Historical notes

Professionalsystem for engineering in Romania The higher education in the field of Civil Engineering started in Romania in 1818 with the first school for surveying engineers. Another important moment was the opening in 1864 of the School of Bridges and Roads, Mines and Architecture, the first technical university in Romania. Nowadays, the Technical University of Civil Engineering Bucharest (Universitatea Tehnică de Construcții București - UTCB) is 4

the only university in Romania with the general speciality of civil engineering/built environment. The Building Services Engineering Faculty (Facultatea de Inginerie a Instalațiilor FII) from UTCB provides the engineering education in the main field of building services. This type of particular education started in 1949, as a result of the expansion of the construction and building services field in Romania. The building services engineer from FII is a one-of-a-kind type of engineer in Romania, because it is a result of the intersection of three important engineering branches: mechanical, electrical, and civil engineering. In this way, the building services engineer is prepared for the design, execution and maintenance of all types of building services: heating, ventilation and air conditioning, refrigeration and heat pumps, plumbing, hydraulic and fire protection systems, lighting and electrical installations, safety systems, as well as classical and renewable energy sources, district heating and cooling, cogeneration and trigeneration, and also automation, control and building management systems (BMS). The building services field concerns the existing and the future built environment, and the activity of a building services engineer is strongly connected with those of architects and civil engineers.


The engineering diploma in Romania As in the most contries of the Continental Europe, in Romania the title of engineer is limited by law to people with an engineering degree and the use of the title by others is illegal. In Romania, the diploma of engineer is obtained after the 4 years licence cycle, giving the right to profesionally practice as a engineer.

The Building Services Engineering Faculty has nowadays around 1000 students (780 licence, 220 master). Practical stages are done in 6 weeks in construction enterprises (Licence) and 8 weeks in Research laboratories and in construction enterprises (Master).


Many professors of the Building Services Engineering Faculty are also practicing engineers, involved in

engineering design, technical consultancy, preparation of technical guides, and working in national and international technical committees, or in important research programs.

There are ERASMUS mobilities with many universities around the Europe, especially from France. It must be noted that the Building Services Engineering Faculty has double degree agreement for master studies with La Rochelle University (France) and INSA group (7 universities from France: Strasbourg, Lyon etc). There are also PhD students having double coordination (from FII-UTCB and from another European universities).

In order to provide the necessary knowledge for these fields, the engineering curricula contains a strong fundamental engineering education, including, among others, Advanced Mathematics, Physics, Chemistry, Mechanics, Strength of Materials, Fluid Mechanics, Thermodynamics and Heat Transfer, Electrotechnics, Hydraulic Machines, Thermal Equipment, Electric Machines
