Legislative Excellence

I

n just his first 15 months as Representative of Iloilo City, Congressman Jerry P. Treñas has proven that he is one of the most prolific lawmakers in Congress. With an impressive 115 House Measures under his belt, Congressman Treñas showed that even a neophyte legislator can make a huge impact. In 2011, Congressman Treñas authored 52 House Measures (38 bills and 14 resolutions). Of the 38 bills, 32 are of great importance to Iloilo City. Twenty of these were already passed by the House of Representatives: reapportioning Iloilo City in order for it to have an additional Congressional District; converting the Western Visayas College of Science and Technology into a State University (to be known as the Iloilo State University); 16 bills converting Iloilo City streets currently classified as city roads into national roads; declaring August 25 of every year as a special non-working holiday in celebration of the Iloilo City Charter Day, and an act exempting the Cities Development Initiative for Asia from taxation. Treñas also filed a bill creating the Metro Iloilo-Guimaras Economic Development Council (MIGEDC) aimed to strengthen the existing body and serve as its organic law in order to hasten the economic development of the region. In addition to his local bills,

Congressman Treñas also filed a bill classifying several key tourist attractions in Iloilo City as official tourist spots to allow the Department of Tourism to give particular emphasis to these identified sites so as to preserve them and to attract more tourists. He also authored a bill increasing the number of plantilla positions for the West Visayas State University Medical Center so that it can handle more patients from the Iloilo City Lone Congressional District. Congressman Treñas also passed a bill exempting the Cities Development Initiative for Asia (CDIA) from taxation. The CDIA performs an important role in the development of Iloilo City and numerous other urban areas in the Philippines, as it provides cities with the necessary technical assistance for local projects, which can be funded through

Public-Private Partnerships. He also filed a bill that would require 100 percent of the taxes on all the sales recorded by the principal offices of businesses to go to the city or municipality where the actual factory, project office, plant and plantation are located in order to strengthen the autonomy and revenue generation of local governments. Presently, only 70 percent of these taxes go to the local governments’ share. To further support the local governments, Congressman Treñas also filed a bill for the inclusion of the Department of the Interior and Local Government regional offices as member of the Local Disaster Risk Reduction and Management Councils to provide an effective response to the needs of the people in times of disasters or crises.

Vigilance in the House of Representatives

C

ongressman Jerry P. Tre単as keenly monitors the most pressing issues affecting our country and the Iloilo City Lone Congressional District in the House of Representatives. Keeping in mind his duty to be watchful against practices that are contrary to the interests of his constituents, Congressman Tre単as filed a total of 14 House Resolutions which were referred to the concerned Committees in Congress. Congressman Tre単as filed a resolution seeking the investigation, in aid of legislation, of the following issues: the questionable fees collected by hospitals from volunteer nurses, the inability of bus companies to abate the endless bus accidents caused by poorly disciplined bus drivers, the implementation of the Climate Change Law, and the inability of law enforcement agencies to stop the wave of carnapping incidents all over the country. He also filed resolutions strongly urging the concerned government agencies to construct bridges that shall link the islands of Panay, Negros and Guimaras through Public-Private Partnership. As part of his health consciousness drive, Congressman Tre単as filed a resolution declaring June 1 of every year as the national dengue awareness day. He is also the Chairman of the Committee on Good Government and Public Accountability, which serves as the House counterpart of the Senate Blue Ribbon Committee. The Committee tackles several issues involving alleged malpractices committed by officers and employees of the government and its political subdivisions and instrumentalities. He is the Vice-Chairman of both the Committees on Local Government, and Trade and Industry. He likewise serves in the Committees on Appropriation, Ecology, Energy, Ways and Means and Information Communications Technology.

Infrastructure

C

ongressman Tre単as continues to promptly deliver infrastructure projects for his Congressional District. A good number of road concreting, asphalt overlay, and rehabilitation projects for Iloilo City roads were completed. Muti-purpose Buildings and classrooms were constructed or repaired. Drainage systems were constructed in various barangays in order to address the flood control problem of the city. All of these were accomplished in just his first year of office. Yet even more infrastructure projects are lined-up for Iloilo City.

Education

C

ongressman Tre単as firmly believes that education is an intangible asset that is far greater than any treasure that man can possibly possess. Unlike material possessions, education does not depreciate. It is not susceptible to theft, garnishment or execution. It is attached to the mind, the soul of a human being. In fact, it is the fuel that drives the engine of sentiency, a gift that hones the intelligence of man. Through the education programs of the Iloilo City Solon, scholarships were given to 840 students. These bright and eager students were blessed with scholarships in the West Visayas State University, West Visayas College of Science and Technology, Univerity of the Philippines in the Visayas, and various other private colleges and universities. In partnership with the Technical Education and Skills Development Authority (TESDA), several scholars were also granted aid through the Private Education Scholarship Financial Assistance (PESFA) program.

Health

T

he Iloilo City Congressman is fully committed to deliver health services to his constituents. Through his Priority Development Assistance Fund, patients from Iloilo City receive medical assistance from both the West Visayas State University Medical Center and the West Visayas Regional Medical Center. The Office of Congressman Tre単as also engaged in a successful medical mission at Veterans Village, City Proper District, in partnership with the Philippine Amusement and Gaming Corporation.

Social Services

C

ongressman Tre単as supplements the delivery of social services by the local government and the DSWD through his Priority Development Assistance Fund allocation for the delivery and development of social services for his constituents needing assistance. Specialty training and livelihood programs were also funded through the fund allocation of Congressman Tre単as. Working Together to Empower the People of Iloilo

T

he husband and wife tandem of Iloilo City Congressman Jerry P. Treñas and Rosalie Sarabia-Treñas engage in community service programs and support the various initiatives of civic organizations aimed to empower the people of Iloilo City. Mrs. Treñas has established a livelihood assistance project for the Blue Angels Association, a civic organization that she chairs. The CSFI, an organization of Spouses of the members of the House of Representatives formed to complement the legislative initiatives of lawmakers thru different socio-civic programs. In Iloilo City the CSFI gave assistance to 68 families of Brgy. Balabago, Jaro in the form of gardening and nursery materials with the active participation of Brgy. Capt. Edgar Arañador, Brgy Balabago Officials, Rising Sun Association Inc, World Vision Philippines, Department of Environment and Natural Resources and Blue Angels Association. The Blue Angels Association, in close coordination with the Office of Congressman Treñas, implemented several community projects for Iloilo City residents. One of these projects is the BusogLusog Feeding Project which has so far fed a total of 5,000 children aged two to six years old. The association successfully implemented the Balik-Eskwela Haircutting Outreach Project, which benefited 443 schoolboys. The project, which promoted good grooming and personal hygiene, allowed the indigent youth of Iloilo City to receive free haircuts. Uswag Operation Tuli was also initiated by the Blue Angels. The project provided free circumcisions to 200 Iloilo

City boys aged 7 to 12 years old. Both the haircutting and circumcision projects were implemented in partnership with the Philippine Army 32nd CRU 3rd CRG CRS AFP under Major Rolly B. Figueroa and the Office of Congressman Treñas. lloilo Juvenile Welfare Foundation Mrs. Treñas is also involved in social welfare and causes particularly of the children sector when in 2003 she and together with some cause-oriented and civic minded private individuals established the lloilo Juvenile Welfare Association, which is now the lloilo Juvenile Welfare Foundation (IJWF) Inc. through the flagship project, the Dalayunan...a home for boys. Dalayunan is an alternative home for children in conflict with the law (CICL), the only residential rehabilitation center in lloilo City which has catered to the needs of over 2,000 CICL already. Early this year, IJWF underwent a program shift when it turned over the management of the Dalayunan Project to the lloilo City government in March 19,2011. IJWF continued its operation more focused on communitybased program framework through preventive approach in the community level for the CICL and children at risk of offending. Through the programs such as scholarships,providing capability building program: • Livelihood & Skill Trainings • Life Skills Training • Group Dynamic Sessions • Parent’s Effectiveness Seminar • Barangay Council for the Protection of Children Training’s • Case Management • Alternative Learning System Review Classes for Children

Mrs. Treñas is the Chairperson of IJWF. Iloilo City Task Force on Street Children The unified and concerted effort of the members of the Task Force has brought forth the successful implementation of projects such as scholarship program, counseling to parents and street children, continuous and close monitoring of children in the streets, foster care and providing referral services to families of children in livelihood projects and skills trainings provided by the local government and non government agencies, to name a few. The Task Force’s major accomplishment to date is the elimination of street children roaming and loitering in the streets of lloilo City for several years now. lt is also known for its annual project which is to search for the “Bulawanon nga Nanay” (Model Mother) and “Huwaran nga Anak”(Role-Model Child). As the Chairperson of the Task Force on Street Children since 2003, Mrs. Treñas also acknowledges the untiring and selfless effort and contribution of the partners of the task force such as the City Social Welfare and Development, lloilo City Police OfficeWomen and Children’s Protection Desk (ICPO-WCPD), Department of Education-Division of lloilo City, Western Visayas College of Science and Technology, Iloilo City Press Corps , NAPOLCOM, CHR, DOLE, Christ Centered Ministry, Salvation Army, Assumption Iloilo, St. Pauls University, University of San Agustin, University of Iloilo, PIO, PIA, Mayor’s Office and the Iloilo City Government.

Treñas grants livelihood assistance from PDAF

A

total of 520 beneficiaries coming from 11 associations all over Iloilo City benefited from the livelihood assistance of Congressman Jerry P. Treñas, under the Self-Employment AssistanceKaunlaran (SEA-K) of the Department of Social Welfare and Development (DSWD). Cong. Treñas, Mrs. Rosalie S. Treñas, Mayor Jed Patrick E. Mabilog, Vice- Mayor Jose Espinosa III, Liga President Roberto “Bobby” E. Divinagracia and DSWD Region-6 regional director Minda Brigoli led the distribution of P5,000 worth of SEA-K Livelihood Capital Assistance to each recipient at the congressional office in August. The fund was taken from the Priority Development Assistance Fund of Congressman Treñas.

The recipient SEA-K Associations are Amethyst, Silver, Moonstone and Topaz in La Paz district; Opal and Turquoise in Lapuz district; Sun Stone and Amber in Molo district; Garnet and Gasper in Arevalo district; and Rose in City Proper district. The SEA-K is DSWD’s microfinance strategy program for smallscale entrepreneurs which do not have the necessary capital to jump-start their small business endeavors. The SEA-K capital is granted with no collateral necessary; it’s interestfree and payable within one or two years. Prior to this, beneficiaries trained in food and fish vending, and sari-sari store operation. Cong. Treñas plans to fund more SEA-K projects to benefit more Ilonggos.

TFCTN-WTO Parliamentarian Workshop on International Trade

TreĂąas together with other Representatives to the world Trade Organization attended the Temasek Foundation Centre for Trade & Negotiation (TFCTN) Parliamentatian Workshop on International Trade held in Singapore last May 4-6,2011. The seminar intends to improve the ability of regional legislators to engage in international trade issues. Participants gained a deeper understanding of the WTO and the current and future negotiating issues in international trade, and focus on the particular concerns of developing states in the negotiation process. The Parliamentarian Workshop was aimed to familiarize legislators with the issues affecting their home countries, with

respect to the current developments in international trade. The legislators were invited because they serve as bridges between domestic audiences like business or consumer interests and international trade groups such as the WTO.

ongressman Jerry P. Treñas has set a lofty goal for his beloved Iloilo City: to become a premier city by 2015. Treñas’ firm resolve allowed him to lead this bustling metropolis towards the path of progress. The target may be labeled by some as too ambitious. But with his sterling leadership and the participation and support of the community from the business sector, academe, youth, media, religious sector, civic organizations and non-government organizations, among others, the “Premier City by 2015”

pipedream is fast turning into reality. Iloilo City’s booming economic growth can be attributed to the revolutionary programs and managerial philosophies of Cong. Treñas, while he was the city’s chief executive, forging strong public-private-partnerships in order to involve the private sector. Treñas created strong relationships with private enterprises, encouraging businesses to invest and open shop in the city. Through his business-friendly administration, numerous industries thrived here.

A good number of business process outsourcing companies established offices in the city. The burgeoning commercial activity allowed the city to generate greater income, which was used properly and transparently to develop the city and improve its ability to provide social services. Presently, Treñas continues to perform his duties to his constituents by implementing plans to achieve this city’s premier city status through his exceptional legislative performance and numerous projects for Iloilo City.

Chairmanship of the Committee on Good Government and Public Accountability

ongressman Jerry P. Treñas was elected as the Committee Chairperson of the Committee on Good Government and Public Accountability on August 4, 2010. The Committee is composed of 42 regular members, 37 of which are from the House Majority and five from the Minority.

The Committee was constituted with the jurisdiction over all matters directly and principally relating to malfeasance, misfeasance and nonfeasance in office committed by officers and employees of the government and of its political subdivisions and instrumentalities.

To date, the Committee has acted upon 54 referrals, including 42 House Resolutions, five House Bills and seven referrals which culled from Privilege Speeches or initiated motu proprio. A total of 22 meetings were conducted by the Committee since the start of the 15th Congress.
