‘There have always been prostitutes working the street, but lately they have been increasing in numbers.’

CCORDING to some business owners along Kingsway in Warner Beach, prostitution is a thriving business in the area.

“There have always been prostitutes working the street, but lately they have been increasing in numbers. There is also a new one whom I suspect can’t be older than 14,” said a manager of one of the nearby restaurants.

“The road is really deteriorating.

During the day we have the job seekers sitting on the pavements, and at night the prostitutes are on the prowl.

Unfortunately, these activities attract all kinds of other things such as drugs and crime to the area,” the restaurant manager, who wishes to remain anonymous, told the Fever.

Prostitution in South Africa has been illegal since the 1957 Sexual Offences Act (SOA), and the purchase of sex was added as an offence in a 2007 amendment.

Section 20(1)(aA) of the SOA states that any person who has unlawful

lies.Headdsthattheclientsaresometimes prominent members of the community.

Both of them agree that the problem might not affect their businesses directly, but they do worry about the impact it has on the tourism industry which has an indirect impact on their businesses.

The newly elected Sapphire Coast Tourism chairman, Jacques van Schalkwyk encourages businesses in the area to contact him so that they can sit around a table and look into possible solutions.

“What we are looking at is installing cameras at certain points along Kingsway which may help to drive these unwanted elements from our areas. Another possible solution is forming smaller committees within the community which will focus on problems in their specific area. This means that as a community we will be able to address problems such as these more aggressively and more effectively,” Van Schalkwyk said.

The Fever reporter tried to get comment from one of the “ladies of the night”, but without success.

The Criminal Procedure Act 51 of 1977 also contains provisions relating to prostitution as do municipal bylaws. The most recent legislative change was the Sexual Offences Amendment Act 2007, section 11 which, in addition, criminalises clients. However, unless caught in the act, not much can be done to prohibit prostitutes from conducting business.

According to the SAPS it is very difficult to prove that a person is a prostitute or a client because by merely picking up a woman from the street is not a criminal offence.

“It’s a thriving business as there is noshortageofclients.Aslongasthere is not a remarkable police presence in the area, the problem will persist and they will continue going about their business,” our source said.

A SERIES of errors by many parties over as muchas30yearsisofferinghopeofsatisfaction to all involved in providing the Umdoni region with a better hospital. The G.J. Crookes Hospital is expanding into areas owned and zoned at times by different organisations, creating administrative and even legal problems.

Some 30 years ago, the municipality of the daytookoccupationofanareaonthenorthside ofHospitalRoad,whichhasbecomethemunicipal waste management depot. The plans show Umdoni as the owner, but corresponding title deeds are missing. For Umdoni to sell it to the Department of Health (DOH) requires that this be rectified.

A council meeting in November 2011 approved the sale of a section of Hospital Road to the DOH, along with the sale of the depot. That sale was not ratified — the municipal manager signed off in April 2013, but he signed the wrong document.

ed that thought out of hand. On the other hand, the council had no sight of the requisite plans for approval, but the DOH could, and did, argue that it had a signed agreement of sale.

Ideally, DOH would like an additional area for parking and a taxi drop-off zone. Umdoni has such a site, but the corresponding section of road is not registered in its name, and would need to be to transfer it.

Providing the price is right, a deal which suits both sides and is beneficial to the community could be achieved soon, councillors agree.

He is passionate about his communityandisdetermined to make a positive change.

“I believe the area has a lot to offer and that we need to market ourselves better and not belittle ourselves as ‘the town on the south,” says Van Schalkwyk. “Crime fighting needstobethecentreofourattention.Thenegativepublicity that transpires outside our province is one of the factors affecting tourism. We would like to assist tourism business members in our area to apply for signage within the correct channels.”

rounding areas. He intends focusing on establishing six tourism channels — activities tourism, business tourism, retired tourism, medical tourism, educational tourism and cultural tourism.

The committee would like to assist businesses in the area to apply for signage to gain maximum exposure.

“I would like to focus on local tourism, keeping our locals spending locally so we can af-

ford to improve on our service levels.”

He says that ideally, the Sapphire Coast Toti Tourism organisation needs to be looked at from a business point of view as the marketing division for the town.

He acknowledges that there will be challenges ahead: “My focus is to find the solution to these challenges, inordertoensurethebestoutcome.”

Van Schalkwyk is well awareofthecoreissuesfacing locals as he has been involved in the local tourism committee for the past 10 years.

He believes the success of the committee can be attributed to the intricate role previous chairmen have played in uplifting the area.

“My predecessor, Kim McCarthy,haslaidthefoundation for this community tourism organisation. She has given many thankless hours of her time, and I acknowledge her for the ground work she has done.”

remanded in custody until Tuesday, 10 September. It is believed that he is wanted on a warrant of arrest after he skipped bail in a burglary case in Berea, Durban.

ACCORDING to the deputy head of technical services in the Umdoni Municiplity, Siphiwe Gumede, repairing failed streetlights is a priority.

He reported that 34 had been fixed in Ifafa, 19 in Malangeni 16 in Elysium and five in Park Rynie while Bazley and Umzinto are the next priorities.

Failing lights in Umzinto are also attributable to cable theft which is a more demanding exercise than replacing globes.

Ward 10 Councillor Kenny Armugam reported that lack of lighting in areas such as Pennington and Park Rynie continued to attract strong criticism, particularly as it is perceived as encouraging house breaking and other crimes, including a recent shooting. He argued that a

The Proudly Toti award is presented monthly to a resident in the greater Amanzimtoti area who goes the extra mile for the community. Cllr André Beetge, who initiated the project, says there are so many people who selflessly give of their time and resources to improve or maintain the environment in which they live and work every day. These people are seldom thanked for this, but they have taken it upon themselves and while it is but a small gesture to recognise and acknowledge what these people actually do, it will hopefully encourage others to do the same.

Beetge encourages residents to take ownership of their community and says these tasks do not have to be major exercises. People are welcome to nominate any resident they feel deserves this award and can contact him with their nominations.

THE worthy recipient of the Proudly Toti award for September is Maureen Rolling, a car guard at the Kingsburgh Centre.

The award is given each month to an individual in recognition of selfless effort, outstanding community involvement and helping to ensure a legacy for the future.

Rolling has been in the news recently because her quick actions averted an armed robbery at the Kingsburgh Centre on Thursday, 8 August. She helped stop a robbery which put her life in danger when one of the robbers fired shots at her. Fortunately she was not hit and the robbers fled empty handed.

Rolling only realised after the incident how dangerous the situation was and how close she came to being shot, but for her, “it’s all in a day’s work”.

“I am doing my job and I do it with pride. I’m thankful that I wasn’t hit, but I’m very religious and I believe that I enjoy the protection of the Lord, especially when I’m on duty,” she told the Fever.

“Doing this job brings me in contact with all kinds of people. Some are friendly and some are tolerant while others are rude. But I love people and I read their body language which is a huge advantage helping me in knowing how to approach them,” says Rolling.

“People don’t realise it, but we do more than looking after parked vehicles. Besides confronting the elements daily and sometimes dangerous situations, we also interact with the people. Sometimes the elderly have no one to talk to, and the small talk we make with them is welcome interaction for some of them who are often very lonely.

I also accompany them to the ATM because some are too scared to withdraw money alone, and feel safer when I’m with them.”

She is married to Brian, but has two children, Eben (25) and Fransisca (23) Roux, from a previous marriage. Rolling is proud of her children who she says are an inspiration to her. Fransisca is a qualified social worker and is studying law while Eben is studying towards a degree in HR management.

ELEVEN people and four sheep were injured after the bakkie they coast were travelling in overturned on the N2 North near the Amanzimtoti River on Saturday, 7 September just after 11am.

The bakkie was travelling fromMtwalumeontheSouthCoastto afunction in Pietermaritzburg when it overturned. Paramedics and the emergency services found the injured lying next to the highway. In Brad street, Spar manager Daniel Reddy says that “access to the shop is relatively unaffected but at yearend, the lack of parking could prove more of a problem”.

Strength in unity THE Upper Coast Fever has highlighted several clean-up and community-assisted projects that are currently under way.

The clean-up in the Amanzimtoti CBD is welcome news, highlighting the fact that communities, and in this case gym members, aren’t sitting back, waiting for municipal intervention. They care, they are prepared to assist and they want to be proud of their area.

Amanzimtoti Cares is another case in point of helping those less fortunate.

Bringing an unsavoury situation to the attention of the public and the authorities is another way of helping to clean up areas.

Revealing the prostitution problem in Kingswayisanotherexampleofpublicparticipation to help clean up.

If communities, and of course, municipalities, the SAPS and those in power, work as one, together, slowly but surely, the areas in which we live will become those we can all be proud of.

KZN low-cost housing crisis Dear Fever, A RECENT parliamentary reply from Human Settlements MEC Ravi Pillay has revealed that R428 million worth of low-cost housing projects in the province look set to be abandoned. This follows the disclosure that a building contractor, Stedone Civils is facing liquidation.

Stedone is the recipient of several government contracts in the past, particularly from the KwaZuluNatal education and health departments. According to the reply, the KZN Human Settlements department awarded contracts to the value of R469 865 899 to Stedone during the past two financial years. The projects are located at 10 municipalities across the province including eThekwini, uMgungundlovu, Uthukela and Zululand. Work has stalled in eight of the 10 municipalities after the contractor was unable to pay sub-contractors.

The MEC admits that Stedone will not be able to complete the work in the vast majority of cases, while some projects are “currently under review”.

Meanwhile, the department has already paid R247 811 420 to the contractor.

The DA is highly disturbed by these revelations and will submit a number of questions to the MEC. In particular, we want to know whether Stedone has been paid for work not yet completed and, if so, why monies were handed over and how the department will retrieve this money. The DA expects the MEC to launch an immediate probe into this matter so that these questions can be answered.

Contempt for law and justice Dear Fever, THE fact that charges have provisionally been withdrawn against the accused in a case of alleged corruption by a Road Traffic Inspectorate officer, reportedly because evidence that the accused had taken a R200 bribe was not adequately presented and proven in court, is unfortunate but necessary in terms of the fair administration of justice.

The message is that a law officer is automatically immune to prosecution whereas he or she should be even more accountable for honesty and integrity. They have brought shame upon the entire law enforcement community and the criminal fraternity, among others, will take note.

Nobody is guilty until convicted but, as the defence and the magistrate indicated, that proc-

ess is not necessarily completed by provisionally withdrawing the charge. It amounts to “not proven” and can be reinstated at the prosecution’s discretion. On the other hand, “not guilty” can only be turned over within a short, defined period, by a superior appeal court in specific circumstances.

Otherwise,theprincipleofdouble jeopardy holds sway. Hopefully, in the very unfortunate circumstances of this case, the state will consider its option.

Censorship is the way to go Dear Fever, DOwereallythinkweareamature enough society that can decide what is right and proper for us to read, watch or listen to?

Do we think we know better than social experts to decide that aparticularbookorfilmshouldbe in the public domain? Should we not leave those decisions to our betters to decide about public exhibition?

Surely it’s easier for the man in the street not to be burdened with protecting his wife and children from undesirable material — I’m thinking of TV scenes of nudity andsexualcontentthatcouldconfuse and frighten our innocent and sensitive family members.

I’m not only looking to churches to safeguard for our spiritual and moral wellbeing but political issues would also be better administered by suitably trained staff.

The so called “Secrecy Act” appears to have been put on the back burner — which I feel is a shame.

Free access to sensitive political information could give rise to a lack of confidence the public have in our guardians of constitutional stability. It is much better not to know by how much and by whom you are being cheated, don’t you think — like during the old Nat days.

After showing two people making love (although it’s the most natural of acts), there it is outrage, but we see firearms blazing away, cars and buildings and people being blown to kingdom come and we don’t turn a hair — and it’s called entertainment — and we are surprised that we live in such a violent society.

No, enough of all this transparency, censorship is the way to go.

Shutting down drug units Dear Fever, I HAVE addressed the following open letter on behalf of the Democratic Alliance to KwaZuluNatal Community Safety MEC, Willies Mchunu, calling upon him to present an executive statement to members of the provincial legislature as follows: We call upon you to outline the reasons for the closure of successful specialist drug and tracking teams in the province and explain how your department will fight the war against crime without them. According to a 12 August letter from KZN Police Commissioner, Mammonye Ngobeni, to cluster commanders in the province, drug squad teams are to be immediately disbanded and members returned to their stations.

TheDAisoutragedbythisdecision which has far-reaching implications. It is clear that neither you nor the Commissioner fully grasps the devastating role that drugs play when it comes to crime. There is a strong link between drug use and violent crime.

Drug use is on the increase at every level of society — urban areas and townships are full of young people who have succumbed to thisscourge.Yet,ratherthanreinforcing already successful antidrug units, the commissioner — with your backing — has seen fit to disband them.

It is understable that it wants consumers to go to its stores every day for its daily specials, but is this fair to the consumer, especially with the high cost of fuel.

is doing us a favour having these daily specials, but at the same time, increasing our fuel useage.

I think that specials should be valid for the whole week, ensuring that customers can purchase what they want in one day and not have to return to the shop every day for the specials. So PnP, help us save by reducing our fuel costs.

FTER the article in the Fever abouttheallegeddruguseat the Amanzimtoti Post Office boxes,wereceivedcallssayingthat what was found at the boxes was in fact whoonga.

“The tinfoil in the photograph is evidence of the use of whoonga,” James Austin, manager of the Toti Rugby Club told the Fever.

“It’s a widespread problem in Toti and associated with many crimes. Users will do anything to get their next fix and usually turn to crime in order to afford to feed the habit,” Austin said.

Whoonga is a cocktail made from marijuana, rat poison and antiretroviral drugs. It has been around since 2010, mainly in the impoverished townships around Durban, where it also seems to have been invented.

The drug is highly addictive and users experience cravings after the first use. The high lasts for 45 minutes after which the user experiences severe stomach cramps which are only (temporally) relieved by a fresh dose.

In February 2010, Vumani Gwala from Durban, who runs a music recording company, started the Whoonga Free project to help rehabilitate addicts. According to him users are mostly unemployed young people.

As soon as they start using, they decay into a world of crime to support the habit. Unfortunately, the project closed in March 2011 due to a lack of funding.

Whoonga (also known as Nyaope or wunga) is a street drug that has allegedly come into widespread use in South Africa since 2010, mostly in the impoverished townships of Durban.

Although, it is claimed to be appearing in other places in South Africa as well. It is infamous for allegedly containing antiretroviral drugs for HIV, but its exact ingredients are subject to many urban legends. Some versions are whoonga contains classic psychoactive drugs like dagga (marijuana), crystal meth or heroin potentiated by interactions with ritonavir whoonga contains efavirenz (alone or with the ingredients mentioned above), which supposedly has psychoactive side effects.

Eyeopening whoonga story shocks

Dear Fever, I DO not normally go out of my way to get a copy of local newspapers as I read the national ones, but last week my friend suggested that I grab a copy of any Fever publication and read it for a change. I managed to get hold of the latest Upper Coast Fever and was pleased, and shocked, with some of the stories.

IamaretiredSouthCoaster, who tries not to concern herself with politics, municipalities or councillors at my age. However, the one story that I found to be interesting andwhichcaughtmyeyewas the front-page story titled “Whoonga use rife in Toti”.

How terrible and how shocking,andrightundermy nose. I live near the Toti post office and have seen bits of tinfoilattimes,butneverever thought it might be from drug use. I thought it might have come from someone’s lunch wrapping. How naive I am.

It is also very sad to read that the Whoonga Free Project had to shut its doors, and as the editorial comment reported, one hopes that the municipality might do something about helping with finance so that it can reopen and help those addicted to whoonga.

HE continual growth of karate on the South Coast was underlined at the second annual Ugu Regional Karate Championships that took place at the Ugu Sports and Leisure Centre in Gamalakhe on Saturday.

Held under the auspices of Karate KwaZulu-Natal and Karate South Africa, this tournament was open to World Karate Federation-affiliated clubsonly.SevenSouthCoastkarate clubs from Scottburgh, Port Shepstone, Uvongo and Margate participated, with 122 individual entries spread over age groups from five years to Over-50s.

Morethan100individualmedals and four sets of team medals were awarded during the course of the day. The two most successful clubs

Vrey, who is also the chairman of Ugu Karate, said South Coast karate had made major strides in terms of development over the past year.

“Wehadasignificantincreaseinentries this year which is a testament to the growth of the sport in the Ugu district. The development of karate

on the South Coast is our major priority, so it’s great to have such a positive turnout,” Vrey told the Fever.

“Thanks to the KZN Department of Sport and Recreation, who sponsored the cost of hiring the venue and provided the medals, and to South Coast Tourism for the interest shown in promoting the sport.”

GARY van Wieringen of Warner Beach was edged to the men’s masters (Over-35) title at the South African Masters Surfing Championships, which ended in consistent four-six foot surf at Outer Pool in Mossel Bay on Sunday.

The surfer who most impressed at the eventwasdefendingmen’smasterschampion and current world masters champion Greg Emslie (Border), who has now won gold in the three national championships he has competed in.

Emslie posted a massive 16.25 heat score in the final, which was the highest score of the day, to beat Van Wieringen into second place forthesecondyearinarowwithMikeFrew(Zululand) taking third spot and Paul Canning (KZN Central) finishing fourth.

Former world masters champion and multiple South African champion Heather Clark of Port Shepstone turned the tables on 2012 champion Tasha Mentasti (Southern Cape) to add another gold medal to her overflowing cabinet. Mentasti pushed Michelle van Kempen (EP) into third spot with Tammy Robarts (Boland) taking fourth.

The Border team underlined their dominanceofmasterssurfingastheywontheinterprovincial South African Masters Cup for the seventh year in a row and provided six of the 28 finalists, with three of these finalists winning gold.

Other Border champions were Wayne Monk, who won the grand masters (Over-40) title and Border Surfriders chairman, Gareth Sepp, who took the honours in the kahunas (Over-50) division.

Monk won a unique grand masters final which saw three surfers who represented South Africa at the 1992 ISA World Surfing Games in Lacanau France face each other.

Monk, the team captain in Lacanau, beat his 1992 teammates Carl Roux (Southern KZN) and Vince King into second and third place respectively.

In 2009 when Mossel Bay last played host to the South African Masters Championships, popular local surfer and coach Llewellyn Whittaker took the honours in the senior (Over-30) division.

Showing that local knowledge is invaluable, Whittaker secured himself another gold medal and hosts Southern Cape’s only title when he beat defending champion Tyrell Johnson (Border) into second place. Alan Johns (Zululand) was third and Kelvin Zehmke (EP) came fourth.

Former national team member Robin Lavery of Zululand made a welcome return to contest surfing with a victory in the grand kahunas (Over-50) division. Steven Hair was second, just .15 ahead of Southern Cape teammate Colin Buitendag while another South African legend, Mike Burness (KZN Central), had to settle for fourth.
