INTRODUCTION


GENERAL ASPECTS CONCERNING THE PROJECT

The investment project in research-purposed infrastructure, whose final presentation is shown in this brochure facilitates the durable development of scientific competitiveness, technological advancements and the further extend of knowledge in the energy producing domain of the built environment, in the Faculty of Building Services Engineering from the Technical University of Civil Engineering. The financing of the project was assured following the competition in which our University took part of through the Structural Fund of The European Union (2007-2013) of Romania, in the frame of the Operational Sector Program “Raising of Economic Competitiveness� ( POS-CCE), co-financed through The European Regional Development Fund. The Benefactor of the Financing is the Technical University of Civil Engineering, with headquarters on B-dl Lacul Tei nr.122-124, sector 2, Bucharest . The location in which the project was realized is Faculty of Building Services Engineering, on B-dul Pache Protopopescu nr. 66, sector 2, Bucharest.

The financing contract, valid from the 7th of August 2014, has a period of implementation of the project of 16 months and stays in power for 5 years from the official closing day of POS-CCE according to national and community reglementations in place concerning certain obligations of the benefactor. The value of the project foreseen in the Financing Contract is 9 967.149 ron, representing the total eligible value of the project which makes the potential of the financing irredeemable. On the full extent of the Execution of the project were respected all the clauses of the contract and all the stipulations of the national and European legislations concerning the use of national and European irredeemable funds.

he object in use and in order to elaborate and execute the investment project is the Building Energy Efficiency Research Center (EEC) from the Faculty of Building Services Engineering of the Technical University of Civil Engineering(UTCB). The main objective of the project is the modernization of said Research Center in regards of the development of the research purposed infrastructure and the endowment with high performance equipment and gear which will assure the necessary environment for a successful approach of research themes from energetic domain in buildings and the increase of the research competitiveness from the faculty and the university. The general objective of the project is the increase in capacity of the Research & Development and the improvement of activity efficiency of R&D of UTCB in building energy efficiency through insuring a research and learning environment of a high technical-scientific level, objective which is concurring with the present tendencies on an international plan in the scientific research from the building and building services domain. The proposed objectives to be realized through the implementation of the project can be materialized through two large categories of precautions, such as:

Following the implementation of the project, in the frame of the Building Energy Efficiency Research Center (EEC), endowed with the most modern equipment, new research themes can be approached in the domain. Through the use of the newly created modern research-purposed infrastructure, young masters students, doctorates and post-doctorates interested in the domain have the possibility of gaining practical knowledge and to participate to advance research which will take place in a research center fully equipped with the latest tech.

• Proper arrangements necessary for providing a proper environment the optimal development of research and for the adequate functioning of the equipment; • Acquiring hardware and necessary furnishing for the research and development activity.

The objectives and the research fields in which the new Building Energy Efficiency Research Center (EEC) are divided into five laboratories as the following:

• The Laboratory of Energy Quality and Electromagnetic Compatibility (A) • The Laboratory of Determination of Photometric, Technical and Energetic performances of artificial and integrated lighting systems and apparatus (B) • The Laboratory of automation systems in intelligent buildings (C) • The Research Laboratory of Energy Efficiency and Study of Alternative clean energy sources (D) • The Informational Laboratory of Research activities (E)
