‘Back,’ in Black
When my family moved from Connecticut to Virginia several years back, our entire service network was disrupted. We had to find new doctors and dentists, new lawyers and someone to cut (or style) our hair. Not only did our utility providers change, but we were required to find completely different types of providers, trading in our heating oil vendor for one that dealt with natural gas. And, of course, there were the providers we didn’t need immediately, but stumbled upon in a bit of a rush — our plumber. We got a head start from materials provided by our realtor, but it took a while for us to work our way through trying out providers who were not only available, but compatible with our needs.
We live in a day and age where the notion of a “Yellow Pages” is more likely to evoke images of a weathered ancient text than that bound listing of businesses organized by goods and services that the phone company once produced and distributed. Those who remember those volumes will perhaps recall that they were often consigned to a shelf near the phone (or even under the phone) until a need for services emerged — frequently in an emergency (plumbers, anyone?). Once upon a time, you could count on finding a copy of the Yellow Pages on your doorstep.
These days we’re more likely to rely on online resources, but as expedient as that option might seem, the sufficiency of the answer to the need is often dependent on the quality of your search. In other words, while you will likely find what you are looking for, you might not find what you ought to be looking for.
In the pages that follow, we have reached out to the nation’s leading providers in three key service categories for retirement plan advisors: recordkeepers, DCIOs and BD/RIAs.
For this inaugural “Black Book,” we asked each to provide certain key information points about their business, as well as some select historical data trends, with an emphasis on their support of, and services to, retirement plan advisors.
Those who, as NAPA Firm Partners, provide additional support to advisors in that capacity, are identified as such in the pages that follow. Some of this information has been available on NAPA-net.org previously; some is new.
In addition to the Table of Contents nearby, each of the sections opens with an “at-a-glance” table of the providers in each section. While it includes only a subset of information from the detailed provider listings that follow, we hope it will help you glean a sense of the key service attributes of each, and help you navigate to the service provider(s) that are most suitable to meet your service requirements.
In this day and age, one might well wonder why this information is being produced in such a traditional format. The answer, quite simply, is that many of our readers will find this medium easier to reference and review. It can — and we hope it will — be a resource that you can keep at your fingertips throughout the year.
That said, we also appreciate the need for a digital version of this information. To that end, you will find an enhanced online version (for NAPA Firm Partners) under the Partner Corner tab at www.napa-net.org. Additionally, we plan to release a digital copy of this publication via a new app for both IOS (Apple) and Android in coming weeks. Many were spawned from recordkeepers that exited the DC recordkeeping business after expanding their menus beyond proprietary funds over the past 10 years. Though investments are the lifeblood of DC plans, recordkeepers select which ones are offered on their platforms, and advisors select or help clients select the investments from that menu. DCIOs can influence these decisions, but ultimately they rely on their partners to make the final decision, which is why many DCIOs have built impressive value added services for advisors, some of which are made available exclusively through recordkeeper partners.
Lacking the ultimate decision-making authority on platform placements, DCIOs have also been aggressive with distributors since 2010, especially larger broker dealers focused on supporting DC advisors.
The vast majority of resources now available to plan advisors, even those created by third parties, have been made available courtesy of DCIOs. In addition, the DCIO wholesalers are among the most knowledgeable resources in the business, a professional prerequisite for their focus on covering “Elite” plan advisors. Indeed, DCIO wholesalers have become de facto practice management experts, helping advisors not only manage their practice, but also sharing competitive information about what other Elite advisors are doing.
Along with those resources, DCIOs support recordkeeping and administrative services through revenue sharing; they also support educational and marketing activities of advisors and distributors.
Though a few national recordkeepers have a DCIO division, these days most have created a “Chinese wall” that allows their DCIO group to work more effectively with other recordkeepers. With the industry moving toward professionally managed investments and lower cost funds, the DCIOs which have target-date funds with at least $1 billion DC AUM or significant passive strategies have done well — even better if they also control a recordkeeper. Actively managed funds are still used by an overwhelming majority of plan advisors, but their market share continues to slip with the hope that custom TDFs and white-labelled strategies will gain traction.
As with recordkeepers and distributors, consolidation has hit DCIOs, with some not providing external wholesaler support or value add. Some experts expect hedge funds and alternative investment managers to try to enter the retail DC market, but it’s going to be difficult for these almost strictly institutionally distributed money managers to enter the DCIO space — more likely they will partner with other firms looking to make their strategies available.

here are basically three target market segments for recordkeepers:
T1. Micro plans — those focused on plans under $1 million, payroll companies and pure play or outsourcing recordkeepers
2. Mega plans — those over $500 million
3. Advisor-sold plans
The advisor-sold record keeper market is arguably the most dynamic, with providers having to service plans as small as $1 million (some even do start-ups), up to very large plans. Making it even more difficult, not only must these recordkeepers service the DC plans, but they also have to sell to and service all types of advisors, ranging from:
1. “Emerging” advisors, which include accommodators and advisors with less than $25 million DC AUM
2. “Core” advisors — those with $25 million to $250 million DC AUM
3. “Elite” advisors — with more than $250 million in DC AUM
Arguably, recordkeepers in the advisor-sold category which serve only small plans and Emerging advisors have no future, while some say that mid-sized and larger plan record keepers serving primarily Elite advisors have no foundation. More and more, savvy advisors are looking for recordkeepers that can not only service all market segments, but are also willing and able to create private label MEPs or custom platforms.
The cost of entry and success remains high. These advisor-sold recordkeepers have to have at least two distinct sales forces, as well as relationship managers servicing BDs. They also need to invest heavily in technology just to keep up, let alone innovate.
Consolidation is forcing everyone to get bigger fast. In recent months we’ve seen significant industry shifts like those by Empower (Great-West, Putnam and JP Morgan), Transamerica (Diversified and Mercer), MassMutual (The Hartford), John Hancock (NY Life) and One America (BMO). Smaller firms like Verisight (Daily Access and Newport Group) and Alerus (ABG MN) have also stepped up, as have private equity firms, one of which recently bought Ascensus. Still to be settled: Will the new crop of “robo” recordkeepers fare better than their brethren did when the Internet emerged in the late 1990s?

here are three basic platforms financial advisors can choose from:
T1. Wire houses, or those platforms where the plan advisor is an employee
2. Independent BDs, where the advisor is a 1099 contractor
3. RIAs, where the advisor has no affiliation with a BD
But like most things in the defined contribution business, it’s not that simple. Most experienced plan advisors these days fall into a category called “hybrids,” meaning they affiliate with a BD and an RIA. That RIA can be owned and controlled by the BD with which they are affiliated, or the advisor can own and run it independently. Furthermore, there’s a growing crop of specialty groups, many of which are affiliated with an established BD, that focus on supporting plan advisors. Some of those groups require a BD or RIA change, while others do not.
Some experienced advisors are joining these specialty groups to leverage their intellectual capital and support as well as the brand. As with BDs, some require the advisor to be an employee, while others allow advisors to remain independent. Other advisors choose to remain independent, usually affiliating with a BD that has allocated at least a minimal amount of support in the form of home office personnel and the tools that advisors need to run a DC practice.
But with 250,000 of the 300,000 active advisors being paid from working with a DC plan, a majority of these advisors are affiliated with BDs or RIAs that do not have much, if any, support or personnel dedicated to DC plans. Experts predicted a mass exodus from these distributors when the ERISA 408(b)(2) rules were promulgated in 2012 because advisors had to declare whether they would be acting as a fiduciary along with the fees they would be paid.
Though 408(b)(2) did have some impact on advisor movement, like Y2K it was not as much as some experts had predicted. The DOL’s pending conflict-of-interest rule may change that, for two reasons: (1) most advisors that even touch a plan will be considered ERISA fiduciaries; and (2) the rule may affect how both advisors and BDs deal with IRA rollovers.
Stay tuned for changes that, though affected by the DOL rule, will be driven mostly by market dynamics as plan advisors look for platforms that support their practices and more specialty groups emerge — dynamics evidenced by the robust list of distributors profiled on the following pages.
