Mumbai Overtakes Beijing as Asia’s New Billionaire Capital, Leads India’s Wealth Surge

Mumbai has emerged as Asia's new billionaire capital, surpassing Beijing, according to the Hurun India Rich List 2024. The city now houses 92 billionaires, accounting for 25% of India's wealthiest individuals, and has seen a net increase of 58 billionaires. This shift highlights Mumbai’s growing dominance in wealth creation, with New Delhi and Hyderabad trailing as preferred cities for the country’s elite. India has also outpaced China in billionaire growth, registering a 29% increase, while China saw a 25% decline. The overall number of billionaires in India has reached a record 334, solidifying the nation’s position as Asia’s leading wealth generator. In March 2024, Mumbai overtook Beijing, coming third globally behind New York and London in the billionaire count. Mumbai’s billionaire wealth now totals $445 billion, compared to Beijing's $265 billion, reflecting a 28% decline in the Chinese capital’s billionaire population.

RBI Deputy Governor M Rajeshwar Rao Advocates Periodic Revision of Deposit Insurance Coverage

MRajeshwar Rao, Deputy Governor of the Reserve Bank of India (RBI), has called for periodic increases in the `5 lakh deposit insurance coverage per depositor, reflecting India’s economic growth and expanding financial sector. Speaking at the IADI Asia-Pacific Regional Committee International Conference, Rao noted that the current reserves might fall short due to rising deposits, prompting a reassessment of insurance requirements. He discussed the challenges of providing full coverage, suggesting targeted insurance for small depositors and senior citizens as a more feasible option. Rao also proposed extending insurance to digital deposits, such as prepaid card wallets, and recommended a risk-based premium system to strengthen the deposit insurance fund. He emphasised the role of the Deposit Insurance and Credit Guarantee Corporation (DICGC) in consolidating urban cooperative banks and enhancing financial inclusion, urging a cautious approach to innovative products and emerging risks.

Nifty Pharma Index Hits Record High Amid Strong Sector Growth, Favourable Market Conditions

The Nifty Pharma index reached a record high of 22,587.95, outperforming the Nifty 50 by rising 10% over the past month. Divi’s Laboratories led the surge, gaining 3.76% after a favourable US court ruling. Other major pharma stocks, including Dr. Reddy’s Laboratories, Glenmark Pharma, Zydus Life, and IPCA Labs, also saw increases of 1-4%, driving the index’s strong performance. In Q1FY25, the pharma sector showed robust growth, with revenue up 12%, EBITDA up 20%, and net profit up 23% year-on-year, surpassing market expectations. Contributing factors included stable US pricing, low input costs, and strong domestic demand. The broader Nifty 50 index also saw gains, closing higher for the fifth consecutive session. Market analysts attributed the positive trend to strong domestic institutional investor flows and cautious global sentiment ahead of the Jackson Hole Economic Symposium, where US Federal Reserve Chair Jerome Powell’s insights on future monetary policy will be closely watched.

Government Launches Discount Initiative to Boost Vehicle Scrapping, Promote Sustainable Transportation

Union Road Transport & Highways Minister Nitin Gadkari announced that vehicle manufacturers will offer discounts on new commercial and passenger vehicles for customers who scrap older models with a valid Certificate of Deposit. This initiative is part of the government's effort to boost the Circular Economy by encouraging the adoption of cleaner, safer, and more efficient vehicles, contributing to reduced pollution and sustainable transportation practices. Buyers scrapping old vehicles may receive discounts ranging from 1.5% to 3.5%, aiming to invigorate the previously criticised vehicle scrapping programme. SIAM President Vinod Aggarwal had earlier highlighted the need for stronger incentives to promote scrapping. Gadkari expressed satisfaction with manufacturers' participation, emphasising that this initiative aligns with the government’s goals of improving vehicle efficiency and reducing emissions. This move is seen as a significant step towards addressing environmental concerns and promoting a greener future for India’s transportation sector.

CCI Approves Reliance-Disney Rs 70,350-Cr Merger, Creates Major Media Conglomerate in India

India’s Competition Commission (CCI) has approved Reliance Industries Ltd’s Rs 70,350-crore merger with Disney’s Indian media assets, subject to certain voluntary modifications to address competitive concerns, particularly in cricket broadcasting. This merger will combine Reliance’s Viacom18 with Disney’s Star India, forming one of the country’s largest TV and digital streaming platforms, boasting a portfolio of 120 TV channels and two streaming services. Valued at $8.5 billion, the joint venture will see Reliance injecting Rs 11,500 crore to drive growth, with RIL holding 16.34%, Viacom18 46.82%, and Disney 36.84% in the new entity. Nita Ambani will chair the merged company, with Uday Shankar, a former Walt Disney executive, as Vice Chairperson. This strategic move is expected to reshape India’s media landscape, intensifying competition with giants like Sony, Netflix, and Amazon. The merger is set to be completed by late 2024 or early 2025, with minimal impact on Reliance’s stock following the CCI’s approval.

Swiggy Prepares for $1-1.2 Billion IPO, Targets $15 Billion Valuation to Fuel Expansion

Indianfood delivery giant Swiggy, backed by SoftBank, is gearing up for an initial public offering (IPO) aimed at raising $1-1.2 billion, with a target valuation of around $15 billion. Expected to be one of India's largest IPOs this year, the move follows shareholder approval in April to raise up to $1.25 billion. The company plans to use the proceeds to expand its quick commerce Instamart business and open more warehouses, strengthening its position in the rapidly growing $11 billion online grocery market. Although Swiggy's food delivery segment is profitable, its Instamart grocery delivery remains loss-making. The company currently operates about 550 grocery warehouses across 35 Indian cities. With the online grocery market expected to grow significantly by 2030, Swiggy is positioning itself to capture a larger share. The IPO's confidential filing is expected to be cleared soon, with a public prospectus to follow.

Iran Slams Europe’s Call for Restraint, Accuses West of Supporting Israel

Iran's foreign ministry has sharply criticised France, Germany, and Britain for urging restraint following the killing of Ismail Haniyeh, Hamas's political chief, in Tehran. Iran holds Israel responsible for the act, and its foreign ministry spokesperson, Nasser Kanaani, labelled the European nations' appeal as illogical and contradictory to international law. Kanaani condemned the European stance, accusing it of ignoring Israel's alleged violations of Iranian sovereignty. He reaffirmed Tehran's commitment to deterring Israel and urged European nations to oppose the ongoing conflict in Gaza. Kanaani also criticised the United Nations Security Council and Western governments, holding their support for Israel responsible for the ongoing crisis in Gaza. He called on Paris, Berlin, and London to take a stronger stand against what he described as Israel's aggressive actions in the region.

UK CMA Halts Apple and Google Probes, Awaits New Digital Markets Law

The UK’s Competition and Markets Authority (CMA) has decided to suspend its investigations into Apple and Google’s app stores as it prepares for new legislation under the upcoming Digital Markets, Competition and Consumers Act (DMCCA). The CMA had previously raised concerns about the tech giants' dominance in app distribution, launching separate probes into potential anticompetitive practices. With the DMCCA expected to come into effect later this year, the CMA believes the new law will provide stronger tools to address these issues. The watchdog’s decision marks a shift towards a more comprehensive regulatory framework for digital markets in Britain, as Apple and Google await further developments.

Andrew Tate Placed Under House Arrest Amid New Sex Trafficking Allegations

Controversial internet figure Andrew Tate has been placed under house arrest by a Romanian judge amid fresh allegations of sex trafficking and exploitation, involving 35 victims, including a minor. The Romanian anti-organised crime agency, DIICOT, has accused Tate and his brother Tristan of grooming vulnerable individuals to produce pornographic content, generating millions in illicit profits. Despite vehemently denying the charges and claiming they are part of a conspiracy against him, Tate's legal troubles deepen as investigators continue to scrutinise his activities. Authorities have seized luxury cars, cash, and electronic devices during a search of four properties. The new allegations add to the ongoing investigation into previous charges of human trafficking and rape against the Tate brothers.

Telegram Co-Founder Arrested in Paris Amid Serious Allegations

PavelDurov, co-founder of the messaging app Telegram, was arrested in Paris recently as part of a French investigation into allegations of organised crime, child sex abuse images, fraud, and money laundering. This arrest has intensified scrutiny on Telegram, a platform known for its massive user base and minimal regulation. The incident has also raised concerns about the effectiveness of the European Union's Digital Services Act (DSA) in regulating large online platforms. Critics argue that if Telegram's issues are severe enough for a criminal investigation, they should be addressed under the DSA's provisions. With nearly a billion global users, Telegram is now facing potential direct oversight by EU authorities, prompting calls for greater transparency and accountability. The European Commission is reviewing the platform's user figures and compliance with DSA regulations, as the pressure on digital platforms to ensure regulatory compliance increases.

P K Das, the esteemed Founder Chairman and my father, envisioned establishing a super-specialty hospital in his hometown, Vaniyamkulam, recognising that people in the area often had to travel long distances, even to Coimbatore, for quality medical care. The P K Das Institute of Medical Sciences stands as a testament to his visionary legacy, providing high-quality healthcare accessible to the common man.

To honour this vision, the hospital is steadfast in its commitment to expanding and enhancing its services. This includes a strategic focus on strengthening key departments, particularly Oncology and other super-specialty areas, to ensure they remain at the forefront of medical innovation and patient care. These experiences have been transformative, contributing to my personal growth and resilience. You are well-versed in five

languages, which is quite impressive. Could you tell us more about it and how it has enriched your professional and personal experiences?

Yes Certainly. My proficiency in English, Tamil, Hindi and Kannada apart from Malayalam has greatly enhanced my journey as an education expert. It allows me to communicate effectively with a diverse student body and faculty, fostering a more inclusive and dynamic learning environment. Personally, it has deepened my understanding of different educational philosophies and

practices, enriching my approach to teaching and leadership. It’s a skill that not only broadens my professional horizons but also allows me to connect more meaningfully with individuals from various cultural backgrounds, ultimately contributing to a more global perspective in education.

With such a demanding career, how do you manage

the work-life balance?

Work has always been my top priority and passion. At the same time, I cherish moments I spend with my mother, wife, children, brother, sister and their families and also with some intimate friends. My brother Dr P Krishnakumar is the CEO and Secretary of Nehru Group of Institutions and my sister is a renowned Gynaecologist who is also

the Trustee of Nehru Group of Institutions. I make sure to dedicate a certain amount of time to work each day and I spend quality time with my loved ones also. This enriches my life and profession.. Recently, you were selected as the Honorary Trade Commissioner of Mauritius to India. And how do you think your role as Trade

Commissioner can benefit both countries, especially in education?

I am deeply honoured to be selected as the Honorary Trade Commissioner to Mauritius-India. In this era of globalisation, where education is a key driver of progress, I believe my role as an Edupreneur positions me to significantly impact bilateral relations between Mauritius and India. My goal is to create new opportunities in the education sector, fostering collaboration that will benefit both nations. Education is the cornerstone of longterm economic growth, sparking innovation, strengthening institutions, and promoting social cohesion.

Each of these interactions has been a valuable learning experience, enriching our community. These meetings have led to new collaborations, including student and faculty exchanges, significantly elevating the demand and reputation of NGI colleges

What I Make Out of This Year’s Union Budget

It covers the whole gamut of economic planning and aims at making India a Viksit Bharat of citizens with higher disposable income and purchasing power by 2047

To me, Union Budget 202425 presented by Finance Minister Nirmala Sitharaman is an exercise in excellence. More than presenting the annual accounts of the nation, the document provides a vision that will take India closer to the dream of becoming a developed nation by 2047. By treading a less travelled path by clearly stating short, medium and long-term visions for India, the Budget got the ball rolling to make India the third largest economy by the target year. However, to achieve this cherished goal, the country has to get its act together quickly by taking all stake holders on board with-

out fail. For this, the animal spirit of the private sector should be unleashed with the state providing the necessary ambiance by investing in infrastructure, health and education.

For the sake of perspective, a developed nation is a highly industrialised economy with majority of the workforce employed in factories that produce goods for the global market. The economy should have a higher growth rate with per capita income ensuring a comfortable lifestyle. In India’s case, services sector contributes more than half to the GDP growth with industry chipping in around 28% and agriculture

adding the remaining 18%. At the global pecking order, going by the latest data from IMF, India stands fifth with a GDP of approximately $4 trillion and is expected to overtake Japan and Germany to become the third largest economy by 2031, trailing behind the US and China.

The Budget has indeed drawn up a road map to get the nation there within the timeline. To begin with, Finance Minister has resisted the urge to splurge money on programmes that are not macro-prudential and revenue regressive in the strict sense of the term. This is despite the Centre’s finances looking robust with a windfall dividend

pay-out from the Reserve Bank of India (RBI) to the tune of Rs 2.11 lakh crore. The Finance Minister seems to have taken extra care to bring the deficits down without any major tax hikes. She has also budgeted for a lower borrowing programme by the Centre. With a record foreign exchange reserve with RBI, it will indeed go a long way in increasing India’s sovereign credit rating. Also important is the move to rationalise the tax structure to make higher tax compliance and tax filing simpler. It may be noted that both direct and indirect tax collections are showing good growth and that will help the Government cut down on borrowings for the current fiscal.

The second notable announcement in the Budget is the focus on agriculture. The Budget has not only planned to modernise agriculture but also make it sustainable by emphasising on natural farming. This new spin to the agrarian policy assumes significance in the wake of climate change leading to extreme weather events. This pivot

to sustainable farming is very important since estimates show that the country has lost close to 8% of its GDP from climate catastrophes in 2022, up from a tad over 5% the previous year.

Equally notable is the Budget’s focus on developing farm sector’s linkages with other sectors, especially medium manufacturing. It improves employment potential in rural areas significantly and also envisions value addition in agriculture. Such a transformation of the agriculture sector will not only increase real rural wages but also create non-farm employment in these areas. The net effect of such a policy will be mirrored in higher living standards in the rural areas besides significantly reducing internal migration. That will reduce the population pressure in urban areas.

Finally, the Budget has given due importance to education, skilling and employment. This transformative policy will pan out well for India’s youth as new technology has been disrupting almost

every area of the economy. With the growth of medium and small industries in rural areas with a close linkage with agriculture, the rural economy will thrive with more and more young people getting ‘decent work’ as defined by the International Labour Organisation (ILO). By decent work, ILO means employment that matches with the aspirations of the people in terms of productivity and income. These measures will upend India’s growth story that will take the country to the club of developed nations with more middle-income people with higher standard of living. In sum, the Budget covers the whole gamut of economic planning starting from short-term fiscal consolidation to medium term plots like making agriculture sustainable with focus on manufacturing growth to education, skilling, and above all, creating 'decent jobs' to make India a Viksit Bharat with more middle class people with higher disposable income and purchasing power by 2047

Don’t forget to move your neck to both sides and up and down frequently in between computer work, driving or any other job. Practice neck exercises regularly to strengthen the muscles so that they can withstand more strain. Carry heavy weight (if required) evenly. Prevent jerky lifting of heavy weights. Avoid head-loading as far as possible.

Proper understanding of the causative factors and avoiding them is very essential and the most important step in treatment. If there is acute pain, proper rest and locally appliable medications can be helpful in a majority of cases. Oral medicines like simple analgesics and muscle relaxants may also be tried. Heat application, deep tissue mas-

sage, physiotherapy, ultrasound or electric stimulation can be helpful. The regular use of a cervical pillow can dramatically reduce the pain. If there are radicular or paraesthesia -type symptoms in the arms and fingers, certain drugs may be given specifically. Once the pain subsides proper exercises, yoga, etc. can be done to stretch and strengthen the muscles. Persistent or recurrent pain

should be evaluated properly before planning further treatment. Certain alternative therapists have the habit of offering treatment without properly evaluating the exact cause of pain resulting in catastrophic consequences. Union Budget 2024 – A Brief Review Of Some Of The Key Direct Tax Proposals – Part II

In the previous article, I had covered some of the key changes proposed vide Finance Bill, 2024 from a direct tax perspective. With the Finance Bill having now received the assent of the President on August 16, it has now become an Act.

In this article, I intend to dwell on two key changes that have been effected from a direct tax standpoint which was a departure from what was proposed by the Hon’ble Finance Minister in the Union Budget 2024. I was hopeful that the Government would consider certain changes to laws governing Goods

and Services Tax (GST), which was not to be. In this article, I also wish to delve into one such issue which I was hoping that the Government would consider.

Change 1 - Indexation Benefit Vis A Vis Long-Term Capital Gains

As I had mentioned in the earlier article, the Finance Bill 2024 proposed a total discontinuation of the indexation benefit that was available on the transfer of any long-term capital asset like shares and securities, immovable properties, etc. for transfers made on or after July 23, 2024. This change was done consid-

ering the reduction of the long-term capital gains on these assets from 20% to 12.5%.

The said proposal of the Hon’ble Finance Minister in the Union Budget 2024 was a subject matter of strong resentment with representations being received from various quarters. After considering the genuine hardship arising from the withdrawal of indexation benefits, the Bill was amended to allow the benefit of indexation on longterm capital gains arising from the transfer of land or building, or both, acquired before July 23, 2024, by a resident individual and a Hindu

The Finance Bill proposed that the long-term capital gains on the ransfer of unlisted securities or shares of a closely held company by non-residents (without payment of STT) on or after July 23, 2024, would increase from 10 percent to 12.5 percent.

Undivided Family (HUF). As apparent, the said benefit is available to an individual and a HUF, who is a resident and thus does not extend (for instance) to an individual who is a non-resident.

In my view, this is a welcome amendment as it seeks to neutralise the additional tax liability arising on account of withdrawal of the indexation benefit. In my view, the relaxation granted does not in any manner alter the provisions dealing with the computation of capital gains. For instance, whilst computing the capital gains chargeable to tax, a taxpayer can also consider the benefit available under various provisions of the Act, including Section 54. For the benefit of the readers, Section 54 of the Act confers a deduction where the capital gains arising from transfer of residential house is invested in another residential house within the

timelines prescribed

under the Act.

Change 2 - Indexation

Benefit Vis A Vis Long-Term Capital Gains

The Finance Bill proposed that the long-term capital gains on the transfer of unlisted securities or shares of a closely held company by non-residents (without payment of STT) on or after July 23, 2024, would increase from 10 percent to 12.5 percent. One would be aware, that the prevailing rate of 10 percent is applied without the benefit of computation of capital gains in foreign exchange terms. Inadvertently, the Finance Bill did not restrict this benefit while increasing the rate to 12.5 percent.

To rectify this inadvertent error, the Act now provides that the longterm capital gains arising from the transfer of a long-term capital asset, being unlisted securities or shares

of a closely held company, shall be taxable at 12.5 percent. Further, these gains will be computed without availing the benefit of computing the gains in foreign exchange terms. A Wish Not Granted For Reasons

Inexplicable – An Aspect Of The Law Governing Goods And Services Tax

The law governing Goods & Services Tax which was introduced by the Narendra Modi Government in 2017 has been a subject matter of repeated changes. To put things in perspective, the GST Law during the period 2017 to 2022 has got amended over 900 times. The ambiguity in the GST Law during the said period (ie, 2017 to 2022) was clarified by issuing 195 Circulars, 23 Instructions, and 19 orders.

The GST Law has several draconian provisions. Some of them interestingly come to the aid of

delinquent, lackadaisical officers, which is rather unfortunate. One such provision has been the law governing input tax credit. While the objective of input tax credit under GST as originally envisaged was to ensure “seamless” credit, it has now transformed itself into a regime of seeming less credit. This is rather unfortunate and a betray of the legitimate expectation of businesses.

To quote one such instance, the provision of Section 16(2)(c) of the Central Goods & Services Tax Act, 2017 entitles a dealer to avail input tax credit ONLY if his supplier has “actually paid” the tax on such goods to the Government. To add to the irrationality, the recipient of the goods is denied input tax credit on

the goods purchased despite having paid the vendor in full if the latter has failed to pay the related GST to the Government.

This requirement is disproportionate and arbitrary. Notably, there is no mechanism for a taxpayer to verify whether his supplier has paid the taxes in full. Whether taxes have been paid in full can only be verified by the Department and no one else. Under such circumstances, in the absence of necessary systems in place, the recipient should not be denied the benefit of input tax credit if his supplier fails to pay the related taxes. Denial of credit could be effected where the Department has a case that the claim of input tax credit is bogus.

Currently, various dealers have been put to tremendous hardship as their vendors have failed to pay taxes, which is beyond their control. In most cases, the liability is imposed on an innocent taxpayer, who after having paid his supplier, is now demanded further liability. The Department also owes an explanation as regards why they have deliberately failed to take action against the erring supplier who after having collected taxes have to pay the same to the Government.

I was hoping that the Government would offer a respite to such a draconian provision which is drastically hurting businesses. Under such circumstances, one would need to turn to the judiciary for help
