T

he Western Visayas College of Science and Technology (WVCST) is now the newest state university in the region following the approval of its conversion by the Senate during its third and final reading on February 4. continued at page 4

he first term of neophyte Congressman Jerry P. Treñas had already been marked by excellence in legislative affairs and public service. As the voice of his constituents in Iloilo City, Cong. Treñas represents the interests of his Congressional District with passion and zeal at the House of Representatives. In only his first term in Congress, Treñas already delivered well beyond expectations by authoring 32 local House Bills for the benefit of the City of Iloilo. He also authored several key national bills, including a bill rationalizing taxes on foreign airlines, which had successfully hurdled both Houses of Congress. Despite being a rookie lawmaker, Cong. Treñas already distinguished himself and his Congressional District through his leadership as the Visayas Whip of the Liberal Party and as Chairman of the House Committee on Good Government and Public Accountability (Blue Ribbon). Cong. Treñas continues to mark his service as his constituents’ representative in Congress with transparency, good governance, timely legislation, and tangible results. Cong. Treñas vigorously pursues his advocacy in Congress, in keeping with the Uswag Iloilo vision. Cong. Treñas is “your voice” in the House of Representatives, and he will ensure that his Congressional District will continue to be represented with such thunderous passion that reverberates through the halls of Congress.

Senate Approves 20 Bills Authored by Cong. Treñas

L

egislative measures authored by Iloilo City Representative Jerry Treñas were approved on third and final reading by the Philippine Senate. A total of sixteen (16) bills converting city roads in Iloilo City into national roads were approved on third reading at the Senate. Rizal Street in Lapaz, Timawa Avenue, Jereos Street, Delgado Road, Molo Boulevard, Rizal Street in the City Proper District, Lapaz Deep Sea Water Port Road, San Rafael to Tabucan Road, Cubay to Balabago Road, Sto. Rosario-Duran Road, Jalandoni Street, Tacas Road from Quintin Salas to Pavia Boundary, Yulo Drive, Arvalo So-oc Mandurriao Road, Bonifacio Drive, and Efrain B. Treñas Boulevard will be converted into national roads, allowing the DPWH to handle the mainte-

nance and rehabilitation of these major thoroughfares in Iloilo City. The Iloilo City Tourism Bill of Treñas was also approved on third and final reading by the Senate. The Jaro Cathedral, Molo Church, Jaro Plaza, Molo Plaza, Iloilo Central Business District, Fort San Pedro and Plaza Libertad were identified in the Treñas bill as official heritage and tourist zones of the country. The passage of the bill will allow the Department of Tourism (DOT) and the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) to prioritize the preservation and improvement of these tourist sites. House Bill No. 4432 of Treñas was also approved by the Senate on third reading. The bill will convert the Western Visayas College of Science

and Technology into a state university, to be known as the Iloilo Science and Technology University. The Iloilo City Representative also authored a bill that will increase the manpower of the West Visayas State University Medical Center, which was passed by the Senate on third reading. On the national front, the Treñas bill rationalizing the taxes on international air carriers operating in the Philippines was approved by the House of Representatives and the Senate. The House and Senate versions were reconciled and the bicameral conference committee report was approved by both Houses. The bill, which was certified as a priority and urgent bill, was already transmitted to Malacañang Palace for the President’s signature.

Electorates becoming definite whom to vote – survey shows Still the People’s Choice: Treñas For Congressman

I

loilo City constituents are starting to choose leaders that could bring concrete progress here. The Random Access Consultant, Inc. (RACI) , in a series of surveys since the filing of certificates of candidacies, revealed that the ‘undecided voters’ have declined, demonstrating that the people have already chosen their candidates even before the campaign period for the local candidates kick-off. Incumbent Iloilo City Lone District Congressman Jerry P. Treñas remains the preferred choice of the people enjoying a wide margin of 65.3 percent from his challenger, Raul M. Gonzalez Jr., who only got 29.7 percent. Undecided voters were registered at five percent, the latest survey showed. RACI’s opinion poll on January 19 to 21, 2013 applied a multi-stage probability sampling with a sample size of 600 voter-respondents in Iloilo City. The survey has a 95 percent level of confidence, with a margin of error of plus/minus four percent. On December 26 to 28, 2012, the RACI survey showed that the number of undecided voters was at 9.5 percent, with Cong. Treñas having a runaway lead at 63.5 percent compared to Gonzalez’s 27 percent. Further, the survey conducted on November 24 to 25, 2012 had 10 percent undecided votes, with Cong. Treñas garnering 63.7 percent and Gonzalez trailing with a poor 26.3 percent. At this stage, the people already knew who are running as the filing of certificates of candidacy was already held last October 2012. Similarly, Treñas’ net satisfaction rating based on the latest survey was at 63.3 percent, which is interpreted as ‘very good’ where the respondents were asked if they were satisfied with

Mabilog continues to be the preferred city’s chief executive with 72.2 percent compared to challenger Rommel Ynion getting a miserable 22.5 percent, in the same survey conducted January 19 to 21, 2013. The undecided vote was registered at 5.3 percent. Vice Mayor Jose Espinosa, on the

other hand, has 58.8 percent compared to his rival’s 34.5 percent. With the survey, the local leaders believe that the initiatives and improvements they introduced brought significant development and contentment to the constituents, who are wanting to continue the alliance and the direction started by Treñas, Mabilog and Espinosa.

Treñas Bill Converting WVCST into a State University Approved by Both Houses of Congress Continued from page 1 The conversion grants the WVCST with the same powers and responsibilities as other state universities in Iloilo City, like the University of the Philippines and the West Visayas State University. With its passage into law, the WVCST will be renamed the Iloilo Science and Technology University or ISAT University. “This is the realization of our dream–to place WVCST in the status of a state university. This is our gift to every Ilonggo,” said Cong. Jerry P. Treñas. The Ilonggo solon introduced House Bill No. 4432, which proposed the conversion of WVCST into a state university. Earlier, Cong. Treñas emphasized that a university status is a distinctive honor reserved only for truly deserving higher education institutions that have proven excellence

in instruction, research and outreach. The conversion of WVCST into a state university further complements the efforts of local leaders in making this city the educational hub of Western Visayas, he added. WVCST President Dr. Luis M. Sorolla said the educational institution shall now have a Level 3 accreditation, proper teacher-student

ratio, adequate library/laboratories, research and development programs benefitting the community, relevant linkages and community outreach programs, and relevant academic policies and system. The WVCST is one of the oldest educational institutions in the country having been established in 1905.
