In a competitive world, it pays to be ready for action and have the right expertise, argues property finder Robert Bailey
Competitive bids for the most desirable properties have become the norm. Both buying agents and unrepresented buyers are vying for the best homes, but the latter is almost always at a disadvantage. In such a cutthroat market, those not well versed in how to navigate the process are either overlooked or put under tremendous pressure. I’ve seen many instances where buyers have paid well over the odds. This may eliminate the competition - but at what cost? Securing the contract is of vital importance in these situations. Once the contract’s issued, if the vendor chooses to switch horses to another buyer, under Law Society rules the first person to whom the contract was sent has to be notified. Therefore, the buyer who’s in receipt of the initial contract is in a much stronger position. Generally, vendors’ solicitors are loathe to reissue the contract, so this buyer has a bit of breathing room in which to conduct due diligence. However, contracts aren’t always issued to the buyer with the highest bid, and this is where an experienced buying agent comes into his own. Often it’s the buyer who can gain the vendor’s confidence in his ability to complete quickly without any complications. We ensure our clients have a 10 per cent cash deposit at the ready and the remaining funds are available within 30 days. An experienced, fast-working conveyancing solicitor is briefed on the situation and ready to act. Once the contract’s secured, we then commission a structural survey. This is more for peace of mind and gives an estimate of any refurbishment costs. If the home is being sold by a developer, we always insist on a defect liability period to remedy any issues that may arise subsequent to the sale. Vendors have their roles to play too. Frequently selling agents are demanding a 48-hour exchange period, but their client is not prepared to act this quickly. It’ s down to the vendor’s solicitor to ensure that planning permission has been documented, building control certificates issued, a property information questionnaire completed and local authority searches have been conducted along with details of the tenure. Without this information, solicitors are going to be reluctant to exchange contracts. Too often people are advised to spruce up their house before putting it on the market, but that is only part of the equation. To be able to move rapidly in this market, both vendors and buyers must be organised, have their finances in order, good solicitors and the ability to negotiate in a clear and decisive fashion. La Dolce Vita London style Cheryl Markosky brings you the latest word on the streets If you love pasta, parmesan and Puccini, then the thought of Italians accounting for 8 per cent of foreign buyers in London since January (beating Russians to the top spot) might make you want to crack open the Prosecco. According to Knight Frank’s latest central London index, it’s la dolce vita in the capital, where prices have risen by 11.6 per cent and the volume of sales by 85 per cent in the year to February. Liam Bailey, Knight Frank’s head of residential research, says, “The rationale for the revival has been well-rehearsed: weak pound plus capital flight plus rising global wealth minus thin supply equals rampant price inflation. An examination of market data confirms that the process seems set to deliver further growth, at least in the short term.” Demand from new applicant registrations – Italian or otherwise – has risen by 15 per cent in the past year, while the £5 million-
plus segment has climbed by 26 per cent. But the most positive indicator is sales volumes, points out Bailey. Even after an additional 11 per cent price rise over the past year, strong purchaser demand has led to higher sales volumes feeding through to exchanges, which are up by 43 per cent year-on-year. A ‘spring bounce’ of 2.5 per cent means London asking prices are near a record high due to a shortage of supply, says Rightmove, which spots signs of continuing market confidence in the capital: 24 per cent of respondents say they feel the current market favours sellers – double the figure for the rest of the UK – and 54 per cent view property as a lower risk asset class in these uncertain times. Miles Shipside from Rightmove puts part of the bounce down to more ambitious pricing of property in the early months of the year, partly due to estate agents vying for new seller instructions. “With the ongoing shortage of new sellers, prices will rise where the local market or a particular agent is short of a type or style of stock.”

Olympic countdown Cluttons anticipates that the majority of the 2 to 3 per cent growth forecast in central London this year will be concentrated in the first half in the run-up to the Olympic Games. This presents a window of opportunity for homeowners to take advantage of above-average growth, at a time when prices elsewhere are subject to falls. Cluttons head of research Sue Foxley says that despite distressed sales due to unemployment outside the capital: “Prime central London continues to see robust demand and price growth, with an upturn in enquiries from buyers in Greece and Italy who are seeking the security of a London investment, which is worsening the supply drought.” She adds that London homeowners, who have been biding their time before making a move to the suburbs, “can benefit from perfect conditions over the next three months, when we anticipate the majority of this year’s London price growth will take place before the Olympics pushes the property market onto the backburner. Prime central London sellers can take advantage of prices close to, or in many cases slightly ahead of, the pre-recession peak and
strong demand to secure a quick sale, which combined with falling prices in the suburbs, will enable them to trade up to a much larger property.” Ed Mead from Douglas & Gordon concurs that there’s little doubt the market has potential, with the highest number of buyers registering in 12 months. He believes the domestic market’s picking up quickest with low-tomid-level flats selling at last. “The higher end is proving a little stickier in early 2012 as foreign buyers, driving prices north, pause for breath. Perhaps the fact that the properties actually selling are those with nominal price cuts shows prices are reaching their peak,” Mead adds.
Living by the water Not everyone wants to live in the sky. Plenty of buyers want to be close to water, says Sarah Shelley from Knight Frank Wapping (020 7480 6848). “Limehouse has long had a connection with the sea. Names such as Ropemakers Fields and Barge Wharf reflect this nautical past, along with property built for the training and housing of those who worked on the ships,” she explains. Among the seafaring properties for sale is a flat in a former seaman’s mission, originally known as the Empire Memorial Sailors Hostel, built in 1923 to offer housing to sailors coming off ships berthed at nearby docks. The home at The Mission has been refurbished and opened out to provide a reception and dining room, open plan kitchen and two double bedrooms.

Sky-high prices for homes in tall towers Residential tower developments carry an average price premium of 36 per cent over their local new-build rivals, says a new study from CBRE. And the higher you go, the more you pay, with apartment prices increasing by an average of 1.5 per cent per floor. Strata in Elephant and Castle recorded the biggest premium of 68.4 per cent above the local value, followed by Pan Peninsula in Canary Wharf at 57.1 per cent. However, the uplift in Pan Peninsula is arguably more impressive given the larger number of comparable schemes in the vicinity. The biggest floor price premium was at Altitude 25 in Croydon, with the smallest difference seen at The Land Mark and Discovery Dock, both in Canary Wharf.
On the whole, floor price premiums varied within a fairly narrow range from 1.3 to 2.2 per cent. Jennet Siebrits, head of Residential Research at CBRE, says: “Unlike the high rise blocks of the 1960s, tower developments now symbolize luxury living and can add substantial value. They have been designed by famous architects to be provocative and iconic in a way that enhances their brand.” She believes the resurgence over the last decade has recently accelerated, because demand from South East Asian investors has become a driving force in the market. “Attributes like view, aspect, privacy and exclusivity are all enhanced by storey height, and as result, pricing increases from floor to floor.”

General rate rise looks unlikely Lenders not expected to follow Halifax, reports Duncan Farmer
New mortgage for self-employed Kent Reliance building society has launched a mortgage for self-employed borrowers that requires them to provide just 12 months’ business accounts rather than the typical three years. The loan, which has a two-year discount rate of 5.49 per cent for borrowers with a 25 per cent deposit or 5.99 per cent for borrowers with 20 per cent, is available under the Brightstar Financial brand. Kent Reliance and Brightstar look at accountants’ projections for at least the second year, six months’ personal and business bank accounts, and ensure that each applicant has a realistic plan to be able to pay their mortgage. There is a fee of two per cent, which can be added to the loan, and there are no early repayment charges. Andy Golding, chief executive of Kent Reliance’s parent One Savings Bank, said: “Where big banks still seem to be reluctant to lend to small and medium enterprises, we’re prepared to help entrepreneurs by taking an experienced and responsible look at their business potential. We recognise the huge contribution of UK entrepreneurs and small business owners to getting the economy moving and are delighted to make it easier for them to buy property.”
ever since it was introduced. Halifax last changed its cap in September 2008, but the move was beset with problems and it was forced by the Financial Services Authority to write to many of its SVR customers, and also pay compensation. This time around it will have been ultra careful to make sure everything has been done by the book. But does this move mean that Halifax believes the cost of borrowing is about to start climbing? No, says Boulger, although he is puzzled at the timing. “Because Halifax is in this unique position of having a cap it can change, I don’t expect this move to result in any significant SVR contagion,” he says, citing a fall in threemonth Libor rate (the rate at which banks lend to one another) and an increase in lending at low rates to eurozone banks. “If there was going to be a general increase in SVRs, it would have been more logical for it to have happened over the past six months as a result of the increased cost of funds during that time. Now that trend is being reversed, albeit only slightly, there would be less logic in an increase at this stage. Therefore a general upward movement in SVRs is unlikely until the bank rate changes, which looks to be at least two years away.” This change in the rate cap from Halifax certainly puts a whole new meaning to its catch phrase as ‘the bank that gives you extra’. Extra is not always good.
News that Halifax is to raise the rate on its standard-variablerate mortgage to 3.99 per cent led many borrowers to fear that it signalled the beginning of a wider move upwards for interest rates. But this may not be the case, according to Ray Boulger of broker John Charcol, who says that all Halifax was doing was bringing it into line with other lenders. “Halifax is in a unique situation as far as its old SVR is concerned,” he says. “It is the only major lender with an SVR cap which its mortgage conditions allow to be changed. It can do this by giving one month’s notice and allowing those borrowers the opportunity to redeem their mortgage within three months without paying any early repayment charges. “The other major lenders who had an SVR cap, Nationwide and Lloyds TSB and Cheltenham & Gloucester, whose cap is two per cent above the base rate, had no wiggle room in their contracts and so no opportunity to increase the cap.” This is why such a large proportion of borrowers with these lenders are now staying on their SVR of 2.5 per cent. It is also why these lenders introduced a new SVR for both new borrowers and existing customers taking a product transfer from 2009 and 2010 respectively; this new revert-to rate has been at 3.99 per cent

Mutual lenders grant faster New mortgages approved for house buyers in January rose to 58,728, making it the highest monthly figure since December 2009 and up 30 per cent on January 2011. These figures are reflected in Land Registry data showing that average house prices rose by 1.1 per cent in January, with London prices climbing even higher. According to data from the Bank of England, gross mortgage lending increased 32 per cent in January to £1.9 billion, up from £1.4 billion the previous year. Meanwhile, the number of mortgage approvals jumped by more than half, with £1.7 billion mortgages being approved compared to £1.1 billion in January 2011. Another interesting statistic to come out of figures is that mutual lenders have been granting loans at a far faster rate than previously. “New lending and approvals for house purchase picked up across the market in January, perhaps in part due to first-time buyers taking advantage of the stamp duty holiday before it ends in March,” says Adrian Coles, director general of the Building Societies Association. “Lending activity by mutuals was up significantly in January compared to the same month last year, continuing the trend of increased lending by the mutual sector seen throughout 2011.”
More borrowers choose to fix Latest figures from Knight Frank’s Large Loan index of borrowers taking out mortgages of at least £500,000 show that a quarter of them opted for fixed-rate deals in the last three months of 2011, up from a fifth at the start of last year. “Borrowers in the large loan market are still taking advantage of low variable rates and on the whole are viewing this now as a robust medium-term strategy,” says Simon Gammon, managing partner at Knight Frank Finance. “But it is interesting to note that there are increased numbers starting to fix, in part because of the extremely competitive rates, and also because it affords them a degree of certainty that the market has not permitted in recent years.” The figures also revealed that the average variable rate deal was 2.7 per cent and the average fixed rate was 3.7 per cent, and that the overall loan-to-value ratio was stable at about 60 per cent.
INCREASING THE RENT With London rents rising at more than ten per cent a year, landlords should make sure the rent they are charging tenants is keeping pace with increases in the market. Landlords are often reluctant to put rents up by too much in order to encourage tenants to stay on, and while this is admirable in some ways, it does not make financial sense. This extra profit can be used either to clear the mortgage or provide a sinking fund for repairs and maintenance, and once a tenant has become used to a low rent for three or four years, it becomes harder to raise the rent to a market level. As the tenancy comes up for renewal, it is worth checking exactly what the market rent should be, and if the tenant is unhappy to pay much more there are – at present anyway – a queue of applicants willing to take their place.

Report by Tony Usher, senior sales negotiator for Jones Lang LaSalle The regeneration of East London is fast paced and innovative and could end up as an extension of the Canary Wharf district, seeing similar changes to that experienced by the Isle of Dogs over the last 10 years. Canary Wharf and the surrounding areas are already well connected with an underground station on the Jubilee Line, the Docklands Light Railway (DLR), a good range of bus routes and the Thames Clipper river service. Additional benefits from the regeneration are already starting to be noticed, such as the preparation for the East London train line, Boris bikes, and even a cable car to the O2 Arena for the Olympics. People are very aware that property prices still have a lot of potential growth, and with the strong rental market and excellent transport links, Canary Wharf is still very affordable compared to the rest of London. The area’s strong rental demand means that many homeowners are keeping properties to rent out, instead of selling them when they move on. Properties range from ex-local authority flats to multi-million pound apartments. There are plenty of modern developments as well as family townhouses, Victorian cottages, warehouse lofts and the more affordable apartment blocks further south on the Isle of Dogs. The majority of buyers are young
couples who work locally and investment buyers from all over the world. There is huge demand from international investors buying off-plan and within modern developments. We also find overseas buyers seeking properties for their children while they are studying in London. Lots of the smaller apartments are used as midweek pieds-a-terre, while some of the higher-end apartment blocks house a number of celebrities and Premier League footballers. Buyers seeking more space can still find good value homes just a mile from Canary Wharf. A two-bedroom apartment is for sale in the Galaxy Building on Westferry Road with more than 1100 sq ft of space, a balcony and parking for £410,000. These older apartment buildings are often overlooked. Canary Wharf is already very built up and has seen many new developments completed and sold out in the last two years. CQ London (CGI pictured below) is a stylish new development of studios (priced from £164,950) and apartments (two-bedrooms from £320,000) at Limehouse, which is completing now. Aqua Vista, next to Limehouse Cut, has a handful of apartments remaining at prices from £164,950 for a studio or £249,950 for a two-bedroom flat. Islington buyers in bidding frenzy Competition for the scarce number of homes on the market in and around Islington remains lively as buyers do their best to outbid each other and clinch the sale. “The market is still very busy due to the lack of stock and lots of buyers, and we have gone to best bids on the majority of houses that have come to the market this year,” says Jo-Anne Neighbour, associate director of Savills Islington on Upper Street. “We are also busy at the bottom end of the market, and we even went to best bids on a one-bedroom flat at £250,000,” she says. Home of man who saved the Globe It took an American to build London’s finest tribute to England’s greatest playwright. When Chicago-born actor Sam Wanamaker first arrived in London, he visited the site of Shakespeare’s Globe theatre expecting to witness a grand memorial to the bard he idolized.
