More than a decade after a large part of Monte Vista’s Central Park (erf 676) was consigned to become a retirement village, this possibility is now once again on the cards. Ward councillor Sakkie Pretorius put a motion forward last week at the monthly Subcouncil 3 meeting in which he tasked the local authority to initiate talks with several city departments. These talks could eventually lead to another public participation process and, ultimately, in Monte

Vista’s first retirement village. The five-hectare Central Park is situated between Barrow Street, Camoens Street, Monte Vista Boulevard and Dias Avenue. During 1999-2000 the former Tygerberg municipality decided to have a substantial portion of the park rezoned for the development of a retirement village, but a political shift occurred and the process was shelved. Pretorius elaborates: “Without getting into too much detail, the plans were scrapped when the National Party lost Tygerberg municipality to the African National Congress.”

The former chairperson of Monte Vista Ratepayers’ Association (MVRA), Pat Rhategan, says 11 developers submitted proposals and one was selected, but the process was delayed because one of the developers appealed on grounds of a faulty procedure. Despite the years rolling along, the idea of rezoning a part of Central Park has never gone away. In April last year 107 residents raised vociferous objections to developing Central Park, but a consequent opinion poll indicated that 63 percent of Monte Vista residents were in favour of it. Those who object, reason that it’s

wonderful to have another large public open space in the suburb and those in favour feel there are enough open spaces and not nearly enough retirement villages in the vicinity. Both Rhategan and Pretorius confirm, however, that at least 20 percent of Central Park will remain public open space. Says Pretorius: “There will always be opposition to the rezoning of an open space. It’s a beautiful piece of land and there’s an excellent view of Table Mountain. It must be made clear that no decision has been made yet.” Rhategan feels there is a need for

a retirement village, because the older folks who have been living in Monte Vista for many years would not want to relocate to a completely new suburb. “I’m not holding my breath,” he says when asked if the matter might finally be resolved. I’ve been living in Monte Vista for 38 years, but I will most likely never see this retirement village completed in my lifetime,” he concludes.
