OR the second month in succession, the Scottburgh police cluster has experienced a sharp rise in serious crime levels compared with the equivalent period of 2013.

In August 2014, reported serious crimes rose by 34% on the August 2013 level and in September 2014, the increase is 41%.

In both months, house break-ins were significant contributors and in both months, Pennington has been the worst affected area with Scottburgh, Amandawe and Park Rynie also active.

The other more prolific crimes have been theft of and from motor vehicles and assault with intent to cause grievous bodily harm.

Drug-related offences remain worrying in the region.

Apart from a shortage of operational staff,

the increase is also being partly attributed to the release of parolees. Proximity of the affected premises to construction sites is also a common thread and many are committed after midnight.

There were no house invasions in September compared with two in August, but a group believed to be responsible for such incidents and some of the burglaries reportedly wear masks or balaclavas and gloves, which hinder investigations.

Apart from the usual toll of cellphones, TVs, sound equipment and firearms, the groups are reported to be focusing on cash and jewellery.

Police have asked the public not to give lifts to strangers as cases are being reported of thefts which the well-meaning drivers only discover after the “passengers” have alighted.

The public are also asked not to give beggars money (used to buy alcohol or drugs), but rather to give food.

A DRIVE to sharpen service delivery has been launched at Umdoni Municipality following strong urging from Co-operative Governance & Traditional Affairs (Cogta) Minister Pravin Gordham.

Widely acknowledged as the most competent minister in the Jacob Zuma cabinets when he headed finance, Gordham rammed home the need for improvement when addressing the presidential local government summit at Gallagher Estate in mid-September.

According to ANC party “insiders”, the trigger is the realisation that the party’s “good old days” of unfettered ANC dominance in local politics may be drawing to an end as the 2016 elections loom.

The community services portfolio committee — the first to report in October — drew attention to the issue and committee chairman Cllr Edwin Baptie quoted from Back to Basics, the summit’s “bible”, titled “To build a responsive, caring and accountable local government”.

It starts off with a big pat on the back for all that has been achieved and then divides the country’s 278 municipalitieswithoutidentifyingthem,intofourcategories — a small group of top performers setting the “ideal level” for all, a second level “performing adequately”, a third level “fairly functional” and the fourth “frankly dysfunctional”.

core infrastructure services, slow or inadequate responses leading to public loss of confidence in the institutions and councillors, inadequate participation by ward councillors and committees, low collection ofrevenuesdue,lackofskillsandinappropriateplacements of personnel and widespread rent seeking and corruption. It states that individually and collectively, these lead to community frustration and protests.

Proposed solutions based on the Back to Basics theme are contact and participation with communities, consistent delivery of quality services, good governance and administration by competent and reliable staff, sound financial management to sustain services and development and all of this delivered by dedicated and skilled personnel.

A performance management system will be institutionalised in line with indicators linked to the Back to Basics approach.

To allow greater public accountability, citizen satisfaction surveys and enhanced communication systems will be implemented. Multilevel reporting and monitoring procedures will be introduced in respect of key services such as water and sanitation, human settlements, electricity supply, waste management, roads and public transportation.

“The trick is to work together in partnership. If we have to criticise let us criticise in the morning, but work together in the afternoon.”

Identifying growth opportunities, Mchunu said the government intends to open up growth opportunities for sugar cane in KZN province up to Port Shepstone and beyond.

“It is our intent to first fill up mills and then establish our fist ethanol plant,” he added.

He said now that the feasibility study for the new port has proved positive, they will look at fast-tracking the project. Plans are also on the cards to revive railway goods services from Gauteng to Richards Bay. “We are also looking at expanding the Richards Bay port to move things faster.”

Hesaidtheyarekeentodevelopacorridor between Pietermaritzburg and Durban, but are competing with agriculture.

Acknowledging the importance of agriculture, he said: “We should strike a balance between the need for agriculture, and for development.”

HE local non-profit organisation, BobbiBear, has been nominated for the Vital Awards.

The awards are attributed to the winners of a national competition to encourage the public to say “no” to escalating abuse statistics.

“We hope the Vital Awards will createmoreawarenessofthework the Vital Foundation does, and allow us to list more organisations inour‘Gethelp’sectionontheVital website in order for victims of abuse to have access to organisations in their areas that make a difference,” says Vital spokesperson, Nadine van Staden.

She says the public funds the Vital Foundation and for every Vital supplement pack sold, R1 is donated to the foundation. Its premise is “investing in your family’s health, you are also helping to build healthy homes in South Africa”.

Application for funding takes place on a biannual basis, with the first one taking place in May and the second in September. In its first year of operation, the Vital Foundation raised just under R4 million, with seven organisations receiving pay outs.

“This action of Ngcobo is totally unacceptable and shows his lack of commitment towards solving issues in the community,” Beetge says.

The difference arises between his meter reading and the Ugu Municipality’s arithmetic.

Self-appointed monitor I REGULARLY catch fish and crayfish and other crustaceans along our shoreline and I have the relevant documentation to do so.

I am also committed to the protection of our sea life and the laws and rules applicable to doing that and I have notified the authorities of breaches of the laws when I have evidence of such.

Iwasthereforeextremelyannoyedlastweek while taking crayfish and catfish on the rocks near Salmon Drive when a woman (I am unable to call her a lady) came up to me and berated me for killing a catfish (octopus) I had caught within the terms of my licence.

She abused me and when I showed her my licence,shesaiditdidnotconformandwasgenerally abusive.

Sincetherewasawhitemanengagedinsimilar activities nearby and she made no effort to intervene with him, I am forced to the conclusion that because I am Eurasian, she felt entitled to draw assumptions on racist terms.

Iwassubsequentlytoldbyseveralotherpeople that this woman habitually takes it upon herself to challenge people catching sea life along this beach, regardless of their rights to do so.

She would be well advised to contact the proper authorities if she wishes to see justice done along the beach because she clearly has no authority to act on her own.

The assumption that skin colour decides such matters is long gone and she may well find somebody less tolerant than I was.

We all avoid the issue and they believe that by 30 all is done and dusted, so I better get started. We do not want to tell them that mom and dad are still at it, neither will we tell them that gran and gramps are too.

These 14 and 15 year olds are the most violated people in the current era. They are being

bombarded with free sex, divorce, etc. What all girls especially need to be told about is that just one quickie allows millions of sperm into their system and only one of these little devils can, and will, change and ruin their lives.

Give it without playing it down — if they feel they are old enough to play the game they are old enough to reap the consequences.

Guysneedtostopblackmailingthegirlswith the “but I love you” spiel, they are not interested inlong-termanythinguntiltheirearlytwenties, rather it just another notch in the game of life.

We supported community fundraising drives like Lifeguards SA in theirneedforrescueequipmentinthe 8 August issue and heard how this organisation is successful in preventing drowning along our coast.

Toti also has its fair share of environmental issues, rivers, lagoons and other water bodies, seemingly topping the list. In 25 July issue the newly established local AfrifForum branch called in environmental management inspectors to take action about thepollutionoftheTotiRiverthatruns through the bird park in this week’s issue and they are still to see council make good on their pledges.

Environmental champions like the Army Saints on the other hand are doing the best they can without support from authorities. They spend weekends cleaning local rivers, planting trees and organising cleanup days, we reported on their tree planting initiative on Arbour Day. In April the Fever reported on a hugemotorsportevent,partofacampaign to change illegal motor sport to legal motor sport in KwaZulu-Natal, an initiative that will bring finances for the local tourism industry.

In the same month, we reported how the eThekwini Municipality spends R3,2 million a month of ratepayers’moneyprovidingbodyguards

for certain councillors.

March saw us report on the unemployment situation in our country. In our 28 February issue we reported on how the SAPS have been victorious at intercepting drug dealers, while the next issue showed local initiatives by the community, such as that done by Bikers Against Drug, which is just as valued and needed. We started the year with support from our schools as

IFE Saving South Africa (LSA) provides the coastal community with vital services which, due to insufficient funding, could not otherwise be provided for by council.

“We believe that swimming is an essential life skill if you live in a coastal area and as a national organisation we drive a national movement on drowning prevention, hosting information sessions at school level and training Nippers,” explains Warnadoone SA chairman Gavin Fristenberg.

The commitment of LSA volunteers is also evident in its fundraising efforts — when not saving lives on the beach, lifeguards collect money at traffic lights.

“We do it because of the love of it and to give back to the community,” says Mickey Thomson, chairman of KZN South Life Saving and a member of Warnadoone LSA. The necessity of lifeguard services for a coastal town was recognised in 1927 when one of the country’s first lifesaving clubs,

Warnadoone Lifesaving Club, was established. However, this wellestablished organisation has a shortfall in funding due to the high cost of rescue equipment, training and maintenance of its buildings.

“While the building belongs to council, and council provides us with a pro-rata grant for services provided, our organisation is responsible for the building maintenanceandsupplyingrescueequipment, from a first aid kit to the

rescue craft. To replace a rescue craft can cost up to R15 000 and when the public is injured on the beach the club carries 100% of the costs for the equipment used,” Fristenberg explains.

Council provides two salaried lifeguards per beach and clubs are responsible for providing four volunteer adult (over 18) lifeguards every Sunday and on public holidays. On average the organisation has 10 people on duty dur-

ing weekends and public holidays.

“We receive a pro-rata grant for this service, which is allocated on a points system according to the service we provided. LSA lifeguards man our beaches from 8am until 5pm on Sundays and public holidays. Over Christmas and New Year we extend our shift from6amor7pm,”explainsGavin.

Thompson calls on the community to get involved with fundraising.

“Come to the beach and see what is happening and let your children join Nippers,” he said.

Youngsters can start training for Nippers once they have completed an entrance test at the age of six, but are only allowed to do exams and competitions from the age of eight.

At 14 Nippers qualify as junior lifeguards and by 16 they qualify through their senior lifeguard exam.

To be a recognised service provider for council LSA lifeguards have to retest annually.

“We started with the high schools, only to realise that we missed the boat and have now started in Grade R. We introduced the ‘Smart Club’ concept at schools where five pupils and a teacher are empowered through a four day workshop on drug abuse.

Addicts share their stories and show them how to get organised, then they go back to their schools to set up a ‘Smart Club’,” he said.

Pillay said the ‘Smart Club’ concept is sustainable as the children are made aware of the problem on a constant basis.

Facilitators also visit the schools to ensure it is done.

Children make suggestions and some of them are implemented.

Pillay emphasised the importance of getting to the children before drug dealers do.

He said that it takes just a few people in a community to mobilise change.

Councillor André Beetge thanked Amanzimtoti High school as the first to get on board.

“Take it upon yourselves as a community to prevent drug addiction,” he said.

“Usually the authorities clean up the streets by picking the unwanted elements up only to drop them off on the outskirts of town just to get them out of sight for a while, but they find their way back,” Jansen van Rensburg said.

Although Beetge and Jansen van Rensburg agree that the municipality’s gesture is a step in the right direction, they are both sceptical as to whether they’re willing to take responsibility.

“Although welcomed, we trust that in this instance, the plan will extend to the entire city, and not become a repetition of the 2010 World Cup ‘inner city clean-out plan’ when undesirable people were dumped on the outskirts of the city boundaries like Amanzimtoti, lower Illovo and Umkomaas,” he said.

However, the municipality is yet to release details on exactly what the programme entails and how the department hopes to implement it.

The Fever’s numerous requests for comment and feedback by the municipality remained unanswered.

The Amanzimtoti Community Upliftment Project (Amcup) on the other hand, is a nonprofit organisation that works specifically with these people. According to Amcup founder Nico JansenvanRensburgtheauthoritiesleavethese people to fend for themselves.

“It is truly broken people who end up on the streets. Usually they have lost their possessions as well as their families and turn to alcohol. By the time people knock on our door, they’ve reached absolute rock-bottom and want to be helped. Through our programmes we give them their dignity back, help them deal with the issues that is keeping them from reaching their potential and place them back in the community as responsible citizens,” Jansen van Rensburg said.

“The ones who don’t want to adhere to our rules usually end up back on the streets. They prefer to beg and use the money mainly to buy

HE second KwaZulu-Natal InterSchools Figure Skating Competition was held on Wednesday, 1 October at the Galleria Ice Rink in Amanzimtoti.

Skaters from 16 schools participated.

Teachers, headmasters and sport co-ordinators were also in attendance.

The competition promotes figure skating and showcase pupil talent.
