UPTOWN ART FAIR 2016 On behalf of the Uptown Association, welcome to the 52nd annual Uptown Art Fair! As the producer of the event since 1973, the Uptown Association is proud and honored to have you as one of our valued artists. The fair began in 1964 as a way to increase awareness of the arts while raising money for Uptown projects. Although the event has grown and changed over the years, its core mission remains the same. Each year, much of the proceeds from the fair are returned directly to the community to enhance numerous programs and activities. Aside from showcasing amazing art, the fair is a celebration of the hip, refreshingly unconventional Uptown community. Uptown is a crossroads that connects the energy of the city and the calm of the lakes. It’s a destination that combines shopping and dining with nature and lifestyle. Centered around Calhoun Square at Lake Street and Hennepin Avenue, Uptown blends the sophisticated, the scenic and the stylish into a decidedly urban environment—a perfect potpourri of places to go and people to see. We urge you to explore our community during your visit and experience this fabulous neighborhood for yourself! The Uptown Art Fair is a labor of love made possible by hundreds of volunteers, the generosity of sponsors, the kindness of local businesses, and those who support the arts. In our humble (and admittedly biased) opinion, it’s the best art fair around and we think our 385,000+ patrons agree – visitors have made the Uptown Art Fair the 2nd most attended event in the State of Minnesota (only second to the Minnesota State Fair). LOCATION: Uptown Minneapolis is an eclectic mix of commercial, retail and residential properties in South Minneapolis. The intersection of Lake Street and Hennepin Avenue is the center of a lively, upbeat business district and is one of the busiest intersections in the State of Minnesota. Art Fair Headquarters is located on the 2nd floor of Calhoun Square (3001 Hennepin Avenue) near Comedy Sportz. ACHIEVEMENTS: The Uptown Art Fair is the winner of more than 130 International Festivals and Events Association (IFEA) Pinnacle Awards. The Pinnacles recognize the highest quality in promotional programs and materials produced by IFEA’s more than 3,000 member festivals and events around the world. They are the most prestigious awards in the special events industry. Art Fair Sourcebook listed the 2014 Uptown Art Fair as 12th in the nation. The Harris Guide ranked it the #1 Art Fair in Minnesota.

The Uptown Art Fair, now celebrating its 53rd year, takes over the commercial district in Uptown Minneapolis. What began as a neighborhood art sale just down the block from what is now Calhoun Square has now developed into a nationally recognized event. Hosting 350 artists, the Uptown Art Fair caters to tourists, art enthusiasts, artists, and festival-goers from around the country, and is the major fundraiser for the Uptown Association.

Its mission is to improve the economic vitality and stability of Uptown through collaboration and partnerships. It also exists to celebrate and sustain Uptown’s unique spirit and sense of community. Brunch is complimentary to artists, registered guests, and sponsors. Credentials must be shown at the door.

HISTORY

53 years ago, a group of local businessmen and women in the Uptown Commercial Club tried to develop ways to increase traffic and draw more people to the core of Uptown. In the late 1950’s, the Uptown area had fallen on hard times so there was interest by area businesses and residents to regain the popularity of the past. One idea was an art fair and the Uptown Art Fair was born! The first Uptown Art Fair was held in 1964 and featured 146 artists selling their wares on folding tables on the sidewalk. It brought art into everyday life onto the streets of an urban neighborhood and brought increased attention to the business district in the Hennepin – Lake area. Throughout the 1960’s, Uptown continued to gain a reputation as an “artsy” neighborhood and the Art Fair added to that perception. In later years, the newly formed merchants association, the Uptown Association, took over the production of the event and new ideas emerged to make the event bigger and better. One key idea was to increase the quality of the show and attract new artists through the development of a jury system that required higher artist standards than before. Since then, the Uptown Art Fair has evolved into an internationally recognized 3-day fine arts festival and one of the top 10 fine arts festivals in the country. With 350 artists representing 34 states and 3 international countries, and over 385,000 art enthusiasts enjoying the show, the event is the largest art fair in the state of Minnesota and second only to the Minnesota State Fair in number of attendees.

COMMEMORATIVE ARTIST – Robinson Scott

Annually, the Uptown Art Fair selects an artist to create a piece of art to commemorate the event. The work is transformed into a poster and incorporated into promotional materials and merchandise available to art fair attendees. The Uptown Art Fair Committee is pleased to announce that Robinson Scott is our 2016 Commemorative Artist. Scott is a native of Minnesota and currently resides in Anoka, MN. At an early age, Scott was drawn to expressing himself creatively. His father, an art teacher, fueled his creative drive by introducing him to various types of art such as drawing, welding, clay, metal, and more. The last exposure, glass blowing, had the most impact and ignited a new passion. After getting acquainted with glass at his father’s studio, Robinson began to search for outlets to gain more knowledge. His opportunity to move to Sweden and work with two master glassblowers in their studio for a year, began a 40 year mission of understanding the process of making glass and creating art pieces. Each one of a kind piece is blown and shaped into a beautiful mixture or color, design and shape.

PETITIONS No independent person(s) are permitted to carry, wear, or hold any sign promoting any business, cause, political candidate, or organization. No person is permitted to collect signatures for any type of petition. Anyone observing a violation to this policy should contact Maude Lovelle at 612.414.3824.

EMERGENCY CONTACT In the event of an emergency during the weekend of the Art Fair, you may be contacted by Maude Lovelle via her cell phone (612.414.3824). Please make this phone number accessible to anyone who may need to contact you or your staff in case of an emergency.

RECYCLING & ORGANICS COLLECTION With the help of Sons of Norway, the Uptown Art Fair coordinates bottle and can recycling. Such an effort is rare for an event of our magnitude. In addition to recycling, the fair will collect leftover food and food-soiled paper for composting in “The Mall”, on Hennepin Avenue, and at participating vendor booths. Please help us by utilizing the proper receptacles and encouraging your patrons to do so, as well.

EMERGENCY EVACUATION PLAN The Uptown Art Fair staff wants everyone to be prepared in the event of an emergency. The Minneapolis Police Department will be on-site at all times and Art Fair staff will have immediate communication with them. In the event of severe weather or emergency evacuation, the police will direct all persons to take shelter in one of the following buildings: YWCA – 2828 Hennepin Ave. Calhoun Square – Lake St. and Hennepin Ave. Jefferson Elementary School – Hennepin Ave. and 26th St.

SECURITY Pick-pockets and other professional thieves recognize large public events as opportunities to exploit. Use precautions normally taken when traveling and participating in any outdoor event to protect your product, cash, and other treasured belongings. Both uniformed and plain-clothed Minneapolis Police Department officers are on duty 24 hours a day beginning Thursday evening at 9 p.m. through Sunday at 10 p.m. Vendors are solely responsible for the security of their booths and equipment. The Art Fair staff recommends removal of all valuables from your booth each night, as well as placing all displays and materials in a secure place. In minor non-emergency situations you may contact our Head of Security, Officer Peter Stanton, at 651.248.7309.

FIRST AID A first aid station staffed by highly qualified medical professionals will be located on the corner of Hennepin Avenue and Lake Street. In the event of a serious medical emergency, please call 9-1-1. If you are witness to an accident, please complete the “Situation Report” included on page 24 of this packet.

SITUATION REPORTS Even with the best of plans, the occasional accident, incident, or situation may occur. If you are witness to an incident, the Uptown Art Fair asks that you complete the “Situation Report” on p.24 of this packet and give it to an event staff member. The following warrant a report: minor and major injuries; disturbances or crowd problems; situations involving security or emergency personnel; property damage; altercations; any incident involving arrest or police action; threats of physical force or violence. In minor non-emergency situations you may contact our Head of Security, Officer Peter Stanton, at 651.248.7309.

HANDICAP ACCESSIBILITY The Uptown Art Fair is dedicated to the preservation of the Americans with Disabilities Act. Every effort has been made to make all areas of the site accessible to all persons. Handicap parking is located on Lake Street between Holmes Avenue and Girard Avenue.

OPERATIONS INFO continued WEAPONS POLICY The Uptown Art Fair prohibits the carrying of weapons while working, volunteering or participating in the fair. Should the presence of a weapon be detected, the appropriate event and law enforcement personnel will be notified and asked to respond. Guests, if appropriately licensed, are permitted to carry concealed weapons. Anyone observed with a weapon should be reported to security.

Action: If this situation occurs the following will take place: 1. Emergency Team will determine need for site evacuation. 2. Command Post will advise assigned Public Information Coordinators of which announcement should be made. 3. Assigned Public Information Coordinator will read designated announcement from the stage on the public address system and/or travel on foot to inform patrons that the music and event will be temporarily suspended and all patrons need to leave for shelter areas. 4. Command Post will record each action and announcement on event log. 5. Police will direct vehicular traffic according to their assigned stations. 6. Designated Event Management Staff with radios will go to their assigned stations. 7. Remaining Event Management Staff will direct patrons to shelters. 8. Logistics will secure electrical and equipment as required.

WEATHER EMERGENCY The Uptown Art Fair is in constant contact with the National Weather Service. If inclement weather is approaching, the festival has established procedures to ensure the safety of event participants and patrons. These procedures are described, in depth, below. PRIMARY SHELTERS YWCA – 2828 Hennepin Ave. Calhoun Square – Lake St. and Hennepin Ave. Jefferson Elementary School – Hennepin Ave. and 26th St. There are two levels of emergency. Condition 1 requires information distribution and is an advance warning. It typically doesn’t require action by artists, vendors or the public. Condition 2 requires action on the part of most, if not all, people at the event.

CONDITION 2 - HIGH WINDS Situation: High winds exist in parts or all of the festival. Evacuation is not required; however potential for injury exists from loose ropes and other objects blown by the wind.

CONDITION 1 - INFORMATION ALERT Situation: If rain or other weather is moving toward the area or other potentially hazardous situations may or may not affect the event, an informational alert is issued by the Command Post.

Action: If this situation occurs, the following will take place: 1. Command Post will make announcement and will instruct Block Captains to notify artists and vendors in their block of the specific situation and that they should secure their merchandise and displays. Special attention should be paid to signs, awnings, or other things that can be blown loose. Block Captains, with assistance from Artist Relief Team and other staff, will ensure that large A-frame signs are laid down to prevent being blown over. 2. Safety Team Leader and/or Logistics Team Leader will direct personnel other than Block Captains and Beverage Coordinators to areas requiring assistance. Block Captain Manager, Safety Team Leader, or Logistics Team Leader only should reassign Block Captains. 3. Artist Relations team will confirm to Command Post that their areas have been secured.

Action: If this situation occurs, the following will take place: 1. Command Post will instruct Block Captains to notify artists and vendors in their block of the specific situation and that this is an informational notice only and no action is currently required. 2. Artist Relations team will record a positive confirmation from each Block Captain that they have completed notifications in their block and notify the Command Post. 3. Event staff will assist artists and vendors as possible during high winds. CONDITION 2 - TEMPORARY EVACUATION REQUIRED Situation: A potentially severe storm or other potentially dangerous situation is predicted to affect event site.

DIRECTIONS TO UPTOWN HEADQUARTERS LOCATED AT: Calhoun Square, 2nd Floor – 3001 Hennepin Avenue, Minneapolis, MN 55408 From Minneapolis-St. Paul International Airport: Travel west on I-494. Take I-35W north to the Lake Street/31st Street exit. Turn left (west) on Lake Street and follow it into the heart of Uptown. Lake Street becomes Lagoon Avenue as you approach Hennepin Avenue. Travel time from the airport to Uptown is approximately 25 minutes. Also available at the airport are a variety of taxi, shuttle, and car rental services. From the South: Travel north on I-35W to the Lake Street/31st Street exit. Turn left (west) on Lake Street and follow it into the heart of Uptown. Lake Street becomes Lagoon Avenue as you approach Hennepin Avenue. From the North: Travel south on I-35W to the 35th/36th Street exit. Merge onto I-94W. Travel on I-94W to the Lyndale/Hennepin Avenue exit. Follow Hennepin Avenue. You will be at the north side of the Art Fair. From the East: Travel on I-94W to the Lyndale/Hennepin Avenue exit. Follow Hennepin Avenue. You will be at the north side of the Art Fair. From the West: Travel I-94E to the Lyndale Avenue exit. Continue south on Lyndale Avenue to Hennepin Avenue. You will be at the north side of the Art Fair.

PARKING Only artists with a parking pass purchased prior to the Art Fair on Zapp™ will be able to park at the Sons of Norway or YWCA lots. All vehicle parking passes must be displayed on the rearview mirror of the vehicle at all times. Any vehicle without a visible parking pass will be towed at the owner’s expense. If you have a trailer/vehicle that takes up two parking spaces, you must purchase two parking passes.

The Uptown Art Fair staff reserves the right to expel, without refund, any exhibitor bringing a vehicle onto the streets during times that the Art Fair is open to the public. RV PARKING Given the Uptown Art Fair’s urban location, no RV parking is permitted on the event grounds. Lowry Grove Community (2501 Lowry Ave NE, Minneapolis; 612-781-3148) is 7 miles northeast of Uptown and is the closest RV parking rental site. Sam’s Club (3745 Louisiana Ave S, St. Louis Park; 952-929-9158) is 5 miles southwest of the event grounds, and also offers limited parking.

RESTRICTIONS: No overnight parking permitted. Pass valid 7:00 a.m.-10 p.m. daily on Friday, August 5 - Sunday, August 7 (not valid Thursday). No RV parking allowed (see below) Sons of Norway Lot – 1455 West Lake Street Artists who paid $55 for parking in Sons of Norway will receive a parking pass at registration.

PUBLIC PARKING Limited street parking and additional lots are also available. The Mozaic parking ramp (1340 Lagoon Avenue) accommodates 550, the Calhoun Square parking ramp (3001 Hennepin Avenue) accommodates 735, and the Walkway parking ramp (1320 West Lake Street) accommodates 100.

YWCA Ramp – 2808 Hennepin Avenue Artists who paid $55 for parking in YWCA will receive a parking pass at registration. YWCA Ramp has a height limit of 7 ft. Limited street parking is also available in the area surrounding the Art Fair. Parking is not allowed,

The My Bike Project is a program of the Cultural Wellness Center. Founded in 1996, the Cultural Wellness Center exists to unleash the power of citizens to heal themselves and to build community. As a teen and young adult run venture, The My Bike Project is committed to increasing bicycling and walking infrastructure that creates and implements a culturally empowering lifestyle and health engagement process. The program supports a culture that normalizes bicycling and walking for transportation, recreation and health improvement in communities currently experiencing disparities in health, education and economics. We encourage our guests to use alternative transportation, and we hope this partnership will be an added convenience for your visit.

RIDE FREE WITH METRO TRANSIT

Get there by bus or light rail with a free-ride pass from Metro Transit! Download your Art Pass at metrotransit.org/artpass or uptownartfair.com for a free bus or light rail ride from your home (or a nearby Park & Ride lot) to the Uptown Art Fair, and Powderhorn Art Fair. Show your pass for easy bus rides between both fairs. The Art Pass is valid on all Metro Transit bus routes and METRO lines (but not Northstar). Show your pass to a bus driver, or Transit Police officer on light rail, for your free ride. SET-UP & DISPLAY GUIDELINES YOU MUST CHECK IN AND REGISTER BEFORE SETUP. Registration is located at art fair headquarters inside Calhoun Square, 2nd Floor – 3001 Hennepin Avenue. Be sure to read and follow the specific instructions for your space. You will receive a Loading Pass in your registration folder that must be displayed on your vehicle’s dashboard to enter closed areas during drop off and set up. Each registration folder will contain a map that you will use to locate your booth, as well as set up times. We ask that you follow the set up schedule closely, cooperate with the Exhibitor Supporters, and unload and remove your vehicle(s) as quickly as possible to make room for fellow artists. Following this schedule will ease your tension, and failure to do so will jeopardize your participation in the fair and may result in removal from the event. Security will be provided during set up times.

NO GENERATORS ALLOWED • Electricity is not provided – you must use battery operated equipment only. Batteries must be pre-approved and inspected. • Non-conforming connections, machinery or equipment will be removed by the Uptown Art Fair at the exhibitor’s expense.

Individual booth assignments are made to create an appealing mix of media and take into consideration the character of the work to be exhibited. Artists cannot sublet their booth. Assignments are at the sole discretion of the Uptown Art Fair – locations are NOT interchangeable and are subject to change.

DURING THE FAIR

Artists must be on-site all three days of the fair and at their booth during show hours. The following MUST be displayed at all times in a prominent place: o Booth sign MUST be displayed in the UPPER RIGHT corner of the front of the booth. The following MAY be displayed: • Business cards • Information about gallery representation(s) • Exhibitor’s logo • Artist Statement including biographical information and defining “reproduction” or “limited edition” are encouraged to be on display • •

KNOW THE RULES CRAFTSMANSHIP •

ALL WORK MUST BE ORIGINAL AND HANDCRAFTED. Artist guarantees the accuracy of the description of the works presented and the authenticity of the work as the creation of their own hands. WORK DONE BY A PRODUCTION STUDIO IS NOT ACCEPTABLE. All work must be designed and executed by the exhibiting artist. No use of commercial kits or molds permitted. WORK OF INDIVIDUALS OTHER THAN THOSE ACCEPTED AND SPECIFIED IN THE ARTIST’S APPLICATION FOR ENTRY MAY NOT BE EXHIBITED OR ADVERTISED at the Uptown Art Fair.

Collaborating artists (defined as “Artist Partner” on ZAPP™) may exhibit only their collaborating work(s). BOTH ARTISTS MUST BE ON-SITE DURING ALL 3 DAYS OF THE FAIR.

33% OF ALL 2-DIMENSIONAL WORK DISPLAYED MUST BE ORIGINAL. Artists must define reproduction or limited edition throughout their artist statement and disclose this information on individual pieces. Postcards, note cards, posters, mouse pads, or any other offset reproductions are not permitted. EXHIBITING ARTISTS ARE REQUIRED TO DISPLAY AN ARTIST STATEMENT in a prominent place in their booth describing how the work was made and the materials used. THE WORK EXHIBITED MUST BE CONSISTENT WITH THE SLIDES SUBMITTED FOR THE JURY PROCESS AND OF COMPARABLE SIZE, STYLE, AND QUALITY. Artists will be asked to remove or store work not adhering to this policy. ARTISTS MAY ONLY EXHIBIT AND SELL WORK IN THE MEDIA CATEGORY FOR WHICH THEY WERE ACCEPTED. ARTISTS MAY NOT SHOW IN OTHER FAIRS, EXHIBITIONS, OR EVENTS IN MINNEAPOLIS taking place at the same time as the Uptown Art Fair. ALL WORK MUST BE FOR SALE. Artists retain 100% of their sales and are responsible for the collection and reporting of applicable sales tax. THE UPTOWN ART FAIR RESERVES THE RIGHT TO EXCLUDE FROM EXHIBITION THE SALE OF ANY NON-CONFORMING WORK as determined by the exhibitor committee and/or the Executive Director. INSURANCE & LIMITATIONS

STANDARDS COMMITTEE BOOTH REVIEW

Each exhibitor must insure their property against the risks of fire, theft, burglary, breakage, leakage, weather or water damage, and transportation to and from the Art Fair site. The Uptown Art Fair is not liable for any damage or loss arising from any cause, except the gross negligence of the Art Fair. Without limited the foregoing, the Art Fair will not be liable for any loss incurred by reason of failure of the exhibitor to obtain such insurance or failure of such insurance to cover any loss. Prior to the opening of the exhibition, each artist is required to sign a form releasing the Art Fair from liability (included in the Artist Acceptance Package).

The Uptown Art Fair exhibitor committee will visit each booth to review content and will continue to do so throughout the weekend.

JUDGING OF BEST OF SHOW AWARDS A panel of judges will review work displayed at each exhibitor’s booth from approximately 12:00 p.m. – 5:00 p.m. on Friday, August 5. Each exhibitor may be present during the panel’s review of their display to answer any questions posed by the judges, but are discouraged from engaging in any active lobbying of judges. As judges review each exhibitor’s booth, a colored sticker/stamp will be placed on the booth sign. Best of Show winners will be notified after judging on Friday evening and will receive their awards at the Artist Brunch and Awards Ceremony on Saturday morning. (See page 6)

ACKNOWLEDGEMENT OF APPLICABLE LAWS & REGULATIONS The laws of the City of Minneapolis, Minneapolis Park and Recreation Board, State of Minnesota and United States of America are applicable to all questions arising under the rental space of these conditions. Security, safety and fire regulations must be adhered to by all participants of the Uptown Art Fair. With the submission of an entry application, artists must acknowledge these conditions and agree to observe and be bound by each and every provision contained herein, including the rules and guidelines of the Uptown Art Fair.

SALES TAX Current Minnesota and City of Minneapolis sales taxes are applicable to all sales at the Uptown Art Fair, with the exception of wearable goods. The current rate is 7.775% of the retail price. Each exhibitor is responsible for recording, collecting and paying current state and local sales taxes on all sales made during the Art Fair. This requires appropriate reporting to the State of Minnesota and City of Minneapolis with proof or accurate records of individual transactions.

ARTISTS MUST CHECK IN AND REGISTER BEFORE BOOTH SET UP CAN BEGIN. Even if you complete REGISTRATION prior to your assigned SET UP TIME (see pages 15-18 ), you may NOT begin setting up early (unless informed by official UAF staff). Set up on The Mall is carefully staged to enable traffic flow on the narrow one way boulevard. If you have extra time after registering, we recommend exploring Uptown, enjoying a cup of coffee, or grabbing a bite to eat. There are many great restaurants and cafes within the bustling neighborhood of Uptown! Although artists with booths on Hennepin Avenue may register on Thursday, August 4, all Hennepin Avenue set up will take place on Friday, August 5.

1. Register prior to booth set up at Headquarters located on second level of Calhoun Square (3001 Hennepin Avenue). 20 minute registration parking available in lot at 1323 West Lake Street. You may only register at your specified time or during open registration. 2. Have a photo ID ready for registration. You must also have your Minnesota tax ID number reported to the Uptown Association before you can register. If you have not done so already, you can obtain your Tax ID Number by calling 651.282.5225 or visiting the website at www.taxes.state.mn.us and clicking on “E-Services Information” under the “For Business” section and then “Register for a Minnesota Tax ID number.” E-mail the number and a copy of your ST-19 to jill@uptownminneapolis.com. 3. You will receive a registration folder containing: o Artist on-site credentials and informational materials o Loading Pass: Use the loading pass to enter closed areas during drop-off and set up for the fair. Place your loading pass on your dashboard; it must be displayed at all times. Any vehicle without a loading pass will be towed at the owner’s expense. The Uptown Art Fair reserves the right to expel, without refund, any artists bringing a vehicle onto the streets while the Art Fair is open to the public. o Booth Permit: Information on booth permit includes artist name, media, hometown, booth number. o 2016 Uptown Art Fair directory including map of Uptown Art Fair area

The City of Minneapolis agreed to remove all traffic, other than buses, from the block area your booth is located in. Street closure will occur at 8:30 am and takes place upon notification that the final Metro Transit rush hour bus passed through the area. TEARDOWN INSTRUCTIONS GENERAL INSTRUCTIONS • Teardown begins Sunday, August 98 at 5:00 pm – NO EARLIER! • Tear down and pack up your booth first, then bring your vehicle over to year area to load. • Please be respectful of other artists and their space when tearing down and loading. SPECIAL INSTRUCTIONS FOR HENNEPIN 100’s & 200’s • Volunteers will be dispatched before closing. Please obtain a voucher from a volunteer when your booth is COMPLETELY torn down and on the sidewalk, and you are ready to load. • With voucher in hand, you may pick up your vehicle and park in the spot where your booth was located on the street. • Artists will only be allowed to enter the barricades and load after showing staff a voucher at the barricade. • You must present your permit to enter closed areas and load. • These special instructions are used because busses will still be running on this area of Hennepin Avenue during teardown.
