Fred Angerman, Darrell Harding, Brian Herman, Ben Jones, Thomas Urbanik, Casper Voithofer and the late Walter Malinchak will be inducted at the annual Hall of Fame ceremonies Friday, June 15 at The Willow Room in Rostraver Township.

PennDOT Sponsors Great American Cleanup of PA PennDOT is seeking volunteers for this year’s Great American Cleanup of roads, trails and shorelines, which runs through May 31. A Solution to Ringgold’s Problems?

Merge with Another District Dear Editor, I do not have children in the Ringgold School District, but I live in Union Township. What I have read in the paper is that everyone is upset about the School Board doing what they want and not what the people want.

So, get together, and merge with another school district. It would not be the first time that this was done. Then, fire the Board, since you don’t need them anymore, and close the schools down. In fact, tear them down. Everyone has told you they were unsafe anyway. Now, you do not need the support staff, or teachers. They all can be laid off, too.

Since we have some people living here on fixed income; this will benefit them with lower taxes, as we will not be paying for all the expense of running the district. True, we will have to pay the other districts, but their buildings are already up-to-date, and some of our teachers can work there also.

Now that you are all organized, get on the township officials to develop the old school property. We need to get our township up-to-date with the others in the area. Take a look at Peters Twp. and all the development that they have done. Southpointe, Cranberry, Robinson are all growing, so why can’t we do something? Do we all elect people to help the community grow, or just keep it as is?

We do not need more studies. We need action. I would be happy to merge the whole township with another one, if it would benefit us all.

Regional Police Force Launches April 4 New Department to Provide Protection for Charleroi, North Charleroi, Speers and Twilight

After a number of failed attempts over a period of years, communities in the Charleroi area finally have a Regional Police Force that has begun operation.

The new police department, combining Charleroi and North Charleroi, along with Speers and Twilight, is the culmination of an effort discussed for many years. A plan advanced in 2004 to form such a department failed after Fallowfield Township decided not to join. Plans for implementing the new Regional Police Department have been underway for the past 18 months.

The new department, with a new logo and patches for all of the officers, becomes the Greater Charleroi Regional Police Department. It will be administered through a board comprised of representatives of the member communities.

Charleroi Mayor Nancy Ellis will serve as chairman of the Board.

Councilmen Jerry Jericho and Paul Pivovarnik will also represent Charleroi on the Board.

Mayor Lee Hall and councilman Robert Hodgson will represent North Charleroi, while councilman Steve Hega will serve as an alternate. Speers will be represented by Mayor Bill Lee, and councilman Regis Carroll. Councilman Richard Daylong will serve as the alternate member from Speers.

Mike Matyas, Police Commissioner for Charleroi will serve as the chief of the newly-created department. It will include Charleroi’s current staff of six full-time and six part-time officers, two K-9 officers and a detective. North Charleroi Police Chief Chad Zelinsky will be merged into the new department.

“There won’t be a major change (in the way we operate),” said Matyas. “It will be a greater area to cover, but it’s something I think can work out well.”

Matyas said the area will be split into zones, including one which will include Speers and the southern part of Charleroi; and a second zone will cover North Charleroi and the northern end of Charleroi. Another officer will provide support to both areas. Twilight Borough will continue to receive police protection under contract with the department. The regional headquarters will remain in the existing police department in Charleroi.

Matyas said plan for police protection could be modified if needed.

Matyas also noted that for the past two months considerable work has been done in changing the necessary identification numbers required by federal and state authorities to create the Regional Police Department.

The Melting Pot is filled with family recipes from members of the graduating class.

“The recipes are truly representative of the concept of America as a ‘melting pot’ of people because the city was originally populated by hard working men and women who immigrated to the United States from many countries in Europe,” said Martha Cain Anderson, who coordinated the project as a fund-raiser for the Class of ’63 50-year reunion, to be held July 27, 2013 at St. Spyridon Hellenic Center in Monessen.

The book includes nationalities when known for the recipes and the 1963 classmates, Anderson said.“We’ve tried our best to identify the sources of the recipes,” she said. “All of them are delicious, a lot of great food.”

The cost of the book is $15 for shipped orders and $12 for pickup or delivery.

Charleroi Police Superintendent Michael Matyas will lead the new Charleroi Regional Police Department.Regional Police Force Launches April 4

to seek state monies in the form of grants. The force has been approved for a $50,000 grant from the Washington County Local Share account, which comes from gaming dollars from the Meadows Racetrack and Casino. The commission is also seeking money from the Pennsylvania Commission on Crime and Delinquency, which will help cover a portion of the salary of chief Matyas for the first three years.

Each member municipality will contribute to the cost of the department. In the first year, Charleroi will contribute $440,245, North Charleroi will contribute $101,595, and Speers will contribute $135,460. Twilight will continue to contract for police protection for $9,000 in the first year.

“This is really the first real joint venture of everyone to combine regional services,” Ellis said. “I think it will definitely make other communities look at regionalization of services.” She added that the new police force is “just one area in which we are looking to (regionalization). There could be more in the future.”

Members of the police board will also interview and employ officers, through a personnel committee. Mayor Lee Hall of North Charleroi will chair the committee. Hall added that the new department will be especially welcomed in his borough.

“We’ll now have (police) protection 24 hours a day, while before we only had it about 44 hours a week,” Hall said.

“We had to rely on the state police, and they’re stretched pretty thin. They just couldn’t answer all the calls.”

Ellis said the new Regional Police Department Board wants to not only be responsive to the needs of the communities served, but also to the individual concerns of citizens.

“No one is going to lose any type of service or coverage, and services will continue as always,” she said. “We will be doing public service and awareness outreach once we get established, because we want the community to know what we’re doing and what we’re all about. We want the community to be part of this.”

Rostraver Public Library Hosts 5th Annual Wine Tasting Fundraiser The Friends of the Rostraver Public Library will be hosting a wine tasting on Saturday, April 14, 7 to 9 p.m. at the Rostraver Public Library.The cost of the evening is $25/person and includes a take-home tasting glass, hors d’oeuvres, and samples.

Kirk Heads Mid-Mon Valley Intergovernmental Cooperative

Monessen Public Library Wins Award; Seeks Children’s Librarian

Joe Kirk, of the Mon Valley Progress Council, describes his vision for the MidMon Valley Intergovernmental Cooperative as a “Council of Governments.” He says that the Cooperative is much more than a way for communities to go after common services inexpensively, though that is one of the Cooperative’s perks.

Membership in the Cooperative has been on the agenda of most Mon Valley community Council meetings.

The Cooperative has been run with a state grant for three years now.

Communities who have joined the Co-op include N. Belle Vernon, Monessen, Donora, Brownsville, and Allenport. Still on the table are Charleroi and Speers, who will most likely finalize their plans to join in the near future. “Our intent is to broaden out to 35 communities in the Mon Valley,” said Kirk.

The communities joining will pay $600 in dues plus a per capita fee. For this, they get services that entail purchasing, as well as financial reviews, consultants to provide solutions to common problems, staffing, speakers at meetings, and more.

At the last meeting, PennDOT representatives were there for a Q-and-A session.

“It will be a joint effort to work on community problem-solving and finances,” added Kirk, who believes the Mon Valley communities will stand stronger together than apart.

YMCA Recognizes National Healthy Kids Day National Healthy Kids Day will be held Saturday, April 28 at the Mon Valley YMCA. Come put play in your day and meet new friends here at our Y. Ages 5 and up can come try our obstacle course, swimming fun and games in our youth and teen room. Healthy snacks and recipes will be provided, and there will be "healthy" vendors and summer camp information tables in our main hall. It’s a free event for any YMCA members and $5 for non-members.

The Monessen Public Library board of trustees recently held its monthly board meeting. Susanna Swade, treasurer, with help from Bookminders, was able to take the financial aspects of the library and break them down to reflect where the library was in 2011, and what the library's financial position is as of February 2012.

Library Director David Zilka stated that the search for a children's librarian continues. Zilka, Swade, and Madeline Dudas, president of the Board, attended the latest meeting of the Westmoreland County Federated Library System (WCFLS) and were informed that funding from the county would be cut a total of $44,000 for all libraries in the county. It is unclear at this time what services from the system will be affected by this.

Zilka reported on the meeting he had with new Monessen School Superintendent, Linda Marcolini. Marcolini reported that her staff is eager to learn the library databases and thought an August in-service training session might be implemented. In an effort to keep participation open between the school and library during this transition period, Marcolini is encouraging students to create art work to display in the library for its opening. Marcolini wants to use the library as a meeting place for some of the organizations instead of the schools. Also, she hopes to get students to do library projects and invite parents to the presentations in the library.

The board was notified that the library has received an award from the Pittsburgh Business Times for being one of the 25 largest Pittsburgh area public libraries.

Library renovations are continuing on schedule. Both libraries will be closed for approximately 6 weeks while the move is completed. A grand opening is set for May 6, from 2 p.m. to 6 p.m.

Second Gobbler Season Announced

Melvin B. Bassi Golf Tournament Set The Mon Valley Regional Chamber of Commerce Melvin B. Bassi Golf Tournament will be held at Butler’s Golf Course in Elizabeth on June 7, 2012. An 8 a.m. registration and practice will be followed by a 9 a.m. shotgun start.

Foursomes and sponsorships are now being accepted by calling Deb or Donna at 724-483-3507. The cost per golfer is $120. Proceeds from the Bassi Tournament fund Leadership Washington County scholarships, the Challenge Program in local high schools, and several other educational initiatives in the Mid-Mon Valley.

State Rep. Peter J. Daley II, D-Fayette/Washington, announced that Pennsylvania hunters will have the opportunity to harvest a second spring gobbler this season and to purchase a second tag. A second tag can be purchased until midnight on April 20, which is the day before the one-day season for junior license holders and those participating in the Mentored Youth hunting program.

Through the Pennsylvania Automated Licensing System, hunters can now go to any licensing agent and purchase their second spring gobbler tag. Also, tags can be ordered online through the PA Game Commission’s website: www.pgc.state.pa.us. If hunters choose to purchase this tag online, they must wait up to 10 days to receive it in the mail, as well as incur extra shipping and handling costs.

General hunting license holders are entitled to take one spring gobbler per year. Those who decide to purchase the extra tag are extended the opportunity to bag two spring gobblers. However, hunters may only purchase a single extra tag, as the season bag limit remains at two spring gobblers per year. Daily bag limits also apply, where a hunter may take only one bird per day. Greater Monessen Historical Society Welcomes Congressman, Prepares for 100th Anniversary of Titanic On Saturday, April 14, 2012, the Greater Monessen Historical Society will present “The Titanic Experience,” a recreation of the last dinner served 100 years ago that very night on the luxury liner. Six travelers on the R. M. S. Titanic listed Monessen as their destination, while 7 others listed Coal Center.

Mon Valley Hospital Hosts Coalition Inaugural Meeting

Members of the coalition’s leadership work group met recently at Mon Valley Hospital.

Representatives from regional health care facilities, consumer advocacy organizations and government groups met at Mon Valley Hospital recently to launch a collaborative patient-centered initiative. The initiative is designed to improve the transition of health care between providers and lower the costs of health care by reducing the rate of unplanned hospital readmissions.

Called the Western Pennsylvania Community Care Transitions Coalition, 91 representatives signed the charter creating the group and outlining its aims, principles and procedures during the half-day meeting.

The six acute-care hospitals that joined are Monongahela Valley Hospital, Canonsburg General Hospital/WPAHS, Excela Health: Frick, Latrobe and Westmoreland and The Washington Hospital. Other partners include the Westmoreland County and the Southwestern Area Agencies on Aging, plus 16 home care/hospice agencies and 15 skilled nursing facilities that receive patients from these acute care hospitals.

The coalition will, over three years’ time, strive to achieve a 20% reduction in the rates of unplanned hospital readmissions that occur within 30 days of discharge. It will build and sustain a group focused on improving transitions of care for Medicare beneficiaries; become a vehicle of change to improve patient and family experience within the health care delivery system; encourage patient and family participation in each patient’s care; and collaborate and encourage efforts of organizations with a shared purpose of improving care and reducing readmission rates.

Donora Historical Society Presents New Website to Public Due to an absolute wealth of information, we were able to feature two presentations on prominent African-Americans from Donora’s past in honor of Black History month. The first presentation featured African-Americans from roughly the first 50 years of Donora’s past and the second portrayed the next 50 or so years. If you have an organization that would like to see a second showing of either of these presentations, contact the museum to set up appointment to work out the details.

The Donora Historical Society hosted the Jefferson Hills Girl Scouts Troop 50309 at the museum in March so they could earn their environmental science merit badges. If you have a group that would like a personalized tour of our museum, please contact us and one can be arranged.

The presentation for our April 2nd meeting at 7 p.m. will feature two websites.

The first website is from a student from Shanghai, China. It is not uncommon for us to collaborate with people from around the world. The second website is our own, the much-anticipated Donora Historical Society website, that we developed on our own. We will navigate the two sites on the big screen.

Look for more information on the festivities of the upcoming dedication ceremony of the Donora-Monessen Bridge that will be renamed after Donora native Stan “The Man” Musial. The dedication is expected to take place on Friday, May 4 at 2 p.m. at the War Memorial site. A reception will be held at the Donora Historical Society and Smog Museum, where we will have a Stan Musial display.

As a follow-up to the bridge rededication, our May 7th historical presentation at 7 p.m. will feature Stan “The Man” Musial, given by Steve Russell of Belle Vernon.

Charleroi Clean-Up Days Slated for April Charleroi Borough is holding a two-day clean up event on April 27 and 28.

The event will include volunteers from the community and local organizations, high school students, firefighters, college students and businesses.

Each day will end with a pizza party and prizes for the volunteers. Times will be 8 a.m.- 3 p.m. on Friday and 8 a.m. - 2 p.m. on Saturday.

Project areas include Mckean, Fallowfield, Washington and Lincoln Avenues, Lincoln Ave Extension near drive thru bank, 2nd Street Crossing area, Mon Valley Transit area and the Trustees Park.

Volunteers for individual blocks or neighborhoods are being sought for other areas.

An electronics pick-up will be part of the Saturday event from 10 a.m. -2 p.m. in the parking lot at the corner of McKean Ave. and 4th St. The following items will be collected from residents and small businesses for no cost: computers and laptops, televisions, computer monitors, consumer printers and peripherals, radio and stereo equipment, telephone equipment, cables, mice, keyboards, speakers, computer components, hard drives, cables, battery backups, laptop batteries, cell phones, non-freon appliances and white goods. The only items with a fee for disposal are: refrigerant containing appliances ($15 a piece for freon removal) and fluorescent bulbs and CFLs ($1/bulb).

“Crawl” For The Monongahela Area Library

On May 5, 2012 at 2 p.m., Monongahela will be “crawling” again for the 4th Annual Monongahela Bar Crawl, making stops at the participating bars including: The Bar, The Eldorado, Carroll Legion, Ponce’s, Angelo’s II, and Jim’s Bar. Last year, the “crawl” collected donations for the Monongahela Fire Department. This year, Wes and Sharon Rippel, owners of The Bar in Monongahela, and the other participating bar owners have decided to donate the profits to the Monongahela Area Library. Each bar involved will feature food and drink specials throughout the night. The cost to join and get a Bar Crawl T-shirt is $10, but anyone interested in donating to the cause is also welcome to make a monetary donation or simply purchase a T-shirt without participating.

Monongahela Fire Department Displays Its New Truck

All four bays of the Monongahela Fire Department’s garage are filled by its fleet of four large fire trucks, so the new pickup truck will be parked in the rear of the fire station under a new canopy. The 2012 Ford F250 4x4 will be used for Emergency Management Agency needs, as a supplemental five-firemen transport, to provide scene lighting, and assist with traffic safety. With the hitch, it can also tow the rescue boat or the Red Cross disaster trailer. Because of its smaller size, no special driver training is needed, as is necessary for the large trucks.

Upon delivery of the basic truck, it was sent to Dill’s Fire Safety in West Virginia for the addition of communication radios, signage, emergency vehicle lights, scene lights, and tools. The $51K price tag was paid by Washington County, from funds earmarked for the city’s use.

Monongahela Area Library Presents Digital Artwork Imagine walking down the streets of Monongahela before electric lines and telephone wires crossed the sky. The Monongahela Area Library offer a glimpse of just such views as imagined in the the digital artwork of Patricia Gotto. Gotto’s imaginative creations will be on display in the lobby and main circulation area of the library during April 9 – 14 as part of the events marking National Library Week.

The library will also host a meet and greet with the artist. One of the phrases on the national web page of the Benevolent and Protective Order of Elks reads, “…places where neighbors come together” which can also describe the mission of a public library. Maybe that’s the spirit that prompted the Monongahela Elks Lodge # 455 to respond to a need from the Monongahela Area Library for a new office computer and circulation computers. The Elks have received a $2,000 award from the national Grand Lodge to pass on to the library to help pay for the new equipment that is needed to join in a “One Card” system with other Washington County libraries.

While patrons have for many years been able to cross-register at Washington libraries without charge, this new system will speed transactions and open up the book holdings of more than a dozen independent libraries for easy searching, requesting, renewing and borrowing. Patrons will be able to browse for desired topics or titles from a home or office computer.

Plans call for the new system to be implemented during the fall months, but the Elks’ gift allows the library to concentrate on the other requirements related to the circulation system conversion and in building maintenance.

Charleroi Swears in Junior Mayor; Seeks Summer Workers Donora Residents & Council Frustrated by Neglected Properties

At the March 8, 2012 Donora Borough Meeting, frustration and disgust was shared by residents and members of Council over the deplorable condition of some properties throughout the city – and the often long process necessary to condemn these properties.

Donora resident, Mike Andresky, was the first to address the issue with Council concerning two properties near 1st Street and McKean Ave. The properties are abandoned – except by rats, cats, raccoons, and vagrants, according to Mr. Andresky. Drug activity occurs in the alley nearby in the night, as well.

Tim Durka, from Donora Public Works Dept., has started condemnation proceedings on the two properties (112 and 114 McKean Ave.). Typically, a 30-day period is given to allow the owners to bring the property up to code. The owners of these properties live out of state, making the issue of repairing or condemning these properties very difficult.

Councilwoman Marie Trozzo expressed her frustration with out-ofstate property owners leaving these houses to become health hazards, eyesores, and a burden to neighbors and the city. Mrs. Trozzo stated that Council has objected to the tax office selling properties to out-of-state bidders, but they cannot stop it from occurring.

Another Donora resident, Wally Fronzaglio, expressed similar concerns about a bank-owned property on Ninth St. The property, located at 505

9th St., is frequented by transients and rodents. Although workers from the city have hauled away trash and mowed the property in the past, the Philadelphia, PA bank that owns the house has yet to sell the property.

Council reaffirmed their determination to be aggressive in dealing with these problem properties.

Councilwoman Trozzo suggested that perhaps photos and videos need to be taken of these houses and sent to media outlets to “shame” these owners and financial institutions into taking action.

Before moving onto other business, Council approved a motion to authorize Tim Durka from the Public Works Dept. to use the “Health & Safety” code to expedite the condemnation of the McKean properties. The condition of the houses will be well documented during the process.

In other business: Council approved the hiring of Elizabeth L. Davidson-Speelman of Charleroi, PA as a part-time police officer, pending verification of Act 120 certification and a background check.

The Donora Fire Co. will sponsor their annual fundraiser street fair Fri. and Sat. Aug. 3-4, 2012 on McKean Ave. The Donora/Monessen Bridge will be re-dedicated as the “Stan Musial Bridge” during a naming event to be held on Fri., May 4, 2012 at 2 p.m. at the Donora War Memorial located near the bridge. In the event of poor weather, the ceremony will be held in the Donora Municipal Building’s Social Hall.

Fallowfield to Begin Sign Replacement Program Mandated by New PennDOT Regulations

It’s going to cost Fallowfield Twp. between $30 and $40 thousand to replace missing stop signs at local intersections, and to replace existing signs along township roads to comply with new standards ordered by PennDOT. That was the topic raised by supervisor chairman Earl Sadler at the Board’s regular meeting held February 29, as they moved towards adoption of a new sign ordinance.

Sadler, who also serves as the township’s road supervisor ,said it was doubtful that PennDOTwould provide any monetary support. “They may do some things to help us out, but I don’t look for anything to happen that will be significant,” he said in an interview following the meeting.

Sadler said complicating the problem is the number of missing stop signs at major intersections that needed to be replaced immediately. He said that road crews have replaced those missing signs, as well as missing street signs that identify township roads.

“We’ve tried to prioritize, and to get to the missing signs first,” Sadler said.

“The individual street signs are also very important to replace because it helps emergency responders to identify streets for 9-1-1 calls.”

Sadler said PennDOT is now requiring that all road signs to meet new standards for lettering and reflectiveness. Included in the new regulations are school bus stop signs and weight limit signs. Sadler said township crews have been working to provide the necessary updates for the past year, but it could take up to two years to have all signs replaced.

In another matter, supervisors began advertising for bids for new guide rails along Kennedy Road. It’s part of an ongoing improvement project for the road, which included installation of a

new water line. Sadler said the road will also be resurfaced within two months at an estimated cost of $300,000. He also said an engineering study is underway and it is likely a 10 ton weight restriction will be placed on Kennedy Road.

Supervisor Wilber Caldwell again raised the issue of having the supervisors sponsor a public forum to allow residents to bring their concerns and questions to supervisors.

Sadler said that supervisors already hold two meetings per month, including a work session and the regular meeting, which provide adequate time for residents to attend and bring their concerns.

“I’ll have to (organize the meeting) on my own and ignore this board,” Caldwell replied. “It’s a shame that I have to do it, and the question is whether this board wants to be involved.”

Caldwell’s statement raised the ire of supervisor Olga Woodward.

“I resent your comments, Mr. Caldwell,” she said. “I spend more time here than you do. I come every day, and you come once a month.”

Continuing a point she made at the January meeting, Woodward pointed to the residents gathered stating, “Look at those empty chairs. I wish they were all filled.”

Sadler said he didn’t have time to hold an additional session for a public forum. “The work session is the best time to talk to us. I have a full plate, and don’t have the time to hold another meeting.”

Supervisors also voted to change the hours for township offices. The new schedule will have township offices open between 9 a.m. and 5 p.m.

Previously they have been opened from 8:30 a.m. until 4:30 pm. The new hours were set to make it more convenient for residents needing to conduct business.

As there were no guests for the March 6 Council meeting, the meeting opened with all members present to address unfinished business beginning with a discussion of the Borough’s electric bill and the early termination fee charged by Champion when the Borough went back to West Penn Power. APPI, a broker endorsed by the Boroughs Association, recommends a lower rate of 5.959 they negotiated with Champion for 36 months. It was resolved that the Borough write Champion a letter advising them of the forgery, request the dismissal of the early termination fee as no current contract due to the forgery, and that the Borough should attempt to negotiate a new contract with Champion for the 5.959 rate through APPI. In other news: The Borough was advised that the traffic light is not insured and needs added to the bid to be insured.

PennDOT will install sidewalks along Wilson Road, however, the Borough will be responsible for their maintenance.

In efforts to resolve the Marvin Taylor property issue, a motion to appropriate funds for demolition was approved.

Solicitor Makel explained Act 13

2012 of House Bill 1915 that carries an impact fee per Marcellus well, part of which goes to the municipality. The current year’s funds will be deposited in a capital reserve account to be spent the following year as the Borough sees fit.

A decision of what to do with the UCC Appeals Board was tabled until the next meeting.

Repairs to the doors at the Senior Center were approved, authorizing Stan Glowaski to purchase materials at a reasonable cost.

A motion to purchase street signs as needed was also approved.

It was decided to ask Code Enforcement to review Powell’s Body Shop’s request to combine their two lots to one for tax purposes only.

Sherry Hreha was approved to attend the ETT meeting on March 23.

The Bentleyville Recreation Board will hold the Easter Egg Hunt on March 31 at 1 p.m. at Richardson Park.

Clean up and the opening of Richardson Park will be March 24.

SW Regional is asking the Borough to purchase one car and one hand-held radio due to 911 moving to a new frequency. The SW regional police chief will be invited to the next meeting to explain what they want.

New Eagle Council Considers Maintaining Boat Dock

At the March 6, 2012 New Eagle Council Meeting, New Eagle Community Action Group Treasurer Matt Dillon asked the council to consider taking over maintenance responsibilities of a boat dock at the end of Howard Street.

Currently, boaters are asked to donate money to help maintain the property.

However, the donations are not enough.

Additionally, a concrete ramp at the dock is in need of repairs, which is expected to be costly.

Council President Jack Fine said council will research the issue to decide if it is possible for the borough to take ownership of the dock. Grant money to help with repairs and maintenance would be a possibility, although council noted that such funds are difficult to acquire.

An upcoming road-paving project was also discussed at the meeting.

Many roads and alleys (some that have not been paved in 40+ years) are slated for paving this summer. The extensive project is possible due to a work-sharing agreement between New Eagle Borough and the City of Monongahela.

Since the work will not need to be contracted out, the borough will save thousands of dollars. Money from the general fund and liquid fuel subsidies will pay for the paving project.

This work-sharing agreement with Monongahela also saved the borough thousands of dollars on the repair of a backhoe. The equipment repair was expected to cost $7,000-$8,000, but with the help of Monongahela city workers was repaired for only $800.

Council also addressed the issue of junk vehicles in the borough, stating that they will be dealing with them in the spring. Mayor Glenn Petticord said that every year the junk cars become an issue, but that action will be taken as the cars are discovered.

N. Charleroi Finalizes Plan to Join Regional Police Dept.

N. Charleroi Borough Council took the final steps necessary to officially become part of the new Charleroi Regional Police Department, including the adoption of a motion to disband its current police department effective April 4.

In a short regular meeting on March 19, council members voted to disband the North Charleroi Police Dept. effective at 11:59 p.m. on April 3. The regionalized department begins operation at midnight on April 4. Police Chief Chad Zelinski will become part of the new department.

In a related matter, council members signed the Articles of Agreement to join

the new department, and adopted a resolution to seek a $50,000 grant from the Pennsylvania Municipal Assistance Program for funding in support of the new department.

“Regionalization of services is covered (in the grant requirements) and that would include police,” said solicitor Christine Cardinale.

The council also voted to post a legal advertisement for the borough’s net income and net profits tax.

The tax will be set at 1%. It will apply to all borough residents, except those earning less than $12,000 per year. Any non-resident of the borough who is subject to the tax would also be exempt.

The tax will be retroactive to January 1, 2012.

Monessen Looks for New Start for Civic Center

The monthly City Council meeting was held on Wednesday, March 21, 2012. Council member Lucille D’Alfonso expressed pleasure at the opportunity to put forth a motion to ratify a four-year contract for the Monessen Police Department, effective January 1, 2012 – December 31, 2015.

The motion was approved and will bring both current union contracts to maturity at the same time.

A motion from Councilman Gerald Saksun was approved to hire Mr. Leonard Billy as the new Street and Parks Superintendent for the city.

Council approved motions from Councilman Dr. Martin Dudas to allow the American Medical Community Foundations to use the Herman Mihalich Memorial River Launch on Saturday, July 14, 2012 for the 2nd Annual Celebrate America Festival instead of July 28 as previously requested and permission to shoot off fireworks at the festival. Also approved: A request from SPHS Behavioral Health to rent Shelters 1 and 2 at Monessen City Park for their Summer Therapeutic Camp for the weeks of June 11 to 29, July 9 to 27, and August 6 to 17.

A request from the Monessen Historical Society to use the Monessen City Park on Saturday, August 18, 2012 for a Living History Day as a part of the Annual Founders Day Festivities.

A request from the 2 Million Dogs Foundation for the use of the Monessen City Park walking track on Sunday, October 14 for the 2 Million Dogs 2 Miles Puppy Up! Walk, a fundraising

event for cancer research.

The Council appointed Civic Center Volunteer Coordinator, Bonni Smiley, is hard at work organizing exciting low cost programs and workshops for the community.

“Being in a job, in a community, where I could connect with the community and do a lot of work was important to me.” Smiley said.

Five different schools are renting the gym for various sports such as; basketball, indoor soccer, and volleyball. In April the Center is planning a grand opening for the newly developed Mon Valley Regional Sports performance Center run by Chris Vos, which will operate in the basement of the Civic Center. The focus will be on training athletes, strength, and conditioning out of season for a reasonable cost.

Communities That Care, an organization that focuses on youth prevention programs, will also have a headquarters at the Center.

The first of many workshops was held on March 16, 2012, presented by German-born holistic medicine expert Dorit Brauer. Participants enjoyed Brauer providing guided meditation while using crystal bowls that produce vibrations that act as a tuning fork for the body. Attendees were not charged a fee but were asked to donate what they could afford. Brauer worked for many years at UPMC’s Center for Complimentary Medicine. She now owns a successful holistic medicine business. She is also an author, her upcoming book, Girls Don’t Ride Motorbikes, will be available soon. Rostraver Twp. Fills Vacant Positions

Rostraver Twp. Commissioners appointed new members to township boards and said goodbye to others, thanking them for their service. Ray Iacoboni filled John Kosco’s seat on the Rostraver Sewage Authority, which was left vacant in January. Tony Ruozzi joins the Rostraver Township Library Board, replacing Sherry Lustig, who resigned in February. Both terms expire December 31, 2013.

The next Council meeting is set for April 4 at 6 p.m.

Speers Borough Cleaning Up

President Roger Grady and Mayor Bill Lee led a lively discussion on the Borough’s problems and possible solutions on Wednesday, March 7, at the Speers Borough Building. Most of the meeting topics centered on the physical clean-up and improvement of Speers.

Of most importance was a continuation of the combined sewer project, from last month. The project, ordered by the Water Authority, turned out to be quite expensive. “Residents would be the ones to pay for it. Bills could nearly double,” said the mayor.

Alternatives to the D.E.P. solution with Chester Engineering were brought up. Kerry Krider, the new code enforcement officer, suggested looking for grants through Senator Solobay’s office for the $5 – 7 million estimate given by Chester. The mayor plans to look into that.

Councilman John McDonough introduced Art Brower, from Fayette Engineering. Brower and his company had done a similar job in Brownsville and believe they could save Speers money. It was decided to let Brower do the first steps of his estimate, which were meter reading and smoke testing.

Councilman Rich Daylong brought attention to the fact that an old wooden fence located on Rebecca and Speers Streets was a possible traffic hazard.

Drivers cannot see over the fence so they have to pull out further into the intersection, creating some danger. The council and code enforcement officer

agreed to contact the owner and discuss the matter, possibly solving the problem by trimming the fence down several feet.

The Borough is looking for the owner of a property at 159 State Street that is violating Chapter 11 of construction codes because of debris. Also, the Stock Building, now owned by Speers Borough, is being remodeled for handicapped accessibility.

A constituent, Mrs. McBride, was there to obtain an exception to the ordinance that fences are not allowed in the front yards of Speers residences. Her property, on Grandview Drive, is on a steep hill which now has a tarp on it; however, she maintains it is dangerous for her grandchildren to play on it. Her grandchild has already been injured on the hill and had to be hospitalized.

Although there were some arguments on the legal way to do this, the motion for the variance was approved.

In other news: Cars are being egged in the Mapleton area. Council would like to see an unmarked police car in the area to put a stop to this.

Council would like to see curfews for minors better enforced.

A motion was passed to lock the gates of the park at night so loitering teenagers could not get in.

Attention brought to the fact that squatters have been spotted living at some of Speers’ abandoned buildings.

Speers has sent their membership check into the Mid-Mon Valley Intergovernmental Cooperative.

Carroll Twp. To Install Generator At Municipal Building

When the American flag flutters on city flagpoles in Monongahela, they will be brand new. Courtesy of American Legion Post 302, five flags were presented by Commander Parsons to the Monongahela City Council at their meeting on March 14.

No residents asked to speak during the public forum part of the meeting.

Council approved the Martinelli subdivision, in which one existing parcel of land will have its boundary lines redefined to allow access to a lot in the rear of the property.

Surveillance cameras will be installed at the Aquatorium within the next few weeks.

Residents are encouraged to use the recycling bins located at the Monongahela Elementary Center, Aquatorium, and the Mounds recreation park. Proceeds will be earmarked to the playground fund.

Total value of assessed properties in Monongahela is $41M, which generates $944K in tax revenues, plus the per capita tax of $30K, producing a total revenue stream of $974K. Councilman Tom Caudill read a statement to voice his support of reopening the Monongahela Elementary Center. Based on his years as teacher,

coach, and administrator in the Ringgold School District, he feels strongly that the building, with an addition built in 1953 and further renovations in 1979, has many features that make it attractive as a local school, and furthermore would save taxpayer money.

Councilman William Hess is working with the Code Enforcement Officer to compile a proposed demolition list of properties, which will be released in June.

Council will soon be conducting an auction for its 1979 backhoe.

This summer, Tanya Chaney will be in charge of the Farmers’ Market in Chess Park. It will be the 6th year for this popular weekly event.

For the 4th of July, a local pop/country band which won a national competition will be providing entertainment for the younger crowd, and her father’s band will likewise play tunes for the older folks.

The Washington County Tourism Promotion Agency has agreed to assist Monongahela City Council in developing promotions for the renovated Aquatorium this summer.

Council will seek the input of local youth to select options for the skateboard park and invite them to help assemble the structure.

Washington Co. Farm Bureau Tackles Agricultural Issues

Washington County Farm Bureau held its annual spring meeting on March 7, 2012 at Julien’s Banquet Hall in Washington, PA .

Washington County Farm Bureau provides legislative support, information, and services to southwest Pennsylvania.

Guest speakers John Hewitt and Matt Golden from the Washington County Conservation District presented information to the changes in Chapter 102 regulations and the manure management manual.

Pete Cameron, whose whole family suffers from Lyme disease, spoke on the disease.

At the March 13, 2012 Carroll Twp. Board of Supervisors regular monthly meeting, the Board voted to hire PFB Electric of Grindstone, PA to upgrade the township’s existing 200 amp electric service. The upgrade is in preparation for the installation of an electric generator at the municipal building.

The township purchased the generator in Harrisburg at a surplus equipment sale. The Board explained that the generator will be important in the event of power loss, allowing officials to continue their necessary work, as well as providing a safe, warm location in the township in the event of an extended electrical outage.

The cost of the electrical upgrade will be $2,720 plus inspection costs. Total costs will be shared with Carroll Twp. Authority.

The Supervisors also approved the purchase of a 2011 John Deere tractor from Walsh Equipment at a discounted price through a lease-to-own program.

The township will make three payments, totaling $75,000. The tractor will replace the current mowing tractor purchased in 1985.

In other business: Supervisors voted to advertise for bids

for the 2012 Carroll Twp. Paving Project, which will include Wisebecker Lane, Center St., and Gearing Road (from tunnel to bottom of hill). The Project is tentative to bid amounts.

Solicitor Herman Bigi was instructed to lien two properties for demolition costs. The properties are at 14 Meadow St. ($5,200) and 51 Walnut St. ($4,800).

Supervisors approved an agreement between Carroll Twp. & eLoop LLC. The collaboration allowed the township to create its electronic recycling program.

Resident Maya Patch addressed the Board concerning an increase in stray cat activity in her neighborhood again.

Mrs. Patch contacted Carroll Twp. Animal Control Officer, who explained that cats are not part of her contract with the township. Currently, there is no cat ordinance in Carroll Twp. If the Animal Control is called to trap a cat, a $25 fee/per trap will be charged the resident. Secretary Sharon Cramer discussed possible solutions for Mrs. Patch and other residents, including commercial animal deterrent devices.

The next regular meeting will be held Tuesday, April 3 at 6 p.m. at the municipal building on Baird St.

Belle Vernon Addresses Sewage and Cat Population Issues

Belle Vernon Borough Council appointed Bob Wright Agency as the borough auditor during the monthly meeting March 12. Councilmembers are looking forward to working with the agency and establishing a relationship with good communication, according to solicitor Mark Galper.

The State Department of Environmental Protection notified Council members of a complaint received regarding a Sampson St. property with an on-lot sewage system backing up into the street. Solicitor Galper will notify the property owner that he/she will need to tap into the public

sewage system.

Council members also heard concerns regarding an ongoing cat population problem in the Main St. area of the borough. Resident Ed Martin explained that animal control has not been out to address the problem this year. The borough administrator will contact Fayette SPCA to request their assistance.

Local People News Chaleroi Intern “Writes the Book” on Regional Police Department

Ask Regional Police Department (RPD) intern Kaitlin Bair about the RPD, and she can speak volumes about it. She wrote the book on the newly merged police force, literally. Her booklet, which is nearly complete, will go out to all those involved in forming and operating the police department. The booklet is comprehensive, listing equipment and assets that need to be transferred to the RPD from the individual departments in Speers, Charleroi and North Charleroi, along with anything else the department would need. It includes detailed maps of all the areas covered for the officers.

Bair, a senior criminal justice major with a minor in leadership at California University, was chose by Mayor Ellis to work with the RPD until May, when she graduates. She has hopes of staying in Charleroi to work. The local government academy internship program pays half of Kaitlin’s salary and also has picked Charleroi as a participant in the work placement site. “What people don’t realize is that if the RPD didn’t develop and become a reality, Charleroi would have been unable to afford a police department at all in 2 or 3 years,” said Mayor Ellis. The new department is to be up and running in April.

Mayor Ellis is grateful to the internship program, which brought Bair to Charleroi, and also for a $50,000 grant from Washington County, which Chief Mike Matyas applied for and and received. The RPD got the maximum amount of funds available.

Local Author Philip Garrow Releases ‘Souls of Steel’ on Kindle

Mon Valley author Philip Garrow recently released his first novel, Souls of Steel, on Kindle.

Updated from his 2002 printed edition, Souls of Steel is the first of his five-part series entitled The Philip Garrow Steelworkers Saga, which will include subsequent works titled Parallels, Homefronts, Slovokia, and Tales of Tad and Laura.

Philip and his brother grew up in Charleroi, attending St. Jerome Catholic Grade School and graduating from Mon Valley Catholic School in Monongahela. He currently resides in California, PA. A third-generation steelworker, Garrow was employed by the WheelingPittsburgh Steel Corporation at its Allenport, PA plant from 1974 to 1982. He also worked as a steel painter, ironworker, laborer, and handyman. His deep involvement as a native of the Mon Valley when steel was king and his many local life experiences brings the storyline of Souls of Steel close to truth. Set in the Monongahela River Valley steel country, Souls of Steel opens on June 6th, 1974 and is the story of Tad and Laura Gallo.

Junior Mayor of Charleroi is Enthusiastic HS Senior

When Mayor Nancy Ellis walked into Charleroi Borough’s February council meeting, she was shadowed by a senior from Charleroi High School. The young man, Alex Antonio, was introduced during the mayor’s report as Charleroi’s new junior mayor.

Alex was hand-picked by Mayor Ellis herself from a handful of candidates. The students, who are all seniors, applied through their superintendent, Dr. Furko. As with a real job, the students submitted a letter of interest, a resumé and an application. They then wrote an essay on why they were interested in being junior mayor. “Alex’s essay was just so enthusiastic and excited,” said Ellis, which is why she picked him. “I want to give him a good taste of what government and public service is like,” she added.

The Junior Mayor Program is a joint venture among Charleroi School District, Charleroi Borough and the American Legion. “Alex will learn what a community needs, and how to fill the needs and answer questions – how to step up to the plate,” said Ellis.

For now, Alex is responsible for helping to prepare and go over the mayor’s report. Alex’s community project as a high school senior and a junior mayor is to work on organizing Student Government Day, to be held sometime in May, where about 20 seniors participate in being elected to a real-life position by their peers.

They then partner with their assigned working counterpart and work half the day.

A luncheon is given by the American Legion Ladies Auxiliary. Afterwards, each senior then gives a presentation about his or her experience. Last year was a great success, according to the mayor.

Alex is enjoying learning all about what the governing of Charleroi entails. “I would come back and run for mayor after college, given the opportunity,” he stated with a smile.

Local Girls Wins Contest

The Knights of Columbus sponsors poster contests annually for local children to promote awareness of the dangers of drugs and smoking.

This year’s winners from Council 13832 in Finleyville were Alaina Carney and Bayleigh Novotney.

Alaina lives with her parents, Tim and Shelly Carney, in Monongahela. Her poster theme was Alaina Carney is one of the winners “Dangers of Drugs.” Alaina is in sixth grade and of the Knights of Columbus Poster attends Ringgold Middle School (Finley Middle Contest to promote awareness of the School). She also attends CCD classes at St. dangers of drugs and smoking.

Francis of Assisi Church in Finleyville. Bayleigh Bayleigh Novotney, the other winner, was unavailable for a photo. lives with her parents in Union Township. Her poster theme addressed the “Dangers of Smoking.” She also attends Finley Middle School and is in sixth grade and attends CCD classes at St. Francis of Assisi Church in Finleyville. Both Alaina’s and Bayleigh’s posters have been sent on to be judged at the district/regional level, and if successful there will be sent on to be judged at the state level.

Business & Merchant News Chamber Promotes Property Improvement Through Grant Program

MVRCC March Luncheon Features Panel Discussion

The Design Committee of the TEAM Charleroi Business and Community Alliance, a committee operating in conjunction with the Mon Valley Regional Chamber of Commerce, has established a Façade Improvement Project to assist business and property owners in Charleroi’s Central Business District in improving the appearance of the facades of the commercial buildings. The funding for the program was secured through the Washington County Local Share Account from gaming revenues.

Owners of businesses and commercial properties in the project area (McKean and Fallowfield Avenues between the Borough line on the southern end and 12th street on the northern end (including Chamber Plaza and all streets perpendicular) are eligible to apply for the matching grant façade project, the purposes of which are as follows: To stimulate investment, sales and other economic activities in the central business district; to enhance the existing historic character of building in the central business district; to promote the image of the central business district as a strong economic entity; to encourage preventive maintenance and proper repair of the buildings and storefronts; to increase property values in the central business district, and to encourage new businesses to locate in the central business district Grants will be made on a 1 to 2 matching basis ($1 of grant money for each $2 of private investment) with a maximum grant amount of $5,000 per property.

Minimum grant is $1,000 per property, i.e., there must be at least $2,000 investment. Grants will be a reimbursement basis only.

Eligible grant activities must be reviewed and approved by the TEAM Design Committee and applicants must show proof of payment to their contractors to be reimbursed under the grant guidelines.

The program has picked up momentum in the last six months, awarding $15,000 in grants to downtown property owners. If anyone is interested in completing projects in the designated project area, guidelines and application can be e-mailed by request at info@mvrchamber.org or at 724-483-3507.

It outlines in great detail what the author referred to as the “7 costly mistakes that many sellers make when it comes time to put their home on the market.” As a local real estate broker, I've seen each one of these mistakes played out. It just makes me shake my head as to why certain sellers forge ahead with unwise strategies, instead of listening to the voice of experienced professionals.

Here is a recap of his advice: Mistake 1: Putting the home on the market before it's ready. Most times this happens because the seller gets

MISTAKE 3: Pricing the home based on what the seller wants to receive to be able to walk away from the sale with a certain amount of money in their wallet. This pricing strategy always ends in failure. Sellers can control the "asking" price, but they don't control the "sales" price.

The market does. It doesn't matter what the seller wants (or the agents for that matter); the price is determined by the black-and-white, matter-of-fact reality of the market.

Mistake 4: Hiring an agent based on non-business factors. Make sure you're hiring a professional with a proven track record. It might be nice to hand over your largest asset to your nephew who just got his license, but make sure he has the support of a world-class organization and management team behind him to keep your deal from going south.

MISTAKE 5: Getting emotionally involved in the sale of the home. This is one of the biggest challenges home sellers face when putting their house on the market. Once you decide to sell your house, it's no longer a home, but a "commodity." It needs to be prepared as a commodity, marketed as a commodity, and priced as a commodity. It doesn't matter what you want, only what the market can bear on pricing. People are going to come in to kick the tires, so to speak, and you can't get emotional about how they may or may not appreciate the nuances of the home you've come to love.

Sammy’s Smoke Shop owners, Sam and Lori Spina, are putting their own spin on the label “one stop shop,” with expanding business developments. The success of Sammy’s Smoke Shop in Charleroi has caused the business to expand to locations in Monessen and Monongahela.

Sammy’s Smoke Shop is a roll-your-own (RYO) tobacco shop, and it has customers lined up to the door. The RYO filling machine uses a computer that customizes the process of rolling tobacco in which customers can select tubes (empty filters for cigarettes), flavor, and roll setting. The RYO filling machines roll a box of 200 cigarettes for customers in less than eight minutes.

Sammy’s Smoke Shop’s original location in Charleroi opened in April 2010 and provides the public with two RYO filling machines. According to the Spinas, the average wait is an hour, where customers can enjoy leather couches and flat-screen televisions until it’s their time to roll.

Sammy’s Smoke Shop’s Monessen location opened its doors in April of 2011, offering customers two RYO filling machines along with tanning (two tanning beds for customer use) and lottery operations.

The newest location on E. Main St. in Monongahela opened in December and provides customers with one RYO filling machine as well as lottery operations.

The Charleroi location remains the hub and busiest of the Sammy’s Smoke Shop locations. Home as well to Katherine’s Kitchen, the Charleroi location serves more than the local smokers. Katherine’s Kitchen feeds customers with home-style menu items prepared by cooks Darlene Lenhart and Millie Fluker. “We’re supported a lot by the local businesses. They’ve made our cook’s kitchen very successful,” Lori said.

The Spinas contribute their success of the RYO business to their 29 employees and customers who have established the shops at all three locations as a ‘Cheers’ atmosphere, embodying the show’s theme: “where everybody knows your name.”

Plans of a possible Hookah (flavored tobacco smoked through flexible tubes) bar in California and openings of more smoke shops are in the sights of the Spinas.

Ironically, the Spinas do not smoke.

In the meantime, Sam and Lori would like to thank their employees and customers for their dedication and support in helping to make their business a success.

GRC Hosts DEC Rep. as April Speaker The GRC has scheduled Dawn Walker, Admissions Representative from Douglas Education Center, to be the guest speaker at the GRC luncheon on April 17. Dawn will inform the members about the variety of programs offered at DEC. In addition, attendees will have the opportunity to view the short film, “Second Chance”, a student produced drama set in the 1950s featuring local communities including Monessen, Charleroi, and Donora. Director Robert Tinnell, alongside students/graduates of The Factory Digital Filmmaking Program at Douglas Education Center produced the film. The luncheon will be held at the Willow Room, 800 Plaza Drive. Registration and networking begins at 11:30.

Local Worship CWCC Celebrates Justice and Wisdom During March Meeting The St. Vincent de Paul Banquet Room in Monessen was the setting for the Catholic Women’s College Club meeting on March 5, 2012. Members were treated to an Irish-themed event by committee members Dorothy Jozwiak, chairwoman, Mary Ann Gallo, Betty Greco, Claudia Martucci, Olga Plavko and Susanna Swade.

Jozwiak welcomed everyone to the meeting’s religious theme, ‘Justice and Wisdom.’ Susanna Swade gave a presentation on this month’s holy woman of the Bible, Deborah. She explained that Deborah’s life is a wonderful illustration of the positive power that womanhood has to influence society.

Vice President Judy Kovalcik presided. The minutes of the February meeting were approved. Secretary Marie Feick read correspondence from Life–Line and Patricia Fife. The treasurer’s report was given and approved. Treasurer Sally Keeney read a thank-you letter for the club’s donation to the Flight 93 Memorial.

Committee reports were given. Ambassadors of Faith chairwoman Margie Pankiewicz thanked members for their contributions of Easter baskets to be distributed to various nursing homes. She also reminded the women about the Miraculous Medal membership. The Charitable Service Committee reported on their Valentine’s Day visits. They will also be making Easter visits to the shut-ins and the needy. The Handicapped Adults Committee delivered packages for Valentine’s Day and will do so for Easter. The Welfare Committee is sending Seraphic Masses to members as necessary. Membership chairwoman Susan Tegi reminded everyone that new members are welcomed. She encouraged members to extend personal invitations to women that might be interested in joining.

Mary Ann Gallo played an Irish game with the members. Irish songs were sung.

Because the shamrock has three leaves, three gifts were given for the month.

Candles with crosses were won by Alix Garlitz, Martha Ghilani, and Lea Petaccia.

Mary Krett announced the next meeting of the CWCC will be held April 2 at 6 p.m. at the St. Vincent de Paul Banquet Room.

Faith-Based Volunteer Program Helps Families with Home Projects C.R.E.W. (Community Radically Engaged and Willing) is a faith-based, volunteer-led ministry supported by Crossroads Community Church of Jefferson Hills, operating in Jefferson Hills and the surrounding areas. This ministry serves anyone who is facing financial hardships, or those taking care of terminally ill, residing family members by providing home repair and cleanup services that are either too difficult for the individuals to accomplish on their own.

The services provided by C.R.E.W. are small painting projects (indoors/outdoors); basic yard clean-up; weed-whacking; trimming hedges; plant flowers or create flower beds; light house cleaning (dust/vacuum) or any other small tasks.

C.R.E.W. operates on the 4th Saturday of every month from May through October. C.R.E.W. is looking to expand not only the number of families served, but also the number of volunteers recruited. This is an excellent opportunity for Boy Scout and Girl Scout groups, church youth groups, college students, and any other volunteer organizations to get involved in your community.

SPORTS Mon Valley YMCA Swim Team Wraps Up Winter Season in Championship Style The Mon Valley YMCA Sharks Swim Team members finished the 2011-2012 winter swim season with appearances at a number of championship meets. The Cadet Boys (ages 9-10) were awarded a 2nd place plaque in their division, and 17 out of 25 swimmers earned places high enough to advance to the YMCA East-West Championship Meet on March 24-25 at Penn State University. BVA Race for a Track Committee Seeks Runners and Walkers Break out your running and walking shoes because its time for the BVA Race for a Track. Fitness enthusiasts in area communities are invited to participate in the 3rd annual event, sponsored by Lee Supply, and scheduled for Sunday, April 15 at 10 a.m., starting at Cedar Creek Park, Pavilion 19.

Festivities will consist of a 5K run/walk, 1K kids’ race (ages 10 and under), and 2K fun walk with race results provided by The Runner’s High

professional timing services.

All proceeds benefit the Belle Vernon Area Community Track Fund.

Race directors Mike and Judy Brewer are thankful for its progress to date. The goal is to continue to raise awareness and secure funding for construction of an outdoor training facility that all Belle Vernon Area residents and current student-athletes can use to lead a healthy lifestyle.

Belle Vernon Area is the only school

out of 56 AAAA and AAA districts in Western Pennsylvania’s District 7 that does not have a regulation track. It prevents the high school track team from hosting a home meet and adequately practicing for events. Team participation and success continues to grow.

A: Gastroenterology is a subspecialty of Internal Medicine concerning the diagnosis and treatment of diseases of the digestive system. The latter includes the intestinal tract (which consists of the mouth, esophagus, stomach, small intestine, colon, and rectum) and three major digestive organs : the liver, gallbladder, and pancreas.

Q: What type of work is done by gastroenterologists at an Ambulatory Surgery Center?

A: Most of the work done here involves diagnostic and therapeutic procedures for diseases of the esophagus, stomach, and colon. One common procedure is called an EGD in which a thin optical tube connected to a television monitor is passed through the patient's mouth to examine the stomach, all done under conscious sedation. Common conditions such as reflux disease and peptic ulcer disease are easily diagnosed in this examination, and biopsies can be obtained to determine if cancer is present. Another procedure frequently performed is Colonoscopy. In this case, a long flexible scope is passed thru the rectum and guided thru the colon, under direct visualization on the television monitor.

Common conditions such as colitis, diverticulosis, benign polyps, and colon cancer are diagnosed in this manner. Polyps can be removed with electrocautery techniques to prevent their developing into cancer. Patients undergoing Colonoscopy are required to cleanse their colon with a bowel prep taken the day prior to examination Both procedures are performed comfortably with IV sedatives administered by the Department of Anesthesia.

Q: How are endoscopic procedures scheduled?

A: Patients either request the examinations themselves, or are referred by their primary care physicians. Sometime it is recommended that the patients meet their endoscopist durind an office visit prior to the procedure, but in some case this is not necessary and the patient can meet the endoscopist the morning of the examination. In some cases preoperative laboratory testing and an EKG might be required before the procedure. All patients must provide a driver because the sedation makes driving a vehicle unsafe.

School News...School News Bentworth School Board Approves More Substitute Teachers

The March 19 meeting held by the Bentworth School Board opened with the minutes, treasurer’s reports, bill lists, cafeteria, and students activities reports approved. In the Superintendent’s Report, the 2012-13 school calendar was approved.

Following the Board retiring to an executive session to discuss personnel, the following were approved: additional substitute teachers (4 elementary and one aide) and 3 emergency certified substitute teachers.

In New Business, a letter of resignation was approved for payroll secretary Yvonne Plute. It was approved to advertise for the job of payroll secretary, effective immediately The Board adjourned to executive session with no reconvene.

Animals Pay Special Visit to Frazier’s Central Elementary Kindergarten students at Central Elementary in Frazier School District are studying a unit on animals. On February 27th, kindergarten students were surprised with a special visit from several different animals. Some of those animals included: a tarantula, kinkajou, fennec fox, and a skunk . Students learned about the animals and also had the opportunity to touch and feel their different skin coverings as well as ask questions.

This was all made possible by Hunter, a kindergarten student in Miss Evancho’s class, his mom, dad, aunt and friend, as well as Miss Evancho. Hunter also brought animals of his own to share, which included a guinea pig, rooster, and a bearded dragon. Overall, it was a great learning experience.

Under the Monongahela/Donora Lions Club, members were presented with a banner, gong, and gavel along with their first patch in recognition for service. MCRS teacher, Mrs. Kathy Miller, received an Outstanding Service Award for dedicated service as Leo Club Advisor.

The BVA senior class of 2012, following their senior breakfast on the morning of Friday March 2, heard from the newly elected Fayette County District Attorney, BVA 1983 graduate, Lisa Lazzari-Strasiser, who spoke about what she did to become successful in life. Previous to her position as D.A., Lisa was a public defender in Cambria County for 18 years. She made history by becoming the first female district attorney elected in Fayette County.

BVA NHS Welcomes New Members On March 8, the BVAHS National Honor Society (NHS) welcomed a new class of members to their respectable society. The ceremony was held at the Willow Room. As family and friends gathered in the banquet hall to support their hardworking children, students prepared to precession in and receive acceptance into the National Honor Society.

The ceremony commenced with a poem titled “The Torch”, read by the current president of the NHS, Christine Plavchak. The inductees entered and took their places at the front of the banquet hall. Christine welcomed the NHS guests, which was followed by the recitation of the Pledge of Allegiance and performance of the National Anthem by Deidra Balchak. At this point in the service, Billy Wilkinson read a Scripture passage and a prayer was led by Samantha Peer. The history of the NHS was briefed by current club vice-president Steven Stulock.

Other current NHS officers, including Haley Bashada, Lindsay Richardson, Gabrielle Steiner, and Courtney Seman, shared the organization’s key concepts: scholarship, leadership, service, and character. Principal Gregory Zborovancik led the inductees in the NHS pledge, while Vice Principal Jason Boone, Christin Maatta, and Robert Jenkins recognized all incoming members.

Superintendent Steven V. Russell alluded to President James Garfield as he supported students to do their best and achieve greatness. Keynote speakers Kelsey Zborovancik and Tyler Verin gave encouragement to current seniors about to start their college careers.

As the ceremony came to a close, Deidra Balchak led all members of the Belle Vernon Area High School NHS in the alma mater. Afterwards, various desserts and beverages were served to celebrate the achievements of the diligent and honorable students.

Residents Heavily Oppose Ringgold Middle School Closure Over 300 Attend Public Hearing

The majority of resident/taxpayers attending a February 29 public hearing held at the Ringgold Middle School made it clear to the Ringgold School Board that they are not just opposed but disgusted with the board’s present facilities plan.

At their regular meeting in January, the Ringgold School Board began the process of reopening the Donora and Monongahela elementary centers (DEC and MEC) with the plan of using both (over 80 years old) buildings to house Ringgold Middle School students and to close the Ringgold Middle School, which board engineers deemed to be structurally sound (visit www.unionfinley.com - Ringgold Facilities News – February 16 for more details). Architects (HHSDR) said that the cost for “bare bones” repairs of these two buildings would be $9.9 million, and the repairs could not be completed by the beginning of the 2012/2013 school year. With these facts in hand, the “new board majority” scrapped the long-range plan put in place by the prior board and proceeded with this public hearing, which is the first step required by law to close the Finley Middle School.

Prior to taking testimony from attendees, Brian S. Channer, Senior Structural Engineer (WBCM), summarized the past and recent studies of the Ringgold Middle School and said, “The building is still moving slightly but not at an alarming rate, and the building is structurally safe.” Randy Skrinjorich, Ringgold Business and Financial Manager, also gave a short presentation on the school district’s financial status.

Before taking testimony from attendees, School Board Solicitor Berggren read the “rules” for the hearing, one being that speakers could comment only on the “proposed closure of the Ringgold Middle School.” Many of the speakers, notably those from Union, Nottingham and Carroll townships, wished to express their opposition to having their children attend school in the antiquated buildings in Donora and Monongahela (DEC and MEC). According to the rules established by the board, this would not be permitted and the board would not answer questions unless submitted in writing to be answered at a later date.

Speakers that attempted to voice their concerns on reopening the old MEC and DEC buildings were stifled as security personnel turned off their microphones.

These actions antagonized many attendees and resulted in verbal attacks on specific board members and other comments shouted from the floor.

After the meeting, Minority Board Member William Stein termed this hearing a “farce.” The audience doubted that any of their comments mattered to the board. Most attendees believe that it did, however, satisfy the state law requirement of holding a public hearing prior to any school closure.

The majority of speakers (approximately 55) at this hearing were from Nottingham and Union townships. but there was some representation from

Monongahela, Donora and Carroll Township. Many of the comments were repetitive; the major points are summarized below in order of the frequency with which they were voiced. Some of these comments were made over the objections of Solicitor Berggren and security officers.

• Why must the board rush to close the Finley Middle School when it has been declared (by contracted engineers) to be structurally sound and safe for use? Take your time to study alternatives.

• Keep Finley Middle School open, and bank income toward a new, centrally located middle school.

• Establish a long-term plan that will move the Ringgold School District forward.

• We do not want our tax dollars going into old buildings.

• Taxes are going to increase anyway. We’re willing to accept a tax increase for a new school.

• I will cyber-school my children rather than have them bused to DEC and MEC. • The present plan makes little sense.

• We don’t want our children going into sub-standard buildings just so board members can satisfy a political promise.

Two additional speakers, Peter Markoline representing Nottingham Township, and Dennis Makel, representing Union Township, both spoke in opposition of closing the Finley Middle School on behalf of the boards they represent. Both of these boards have asked their solicitors to investigate possibilities of seceding from the Ringgold School District.

Students to Attend Finley Middle School This Fall School Board Announced Several Options Being Studied

School Board President Chuck Smith quietly announced at the March 21 regular meeting that Ringgold middle school students will be reporting to the existing Ringgold Middle School (Finley Middle School) building this fall for classes.

He also announced that the board was studying four options for future building use in the district but refused to elaborate on the details at this meeting.

The Facilities Committee is still working on this issue. The board asked Facilities Manager Bill Hoffman to determine what the minimum repair requirements were to have Finley Middle School ready for use in the fall. He was asked to present this at the next meeting.

During the course of the meeting, it also became apparent that there are water problems in the unoccupied Donora Elementary Center (DEC) that need immediate attention to prevent further deterioration of the building. Head of Maintenance Services Bill Hoffman was told by the board that keeping all eight buildings in useable condition was paramount.

He was also told that if problems crop up that couldn’t be handled by his staff he should come to the board immediately for whatever outside help was required.

In the case of the closed buildings (DEC and MEC), maintenance was also critical, as future use or disposition of the buildings was undetermined at this time. The board pointed out that, even if the buildings were to be eventually sold, they needed to be kept in salable condition.

Some attendee comments heard by the board at this meeting follow: • Auction off the DEC and

MEC buildings now, and even at half of their accessed value we’d have enough for a new building.

• The list of parents who would cyber-school their children rather than have them attend MEC or DEC is approaching 180 families.

• Online access to accounts for lunch money was requested. Mr. Yonkers agreed to provide this service online.

• Clarification was asked for and given by the board solicitor about the mandatory timing for closure of the Finley Middle School Building. The minimum waiting period was 90 days from the February 29 public hearing.

There is no maximum time limit.

Dave Levdansky, former state representative (District 39), was given time to express his views on the proposed closure of Finley Middle School. He first noted that, “He was disappointed with some of the things he saw and heard at the February 29 public meeting and the behavior of many in attendance.”

He added that, “Whatever option is chosen, it’s going to cost the district tens of millions of dollars and the district will be faced with increased taxes in large part because state support has been cut.” He was also surprised to hear so many speakers at the hearing state that they’d be willing to pay higher taxes for a new school.

Levdansky added, “The PLANCON system through which the state helps fund school building projects had a backlog of about 230 projects already approved and that they’ve placed a two-year moratorium on new projects. I suggest continuing to use Finley Middle School and use those two years to come up with a longrange plan and build a public consensus to support it.”

Ringgold Middle School Students Rock MathCounts Competition Ringgold Middle School students participated in the Washington County MathCounts competition at Washington & Jefferson College on Saturday, February 11.

The group consisted of 10 members who competed as individuals, four of whom additionally competed in a Team round. Based on individual scores, Allison Martin placed fifth overall in the county. She received an award for the highest scoring girl in the completion.

In addition, Lylah Majernik placed 11th and Jason Beck placed in the top 20. These scores are impressive and as a result, the Ringgold Team placed second out of the 12 teams participating in the competition. The Ringgold Team consists of Allison Martin, Lylah Majernik, Jason Beck and Eddie Pykosh.

Other students that participated in the competition are: Neil Hancock, George Martin, Zachary Giovaniello, Maria Lengwin, Sydney Koontz and Sarah Ott.

Allison Martin was the highest scoring girl and placed fifth overall at the Washington County MathCounts competition.

Tips and Tricks to Get Your Home Clean (Family Features) Following winter months spent indoors, it’s important to take the time to get rid of the dust, dirt and allergens that accumulate in your house. Use these tips to get your home organized and clean: Gather your arsenal. Organize the items you’ll need, such as rubber gloves, scrub brushes, multi-purpose cleansers, etc. into one bucket with a handle.

Cover the basics. Make sure to dust, disinfect and clean all of your surfaces, as well as those areas that get the most use. Sanitize telephones, remote controls, door knobs and counter tops.

Launder curtains and wipe down window blinds using a damp sponge.

Tackle the kitchen. Focus on the key areas. Using a solution of half water, half white distilled vinegar, wipe down the plastic and glass components of the refrigerator. Sprinkle baking soda onto a damp sponge and clean counter tops, stainless steel sinks, the oven range, and within your microwave. On February 19, 2012, Monongahela Valley Hospital opened its “operating” doors to the public. From 1 to 4 p.m., members of the community were invited on tours of two of the four new 600-sq. ft. surgical suites.

Materials Manager Surgical Services Carol Soltes, RN, joined Panza as he discussed the state of the art suites. “These suites are virtually seamless. The floors are all one piece and the room is basically cordless except for one electrical cord attached to the operating table,” she said. “ We have much more space and technology for our more complex surgeries like orthopedics, which accounts about 31% of our total surgeries.”

The next suite offered a fun presentation involving M&Ms and Swedish Fish as OR Nurse Manager Donna Kemp, RN, and Rob Zeli of Karl Storz Endoscopy showed off the amazing clarity of the high definition monitors and tools that are used during laparoscopic surgeries. “This is a great way to take a look into the OR seeing that the patients rarely get to actually see the inside of the suites,” added Communications Specialist Mary Kaufman. Yoga Stretch for Spring Monessen Fitness Outreach adds New Class Monessen Fitness Outreach, located at the Schooner Center in Monessen, is now adding a new spring class called YogaStretch - Tone, Strengthen and Relax.

It will be on Saturdays at 10:30 a.m. “It is a nice complementary class to Zumba and Aerobics. Some people need something that is not high impact and includes relaxation,” said Walko. The class is for all ages and fitness levels and is especially beneficial to people who are very athletic but use the same muscles repeatedly or people who are mainly sedentary and are just starting out on a fitness regime.

The spring session will run through June and is $5 for an hour-long class, or $25 for six classes. For students and for low income households, the class is $3.

Valley Seniors Club Releases Trip Schedule for Spring and Summer The Valley Seniors Club met on February 28 at Riverside Place with Marlene Owens welcoming the members.

Itinerary and luggage tags were distributed to the members who are making the trip to Philadelphia for the Hawaiian-themed flower show. She noted that the lunch aboard the "tall ship" will be in the Chef’s private dining room.

On April 17 a trip to the Rivers Casino is scheduled with a departure time of 9:30 a.m. Signup sheets are available.

Legal documents for the June trip to Alaska will be available at the next meeting.

The Jonah trip has been finalized for June 12-13 and a deposit is required when signing up. Full payment must be made by the first week of May. A trip to Bedford Springs & Resort has been scheduled for July 18 with a guided tour of Bedford including the historical Bedford Springs Hotel and gravity hill.

More information on the trip will be announced at a later date. The Tunica 6 day 5 night trip was announced for September 20 and includes Nashville Music Row, Memphis, Graceland, Opry Mills, Danny Thomas' St. Jude Hospital and the Peabody Marching Ducks. Flyers for this trip will be available at the March meeting.

The Jersey Boys will be at the Benedum Center on Saturday, September 8 with the show at 2 p.m. with dinner at the Grand Concourse. Signup sheets, with a nonrefundable deposit will be available at the March meeting. On October 6, a trip to the Oil City Apple Festival will be available and cost of this trip is for the bus only.
