D

uring his service as a three-term Mayor of Iloilo, Treñas attracted numerous business process outsourcing companies, investors, and private sector participants to public-private partnership initiatives. Such initiative has provided thousands of employment opportunities to the city’s constituents. The city’s infrastructure, education institutions, health facilities, transportation networks and commercial complexes have blossomed under his watch, thereby addressing the traffic problems and flooding, and likewise providing better health and social services, among others.

Treñas has augmented the delivery of key services to the public by providing scholarships to underprivileged youth in the metropolis, specialty and livelihood training programs to aspiring entrepreneurs, and offering medical assistance to his constituents suffering from illnesses. By envisioning a city with excellent road networks and infrastructure, this city’s solon secured numerous infrastructure projects. His efforts led to numerous roads paved and repaired, school buildings built, drainage systems developed, and multi-purpose buildings constructed. Moreover, the neophyte solon has

already introduced 137 House Measures (57 as principal author, 80 as coauthor) in just on his first two years as the Representative of the Lone Congressional District of Iloilo City. Cong. Treñas does not merely share his vision. He makes sure that the people of his beloved Iloilo City experience ‘Uswag Iloilo.’ Statesmanship goes beyond rhetoric. It demands action and concrete results. Cong. Treñas is a true Ilonggo statesman, and his commitment to serve the people of Iloilo City shall never falter, always advancing and protecting the interests of his constituents in Iloilo City as their Representative in Congress.

House committee approves term extension of barangay, SK official The Committee on Local Government of the House of Representatives approved the bill of Congressman Treñas extending the term of barangay and SangguniangKabataan officials to five years. Presently, barangay officials serve for three years, with a three term limit. The bill of Treñas was consolidated with other similar legislative measures and was approved without objection by the House Committee on Local Government. The Committee also agreed to reset the 2013 Barangay Elections to the last Monday of October 2015, with the term of the elected officials commencing on December 1, 2015. The three-term limit of barangay

officials will be retained. However, a recall provision shall be inserted, which will allow an erring barangay official to be recalled from office during the third and fourth year of his or her term. No recall can be made during the first two years after a barangay election and for one year before the next election. Rep. Treñas believes that by extending the term of barangay officials to five years, the concerned officials will be able to continue their programs for their respective barangays and constituents without the hindrance of frequent and costly reelections, which occurs every three years.

House Approves Airline Tax Rationalization Bill The House of Representatives approved on third and final reading House Bill No. 6022 which rationalizes the taxes on international air carriers operating in the Philippines. Congressman Treñas spearheaded the move to amend the National Internal Revenue Code in order to rationalize the taxes imposed upon international air carriers operating in the Philippines. Congressman Treñas’ initiative to rationalize airline taxes in Congress was strongly supported by the foreign airline industry, which employs numerous Filipinos and which serves countless of Filipino travelers and OFWs. Malacanang Palace also backed the Treñas initiative, consider-

ing it as one of the priority measures of the Administration. Airlines are required to pay a tax of 2 and ½ % of its Gross Philippine Billings (GPB), and a Common Carriers Tax (CCT) of 3% of quarterly gross receipts. The approved bill eliminates the 3% CCT, while providing a reciprocity provision on GPB, allowing foreign airlines to be exempt from the 2 and ½ % tax for as long as its home state grants a reciprocal exemption to Philippine air carriers. The bill also classifies the transport of passengers and cargo by domestic and international air or sea carriers from the Philippines to a foreign country as VAT zero-rated transactions.

Treñas files Iloilo City tourism bill Taking the lead to promote and develop tourism in Iloilo City, Congressman Treñas filed House Bill 5495, which declares the Jaro Cathedral, Molo Church, Iloilo City Central Business District, Fort San Pedro, Jaro Plaza Complex, Molo Plaza Complex and the Plaza Libertad Complex as official heritage and tourist destinations of the country. Treñas and the Iloilo City Cultural Heritage Conservation Council believe that these tourist sites are national treasures which should be preserved and promoted in order to boost tourism in Iloilo City. The Department of Tourism (DOT) and the Tourism and Infrastructure and Enterprise Zone Authority (TIEZA) prepared a site assessment report in support of the passage of the Treñas tourism bill. The DOT-TIEZA report recommended for the inclusion of the sites identified in the tourism bill in the tour packages for local and foreign tourists of the DOT. The report also recommended for funding approval of the improvement of the infrastructure facilities of the Iloilo City tourist sites. Treñas considers the development of tourism as one of his key platforms for the Lone District of Iloilo City. He also supports key tourism events in Iloilo, such as the DinagyangFestival and the Paraw Regatta Festival. Treñas believes that attracting local and foreign tourists will enhance the vitality of the city’s economy. The bill is due to be approved by the House of Representatives on second reading.

Still the People’s Choice: Treñas For Congressman Survey shows strong public support; dims fate of perceived aspirants + 72.9 Net Satisfaction Rating - Excellent

Congressman Jerry P. Treñas continues to enjoy the trust and confidence of his constituents by leading over fifty-percent against his closest perceived rival in the recent survey conducted by the reputable firm, Random Access Consultants, Inc. (RACI). Based on the survey, Treñas shall trounce his perceived challengers with a humiliating outcome should elections were held in the middle of this year. The neophyte solon garnered an overwhelming 58.7 percent, still, the people’s choice for congressman of Iloilo City. His closest perceived challenger is trailing behind with 25.3 percent, with the next aspirants garnering only 8.7 percent and 2.5 percent, respectively. RACI conducted the survey from June 30 to July 1, 2012. Similarly, Cong. Treñas earned the highest net satisfaction rating given by voters to an elected official with an excellent +72.9 percent in this survey. Prior to this, he received a very good net satisfaction rating of almost 60 percent from Dec. 17 to 19, 2011. The massive infrastructure developments initiated by Cong. Treñas that continue to boost economic growth in the metro, keeps him leading in surveys with extremely wide margins over his perceived challengers. “The people have seen what we have done for the development of our city. They want us to continue doing it thus we are making the city more progressive to create

more jobs for the people,” the solon said. Under his leadership, Cong. Treñas took steps for the improvement and rehabilitation of several infrastructures in the metropolis such as drainage system, roads, construction of health care facilities and additional road networks, among others. He heeded the calls of his people for better delivery of health services by allocating funds for the construction and/ or rehabilitation of health centers, and providing livelihood programs that could economically benefit the constituents. Aside from infrastructure development, Cong. Treñas also strengthens the education program for the poor by providing them scholarships; and sports development facilities like the construction of covered gyms and multi-purpose buildings. Treñas Spearheads Efforts to Prepare Iloilo City Drainage Master Plan Congressman Treñas secured funding from the Department of Public Works and Highways (DPWH) to commission a study for the preparation of a drainage master plan for Iloilo City. The DPWH already bidded the P20 Million worth of Iloilo City drainage mas-

ter plan, which is being implemented. The Iloilo City Representative said that “a major cause of flooding throughout the country is the lack of proper and well-planned drainage systems that could handle the strong downpour of rains caused by typhoons and serious weather

disturbances.” The formulation of a drainage master plan will allow the DPWH to efficiently improve the drainage system of the city, as it will identify the necessary measures needed to prevent above-surface water from accumulating.

16 Road Conversion Bills Approved by Senate Committee Sixteen bills authored by Congressman Treñas converting city roads into national roads were approved by the Senate Committee on Public Works. Upon motion by Senator Gregorio Honasan, the Senate Public Works Committee, chaired by Senator Ramon Bong Revilla, Jr., approved the road conversion bills of the Iloilo City Solon. The last city road in Iloilo City to

be converted into a national road is the Benigno Aquino Avenue, which was converted into a national road in the 80s. During the Senate hearing, Treñas explained that the conversion of the 16 city roads covered by his bills into national roads will be of great benefit to the City of Iloilo, as these roads will now be maintained by the national government through the Department

of Public Works and Highways. Local governments shoulder the maintenance cost of provincial, city, municipal and barangay roads. Iloilo City’s existing national roads only total 68.58 kilometers. The road conversion bills of Treñas approved by the Senate Committee will increase the total length of Iloilo City national roads by 30.567 kilometers.

Iloilo City Representative Congressman Jerry Treñas was selected once again to represent the Philippine Congress in this year’s Temasek Foundation Centre for Trade and Negotiations (TFCTN) World Trade Organization (WTO) conference on regional parliamentarians on international trade on May 1517, 2012. Congressman Treñas was also hand-picked by House Speaker Feliciano Belmonte to represent the Philippines in last year’s TFCTN-WTO conference. The TFCTN-WTO program was designed to increase the capacity of Asian legislators to engage in international trade issues, and to have a deeper understanding of the WTO.

Congressman Treñas was also chosen to represent the Philippines in the Alliance of Liberals and Democrats (ALDE) – Council of Asian Liberals and Democrats (CALD) summit on trade on June 4-8, 2012 in Brussels, Belgium. The ALDECALD meeting examined the trade relations between Europe and Asia. It also allowed the participants to strengthen the ties among liberals and democrats from various Asian and European countries. The Iloilo City Solon is the Vice-Chairman of the Committee on Trade and Industry of the House of Representatives.

Treñas Leads Solons’ Call for Construction of Panay-GuimarasBacolod Trans-link Bridges Jerry Treñas leads 19 Congressmen from Western Visayas and Bacolod in pushing for the construction of bridges that will connect the Islands of Panay, Guimaras and Negros Occidental. Congressman Treñas and his fellow Representatives from Bacolod and Western Visayas filed House Resolution No. 2018 which strongly urges the national government to prioritize the construction of the trans-link bridges under the government’s Public-Private Partnership Program. The construction of the trans-link bridges will open new economic opportunities, reduce transportation and business transaction costs, increase access to social services, and boost tourism in the entire Western Visayas Region.

f public service is a calling, then Rosalie Sarabia Treñas is one of those who have heeded the beckoning of a life different from what she is used to.

A guiding light to a privileged family, wife to one of the most powerful men in Iloilo City, Cong. Jerry P. Treñas, and an established businesswoman this side of the country, Mrs. Treñas always has the heart for the less fortunate with special focus on children. Her dedication in community service programs and various initiatives of civic organizations has bestowed her as one of the Ten Outstanding Women of Iloilo City or 2012 in the Non-Government Organization sector. Her desire for social welfare con-

cerns and causes involving women and young people led her and some other cause-oriented and civic-minded private individuals to establish a project that will cater exactly to children in conflict with the law (CICL). Thus, the non-government organization lloilo Juvenile Welfare Association, now known as the lloilo Juvenile Welfare Foundation (IJWF), Inc., was founded in July 2003. The IJWF Board of Trustees are Mrs. Treñas (chairperson), Engr. Adrian N. Moncada (president), Norma M. Jimenea (vice-president), Atty. Rodolfo B. Pollentes (secretary), Dr. Nemia H. Mabaquiao (asst. secretary), Ma. Paz B. Zaldarriaga (treasurer), Frances Jane Jarantilla (asst. treasurer), Flor G. Certe-

za (PRO), Gaudencio S. Franco Jr. and Sonny T. Espino (members) and Rosana Alfaras (executive director). Its flagship project is the “Dalayunan,” a home for boys which is the only halfway home or temporary shelter in Iloilo City for minors apprehended by law enforcers. “We at the IJWF stand on the premise that the way society treats the children is a telling testimony to our humanity and liberty, that’s why we chose to care and to act. We decided that children must come first,” she declared. Being chairperson of the IJWF, Mrs. Treñas sees to it that their “battle cry”- children first – will be realized through various programs, projects and activities.

“Children First” IJWF chair takes public service to heart

“Once the children are reintegrated to their families and communities we see to it that they are given ‘after-care’ services by monitoring and visiting them for a period of up to one year to ensure the continuity of the reformation process.” With “Dalayunan” in the forefront, CICL cases receive care and protection necessary to fulfill their moral, spiritual, psychological and physiological needs. “Dalayunan” thus became an alternative home to over 2,000 CICL already since its establishment in a facility provided by the Department of Social Welfare and Development in Bo. Obrero, La Paz, Iloilo City. Early last year, the management of IJWF’s “Dalayunan” project was turnedover to the lloilo City Government on March 19, 2011. IJWF continued its operation focusing more on community-based program framework by means of preventive approach in the community level for the CICL and children at risk of offending. Mrs. Treñas never faltered in her dedication and commitment to the IJWF with the support of the Vlaams International Centrum of Belgium and Save the Children. She initiated scholarships; capability building, livelihood and skills trainings; life skills training; group dynamic sessions; parent’s effectiveness seminars; case management; and alternative learning system review classes for children.

Moreover, the conduct of trainings for capability building and strengthening of the Barangay Council for the Protection of Children (BCPC), enable the BCPC functional. Foremost of the programs she instituted for IJWF was the literacy program for “Dalayunan” started in 2008. Dubbed as “Edukasyon sa Barangay,” the literacy program provides educational intervention to 40 beneficiaries per barangay who were IJWF reintegrated clients and the out-of-school-youth at the community level. The program was implemented in Brgy. Baldoza, La Paz, and Brgy. Boulevard and San Juan, Molo in partnership with the Department of Education (DepEd) through its Alternative Learning System (ALS) program. The literacy program thus becomes an avenue for the youth to reorganize their lives through non-formal schooling and prevents them from doing activities that may lead to wrongdoings. Not only on reforming children but Mrs. Treñas and the Board also promoted parenting effectiveness service, family case conferences and home visits to over 1,000 parents/guardians and folks.

“We do not stop there, however,” Mrs. Treñas said, “once the children are reintegrated to their families and communities we see to it that they are given ‘after-care’ services by monitoring and visiting them for a period of up to one year to ensure the continuity of the reformation process.” For its valuable contribution to the improvement of peace and order situation in Iloilo City, IJWF was recognized by the National Police Commission, National Headquarters of the Philippine National Police. “We are truly proud that we have done our part to make the city peaceful,” Mrs. Treñas said. Recently, the Board is working of changing the name from IJWF to Iloilo Children Welfare Foundation to make it healthy and more child-friendly in their approach to the community. Mrs. Treñas also chairs the Task Force on Street Children where she instituted the annual awarding of Bulawanon nga Nanay and Huwaran nga Anak during Mother’s Day and Children’s Month, respectively; and a board adviser of the Bantay Bata 163-Iloilo.

ACCOMPLISHMENTS Chairman, Committee on Good Government and Public Accountability Congressman Treñas is the Chairman of the Committee on Good Government and Public Accountability, which serves as the House counterpart of the Senate Blue Ribbon Committee. The Committee has jurisdiction over all matters directly and principally relating to malfeasance, misfeasance and nonfeasance in office committed by officers and employees of the government and its political subdivisions and instrumentalities inclusive of investigations of any matter of public interest, on its own initiative or upon order of the House. The following matters were heard by the Committee during the first semester of 2012: February 7, 2012 -Initial deliberation on the alleged missing funds of the Office of the Presidential Adviser on the Peace Process (OPAPP), on the alleged unauthorized bonuses of OPAPP employees, and on the purported misuse of the loan obtained from L’AgenceFrancaise De Developpement. February 14, 2012 – Initial deliberation on the alleged anomalous transaction entered into between the officials

of IBC 13 and the officials of the joint venture of R-II Builders Inc./Primestate Ventures, Inc. February 21, 2012 – Second deliberation on the alleged mismanagement of funds/unauthorized bonuses of OPAPP, and on the purported misuse of the loan obtained from L’AgenceFrancaise De Developpement. March 6, 2012 – Initial deliberation on the alleged failure of the Bureau of Treasury to account for at least Php64.33 Billion in Government funds, and on the purported non-payment by the

Philippine National Construction Corporation to the National Government, through the Toll Regulatory Board, of the sum of approximately Php4 Billion representing unpaid concession fees. March 13, 2012 – Initial deliberation on the alleged anomalies involving the Metropolitan Waterworks and Sewerage System (MWSS) Angat Aqueduct Improvement Project. May 29, 2012 – Initial deliberation on the purported illegal withdrawals from the funds of the Civil Aviation Authority of the Philippines (CAAP).

Iloilo Student Awarded Scholarship by Congressional Spouses Foundation Jhoanna Rey C. Recote of La Paz National High was chosen by the Congressional Spouses Foundation, Inc. (CSFI) as one of its select recipients of the CSFI College Scholarship Grant for Women. Recote was nominated by CSFI member Rosalie Treñas, wife of Iloilo City Representative Jerry Treñas. The CSFI gave Recote a Php30,000 per semester scholarship during the awarding ceremony held at the House of Representatives last May 16, 2012. House Speaker Feliciano Belmonte and Executive Secretary Paquito Ochoa were present as guests of honor during the awarding ceremony. Recote was nominated by Rosalie Treñas for her exceptional academic

performance, eloquence, and active participation in extra-curricular activities. She was able to hurdle an intensive selection process facilitated by the Department of Education and the CSFI search committee. Only 95 of the best and most qualified students from all over the Philippines were awarded with scholarships by the CSFI. The CSFI is an organization of spouses of the members of the House of Representatives formed to complement the legislative initiatives of the lawmakers through various socio-civic programs. Through the initiative of Rosalie Treñas, the CSFI has provided funding for the livelihood assistance project of

Treñas Represents the Philippines in Microsoft Executive Briefing Iloilo City Representative Jerry Treñas was chosen to represent the Philippines as part of the country’s congressional delegation to the Microsoft Executive Briefing on June 18-20 at the Microsoft Campus in Redmond, Washington. Treñas is a member of the Committee on Information Communications Technology (ICT) of the House of Representatives. Taguig City 2nd District Representative Sigfrido Tinga, Chairman of the Committee on ICT, is also part of the Philippine delegation. Mircosoft, the world’s leading software provider, organized an executive

briefing for various government leaders in order to discuss key ICT issues such as the transnational trends in technology, the use of ICT for national development and the advantages of ICT in education. The conference also focused on the legislative issues in social computing and cyber security. The House Committee on ICT handles key technology-related legislation, such as the Data Privacy Act which aims to protect the integrity and confidentiality of personal data. The bi-cameral conference committee report for the Data

Privacy Act was recently ratified by the House and the Senate and was already transmitted to Malacañang Palace for the President’s approval. Aside from his membership in the ICT Committee, Treñas is also part of the House Committees on Appropriation, Ecology, Ways and Means, and Energy. The Iloilo City Solon is also the Chairman of the Committee on Good Government and Public Accountability and the Vice-Chairman of both the Committee on Local Government and the Committee on Trade and Industry.

West Visayas State University Hospital 3,000,000 Assistance to indigent patients, either confined or out-patients in hospitals. Western Visayas Medical Center 1,850,000 Assistance to indigent patients, either confined or out-patients in hospitals, including the WVMC Animal Bite Center and the hospital bloodbank. Philippine Heart Center 300,000 Assistance to indigent patients, either confined or out-patients in hospitals, including specialty hospitals.
