EDITORIAL Los grandes cambios se logran a través de grandes líderes La tarea de la modernización del Estado panameño ha tenido como uno de sus ejes centrales a la Autoridad Nacional para la Innovación Gubernamental, institución que tiene como objetivo la transformación de la administración pública para lograr un Estado moderno, eficiente y competitivo, a través de tecnologías de la información de última generación.

Por supuesto que para que las metas se lleven a cabo, se necesitan hombres que lideren los proyectos. En el caso de la AIG, es en el Ingeniero Eduardo Jaén sobre quien recaen las responsabilidades y quien ha sido capaz de dar un gran salto en este cambio planteado 4 años atrás.

Este gran impulso queda demostrado a través de la concreción de los proyectos como Panamá Sin Papel; 3-1-1, Centro de Atención Ciudadana; Internet para todos; Red Multiservicios de Telecomunicaciones, entre otros, los que han sido conducidos por Eduardo Jaén, y que han tenido como resultado un nuevo paradigma en la gestión pública, posicionado como modelo a seguir en toda América Latina. Además, este avance en la adopción de nuevas tecnologías ha situado a Panamá en primer lugar en Centroamérica y el Caribe en el desarrollo de las nuevas tecnologías.

El rumbo está definido. Solo queda continuar ejecutando la Agenda Digital para seguir avanzando en esta dirección que ha instalado a Panamá a la vanguardia tecnológica.

Great change is achieved through great leaders The task of modernizing the Panamanian government has had the National Authority for Government Innovation as one of its main axes – a government institution whose aim is to transform public administration to achieve a modern, efficient and competitive state through cutting-edge information technologies.

To achieve these goals, project leaders are needed. In the case of AIG, responsibilities fall on the shoulders of Eduardo Jaén, whose capable leadership has made this great leap forward possible after 4 years of work.

This great drive is demonstrated through the achievement of projects like Paperless Panama; 3-1-1, Center for Citizens Services (a one stop shop for e-government services for citizens); Internet for Everybody; the Multiservice Telecommunications Network – among others – led by Eduardo Jaén, and bringing forth a new paradigm for public governance, a model to be emulated in all of Latin America. Besides, these advances in the adoption of new technologies have placed Panama first and foremost in Central America and the Caribbean in technological development.

The course has been set. All that’s left is to continue executing the Digital Agenda in order to continue advancing in this direction, having placed Panama on the leading edge of technology. @gustavo_tyn

La modernización del Estado panameño incorporando las Tecnologías de Información y Comunicación es uno de los objetivos primordiales que se puso como meta la Administración del Presidente Ricardo Martinelli y que está llevando adelante desde su creación, la Autoridad Nacional para la Innovación Gubernamental (AIG).

The Panamanian government modernization through adoption of Information and Communications Technology is one of the primary objectives that the administration of President Ricardo Martinelli set for itself from the start, and that it’s being carried forward since its creation for the National Authority for Government Innovation (AIG).

Cuestiones como mejorar los servicios de los ciudadanos y perfeccionar la eficiencia del gobierno y, por ende, optimizar la competitividad internacional del país, son sólo algunos de los rumbos planteados en este camino hacia una Panamá posicionada estratégicamente a nivel mundial.

Issues such as improving services for citizens and increasing government efficiency, and in doing so optimizing the country’s international competitiveness, are just some of the points outlined in the roadmap created to strategically position Panama worldwide.

UN NUEVO PROTAGONISTA: LA AIG Uno de los componentes claves del éxito del programa ha sido la creación de la Autoridad Nacional para la Innovación Gubernamental.

Según comentó el Ingeniero Jaén, “El 1 de julio de 2009 se instala el nuevo gobierno y en agosto de ese año se definió la creación de la Autoridad. En el mes de septiembre se presentó a la Asamblea Nacional y en octubre fue considerada por los Honorables Diputados, quienes la aprobaron creo que unánimemente. Eso también fue una experiencia nueva porque personalmente no había trabajado en la creación de una entidad”.

Cuando tomó posesión del cargo por primera vez, Eduardo E. Jaén lo hizo como Secretario de la Presidencia para la Innovación Gubernamental.

A NEW MAIN CHARACTER: THE AIG One of the key components of the success of the program has been the creation of the National Authority for Government Innovation.

According to Jaen, “July 1st, 2009, the new government was installed and during August of that year, the creation of the Authority was defined. During September it was presented to the National Assembly and in October it was considered for the legislators, who approved unanimously I think. That was a new experience because I personally had never worked in the creation of a new government entity”.

When he first took office, Eduardo Jaen did so as Secretary to the President for Government Innovation.

Later he was appointed as General Administrator of the National Authority for Government Innovation.

At first, “I noticed that we had 34 people in that Secretariat that was completely depend of the Presidency of the Republic, among which we identified 17 people performing programming tasks or working in other institutions. We decided that we would not be a programming center for other departments. What

The law defined that the President of the Republic, or who he designated, was going to be the President of the Council, but Ricardo Martinelli decided that he wanted to preside over the Council directly, which gave it a great impetus and it sent a very clear signal of the importance that the Government was in the process of bureaucratization and state modernization.

With this structure, Jaen said, “things became very dynamic. Once a policy was adopted, it was executed by the rest of the government”.

en estos cuatro años de gobierno, se incluyen la Red Internet para Todos, el 3-1-1 Centro de Atención Ciudadana, el sistema informático que respalda la implantación del Sistema Penal Acusatorio (SPA), los trámites electrónicos de los ciudadanos con el Estado a través de iniciativas reunidas en un programa que han llamado Panamá Sin Papel (PSP), el despliegue de computadoras en las aulas de clases, los sistemas de citas médicas y expedientes médicos electrónicos, las ventanillas únicas para la atención a los inversionistas y los exportadores y los nuevos sistemas para pasaportes, seguridad ciudadana, procesos aduanales y de finanzas públicas, entre otros.

En estos cuatro años ha realizado más de 62 proyectos distintos, enmarcados en 12 programas. Para poner en práctica muchos de ellos, se ha debido romper con muchos preconceptos existentes, como sucedió con la llegada de la nube computacional. “Y todavía tenemos que romper muchos paradigmas más”, confirmó Jaén refiriéndose a estos preconceptos y los retos que supone procurar nuevas formas de hacer las cosas en el Estado.

Existen logros que han traspasado fronteras, como por ejemplo la Red Nacional Internet -Internet para Todos- que ha dado al país un posicionamiento importante y liderazgo en la manera de acortar la brecha digital. Jaén también recalca la importancia de actualizar los programas para mantenerse competitivos.

Al respecto destacó que “la gente piensa que al haber puesto esta red, ya cumplimos con nuestra tarea de banda ancha. Pero no es así: el país requerirá plataformas de banda ancha de 100 Mbps. Por eso es que la AIG está trabajando en dos dimensiones distintas: la dimensión del día de hoy, lo que se puede y tiene que lograr de inmediato y también en la dimensión de lo que vamos a necesitar dentro de los próximos ocho o diez años, propulsados por el ritmo de desarrollo y crecimiento de la economía”.

LOS PRÓXIMOS PASOS Una muestra de lo que se ha hecho en Panamá en materia tecnológica durante la Administración Martinelli queda reflejada en la posición que ocupan en el uso de tecnologías avanzadas, de acuerdo con las mediciones del Foro Económico Mundial: actualmente Panamá está en la posición número 1 en toda Latinoamérica y en la posición número 11 a nivel mundial.

Jaen also emphasized the importance of updating the programs to stay competitive.

NEXT STEPS A sample of what has been done in Panama in technology during the Martinelli administration is reflected in the position the country occupies in the Use of Advanced Technologies ranking, according to measurements made by the World Economic Forum. Panama is currently number one in Latin America and in 11th place globally.

While progress has been made to achieve this ranking, this is only part of the whole Digital Agenda. The programs and projects continue to advance. “The hospital administration systems will be working in leading hospitals and medical centers in the country in the coming years; the academic performance tracking system of each student in the public system also will become a reality”, Jaen said.

Por ejemplo, todo lo que tiene que ver con integrar las plataformas de los sistemas de finanzas públicas bajo el mismo paraguas de un GRP unificado o sistema de administración financiera gubernamental”, destacó el alto funcionario.

Ya todas estas plataformas han sido implantadas. Ya se está trabajando para que esto suceda. Ya tenemos la Ley de Panamá Sin Papel aprobada. Lo que tenemos que hacer es proseguir con el programa”.

“Mucha gente me ha preguntado ¿Por qué los otros gobiernos no lo hicieron antes? No hay respuesta fácil para eso. Pero sé que para hacerlo se ha requerido visión, coraje, determinación y compromiso. Esto lo ha aportado en gran parte Ricardo Martinelli. También hay que reconocer la disponibilidad y accesibilidad de las nuevas tecnologías”, agregó.

Pero no hay duda de que si uno no es perseverante, no va a lograr hacer las transformaciones que el país demanda”.

Un componente muy importante de las responsabilidades de su posición es jugar un papel de predicador: “Hay que predicar las bondades que tiene para el país adoptar y apropiarse del uso de las nuevas tecnologías. Es parte del trabajo para asegurarnos que este proceso de cambios sea exitoso, para que esta trasformación de la gestión pública funcione. Este es el trabajo más importante. Primero, hay que convencer a los que toman las decisiones de por qué un proyecto es necesario; después hay que convencer a los actores o servidores públicos involucrados y finalmente, a la ciudadanía”.

“Tengo mucha confianza de que quien venga después de nosotros, va a preservar la inmensa mayoría de los colaboradores que tenemos aquí. No sólo porque son profesionales de primera línea, gente muy calificada que se ha manejado con gran responsabilidad, sino por el valor agregado que traen para poder mantener el momentum. Sería reinventar algo que no que hay que reinventar”, concluyó.

CUATRO AÑOS DE GESTIÓN

FOUR YEARS OF MANAGEMENT From a technological point of view, there have been many changes that have been generated in these four years of government. All these is a transformation that remarks a “before and after” moment with Martinelli’s administration.

“Para los que han dado seguimiento a este trabajo, creo que esta es una de las razones que ha sostenido la credibilidad de la Autoridad, porque lo hemos hecho en tiempo, lo hemos hecho de acuerdo a lo que habíamos anticipado y lo hemos hecho en presupuesto. También es motivo de orgullo para todo el equipo de trabajo que empezó de cero a planificar esto que ahora comienza a hacerse realidad”, finalizó Jaén.

A nivel centroamericano, se mantiene en el primer lugar en el desarrollo e implementación de las nuevas tecnologías, ascendiendo once puestos respecto al año anterior, ubicándose en la posición número 46 a nivel mundial. El reporte destaca el importante avance que registra Panamá en términos de uso de Internet, la Banda Ancha y el Gobierno Electrónico, programas que forman parte de las iniciativas del gobierno nacional y que impulsa la Autoridad Nacional para la Innovación Gubernamental (AIG), con el fin de reducir la brecha digital e impulsar servicios diligentes con calidad y transparencia a los ciudadanos.

El Ingeniero Eduardo E. Jaén, Administrador General de la AIG, expresó su satisfacción por la evaluación de Panamá y el reconocimiento que se hace al Gobierno del Presidente Martinelli. Al respecto, indicó que “es importante reconocer que aunque hemos avanzado mucho, como se evidencia en la mejora en 11 escaños a la posición 46 del mundo, aún nos falta camino por recorrer para consolidar los procesos de inclusión digital y modernización del Estado”.

El informe global destaca que la visión clara y firme del Gobierno panameño de continuar con los esfuerzos para desarrollar infraestructura nacional para las TICs, se refleja en la duplicación de la capacidad de ancho de banda internacional de Internet y en el número de hogares con computadoras y conexión a la red.

En cuanto al sub-ranking de Disponibilidad de Últimas Tecnologías, Panamá está posicionada primera en toda Latinoamérica y 30 a nivel mundial, mientras que en la Adquisición por parte del Gobierno de Productos Tecnológicos Avanzados, también está posicionada como número 1 en América Latina, y 11 en el ranking global.

También se trabajó durante este gobierno con políticas de Estado bien definidas, entre las que se incluye “la implementación de la telefonía celular con dos operadores y luego adicionar dos más para incentivar la competencia, medida que ha dado una penetración celular de más de 170%, quizás la más alta de la región; bajo el mismo orden de ideas, se ha implementado la Portabilidad Numérica con un concepto diferente al tradicional, con el cual se ha incentivado mucho más la competencia”, añadió.

Otro de los hitos es la implementación de la Ley de Acceso y Servicio Universal, la que ha dado muy buenos resultados, al igual que la implementación de la RNI, Internet Gratuito para Todos, llevado a cabo por la Autoridad de Innovación Gubernamental (AIG).

“No podemos dejar de mencionar que el Estado panameño está implementando la televisión digital abierta (TDT Panamá), con grandes avances en las dos principales provincias de la República de Panamá (Panamá y Colón), lo cual contribuye al desarrollo tecnológico de nuestro país, genera facilidades de más información y contenidos, a través de un medio masivo de comunicación y de fácil acceso”.

Respecto a los motivos que permitieron que todo esto pudiera gestarse, la funcionaria dijo que “Todo lo anterior se ha logrado con la labor profesional y efectiva de esta Entidad Reguladora, sostenida con las políticas de Estado en beneficio del usuario y la participación del sector privado”.

En cuanto a las políticas tecnológicas en las que se deberían seguir trabajando para que esta evolución siga teniendo un ritmo sostenido en el futuro, la funcionario dijo que “Como paso fundamental en cuanto a tecnología se refiere, consideramos importante seguir promoviendo y facilitando a que los operadores de los servicios de telecomunicaciones en Panamá, en especial los de telefonía móvil celular y PCS, evolucionen a nuevas tecnologías, como por ejemplo la LTE, con el cual garantizarían velocidades de 4G puras y mejorarían el servicio de data e internet inalámbrico actual”. “ De igual forma deben evolucionar a la adquisición de equipamiento que reduzca sus costos de implementación y espacio de ubicación, a través de tecnologías armonizadas internacionalmente, aprovechando la economía de de escala, permitiéndoles un 26

Agradezco profundamente la invitación que por tercer año consecutivo me ha hecho la Revista TyN para compartir la satisfacción que tenemos como país, por la adopción y uso de las tecnologías de la información y las comunicaciones por parte de los panameños. Como Gobierno, lo vemos como el camino más efectivo para consolidar la competitividad del país y prestar a los ciudadanos servicios con mejor calidad, diligencia y transparencia.

I deeply appreciate the invitation that, for the third consecutive year, TyN Magazine has made me to share the satisfaction that we have as a country, for the adoption and use of information and communications technologies by Panamanians. As government, we see it as the most effective way to ensure the competitiveness of the country and provide citizens services with better quality, due diligence and transparency.

This time, I would like to write about the progress that Panama’s Government has achieved in the implementation of government modernization programs, so that progress reaches all of us and lead us, as a society, to new stages of progress and competitiveness.

La plataforma tecnológica del Sistema Penal Acusatorio, que hoy trabaja en 2 de los 4 distritos judiciales del país.

El uso de computadores en el aula de clases que se hizo realidad. Mediante este programa se han distribuido más de 180 mil computadoras al 100% de los estudiantes que cursan los grados 10, 11 y 12 de nuestras escuelas públicas. Además, los 40 mil maestros y profesores del sistema de educación pública, cuentan con computadores costeados por el Gobierno.

Los expedientes médicos electrónicos se están implantando en todos los centros de atención médica de la Caja de Seguro Social y del Ministerio de Salud.

El hecho que para finales de 2013, el Estado habrá automatizado más de 150 formularios, decenas de trámites gubernamentales y contará además con el Portal Nacional de Pagos.

El país cuenta con una Estrategia Nacional de Seguridad Cibernética y Protección de Infraestructuras Críticas que ha sido reconocido por la OEA y otros organismos multilaterales.

También vale la pena destacar que a principios de año, se adoptó el Plan Maestro de Gobierno Electrónico de Panamá y mañana presentamos al Gabinete la Estrategia Nacional de Banda Ancha, desarrollada con el apoyo del BID. 48 de las 75 corporaciones municipales de nuestro país cuentan con Internet y herramientas para darle mejores servicios a los ciudadanos.

La plataforma de interoperabilidad gubernamental hoy sirve a 19 bases de datos de entidades públicas.

Ahora las entidades pueden intercambiar información de manera segura, evitando que el ciudadano tenga que aportar la misma.

Podría mencionar muchas iniciativas adicionales pero sería largo de enumerar. De hecho, en estos 48 meses se han trabajado más de 160 proyectos que tienen en común 3 cosas: mejoran la transparencia de la gestión pública, mejoran la calidad de los servicios prestados a los ciudadanos y ahorran dinero a los contribuyentes.

El camino está marcado, nuestros proyectos están bien definidos y estamos ejecutando el Plan Maestro de Gobierno Electrónico con compromiso y sin pausas. Hemos emprendido un desafío que está orientado a potencializar el país, pensando en el futuro y en el bienestar de todos sus habitantes.

El Centro de Seguridad Informática del Estado opera 24x7 con gran efectividad, para proteger la infraestructura cibernética del Estado.

Aún nos falta mucho por hacer; pero no hay duda que al cumplir su mandato, el Presidente Martinelli habrá modernizado el Estado y sus instituciones, institucionalizando el uso de las nuevas tecnologías y haciendo más efectiva y productiva la actividad gubernamental.

Paralelamente, los tribunales de juicio oral realizaron 54 audiencias y el Tribunal de Apelaciones resolvió 92 recursos.

Somos uno solo; nosotros vamos por la misma línea. Con una función diferente pero en la misma línea. Y yo siento que la AIG ha hecho un excelente trabajo con el Ing. Eduardo Jaén y todo su equipo de trabajo”.

Uno de los puntos clave en los que hay que continuar trabajando tanto en Panamá como en el resto de la región es la banda ancha. Primer congreso regional de telecomunicaciones First regional telecommunications congress Buscar un camino común para cerrar la brecha digital al año 2020 en la región fue el objetivo que reunió este año en la ciudad de Panamá a 350 representantes del sector público y privado de 21 países de América Latina y el Caribe, incluyendo Estados Unidos y España, durante el primer Congreso Regional de Telecomunicaciones.

Esta reunión, asociada a la XXIII Cumbre Iberoamericana de Jefes de Estado y de Gobierno, congregó en un mismo lugar las visiones y esfuerzos de los diversos actores de la región, para consensuar estrategias de cooperación pública-privada, analizar las mejores prácticas de políticas públicas y coordinar mecanismos de intervención, que permitan avanzar en un camino común hacia el desarrollo digital, poniendo el foco en la inclusión.

Uno de los puntos que destacaron es la importancia del evento como un ámbito de intercambio integral y efectivo entre agentes multisectoriales, en el que se compartieron y debatieron experiencias y conocimientos que favorezcan el desarrollo de las TIC en la región.

También se destaca la contribución que pueden hacer las TIC a la mejora de la calidad de vida, prestación de servicios de educación, salud y seguridad, así como su impacto en la transformación social y productiva, generación de empleo, creación de valor agregado local, y la competitividad. Entre los presentes estuvo Diego Molano Vega, Ministro de las Tecnologías de la Información y las Comunicaciones de Colombia, quien indicó que “Las telecomunicaciones son fundamentales para solucionar los problemas que tenemos los latinoamericanos: la pobreza y la desigualdad, y las TIC son una herramienta maravillosa para lograrlo.

El Congreso fue impulsado por AHCIET, ASEP, BID, GSMA Latinoamérica, con la colaboración de la UIT, el Centro Regional de Apoyo para América Latina y el Caribe del Pacto Global de Naciones Unidas, CEPAL como secretaría técnica de eLAC2015, COMTELCA, Intel, Internet Society, LACNIC, Regulatel y la SEGIB. 60

Finding a common path to close the digital divide in the region by 2020, is the goal that this year brought together to Panama City approximately 350 representatives from the public and private sector from 21 countries in Latin America and the Caribbean, including the United States and Spain, during the First Regional Telecommunications Congress.

This event, associated with the XXIII Latin American Heads of State and Government Summit, gathered in one place the visions and efforts of various players in the region, to agree on strategies of public-private cooperation, discuss the best practices in public policies and coordinate intervention mechanisms that will allow to advance on a common path toward digital development, putting the focus on inclusion.

One of the highlighted points was the importance of the event as an integral and effective area of exchange between multisectoral actors, in which experiences and knowledge that will promote the development of ICT in the region were shared and discussed.

Also, it highlights the contribution that ICT can make to improving the quality of life, education services, health and safety, as well as its impact on social and productive transformation, employment generation, creation of local added value, and competitiveness.

Between the speakers was Diego Molano Vega, Minister of Information and Communications Technologies of Colombia, who said that “telecommunications are essential to solve problems that we Latin-Americans have: poverty and inequality, and ICT are a wonderful tool to achieve this.

The Congress was driven by AHCIET, ASEP, IDB, GSMA Latin America, with the collaboration of the ITU, the Regional Centre of Support for Latin America and the Caribbean of the United Nations Global Pact, CEPAL as technical secretary of the eLAC2015, COMTELCA, Intel, Internet Society, LACNIC, Regulatel and SEGIB.

Asamblea de gobernadores del bid Idb assembly of governors Panamá presidió este año la Reunión Anual de las Asambleas de Gobernadores del Banco Interamericano de Desarrollo (BID), que contó con la participación del presidente de la República, Ricardo Martinelli.

El mandatario sostuvo que los grandes logros de Panamá son un camino de oportunidades para el resto de América Latina, en la medida en que construimos una plataforma logística para servir a los mercados de estos países.

“Hoy Panamá se consolida como centro de intercambio de bienes, personas e ideas; las alianzas públicoprivada no se basan en cobrar más impuestos para que el gobierno se encargue de lo más importante. Es trabajar en equipo, compartir los riesgos y los beneficios, por ello, Panamá a pesar de haber bajado sus impuestos ha generado más riqueza, tanto para el sector privado como para el Tesoro Nacional”, dijo.

En cuanto al tema de la conectividad de la banda ancha móvil, fue tratado por un grupo de expertos internacionales, entre quien se encontraba Ki-Joo Lee, Presidente de la Agencia Coreana de Seguridad de Internet, quien confirmó que “creo que en Latinoamérica se necesitan papeles divididos entre el sector público y el sector privado para tratar el tema.

Otros de los participantes fue Hamadoun Touré, Secretario General de la ITU, quien se refirió a cuál debe ser el papel de los Gobiernos: “La banda ancha es la herramienta más importante para el desarrollo económico de nuestros países”. Dijo que en una anterior previa en México se propuso un nuevo desafío llamado “2020 por 2020”, que significa 20 megahertz por debajo de 20 dólares, para el 2020. En la UIT tienen la misión de conectar al mundo, contar con el espectro necesario para hacerlo posible. Hoy por hoy, dijo Touré, hay 6.400 millones de teléfonos móviles y 2,500 millones conectados a internet.

Panama chaired this year the Annual Boards of Governors Meeting of the Inter-American Development Bank (IDB), which was attended by the President of the Republic, Ricardo Martinelli.

He said that the great achievements of Panama are a path of opportunities for the rest of Latin America, as we build a logistics platform to serve the markets of these countries.

“Currently, Panama has established itself as a center of exchange of goods, people and ideas; publicprivate partnerships are not based on collecting more taxes for the government to take care of the most important. It is teamwork, sharing the risks and benefits, therefore, despite having lowered their taxes Panama has generated more wealth, for the private sector and to the national treasury”, said Martinelli.

The issue of mobile broadband connectivity was treated by a group of international experts, which included Ki-Joo Lee, President of the Korean Agency for Internet Security, who confirmed that “Latin America needs divided roles between the public and private sector to address the issue.

Another participant was Hamadoun Toure, General Manager of ITU, who referred to what should be the role of governments: “Broadband is the most important tool for economic development of our countries”. He said that in a previous event in Mexico they proposed a new challenge called “2020 by 2020”, which means 20 megahertz below 20 dollars, in the year 2020. The ITU has for mission to connect the world, have the spectrum needed to make this possible. Currently, Toure said, there are 6,400 million of mobile phones and 2,500 million of them are connected to Internet.

Foro latinoamericano de internet y telecomunicaciones Internet and telecommunications latin american forum La ciudad de Panamá fue el escenario en el que se desarrolló el Foro Latinoamericano de Internet y Telecomunicaciones, organizado por la Escuela del Sur de Gobernanza de Internet (SSIG) con sede en Argentina, y la Autoridad Nacional para la Innovación Gubernamental (AIG).

La inauguración fue presidida por la profesora Olga Cavalli, directora de la SSIG; el Ing. Oscar Messano, presidente ejecutivo del Centro de Capacitación en Alta Tecnología (CCAT) y presidente del Registro de Direcciones de Internet para América Latina y Caribe (LACNIC); Adrián Carballo, director de Relaciones Institucionales de la SSIG y por el Ing. Eduardo E. Jaén, Administrador General de la AIG. Para Eduardo Jaén, estas capacitaciones y debates en gobernanza de Internet son necesarios para formar investigadores y ante todo para que el país vaya consolidando los procesos de inclusión digital y modernización del Estado.

En tanto, en el marco del Foro de Internet y Telecomunicaciones, especialistas de países de América y Europa, debatieron sobre Seguridad y Ciberdelito, Desafíos de la Privacidad en la Gobernanza de Internet, las Regulaciones en Telecomunicaciones, la Privacidad de los Datos Personales en la Era de las Redes Sociales y de los Avances de las Políticas Públicas en la Modernización del Estado Panameño.

Por su parte, el Ing. Pablo Ruidiaz, responsable de la Dirección Nacional de Internet, Inclusión y Movilidad de la AIG, y como parte del comité organizador mencionó que le complace contar con la asistencia de profesionales del interior del país, tanto del sector público y privado, de tal manera que “podamos enfrentar las debilidades estructurales en la educación y la innovación”, dijo.

Panama City was the stage of the Internet and Telecommunications Latin America Forum, organized by the South School on Internet Governance (SSIG) based in Argentina, and the National Authority for Government Innovation (AIG).

The inauguration was chaired by Professor Olga Cavalli, director of the SSGI; Oscar Messano, CEO Training Center for Advanced Technology (CCAT) and President of the Internet Address Registry for Latin America and Caribbean (LACNIC); Adrian Carballo, director of Institutional Relations of the SSGI and Eduardo E. Jaen, General Administrator of AIG. For Eduardo Jaen, these trainings and discussions on Internet governance are needed to train researchers and foremost for the country to consolidate digital inclusion processes and modernization of state.

Meanwhile, in the Internet and Telecommunications Forum, specialists from America and Europe discussed about Cybercrime and Security, Privacy Challenges in the Internet Governance, Regulations on Telecommunications, the Privacy of Personal Data in the era of Social Networks and Public Policy Developments in the Modernization of the State of Panama.

For his part, Pablo Ruidiaz, head of the National Direction of Internet, Inclusion and Mobility of AIG and member of the organizing committee, said that he was pleased to have the assistance of professionals within the country, both of the public and private sector, so that “we may face structural weaknesses in education and innovation”.

Cumbre conectar las americas Connect the americas summit El país centroamericano fue la sede de la Cumbre Conectar las Américas, en el que, según el Ing. Eduardo Jaén, Administrador General de la AIG, “se dieron cita más de 400 personas, entre reguladores, líderes, empresarios, etc. Es un ambiente de reuniones colaborativas para conocer las tendencias y los retos de gobernanza”.

El discurso de apertura de este encuentro estuvo a cargo del Presidente de la República, Ricardo Martinelli Berrocal. El mandatario -quien estuvo presente junto con la presidenta de Costa Rica, Laura Chinchilla-, hizo hincapié en la necesidad de que los costos de conexión a Internet se reduzcan para que las personas de todo el mundo tengan acceso a las redes de banda ancha asequibles.

The Central American country hosted the Connect the Americas Summit, in which, according to Eduardo Jaen, General Administrator of AIG, “brought together more than 400 attendees, including regulators, leaders, entrepreneurs, etc. It is a collaborative meeting environment for trends and challenges of governance”.

The opening speech of the meeting was given by the President of the Republic, Ricardo Martinelli Berrocal. The president, who was present alongside with the President of Costa Rica, Laura Chinchilla, emphasized the necessity of reducing Internet connection costs so people around the world have access to affordable broadband networks.

Respecto al trabajo que se viene realizando en su país, destacó las iniciativas realizadas por el gobierno en materia de telecomunicaciones, como Internet para Todos, que da acceso a Internet inalámbrico gratuito a nivel nacional, al igual que la entrega de computadoras portátiles a los estudiantes.

Regarding the work done in his country, he highlighted the initiatives taken by the government in telecommunications, such as Internet for Everybody, which provides free wireless Internet access nationwide, as well as delivering laptops to students.

En la sesión inaugural también estuvo el secretario general de la UIT, Hamadoun Touré, quien hizo un reconocimiento especial al presidente Martinelli por el liderazgo de su gobierno en el desarrollo e implantación de programas de inclusión digital, incluyendo el Internet Inalámbrico gratuito, una iniciativa inédita a nivel mundial.

At the opening session it was also present Hamadoun Toure, General Manager of ITU, who gave a special recognition to President Martinelli for the leadership of his government in the development and implementation of digital inclusion programs, including free wireless Internet, an unprecedented initiative worldwide.

Touré pidió a la Cumbre que se centre en estrategias dirigidas a la Región de las Américas para impulsar el despliegue de la banda ancha y movilizar los recursos humanos, financieros y técnicos necesarios para promover la inclusión digital universal.

Toure asked the Summit to focus on strategies for the American Region to promote the deployment of broadband and mobilize the necessary human, financial and technical resources to promote universal digital inclusion.

La Cumbre Conectar las Américas, acogida por el Gobierno de Panamá, está organizada por la UIT en estrecha colaboración con la Comisión Interamericana de Telecomunicaciones (CITEL), la Comisión Técnica Regional de Telecomunicaciones (COMTELCA) y la Unión de Telecomunicaciones del Caribe (CTU).

Premios a la innovacion gubernamental Government innovation awards Con el proyecto denominado “Sistema Automatizado de Gestión Judicial”, el Órgano Judicial fue el ganador del Premio Nacional a la Innovación Gubernamental 2012. Se trata de un premio para el cual la AIG convoca a todas las entidades públicas a participar y sólo se considerarán iniciativas que ya estén en funcionamiento.

“Es una actividad que desarrollamos por 3 año consecutivo y que es muy acogida por todo el entorno de gobierno como reconocimiento a las iniciativas valiosas que todas la instituciones están haciendo en acompañamiento del programa de modernización que impulsa el gobierno del presidente Ricardo Maritnelli”, señaló Eduardo Jaén, Administrador General de la AIG. De los 17 proyectos presentados, la entidad ganadora se destacó en aspectos como reducción de tiempo, papel y costos operativos e impacto en la competitividad del país. En esta tercera edición también obtuvieron reconocimiento el Ministerio de Desarrollo Social (MIDES), por la mejor iniciativa de Modernización en la Gestión Administrativa y Gerencial, por el proyecto “Sistema Integrado de Administración, Seguimiento y Control del Programa de Alfabetización y la Autoridad del Canal de Panamá por el mejor Portal Web Gubernamental”.

Entre las entidades se encuentra el Banco Nacional de Panamá, por su proyecto Core Bancario, plataforma que facilita el desarrollo de iniciativas de modernización en la gestión pública; y al Ministerio de Educación (MEDUCA), por sus proyectos dirigidos a la modernización de la educación panameña.

El Ing. Eduardo Jaén reconoció que “desde que se creó el concurso, se han sumado más instituciones a la lista de participantes; no solo han comprendido la importancia de simplificar la labor que lideran con estos mecanismos especializados, también se han comprometido a seguir trabajando con estas herramientas de primer nivel y de gran importancia”.

With the project “Automated Judicial Management System”, the judiciary organ was the winner of the National Award for Government Innovation 2012.

This is an award for which AIG calls on all public entities to participate and they only consider initiatives that are already in operation.

“It is an activity that we developed for three years running and it is very welcomed by the whole government environment as a recognition of valuable initiatives that all the institutions are doing in support of the modernization program promoted by the government of President Ricardo Martinelli”, said Eduardo Jaen, General Administrator of AIG. The winning entity stand out between the 17 projects submitted, in areas such as time, paper and operating costs reduction and impact on the country’s competitiveness. In this third edition, the Ministry of Social Development (MIDES) also gained recognition for the best modernization initiative for Administration and Management, with the project “Integrated Management, Monitoring and Control Program for Literacy and the Authority of Panama Canal for the best Government Web Site”.

Among the entities are Panama’s National Bank, for its Core Banking project, a platform that facilitates the development of modernization initiatives in governance, and the Ministry of Education (MEDUCA), for their projects aimed at the modernization of Panamanian education.

Eduardo Jaen acknowledged that “since the creation of the competition, more institutions have joined the list of participants; not only they have understood the importance of simplifying the work that lead these specialized mechanisms, they have also pledged to continue working with these first class and important tools”.

Seguridad cibernética Cyber security Con el auspicio de la Organización de Estados Americanos (OEA), Panamá fue sede de un novedoso ejercicio denominado “Laboratorio de Seguridad Cibernética”, el cual busca controlar una situación de peligro ante el ataque de hackers a instituciones estatales con infraestructura crítica.

Under the auspices of the Organization of American States (OAS), Panama was the host country of a new exercise called “Cyber Security Lab”, which seeks to control a dangerous situation before a hacker attacks a state institution with critical infrastructure.

Este ejercicio, coordinado con la Autoridad Nacional para la Innovación Gubernamental (AIG) y el Centro de Respuestas a Incidentes de Seguridad Cibernética (CSIRT), una dependencia de la AIG, utilizó la metodología de trabajo utilizada por la OEA al momento de enfrentar una crisis informática, sobretodo en instalaciones con responsabilidades transversales y críticas, como los bancos, las empresas de energía y las instituciones de seguridad nacional, destacó Neil Klopfenstein, secretario ejecutivo del Comité Interamericano Contra el Terrorismo (CICTE).

This exercise, coordinated with the National Authority for Government Innovation (AIG) and the Center for Cyber Security Incident Response (CSIRT), a unit of AIG, used the work methodology of the OAS when facing a computing crisis, especially in facilities with cross and critical responsibilities, such as banks, energy companies and national security institutions, said Neil Klopfenstein, Executive Secretary of the Inter-American Committee Against Terrorism (CICTE).

Fue la primera vez que este ejercicio se realizó en Panamá y en el mismo se utilizaron tres componentes como los son el técnico, el manejo de incidentes y la exposición pública, según Dionys Sánchez, director de nacional de Tecnología y Transformación de la AIG. Entre los ataques simulados estuvo la denegación de servicios y la desfiguración de sitios web, robo de cuentas bancarias, entre otros de importancia que han causado grandes daños a empresas o economías en varios países del mundo.

Por su parte, el Aministrador de la AIG, ingeniero Eduardo E. Jaén, dijo que este ejercicio permite evaluar las respuestas que dan a estos ataques, por un lado las instituciones y empresas involucradas y por el otro, el CSIRT Nacional. Además, brinda la posibilidad de desarrollar nuevas experiencias y probar los procedimientos existentes para el manejo de este tipo de incidentes, incluyendo la ubicación del origen de los ataques, la coordinación interinstitucional para contra-restarlos y la disposición posterior del evento.

It was the first time that this exercise was conducted in Panama. In the exercise, they used three components: technical, incident management and public exposure, according to Dionys Sanchez, director of Technology and Transformation of AIG. Between the simulated attacks, there were denial of services and web site defacement, bank accounts thefts, among others of importance that have caused extensive damage to companies or economies in several countries.

On this subject, the Administrator of AIG, Eduardo E. Jaen, said that this exercise allows the evaluation of the answers given to these attacks, on one side, institutions and companies involved and on the other, the National CSIRT. It also provides the possibility of developing new experiences and test existing procedures for handling such incidents, including the location of the origin of attacks, the coordination between institutions to counter them and subsequent disposal of the event.

Experts agree on qualifying this decade as “The Latin American Decade”, positioning as one of the greatest hemispheric challenges the issue of innovation, education and training human resources as the first areas where applied.

En este sentido, los Encuentros internacionales Virtual Educa –iniciados en el 2000- se han convertido en un referente en América Latina y el Caribe, en cuyas doce primeras ediciones han participado 23.794 delegados presencialmente, y más de cien mil a través de la sección virtual.

In this sense, “Virtual Educa” International Meetings -initiated in the year 2000- have become leaders in Latin America and the Caribbean. During its twelve editions, it has more than 23,794 delegates attended in person, and over one hundred thousand through the virtual section.

Uno fue el caso del XIII Encuentro internacional Virtual Educa, que tuvo lugar en el Centro de Convenciones ATLAPA, de la Ciudad de Panamá. Esta cita fue auspiciada por el Gobierno de Panamá y coordinado por el Ministerio de Educación (MEDUCA), la Organización de los Estados Americanos (OEA) -a través del Departamento de Desarrollo Humano, Educación y Cultura y de la Representación de la OEA en Panamá- y la Secretaría General de Virtual Educa.

One was the case of Virtual Educa XIII International Meeting, held in the Convention Center ATLAPA in Panama City. This event was sponsored by Panama’s Government and coordinated by the Ministry of Education (MEDUCA), the Organization of American States (OAS) –through the Department of Human Development, Education and Culture and the Representation of the OAS in Panama- and the General Secretary of Virtual Educa.

Panamá es reconocida por la OEA Panama is recognized by the OAS La Organización de Estados Americanos distinguió a la República en la categoría de Innovación en el Gobierno Abierto y Acceso a la Información, gracias a la labor de la Autoridad Nacional para la Innovación Gubernamental.

The Organization of American States honored the Republic of Panama in the category of Innovation in Open Government and Access to Information, thanks to the work of the National Authority for Government Innovation.

La Organización de los Estados Americanos (OEA), a través de su Departamento para la Gestión Pública Efectiva, dio a conocer quiénes fueron los ganadores del “Premio Interamericano a la Innovación para la Gestión Pública Efectiva 2013”, cuyo objetivo es identificar y promover acciones innovadoras en la gestión pública de los gobiernos nacionales, departamentales y locales del hemisferio. En la Categoría de Innovación en el Gobierno Abierto y Acceso a la Información, la República de Panamá ha sido reconocida internacionalmente con este galardón, gracias a la labor realizada por la Autoridad Nacional para la Innovación Gubernamental dirigida por el Ing. Eduardo Jaén, bajo su atinada administración con el proyecto Red Nacional de Internet, Internet Para Todos.

A través de la premiación se busca reconocer, sistematizar e incentivar sistemas, herramientas o métodos innovadores en materia de gestión, empleados por las distintas instituciones públicas de todos los niveles administrativos del continente. El reconocimiento premia especialmente que las experiencias sean útiles y posibles de replicar en otras ciudades y países de la región. En total, se recibieron 55 postulaciones, correspondientes a 13 países miembros de la OEA. El jurado estuvo presidido por el Secretario de Asuntos Políticos de la OEA, Kevin Casas-Zamora; la profesora de la Fundación Getulio Vargas de Brasil, Regina Pacheco y el Secretario General del CLAD, Gregorio Montero, entre otros.

The Organization of American States (OAS), through its Department for Effective Public Management, announced the winners of the “American Award for Innovation for Effective Public Management 2013”, which aims to identify and promote actions of innovative public management of national governments and local departmental hemisphere.In the Category Open Government Innovation and Access to Information, the Republic of Panama has been internationally recognized with this award, thanks to the work of the National Authority for Government Innovation led by Eduardo Jaen, under its wise project management with National Internet Network, dubbed “Internet for Everbody”.

Through this award, the OAS seeks to recognize, organize and encourage systems, tools and innovative methods in management, employed by various public institutions at all administrative levels of the continent. The award specifically recognizes that experiences are useful and possible to replicate in other cities and countries in the region. In total, 55 applications were received, for 13 OAS member countries.

The jury was chaired by the Secretary for Political Affairs of the OAS, Kevin Casas-Zamora; a teacher at the Getulio Vargas Foundation of Brazil, Regina Pacheco and the Secretary General of the CLAD, Gregorio Montero, between others.

Para ello el banco asignó a un equipo de implementación conformado por 90 colaboradores con todos los recursos necesarios para ejecutar una tarea que por naturaleza es de alta complejidad.

“Los resultados fueron muy satisfactorios ya que el proyecto se cumplió dentro de un rango de tiempo mucho más que aceptable y los resultados fueron casi que transparente para nuestros clientes, en cuanto a continuidad del servicio, pero con mejoras importantes en nuestras plataformas y canales electrónicos, tales como nuestra Banca en Línea”, finalizó Rodríguez Herrera.
