Our understanding of ALGA initiative: Strategic Intent of the initiative

Design an international program

for high quality e-Learning courses in Local Government. Develop Content specific to meet the needs of Government. Facilitate homogenization in the field of local government regulation and capacity building.


Foster cooperation and collaboration between Universities, research organizations through the exchange of course material and exchange programs involving researchers & civil servants.

Consolidate existing e-Learning courses on a single platform. Create communities of practice and document best practices in different fields of administrative process and practices.


CONCEPT SUMMARY • ALGA aiming to have a portal to provide dynamic electronic environment which would contribute to dissemination of e-learning initiatives. • The project aims at activating content exchange for approved training courses according to technical and pedagogy criteria, as well as providing opportunities for investing in human capital and the specialized knowledge of the working groups of Practitioners and those interested in e-learning. • The Portal shall be an effective communication channel among various countries to employ the best technologies used in activating the communication process.

Phase 1

Formulate a detailed Work Plan for implementing the e-training Pilot phase:

• In partnership with BIPA, review all activities on the Project to date before formulating the Pilot Work Plan and framework • Review relevant strategies, documents and plans related to local governance development in Africa, etc. • Identifying the e-Courses for the Pilot phase • Identifying the local governments for the Pilot based on recommendation by ALGA. • Outline the awareness campaign to be undertaken within the participating local governments for the e-Training Pilot phase

Phase 1

Formulate a detailed Work Plan for implementing the e-training Pilot phase:

• Plan the monitoring of the Pilot process (the evaluation and full roll-out to preselected local government will take place in the next phase) • Detail the schedule and time plan for the implementation of the Pilot phase • Provide advice on visiting other countries with advanced e-Training systems in the Public Sector/local governments to review and learn from their experiences. • Compile a report with a recommended new Work Plan to achieve the full project objectives, with activities and a timeline for those activities. • Recommend a budget for each Activity.


Phase 2

Provide technical support for the procurement, adaptation and creation of content for the e-training system

• Propose suitable LMS to meet the needs of the ALGA and its partners. • Provide high-level guideline for identifying training requirements for local governance through pilot training needs analysis and benchmarking. • Select training courses to be converted to eTraining courses, in addition to which courses should be selected for English, French and which to be translated into Arabic. • Conclude what content will need to be created or purchased.

Phase 3

Identify gaps in capacity of the e-system and within the Local governments.

• Propose a development plan to fill these gaps in order to enable effective implementation of the Pilot phase itself as well as the Monitoring & Evaluation of the Pilot phase and the full implementation of the e-Training programs.

Phase 4

Launch, Manage and Monitor the Pilot phase, utilizing BIPA LMS

• Monitor, analyze and evaluate the LMS system itself, for amendments required prior to the full roll-out • Monitor the course content • Monitor the satisfaction of the course attendees • Monitor the capacity gaps • Write a report on the successes and the challenges faced, making recommendations for improvements for the full roll-out 4 weeks


Phase 5

Develop and design organizational structure including the following:

• Proposed structure for eTraining unit • Hierarchy of authority • Formal and informal groups and their effect • Span of control, line manager, staff members • Communication network • Job description for each position 4 weeks

• Understanding Learning Theories • Designing eContent • Adopting content management system • Managing Learning Management System LMS • Performing TNA exercises independently • Designing learning games • Designing learning nuggests 3 weeks
