rather than on God. Poor people are in a better position to learn that life on this planet is full of questions, and God is the least questionable thing they have. Student Loan Debt Relief
There’s good news for college graduates who are struggling to pay off student loans. If you have federal student loans, no matter when you took them out, there’s a program that will begin this July that could provide relief. Income-Based Repayment (IBR) is an important new payment option for federal student loans. IBR can make loan repayment more affordable by capping monthly payments based on your income and family size. Any debt left after 25 years of payments will be forgiven. This program covers almost all federal loans made to undergraduate and graduate students, whether your lender is a private company, such as Sallie Mae or Citibank, or the federal government. IBR is designed to help people with high debt burdens (more debt than they can afford to pay off in 10 years). For most eligible borrowers, IBR payments will be capped at less than 10 percent of income. For borrowers with very low incomes, IBR payments could be as low as $0 per month. If you work in public service, another new program could forgive your remaining debt after just 10 years of IBR payments. Public Service Loan Forgiveness is available for fulltime government and nonprofit workers with federal student loans in the Direct Loan program. Whatever your job, if you work for a federal, state or local government--including public schools--or for a 501(c)3 nonprofit organization, you may qualify. California Started for-profit Route BY MOSI SECRET ProPublica Bounced checks were a national scourge in the mid-1980s, when ACCS was born and the notion took hold of creating a diversion program. Debit cards have since slowed the problem since, but U.S. banks still process billions of checks annually. In 2006, the most recent year available, 153 million bounced – less than 1 percent. By comparison, 240 million checks bounced in 2000. “There was a tremendous problem with insufficient funds in our community,” said Grover Trask, a former district attorney in Riverside County, Calif., who pioneered the diversion concept. “We decided the best way to solve the problem was to create a low-level program to handle these crimes.” In 1985, the California Legislature passed what Trask said was the first bill legalizing such programs. Most district attorneys ran them in-house, using their own staff to deter-

Mealing said ACCS was bringing in $18 million a year at the time and has since grown. Court records show that he and his partners were paid more than $25 million. The company, headquartered in San Clemente, Calif., is now primarily owned by a partnership that includes Schreck and other ACCS executives. As a private corporation, it is not required to report its revenue, but a court filing says ACCS has 292 employees and a $500,000 monthly payroll.

State’s Crackdown on Immigrants Fuels Hispanic Media Growth CRISTINA FERNÁNDEZ PEREDA NAM News Report North Carolina’s ethnic media charted the state’s population boom, partly fueled by immigration. Now, the ethnic media is playing a watchdog role as the state clamps down on undocumented immigrants. According to the U.S. Census Bureau, the area known as the “research triangle” was the fastest growing metropolitan area in the country, with a growth rate of 4.3 in 2008. And, part of the growth is due to immigrants choosing this area to settle down: almost 35 percent of immigrants in North Carolina came to the United States after the year 2000. North Carolina has several daily and weekly newspapers in Spanish, as well as broadcasting stations that serve the community. These outlets are charting the changes in the state’s Latino population, paying special attention to immigration issues, which have become an important issue for the Hispanic community there in light of the state’s clamp down on undocumented immigrants. “We are talking about all sorts of problems, from special taxes when
Paola Jaramillo, editor of La Conexión. sending money back to their countries, to not being able to go to community college and now, the lack of opportunities because of the economy,” said Paola Jaramillo, editor of La Conexión, Raleigh’s 14-year-old newspaper. Undocumented immigrants in North Carolina cannot obtain a driver’s license, unlike in other states in the country. Wake County alone has spent $500,000 in the last six months for 13 cops to run the controversial 287(g) program, in which
local law enforcement establishes a partnership with Immigration and Customs Enforcement that allows them to enforce immigration laws locally. “They are using taxpayers’ money, hiring cops to fight crime that we already pay them to fight,” said Tony Asion, president of El Pueblo, Inc., an organization that advocates for immigration reform. Most Spanish-language publications in the area have a specific section dedicated to immigration
coverage. Radio stations such as La Tremenda La Raza in Charlotte broadcast daily talk shows that cover the latest developments on the immigration debate. “We always tell our audience that we are not going to solve their problems, but we will put them in touch with the right people to talk to if they have a question,” said Gustavo Aguilar of Norsan Media. Participants of the radio talk show at the Norsan-owned station range from police officers to health specialists to immigrants’ rights experts who can provide the audience with up-to-date and useful information on immigrant rights and responsibilities. In 2008, more than 1,600 undocumented immigrants were arrested in Raleigh. In Charlotte, 6,000 arrests were made last year. The impact of the 287(g) program on the community has lead Hispanic Media in Charlotte to cover the crackdown on immigrants in the area. Alejandro Marnique, president of Que Pasa newspaper, which owns the three largest weekly publications in the state, said the newspaper’s print and online editions run the “Buzon del Inmigrante” –The Immigrant’s Mailbox – where readers can write in with questions. El Pueblo has hosted meetings with members of the Latino community to share information about the 287(g) program and inform them about their rights. During a March meeting, participants started to define a strategy to push for immigration reform. The group prioritized the following seven steps: create links between the community, authorities and media; develop a committee with
the check that bounced. A $10 restitution charge goes to the merchant. ACCS typically charges a class fee of $150 to $165, a $10 convenience fee if clients opt for a payment plan, a $25 rescheduling fee if someone misses class, and an administrative fee of $35 to $50. The latter fee is typically split 50-50 with prosecutors’ offices. In return, ACCS provides the prosecutors with boilerplate administrative forms, letters to check bouncers and operational guidelines, which the prosecutors are free
to change but seldom do. ACCS hires instructors for the financial accountability classes, leases classrooms and works with the check-bouncers to schedule attendance and payment. “The district attorney could hire a bunch of young lawyers and go about the investigation in the way they might in a violent crime,” said Jenkins, the ACCS attorney. “The other way to go is for the DAs to say to themselves, ‘What are the elements of this crime?’ Then they set up a mechanism where the merchant has to do certain
things.” Merchants, who are recruited by ACCS to participate, have to complete a checklist before submitting a bounced check, declaring that it was submitted twice to the bank and that notice was sent to the writer by certified mail. “These folks have utterly ignored repeated pleas to make good,” Jenkins said. “Therein lies probable cause. ... The notice makes it abundantly clear — it’s a voluntary program.”

However, the fear of being deported is still their main concern, even more than the economic situation that is hitting both the population and news outlets serving them. These Spanish-language publications are responding now to immigration issues like they responded a few years ago to the population growth in the area. “We read in 1990 that North Carolina was the best place in the United States to start a business. It was on the Entrepreneurs Magazine in Venezuela. We located it on a map and decided to come here,” said Hilda Gurdián, publisher and CEO of La Noticia newspaper in Charlotte.
“We stayed in hotels for the first two weeks, we didn’t know anyone here,” added Alvaro Gurdián, the president of La Noticia. A different example of this growth is Que Pasa Newspaper. Alejandro Manrique left Rumbo newspaper in Texas to take over this newspaper in North Carolina and transform it from a family publication into a major newspaper, with all content reported and produced locally and three different editions in three cities. And, like their mainstream media counterparts, they are being hit by the economic downturn. Jaramillo of La Conexión folded the top of the newspaper with her fingers, showing the space she’ll no longer be able to sell to advertisers or fill with a story. “My newspaper is going to be one and a half inches smaller because of the financial crisis,” she said. “All the newspapers printed ... are suffering the same problem.”
