As a lifelong educator, I know firsthand how critical an education is to the future of a child, and the importance of having strong, capable youth engaged in our community and workforce. I also know how important family and community involvement is in the success of every school. This is why I am so proud that our United Way is putting the power of its resources into efforts that will support the youth of our community and ensure they live in a united and resilient community where everyone belongs and everyone thrives. There are no ways around the facts. Educational gaps that existed prior to the pandemic have only gotten worse for many students. According to a New York Times article released in early September 2022, regarding national test results, “This year, for the first time since the National Assessment of Educational Progress tests began tracking student achievement in the 1970s, 9-year-olds lost ground in math, and scores in reading fell by the largest margin in more than 30 years. The declines spanned almost all races and income levels and were markedly worse for the lowestperforming students.” This report is staggering. It reinforces our commitment to support and grow all students. Together, we must step forward and bridge divides to support our youth in ways we haven’t before.

OUR CHILDREN NEED US TO UNITE Over the years, Pack Square Park has been the site for countless community gatherings. But this past August it was home to something close to my heart – the official launch of United for Youth and a Bold Community Goal: By 2035, ALL Asheville City and Buncombe County students graduate from high school ready and fully prepared to pursue their goals and dreams. On the stage that day, local youth sang, danced, and played their fiddles. On the lawn, nonprofit organizations, public services, and schools hosted booths for families. And everywhere you turned, families of all kinds caught up,

shared a meal, and laughed. Upwards of 800 people came together and publicly “linked arms” – demonstrating to the youth of our community that they are the ones who UNITE us. United Way serves as the backbone of support for United for Youth which is a partnership between local schools, nonprofits, businesses, public services, and community members that have raised their hands and said “We can do something to help our youth and ensure that our community meets this goal.” You can read more about United for Youth, Community Schools, and a number of other ways that United Way is impacting this issue throughout this book. As a fellow donor and volunteer, and as the board chair for United Way of Asheville and Buncombe County, I want to thank you for your vote of confidence in our work. Thank you for showing up to our Community Conversations, for donating, and for volunteering. You play an essential role in ensuring that ALL children and youth learn, grow, and thrive in a vibrant, healthy, and connected community. You can keep helping us by spreading the word (sharing this book with someone you know is a good start), volunteering at a local school or one of our community partners, advocating for policies that support youth and families, and finally, taking care of yourself. Our community will thrive when all of us work together to better the lives of others. Thank you for your commitment to partnering with our United Way to do this important work. Old friends and new gathered to share a meal, laugh, dance, and even assemble summer activity kits for local youth.

Having been at the center of our community's pandemic response efforts from the very beginning, our staff witnessed first-hand the critical needs of our community, most especially our youth, families, and educators.

Here’s just a sample of what we accomplished together:

We also witnessed the power and inspiration of seeing neighbors and partner organizations pulling together to do what none could have done alone.

110 community members—including dozens of local youth—provided valuable input on our future direction through a series of Community Conversations,

and 171 donors, businesses, and foundations contributed $2,742,730 to the Next 100 campaign, in many cases, on top of contributing to our annual Live United Fund.

With these things in mind, two thoughts guided us as we planned our centennial anniversary year: Because of the virus' resurgence as our centennial year started, and the fact that so many of our staff were still addressing the immediate needs of our community, we had to scale back many of our initial plans for marking this milestone anniversary.

We knew that the needs of our community were growing as a result of this crisis and therefore our Centennial had to serve as an opportunity to be bold and lay a course for our future -- with an invitation to our whole community to be a part of our efforts to build a united and resilient community where everyone belongs and everyone thrives.

TWO

So, we didn't create displays that celebrated our past. And we didn't have a gala event. But over the last 18 months, with the help of staff, board, donors, partners, and volunteers we set a solid foundation to embark on our Next 100 years of impact.

These accomplishments will allow us to:

Expand our award-winning community schools strategy from five schools to nine schools by 2023

Ensure our long-term stability by growing the David Bailey Legacy Endowment from $450,000 to $1 Million

Increase our internal capacity to co-create strategies and solutions with community members most impacted by poverty and racial injustice

Enhance the accessibility and inclusiveness of our Community Services Center which will include the installation of an elevator!

THE STORY OF OUR CENTENNIAL YEAR... 100 ACTS OF SERVICE

COMMUNITY CONVERSATIONS

At the start of our centennial year, we knew that we wanted to lift up 100 ways for our community to give back.

Among the principles that guide our work are two key ideas: one is that we must center equity and the other is that our efforts must incorporate the wisdom of those most impacted by poverty and racial injustice.

We kicked things off with music, food, and service to others alongside the young leaders from My Daddy Taught Me That.

This year we hosted 5 Community Conversations to learn from our neighbors what things we need to focus on as an organization that is committed to ensuring that by 2035 ALL Asheville City and Buncombe County students graduate ready to achieve their goals and dreams. 110 people, including youth, took us up on that offer and we

LOCAL ARTISTS BRING VISION TO LIFE Whether we are striving to improve the function of our building, craft a new funding process, or create a new logo, community voice must be an essential element in our process.

Together, we built activity kits for youth and by the end of the day, we knew that even with the limitations brought on by the pandemic, we would still be able to make great things happen. In fact, by the end of the year, 1,185 community volunteers proved that true!

Based on community feedback, enhancing the accessibility and inclusiveness of our Community Services Center was an important goal of ours this year. And while the addition of an elevator and a central reception area is critical to the practical functionality of our building, there are other ways to shift the experience people have in our spaces. This is where the skills of local artists come in.

Working with local artist, Jenny Pickens, we are adding a mural to our building. The Asheville native used our vision of "A United and Resilient Community Where Everyone Belongs and Everyone Thrives" as the foundation for her work. Keep your eyes peeled for the final reveal!

Just as United for Youth is built by the partners, we believed the logo should be co-created by the very people our collective work is about - our students! So we held a contest back in March and Max Crum, the winning artist from Asheville High School, was then able to work alongside local graphic designer, John Hornsby, who took him through the steps toward making the final logo. Soon you will see these beautifully crafted dogwood branches in our offices. These pieces were designed by the artists at Haw Creek Forge as a way to acknowledge gifts to our Centennial Campaign. These gifts will go a long way toward our efforts to ACCELERATE, Co-CREATE, and SUSTAIN our work in the coming years.

UNITED FOR YOUTH AND A BOLD COMMUNITY GOAL A DOZEN YEARS AGO, our staff, board, and community volunteers determined that it was time for United Way to use the resources we gathered in a more targeted way. After holding a series of community conversations, we decided to focus our efforts on education, support for middle school youth and high school graduation. TODAY, as we enter our second century of impact, we continue to align our work in service to this focus with the establishment of United for Youth (U4Y) and a Bold Community Goal.

At a time of ever-increasing social and economic divides, we know that education is key to social mobility and that graduating from high school is a powerful predictor of the future health and financial stability of an individual and ultimately their community.

United for Youth (U4Y) is NOT a program of United Way. It is a multi-generational, crosssector, “cradle to career” network built on the principle that "Equity and Educational Excellence are Inseparable." United for Youth partners collectively designed and sign on to achieving a bold community goal: “By 2035, ALL Asheville City and Buncombe County students graduate from high school ready and fully prepared to pursue their goals and dreams.” All organizations, institutions, and businesses that sign on as a United for Youth partner will make their own explicit contributions toward this goal and agree to hold themselves and each other accountable for achieving it.

As we begin our second century of work, United Way of Asheville and Buncombe County is making United for Youth the centerpiece of our impact strategy by serving as a backbone agency; aligning and supporting the efforts of dozens of community partners working collectively to achieve the bold community goal.

We also know that academic success is too often derailed by things like poverty, hunger, homelessness, interpersonal violence, and access to health care—and that all of these challenges have been shown to disproportionately impact Black, and Indigenous communities and other communities of color.

We recognize that we will never reach our vision for a united and resilient community where everyone belongs and everyone thrives unless all of our kids can graduate from high school college, career, and community ready. This means eliminating, once and for all, the educational opportunity gap, by uniting our community around our youth and embracing their success as our collective responsibility. 9

SCHOOL-BASED HEALTH CENTERS ARRIVE Here’s a positive story you might have missed: full-service health centers recently launched at several public schools near you. These School-Based Health Centers (SBHC), operated by Blue Ridge Health, opened their doors (physically and virtually) at Asheville Middle School and Erwin Middle School this past spring and will be fully functioning in the fall. UWABC assembled start-up funding through a federal grant from the US Department of Education, the Dogwood Health Trust, and local donations. This summer, Buncombe County Commissioners approved our proposal to support School-Based Health Centers at our Community Schools which will both bolster our work in the two existing centers at Asheville and Erwin and allow us to add a new center at another school (yet to be determined). Unrelated to our efforts, but equally important is another health center, operated by Appalachian Mountain Community Health Centers. They launched this fall at Asheville High School/SILSA and we have already begun efforts to collaborate. Bringing SBHCs to Buncombe County is the product of years of tireless effort from a diverse network of community partners, including Asheville City Schools, Buncombe County Schools, Mountain Area Health Education Center (MAHEC), Buncombe County Health and Human Services, and United Way of Asheville and Buncombe County. School-Based Health Centers is an example of what’s possible when partners come together—and what we intend to continue to accomplish as a community under the new banner of “United for Youth.”

What Does This Mean? School-Based Health Centers are fully staffed medical clinics that provide DIRECT access to affordable high-quality medical and behavioral health care to students, staff, and families on the school’s campus. At a time when the physical and mental health of our youth, families, educators and the broader community is in a state of crisis, these centers are needed now more than ever. In fact, they are already making a big difference nationwide, far beyond their impact on student health, by reducing health-related absences, discipline issues, and even school drop-out rates.

UNITED FOR YOUTH SPRING CONVENING While we've held a number of convenings over the years, this spring was the first held under the banner of United for Youth (U4Y). The day focussed on youth leadership and Restorative Practice:

YOUTH LEADERSHIP Youth panelists shared their personal experiences as community leaders with one resounding theme, "I want to be there for others the way I wished someone had shown up for me when I was little." When Julia, a middle school student, shared her appreciation for Umoja Health, Wellness, and Justice Collective she also shared her interest in someday becoming a detective. No sooner had we paused for a break when fellow attendee, Sheriff Miller, arrived by Julia's side with a youth badge and a promise to nurture that dream.

RESTORATIVE PRACTICE "People think that Restorative Practice is about removing consequences in the schools, but that couldn't be further from the truth. In fact, what it does is directly hold individuals accountable to their community." Joseph Jamison, United Way For several years now United Way has provided training opportunities for local educators, nonprofit partners, and youth in the principles and practices of Restorative Practice. At the convening, youth, faculty, and staff shared their own experience with the practice - the good and the hard. In addition to sharing their appreciation for a way Restorative Practice helps students and educators build relationships, the panel discussed how important it is to have this platform for those times when things do go wrong. "Can we have a circle?" "We need to circle up." is a common way they let each other know it is time to use the practice. Students are learning to ask for this as a way to mend and mediate hard moments. 12


COMMUNITY VOICE THE POWER OF CONNECTION AND A BOLD GOAL After the panel discussions, the afternoon was devoted to tabletop discussions on how to better develop and incorporate youth voice and leadership within each school community. Collaboration, open and honest dialog, and creating space for all voices to be heard are critical to reaching our community's Bold Community Goal:

BY 2035, ALL ASHEVILLE CITY AND BUNCOMBE COUNTY STUDENTS GRADUATE FROM HIGH SCHOOL READY AND FULLY PREPARED TO PURSUE THEIR GOALS AND DREAMS. And if this convening was any indicator, this network is well on its way.

For 100 years, alongside hundreds of volunteers, we have raised a tremendous amount of money that we were able to then invest in local nonprofits that were addressing a wide range of issues related to Education, Income, and Health. Over the course of our history, we’ve made a variety of important improvements to our investment process. Leaning on our guiding principles, we listened to our community, particularly those most impacted by the issues we seek to address. It became clear that we needed a new strategy. With guidance from GRID Impact, a global design firm, community members and our staff worked together to design a new way to invest in our community, one that centers authentic and equitable community participation in all stages of decision-making. This means that those most impacted by the issues are at the decision-making table. The process included three phases

Research - 17 interviews with funded partners, parents, educators, and local community leaders helped to build a picture of grantmaking experiences, opportunities, and new ideas

Co-creation - involved 33 educators, community organization and nonprofit representatives, and community members who came up with ideas to move us forward in new ways

Prototyping - additional community members, including our board of directors, donors, community leaders, educators, and government officials, then prioritized the ideas that had been developed

This fall we will pilot one of the prototypes. It's an exciting time in our history and we are glad to have you by our side!

1960 Bank of Asheville 100% Award As we dug through our archives we found a few gems, including this picture celebrating employee contributions at Bank of Asheville.


While United Way has a worldwide presence, each United Way is locally owned and operated by its community. We share a logo and some other branding elements, like "Live United", with other United Ways, but our focus and investment decisions are all made by our community. United Way of Asheville and Buncombe County was founded in 1921. We are the first United Way in the state of NC and our work in those early days helped to shape how other communities, including Durham, started their own. Back then we were called "Community Chest" and later we were the "United Fund" before settling in on the name we carry today: United Way of Asheville and Buncombe County.

No matter where in Buncombe County you live, there’s likely an Eblen Short Stop nearby. The Eblen family, founders of Biltmore Oil and Eblen Short Stops, have been an integral part of our business and philanthropic community for four generations and so it was fitting that during our 100th Anniversary, we gathered to celebrate two incredible women from this family. On June 7, 2021, exactly 100 years since our founders launched our United Way, we gathered to celebrate Jennie Eblen and her mother, Bobbie Eblen (represented by her granddaughter Jewel), as they were presented with the 2021 Tocqueville Society Community Service Award for their many years of service and dedication to our community. With the influence of Bobbie’s love and leadership, the Eblen family has set the standard for what it means for a local business to give back to the community-from the creation of The Eblen Foundation out of the funds raised in a yard sale in 1991 to their generous support of so many other local organizations, including United Way. It is clear that Bobbie instilled in her four children the belief in the power of community and, through their actions, they have demonstrated how the business community has both an opportunity and a responsibility to give back. For thirty years, Jennie has served as a volunteer leader on close to forty different United Way committees. Her commitment has been profound and her insights helped to shape and transform almost every aspect of this organization. Jennie helped grow First Call for Help into what is now the statewide system known as NC 211, she advocated for our volunteer center and ensured that the resources were available to grow its reach, and she has been at the center of our efforts to improve our community investments in the work of local nonprofits. As we all know, Jennie’s contributions weren’t exclusive to United Way. Now retired, Jennie was the owner and Vice President of Eblen Short Stops. She is a fiercely proud and loving mother and grandmother. She is a founding member of the WNC Community Foundation’s Women for Women fund and among the board of directors and committees on which she has served are:

ABOUT THE AWARD In 1973, United Way of America began honoring those who demonstrated extraordinary commitment, leadership and service and made a broad impact on their community and/or the nation. Previous winners of the national award include: Ambassador Walter Annenberg, Presidents Ronald Reagan and Jimmy Carter, Senator and Mrs. John Glenn, and Bob Hope. In 2002, we began the tradition locally, with Buddy and Marilyn Patton and Barbara Blomberg being honored with our first Tocqueville Society Community Service Award.

NC 211

Four Decades Connecting People To Needed Resources It may be 10 pm when someone, desperate to end their substance misuse, dials NC 211 to find help. Or 6 pm when a parent calls to find tutoring support for their child. Or 7 am when a house fire occurs and an elderly woman begins searching for a safe place to stay.

NO MATTER THE TIME, NO MATTER WHERE THEY LIVE, NC 211 IS THERE TO HELP CONNECT PEOPLE TO THE RESOURCES THEY NEED. As we marked our Centennial anniversary, we took a look at key moments and partnerships in our history and the evolution of NC 211 is one worth sharing. In the early 1970s, the Junior League of Asheville formed a volunteer services bureau and a 24-hour Information and Referral helpline with support from our United Way. By 1978, these two services were folded into our day-to-day operations and centered as important tools that connect people to ways to give and find help. First Call For Help, a service that relied at first on a Rolodex of handwritten numbers soon became a reference book that every local service provider kept at their side. In the early 1990s, we set up mobile information sites throughout the community. In 2000 we worked alongside other NC United Ways to petition the NC Utilities Commission to designate 2-1-1 as a dedicated statewide Information and Referral number. And in 2008 after successful advocacy efforts with cellular carriers, former Buncombe County Commissioner, Nathan Ramsey, made a ceremonial first cell phone call to NC 211 at a press conference in our boardroom. We formally joined forces with United Way of North Carolina (UWNC) in 2001, which operates this statewide system. Today, we are proud to work side by side with them and to serve half the state through our call center.

WHAT MAKES NC 211 SPECIAL? What makes NC 211 special is that we are built on a legacy of continuous improvement. It is special because we know that our staff meets every caller with an open heart, a compassionate ear, and an incredible amount of skill. And it is special because it is powered by local and statewide partnerships and it is powered by you, our donors.

June 2022 – In a crowd of 3500 people, from 50 states and six countries, the Institute for Educational Leadership (IEL) recognized local leaders for their work on behalf of students.

Greg Hall, ACSF’s In Real Life (IRL) Program Director, accepted the Civic Engagement Award for their work organizing youth, families, and our community to advocate for an equitable public education system. Laura Elliot, United Way of Asheville and Buncombe County’s Senior Director of Community Schools and Network Development, was recognized for her work locally and on the national stage, with the Community Schools Initiative Leadership Award. This award is given to individuals that have significantly advanced their initiatives toward broad and measured equitable impact, strengthened sustainability through cross-sector development, and increased the number of Community Schools. On the national level, Laura serves as co-chair of the Coalition for Community Schools Leadership Network which includes roles on the national Steering Committee and Leadership Team. She has previously served as the chair and co-chair of the Coalition’s United Way Learning Community and participated in national-level workgroups to develop Community School best-practice standards.

July 2022 – Victoria Roberts, United Way’s Student Success Planning Manager joined representatives of 12 other communities chosen to be a part of a learning cohort at the Harvard Graduate School of Education that will collaborate and learn more about designing and implementing personalized, cradle-to-career supports for all children. Together with the United for Youth partners we will take these lessons and chart clear and accessible pathways to success in and out of school. 41
