In a significant step towards enhancing maritime collaboration, the Panama Maritime Authority has signed a Memorandum of Understanding (MoU) with the UAE’s Ministry of Energy and Infrastructure. This MoU sets the stage for the development of the BluePass project.
WITH BluePass, Panama-flagged vessels will enjoy a host of benefits offered though the platform as the features evolve into a digitized maritime services. These services encompass various maritime businesses such as shipyards, service providers, and other companies registered in the BluePass database, ensuring comprehensive support for visiting vessels.
This direct access fosters mutual benefit, promoting stronger economic ties between the two maritime nations.
The MoU was officially signed by Her Excellency Hessa Al Malek, Advisor to the Minister of Energy and Infrastructure, in collaboration with Captain Al Breiki, CEO of NeoNautica for Ship and Boats Trading, and Her Excellency Rebeca Pérez Cervantes, Ambassador of Panama in the United Arab Emirates.
As the BluePass project rolls out, it promises to enhance the maritime experience for Panama-flagged vessels, fostering a global maritime community that prioritizes efficiency, cooperation, and mutual growth.

Etihad Rail, the developer and operator of the UAE National Rail Network, has signed a Memorandum of Understanding (MoU) with COSCO SHIPPING Ports Abu Dhabi Container Freight Station (CSP AD CFS), the largest Container Freight Station in the region and subsidiary of COSCO SHIPPING Ports Limited (CSP) a leading ports operator in the world. This strategic partnership aims to bolster logistics and connectivity within the UAE, advancing CSP AD CFS’s supply chain efficiency and extending its services across the UAE and wider GCC region.
UNDER the terms of the MoU, CSP AD CFS will utilise the UAE National Railway Network to facilitate seamless transportation of its goods between Khalifa Port and various key logistics hubs and industrial zones throughout the UAE. By leveraging Etihad Rail’s network and strategically located freight terminals, CSP AD CFS will benefit from more productive use of time and resources and more efficient asset management. Through this partnership, Etihad Rail will
provide a multimodal transportation solution that will support CSP AD CFS’s sustainability initiatives, reducing its reliance on road transport, and thus aligning with both parties’ commitment to driving the UAE’s Net Zero by 2050 Strategic Initiative. The UAE National Rail Network aims to reduce CO2 emissions in the country’s road transport sector by 21% annually by 2050, which is equivalent to removing 8.2 million tonnes of CO2 annually.
Commenting on the partnership, Gunther J. Ferk, CEO of Etihad Rail Freight said: “The integration of rail into CSP AD CFS’s operations at Khalifa Port aligns with our commitment to create safe and reliable transport solutions for our customers. Moreover, this collaboration will connect one of the country’s primary ports with catchment areas, enabling goods to move seamlessly within the regional supply chain. As a result, CSP AD CFS will benefit from Etihad Rail’s end-to-end services that combine sustainability, speed to market, and are, most importantly, competitive. These enhanced logistics capabilities will attract more businesses to the region, further establishing the UAE as a global trade hub and contributing to the diversification of the national economy.”

Furthermore, Etihad Rail’s freight rail terminals will be utilised as storage and distribution centres for CSP AD CFS’s goods, streamlining their logistics operations via strategic inland locations for the consolidation and deconsolidation of cargo. By establishing a new rail corridor, the partnership will also enable CSP AD CFS to expand its services in the UAE, bringing them closer to import and export points, and thus further enhancing their market presence.
CSP Abu Dhabi Terminal at Khalifa Port is a sister company of CSP AD CFS, which commenced operations in December 2018. This terminal is a major part of CSP’s expansion into the Middle East and is designed to handle a significant volume of container traffic, with an annual handling capacity of 2.5 million TEUs (twentyfoot equivalent units) and plans to increase this capacity to 3.5 million TEUs.

LIMA, PERU | JUNE 21, 2024 – DP World has completed a major $400 million expansion project at the Port of Callao in Peru, boosting container handling capacity at the South Terminal by 80% and solidifying Callao’s position as the key gateway for global trade on the west coast of South America.
THE Bicentennial Pier expansion project extends the pier from 650 meters to 1,050 meters, making Callao one of the few ports in South America capable of accommodating three vessels (or two mega-vessels) simultaneously.
The project increases handling capacity from 1.5 million TEUs (twenty-foot equivalent units) per year to 2.7 million TEUs, while the container yard space has also been expanded to a total of 40 hectares.
The project is a key part of DP World’s ambitions for Latin America, announced last month. Given its proximity to the capital, Lima and complementing the growth of nearby Jorge Chávez Airport, the development elevates the Port of Callao from an efficient port to a premier logistics hub for the entire region.
Sultan Ahmed bin Sulayem, Group Chairman and CEO of DP World, said: “The Bicentennial Pier project is a landmark achievement for us in Peru. Our $400 million investment represents our unwavering commitment to supporting region’s economic growth and solidifying Callao’s position as a premier logistics hub, setting a new standard for sustainable port operations in South America. Carlos Merino, CEO of DP World in Peru and Ecuador, said: “The completion of the Bicentennial Pier expansion marks a transformative moment for the Peruvian economy. The Port of Callao is the economic heart of Peru, handling over 90% of the country’s containerised cargo, with 60% of that cargo moving through the South Terminal. This expansion significantly enhances our capacity and operational efficiency. In conjunction with other DP World ports in the region, it solidifies our commitment to enhancing the connectivity and economic vitality of Peru and the entire region.”
Along with the pier extension and container handling, the project also adds state-of-the-
art electric-powered equipment, including 15 electric cranes and 20 electric ITVs (internal transport vehicles). This makes it the first port terminal in the world to acquire a fleet of this magnitude.
Merino added: “This expansion is not just about increasing capacity; it’s about setting a new standard for port infrastructure in South America. By integrating state-of-the-art electric-powered equipment and implementing
sustainable practices, we are leading the way towards a greener and more efficient future for global trade.”
Additionally, the terminal now hosts the first electric charging station for trucks in Latin America. The 2-megawatt station will support DP World’s fleet of electric ITVs, reducing CO2 emissions by more than 2,000 tons per year and promoting a sustainable energy transition in the Peruvian market.
In a landmark development, UAE’s Magellan Capital has announced the acquisition of a majority stake in Danmarks Skibskredit (Danish Ship Finance) from private equity group Axcel and Danish pension funds PFA and PKA. The Danish Maritime Fund will maintain its 10% shareholding, while Axcel retains a 5% stake for up to two years to ensure a smooth ownership transition.

1. Can you share a brief overview of your professional background and career journey leading up to your current role at Bureau Veritas?
I began my career in the maritime industry with Kuwait Oil Tanker Company (KOTC) in 1985, entering through a scholarship program that enabled me to train as a marine engineer at South Tyne Side College in the UK. This rigorous training laid a solid foundation for my career at sea. I advanced through various ranks, ultimately achieving the position of Chief Engineer. My tenure at KOTC was marked by extensive experience aboard a diverse range of vessels, including Very Large Crude Carriers (VLCCs), Very Large Gas Carriers (VLGCs), Aframax, Panamax, and Medium Range (MR) petroleum product tankers. This 14-year period at sea equipped me with a deep understanding of maritime operations and engineering.
After my career at sea, I transitioned to shorebased roles where I held several key positions such as Technical Superintendent, General Superintendent, and Manager across various departments including Fleet Engineering, Fleet New Building, Fleet Personnel, and Marine Agency Branch & Projects Group. In these roles, I gained valuable experience in managing technical operations, overseeing new shipbuilding projects, and handling fleet personnel. In 2022, after a long and fulfilling career at KOTC, I joined Bureau Veritas Marine & Offshore as the Commercial and Business Development Director for the Middle East Region. This role marks an exciting new chapter in my career, allowing me to leverage my extensive experience to drive business development and commercial strategies for Bureau Veritas in the region.
2. What approaches do you use to build and maintain strong relationships with key clients and stakeholders in the region?
Building and maintaining strong relationships with key clients and stakeholders is crucial in my role. Our approach at Bureau Veritas starts by building trust, understanding the client’s needs, and delivering exceptional support. I prioritize personalized engagement, which involves regular, transparent communications and a deep understanding of each client’s unique challenges and objectives. Bureau Veritas played a pivotal role in the groundbreaking project involving the design and classification of ADNOC’s remotely
operated supply vessels. This initiative was a collaborative effort between ADNOC Logistics & Services (L&S), SeaOwl, and Bureau Veritas. The project aimed to create innovative vessels capable of reducing CO2 emissions by up to 30%, a significant stride towards ADNOC L&S’s commitment to decarbonizing its operations.
Our involvement began with basic design review which led to granting an Approval in Principle (AiP), a crucial milestone that underscored the feasibility and safety of the vessel designs. This process involved rigorous evaluations and assessments to ensure that the designs met stringent environmental and safety standards. The successful issuance of the AiP highlighted Bureau Veritas’s expertise in supporting cutting-edge maritime projects.
Throughout the project, we provided technical guidance and support, leveraging our extensive knowledge in maritime classification and environmental sustainability. Our role extended beyond mere approval; we actively collaborated with ADNOC L&S and SeaOwl to address technical challenges and optimize the vessels’ design for efficiency and environmental performance. This project exemplifies our commitment to innovation and sustainability in the maritime industry, reinforcing our position as a leader in maritime classification and consultancy.
4. Beyond a Classification Society, what are the key services provided by Bureau Veritas to the marine and offshore industries?
With the changing world we live in and the increased focus on ESG and sustainability, the challenges faced by our clients and the shipping industry keep evolving. Bureau Veritas offers
a comprehensive suite of services across the entire value chain to address these challenges. We assist clients from the initial technical specification review, guiding shipowners on various aspects of design features related to technical specifications and essential features. Our goal is to future-proof designs, improve vessels’ propulsive efficiency, and enhance redundancy and hence enhance reliability.
We provide guidance on shipyard capabilities, ensuring that the chosen shipyard can meet the technical and quality requirements of the project. Our expertise also extends to advising on the commercial viability of vessels during their service life, helping clients optimize operational performance and reduce costs. This cradle-tograve approach includes overseeing the entire lifecycle of the vessel, from construction to safe recycling.
Additionally, we focus on safe handling and recycling of hazardous materials, ensuring compliance with environmental regulations and promoting sustainability. Our holistic approach addresses both technical and commercial aspects, enabling clients to navigate the complex landscape of modern maritime operations. By integrating our extensive knowledge and expertise, we support our clients in achieving their operational and sustainability goals, reinforcing our commitment to driving positive change in the marine and offshore industries.

Today, people know him as a sailor, though few can distinguish between a marine engineer and a deck officer. In his social media journey, he achieved remarkable views, exceeding 50 million in less than a year, and amassed over 400,000 followers in about eight months. These numbers reflect the importance of this field and the public’s need for education about it, given that maritime trade accounts for 80% of global goods exchange while its workforce constitutes only 1% of the world’s employees. Looking at these figures, it becomes clear that this field is connected to everyone, being the foundation of civilizations for thousands of years and a bridge between nations.
This year, Hamad released his first book titled

THE Liberian Registry’s commitment to decarbonization is unwavering, embarking on an ambitious journey to reduce greenhouse gas emissions in the shipping sector. successful Joint Development Project with HD KSOE, LR, and the Liberian Registry marks a significant advancement in emission reduction technology.
Additionally, at Posidonia 2024, the American Bureau of Shipping (ABS) and the Liberian Registry announced AiPs for HD Hyundai Heavy Industries (HHI) and Capital Gas Ship Management (Capital Gas) for a very large ammonia carrier (VLAC) design. The Ministry of Energy and Infrastructure (MoEI) hosted a session titled Zeroing Government Bureaucracy in the UAE Maritime Sector, in line with the Zero Government Bureaucracy Program, an initiative launched by the UAE government to eliminate redundant government procedures and unnecessary requirements by cancelling no less than 2,000 government procedures and halving the time taken to carry out services.
HOSTED at Expo City Dubai, the session was headed by Her Excellency Eng Hessa Al Malek, Advisor to the Minister for Maritime Transport Affairs at MoEI. It drew a wide participation of representatives of maritime government and private entities, who explored ways to develop services and reduce unnecessary steps, ultimately improving the customer experience.
They discussed multiple ambitious initiatives that can enhance the efficiency and transparency of services and expedite their delivery. A number of suggestions were made by the participants, including establishing an integrated e-system that digitally processes all maritime government transactions, reduces paper document requirements, and leverages advanced technologies, such as AI, to improve services.
Her Excellency Eng Al Malek said: “The session is part of our ongoing efforts to improve our processes and remove barriers that can hinder the progress of the maritime sector. It is in line with the UAE Government’s commitment to raise efficiency of all economic sectors, particularly the maritime sector – a key pillar of our national economy. Zeroing bureaucracy contributes to our vision of positioning the UAE as a leading global hub for the maritime industry. It will also enhance economic growth and attract foreign investments.”

The Roads and Transport Authority (RTA) has signed an agreement with Swaidan Trading Company to trial an environmentally friendly hydrogen bus in Dubai’s climate and operational conditions. The agreement was signed by Ahmed Hashem Bahrozyan, CEO of RTA’s Public Transport Agency, and Swaidan Al Naboodah, Managing Director of the Company. This initiative is part of RTA’s efforts to provide sustainable, eco-friendly public transportation.

The experiment will involve testing the challenges and opportunities related to the production and supply of hydrogen fuel in the emirate in coordination and cooperation with all partners, mainly the hydrogen supplier ENOC. This ensures the bus operates sustainably and integrates fully with Dubai’s environmental mass transport system.

DUBAI South, the largest single-urban master development, announced the successful completion of the first stage of the UAE’s autonomous vehicle trials in partnership with Evocargo. During the
trials Evocargo checked and validated hardware, software, and reliability of its unmanned electric truck, the Evocargo N1, for future service in the Logistics District.
