Die mense van die Ons Trots-ontwikkeling in Eersterivier is hoogs ontevrede oor wat hulle meen swak bouwerk aan hul nuwe huise is. By van dié huise wat TygerBurger besoek het, was krake in die mure duidelik te sien. Daar was ook oral lekkasies onder die opwaskassies in die kombuise, en die eienaars sê die warmwatersilinders gee ook gereeld probleme. Die inwoners beweer ook dat daar aan hulle gesê is dat, as hulle nie vorms van die ontwikkelaars en agente teken wat daarop dui dat instandhouwerk aan hul huise gedoen is nie, hulle hul huise glo sou verloor. Inwoners wat kopieë gevra het van dié dokumente, ook hier rond bekend as “happy letters”, het glo nooit dié afskrifte ontvang nie, sê hulle. “Die ‘happy letters’ wat ons gekry het, was ‘maintenance letters’ genoem. Ons moes dit teken om te bevestig dat die krake reggemaak is. Al wat hulle gedoen het, was om pleister bo-oor te smeer. Toe sê hulle (ontwikkelaars) as ons nie daai brief teken nie, moet ons maar hier uit.” Só beweer Willemina Viljoen, ’n inwoner by dié behuisingsontwikkeling. Sy woon al sedert 2011 in ’n Ons Trots-huis.

Bakstene Angelo Booysen, ook ’n ontevrede koper, vertel oor sy huis. “Daar lê ’n kraak in die patroon wat die bakstene vorm. Die mure is nie eens ge-primer nie, daar is net verf op.” ’n Buurman, Granville Braaf, is net so ontstoke oor sy koop. “As ek geweet het wat ek nou weet, sou ek eerder ’n huis in Delft gekoop het. Ek het nie geweet dié huise val uit-

mekaar nie. Dis nuwe huise, maar as jy jou hek oopmaak, breek die mure.” Nog ’n buurman, Andrew Scheepers, vertel sy ligte slaan elke week af as gevolg van ’n fout met die elektriese bedrading. “My ligte het so baie afgeslaan dat die bouers, Power Construction, in ’n stadium vir my ’n sak vol gloeilampies gebring het omdat ek so baie gekla het.”

Staatsubsidie By die huise by dié ontwikkeling is kopers veronderstel om ’n gedeeltelike staatsubsidie te ontvang om die koopprys van sowat R161 000 te help delg. Dié “bankhuise” is glo op dieselfde plan gebou as die huise enkele meters verder, wat gratis aan mense op munisipale waglyste verskaf is. Bykomstighede soos dakteëls, vloerteëls en ’n warmwatersilinder is enkele verskille tussen die bankhuise en die gratis huise, sê dié inwoners. Granville se huis, ook van sowat R161 000, kos hom nou sowat R482 424 oor die 240 maande of 20 jaar waaroor hy dit moet afbetaal. “Hoekom moet ons so baie betaal as die mense wat in die (gratis) huise bly se huise presiés soos myne lyk?” wou hy weet. “As ek dít geweet het, kon ek mos netsowel vir my ’n ordentlike drieslaapkamerhuis in ’n beter area gekoop het – teen veel minder!” het hy gesê. Dié inwoners het geen direkte kontak met die banke gehad van wie hulle hul huise gekoop het nie, sê hulle. Alles is deur die agente gehanteer. “Ek het nie aansoek gedoen vir dié verband nie. Die prokureurs en agente het namens my aansoek gedoen. Dan bel hulle jou om die papiere te kom teken by die agent,” sê Angelo. V Vervolg op bl.2

Fun activities planned for this Heritage day 24 September

Residents are in for a treat when Park Village and the surrounding Spandau area launch their Heritage Day fun plan. Activities residents can look forward to are a treasure hunt, face painting, jumping castles, food stalls, a potjiekos competition for the grown-ups and a “Noot vir Noot” karaoke session at the park in Hermes Street. This joviality for the community is the brainchild of the Park Village Youth Committee, and is planned for 24 September. “A few of the activities that we plan mostly involve the children of the area since they are our future and we as a community have to protect and embrace our young ones,” said Petro-Ann Nicholas, secretary of the committee.

“We must teach them about culture, art and specially about respect for fellow neighbours and mankind,” she said. The committee has invited several musicians and jazz bands to perform during the day, and other activities on the agenda include spoiling the young ones with a hotdog, juice and a party pack. “This event has to be an unforgettable experience for young and old,” she said, and added that they had budgeted for about 200 children. Local councillor, Wilma Brady, has confirmed the city will provide the community with a gazebo, a pool and slip and slide water feature, a jumping castle and 100 boerewors rolls. Op Granville en Angelo se koopkontrakte is daar geen bedrae van enige staatsinstelling, wat van die verbandlening afgetrek is in die twee jaar wat hulle in Ons Trots woon nie. “Ek is lus om dié huis terug te gee, die teëls op te kap en vir my ’n vibracrete-huis by my ma te gaan opsit – teen R79 per maand!” het Granville gesê. Dié mense sê ook dat die skouhuis wat aan hulle vertoon was voor die kooptransaksie gefinaliseer is, in Mitchells Plain was, en dat dié huis glo heeltemal anders gelyk het as die huise waarin hulle tans woon. “Ons sit met huise waarvan die warmwatersilinders lek en die teëls stukkend is. Die ‘aluminiumvensterrame’ wat ons sou gekry het, is van plastiek. Hoe is dit regverdig?” wou Granville weet. “As mense buite teen my kragboks skop, slaan my krag binne af,” het Willemina gesê. “As hulle nie ingegaan het om na my warmwatersilinder te gaan kyk nie, sou ek nie eens geweet het my teëls is los nie,” sê sy. “Ek het glad ’n vuurhoutjiestokkie in my circuit breaker, en stukkende teëls op my dak,” het Granville gesê. Mark Orsen wou dié situasie vir eens en altyd oplos: “Ons vra dat die bou-inspekteurs weer uitkom,” het hy gesê.

Bert Duncker, building executive of Power Construction, the construction company in charge of the houses at Our Pride, responded to a list of TygerBurger’s questions:

Were all these properties’ compliances at Our Pride approved? Yes, all these units were signed off – National Home Builders’ Registration Council (NHBRC) final unit reports, as well as the occupancy certificates were issued. The houses cannot be handed over unless all the documentation is submitted to Provincial Housing. Please explain the difference between settling cracks and the ones at the properties at Our Pride. The following cracks can appear in houses: V Shrinkage cracks – This is a typical occurrence in houses. As the brickwork and plaster work dries out over about 18 months after construction, these types of cracks will appear. The cracks are usually minor and usually between 0 to 2 mm in width. This is not critical except that water could penetrate the plaster and cause damp to the inside of the house. These cracks are maintenance issues and are treated with standard crack filling material and re-painting. The maintenance referred to is the responsibility of the owner. V Settling cracks – This is similar to shrinkage cracks. Minor settling of the foundations is possible and may result in minor cracking in the walls – usually 0 to 3mm in width. This is not critical other than that water could penetrate the plaster and cause damp to the inside of the house. These cracks are maintenance issues and are treated by standard crack filling material and re-painting. The maintenance referred to is the responsibility of the owner. V Structural cracks – These are serious cracks caused by the failure of a structural element in the building. The

nature of these cracks requires investigation by an engineer who will give a recommendation for repair. These cracks are typically wide and 5mm or bigger. The NHBRC covers these types of problems under their warranty. The cracks in the houses at Our Pride are all minor cracks and should be treated as suggested above.

What, if any, is the guarantee on construction on these properties? All the houses have a 5-year latent-defect liability warranty from the contractor (Power Construction) and a structural-defect warranty from the NHBRC. Latent defects are defects that appear over time and are a result of incorrect building practices or poor construction. These are not defects that would require treatment by means of maintenance as in the case of shrinkage or settling cracks. What, if any, recourse is open to the homeowners to have the problems fixed? There are processes in place. The homeowners can lodge their complaints with the Provincial Department as well as with the NHBRC. Why are residents experiencing the abovementioned problems? Shrinkage cracks are a normal occurrence; however, lack of maintenance can cause damp problems. The loose tiles can be due to people that walked on the roof or stones thrown on the roof. The leaking geysers could be due to overflow. There could be many reasons as well as issues that could be for the contractor to repair. However, Power Construction needs to be notified of any defects in order to be able to respond. Not once have the mentioned homeowners approached personnel from Power Construction or the Provincial Government to raise any complaints. Power Construction remains committed to resolve any issue that would fall under the 5-year latent-defect liability warranty.

‘Polisie faal mense met min hulpbronne’ @linnertmb

Eersterivier se mense ly onder misdaad en swak dienslewering deur die polisie oor ’n ernstige gebrek aan broodnodige hulpbronne. Só sê lede van dié voorstad se gemeenskapspolisiëringsforum. Hulle is nou al moeg gewag en gekla oor die gebrek aan genoeg diensvoertuie en personeel om die area suksesvol te polisieer. Dit is ook die gevoel van André Bantom, visevoorsitter van die sektor 2-polisiëringsubforum, in sy gesprek met TygerBurger. “Ek baklei nou al met die polisie van 2011 af. Die scenario by Kleinvliei is as volg: Ons het vier sektore. Vir elke sektor is daar net een voertuig en twee beamptes. “Eersterivier se bevolking is sowat 235 000 mense. Dis mos nie genoeg nie,” het hy gesê. “Die gemeenskap raak moedeloos. Soms is daar slegs twee voertuie wat die héle area moet bedien. Wat polisie-beleid sê en wat op die grond gebeur, stem nie ooreen met mekaar nie.” Volgens Bantom het hy dié kommer oor die gebrek aan hulpbronne al onder die aandag van die hele spektrum van polisiemagte gebring. Dit sluit in vertoë tot Kleinvlei se stasiekommissaris, kol. Joan Stroebel, die Kuilsriver-polisiegroep se kommandeur, brig. Vincent Beaton, lt.genl. Arno Lamoer, die provinsiale polisiehoof, maj.genl. Sharon Japhta, die adjunk-provinsiale polisie-

hoof, en Dan Plato, die provinsiale minister van veiligheid en sekerheid. Maar daar was géén antwoorde van hulle nie, sê hy. “Waar trek ’n mens die streep? Die gemeenskap ly daaronder,” het Bantom gesê. “As ’n mens kol. Joan Stroebel vra wat aangaan, dan sê sy haar mense is met opleiding, of hulle is siek. Ek verstaan mense moet ontwikkel word, en hulle raak siek, maar waar is die Plan B dan sodat die gemeenskap nie daaronder ly nie?” “Die polisiebeamptes in die vangwaens moet die klagtes van die gemeenskap in die gesig staar. Hulle sê hulle moet filter wat ernstig is en wat nie ernstig is nie wanneer hulle sake hanteer.”

Ligging Volgens hom is die ligging van die polisiestasie ook ’n probleem. “Die stasie is nie binne loopafstand van mense van byvoorbeeld Stratford Green nie. Daai mense moet ’n trein of taxi vat as hulle ’n klag wil aanmeld. Dan kom hulle daar, dan is daar geen privaatheid nie, want hulle moet in die oop vertrek, voor almal, praat.” Bantom kla ook oor die gebrek aan polisie wat Eersterivier patrolleer. “As ons dié kwessie van sigbare polisiëring ophaal, sal kol. Stroebel eenvoudig sê: ‘Maar daar ís ’n misdaadvoorkomingseenheid’. Of ‘Ons het speurders wat werk’. Maar verstaan, speurders ondersoek sake, hulle doen nié sigbare polisiëring nie. Hulle word uitgeroep na rooftogte en moorde, en so meer,” sê hy.

Julian Unthank, voorsitter van die gemeenskapspolisiëringsforum (GPF) in Eersterivier, stem saam met Bantom. “By vele geleenthede het ons al die bestaan van sektorpolisiëring bevraagteken, aangesien ’n mens dit nie só kan noem as nét twee voertuie aan diens is om die hele area te bedien nie. En ás daar misdaadvoorkomingsvoertuie is, dek hulle die hele Kuilsrivier-groepering se area, en by tye sien ons glad nie eens dié voertuie nie,” sê hy. “Die hoofkommer is dat ons dit al by vele geleenthede onder kol. Stroebel se aandag gebring het dat die gemeenskap moet hoor daar is net twee voertuie aan diens, en hulle kan nie uitkom nie, want hulle is besig. “Ek kan ’n insident aanhaal waar ’n kaping aan die gang was, en dít die (polisie se) antwoord was. “Kol. Stroebel sê die GPF moet buurtwagte bou, maar die diens aan dié wagte bestaan nie. Wanneer hulle die polisie bel vir ’n inhegtenisneming, is hulle nooit beskikbaar om te help nie.”

Paneelkloppers Bantom lys van die redes wat polisie aan hom verskaf. “Soms is daar slegs drie voertuie, want die res is, volgens Stroebel, by die paneelkloppers, of dit word gediens. Ons polisiemag tree dus reaktief op in plaas van pro-aktief. Ons kan nie bekostig om die polisie se beeld te beskerm ten koste van mense se veiligheid nie. “Die polisie doen wel goeie werk ook,

CPF invites Eerste River organisations to meeting Eerste River’s police, community and organisations need to find a joint way forward against crime. This is the message from Julian Unthank, chairman of the Eerste River Community Policing Forum (CPF). For this purpose, all interested parties are invited to a meeting hosted at the Hillcrest Civic Centre in Blue Downs. “The meeting is about the police giving feedback on the current crime situation and how they are dealing with it,” said Unthank. Unthank said he also wanted clarity at the event on the roles of the CPF and the community in the police’s crime fighting agenda. “Together we then need to agree to what the role of all going forward will be, and on the service the community expects.” The meeting will take place on Thursday 26 September 2013 from 08:30 to 13:00. Die leerders, Elroy Meyer en Angelo Koopman van die Vaardigheidskool Faure, het elkeen tekkies en sweetpakke ontvang. Hulle vertrek eersdaags na Potchefstroom om aan die nasionale landloopkampioenskapsbyeenkoms deel te neem.

“Elroy sê hy is baie bly en dankbaar, veral dat ’n vreemdeling iets aan hom gee,” het Jason Arnoldus, ’n onderwyser, gesê. Die skool wou ook graag die gemeenskap nooi om ’n belangrike openbare vergadering by te woon, waarop die voorgenome naamsverandering van die skool bespreek sal word. Segsman Greg Wagner, segsman vir Dan Plato, minister van gemeenskapsveiligheid, het gesê hul kantoor het geen operasionele beheer oor die polisie nie, en dat die meeste antwoorde oor statistieke wel uit dié mag se geledere aangevra sou moes word. By navraag het kol. Stroebel egter gesê dat dit nie strategies sou sin maak om sulke statistieke of getalle beskikbaar te stel nie. Wagner kon egter wel die getalle verskaf wat aan sy kantoor beskikbaar was. “Die polisie is ’n nasionale bevoegdheid en provinsiale regerings het slegs ’n oorsigfunksie,” het hy gesê. “Ek kan egter die polisie teenoor bevolkingsratio gee wat genl. Lamoer ’n paar weke gelede aan ons verskaf het. Nadat ons dié inligting van die generaal ontvang het, het hy egter die akkuraatheid van die inligting betwis wat sy kantoor voorsien het,” het Wagner gesê. “Ons het die korrekte statistieke aangevra, maar het dit nog nie ontvang nie. In Kleinvlei is die polisie tot bevolking-ratio 1:989,” het Wagner gesê. Dit beteken een polisieman vir elke 989 mense. Volgens hom was die Wes-Kaap se gemiddeld een polisiebeampte vir elke 245 mense.

Spring time is snake time With the cold wet winter behind us the spring brings with it a new season of the circle of life. Reptiles such as snakes are coming out of hibernation to hunt for a much-needed spring meal. Snakes are an important natural balance in our environment controlling the vermin rodents, and other disease caring pests. A snake’s diet varies from species to species such as rats, mice, birds, moles, slugs, snails or frogs, etc. Snakes are attracted into built up areas due to the abundance of their food source. Humans unintentionally create snakefriendly gardens due to unkempt or overgrown gardens containing discarded building material, rubble or compost. It in turn is a suitable habitat for those little pests like rats, mice and exotic birds.Remember snakes are attracted to neglected areas for food and to avoid human confrontation. There is no real way of keeping snakes off

your property, but if you keep your grass cut short, trees well trimmed and clean up all your building rubble, just to mention a few, then there is less likelihood for snakes to reside on your property. In short keep your garden tidy. Very, very few snake species can be considered a threat to humans, as most do not have venom glands. Snakes only defend themselves against interference and never attack. Killing a snake is nothing to be proud of as you are dealing with an animal that has no arms, fingers, feet, legs, eyelids and a long list of disadvantages over other animals. Let’s not succumb to ignorance by destroying what we fear, but rather learn more about snakes, their behaviour and why they are important cohabitants and why we should look out for them. Police educate teens, ladies The youngsters and women of Mfuleni and Wesbank were in for a treat when the local police station hosted respective education indabas for them recently. Tuesday 27 August was dedicated to the women of Mfuleni. .“The women were given safety tips, because November and December (when they will be splitting money from umgqebos or stokvels) is approaching,” said Capt Nomathemba Muavha, spokeswoman for Mfuleni police.She said the training was to educate themto not carry lump sums of money to their houses, and also let the bank split the money for them – by starting bank accounts and for the money to be electronically transferred. The women were also given pamphlets on children’s rights, the “missing persons golden rules” and crimes against women and children. They were also warned about house robberies and the signs to watch out for, and what to do, she said. “Our partners for this event was Stikland Hospital psychiatrists, the City of Cape Town, drummers and Sinikithemba. All

these organisations and departments explained their services, which are available for the community’s use.” The Thursday of that week there was another event, about 60 learners from Wesbank High School, Manzomthombo High and Mfuleni High were part of a programme specially designed for them. They were taught how to rid themselves of stress, and how to deal with issues of sexuality. “The learners were addressed on how to deal with peer pressure and the psychological effects of being sexually active,” Muavha said. As part of the programme, they also received reading material on gangsterism and crimes against women and children. “They were treated to an interesting session of drumming which was enjoyed by all,” Muavha said. Bevil Spence taught the kids that drums were an excellent way of alleviating stress, resolving conflict in groups and that it was also good for promoting team work, physical exercise, and that it was an opportunity for individual expression.

Woman2Woman hosts picnic for equine therapy A picnic by the Woman2Woman charitable organisation will serve to raise funds for people in need of therapy – from horses. This is the speciality of the Montrose Foundation – the beneficiary. “Please help us make the healing power of horses accessible to those who cannot afford to access this powerful transformation process,” said Elizabeth Thompson, programme facilitator at the foundation. And it promises to be a fun day at a relatively small cost at the De Grendel Restaurant in Plattekloof Road, Plattekloof. The ticket price includes a wine cocktail, a picnic lunch, games, entertainment, give-aways, an auction, wine tasting and a gift bag. The picnic will take place on Saturday 14 September from 11:00 tot 14:00, and costs R200 per adult, R100 per child of 14-18 years old, and R50 per child of 13 and younger. Explosion of prayer plan for Blue Downs An event planned for the youth of Blue Downs aims to rock their socks off with all things holy. The New Life Community Church, soon to be the New Life Apostolic House International, is hosting the Prayer and Worship Youth Explosion 2013. “The event is mostly for young people, but adults are not excluded. (It) is based on united prayer that will be done by young people for our country, and other matters pertaining to our lives as young people,” said Joseph Jansen, evangelist. ’n Jong man van Kleinvlei is vroeg Dinsdagoggend doodgeskiet in Spandau, Kleinvlei. Sony Mentor, die ma van die 20-jarige Ashwill, sê haar seun was g’n bendelid nie. “Hy’t altyd gesing en gedans. Tot die kleinste kindertjies in Spandau kan kom vertel hoe hy hulle leer dans het. “Hy het altyd sy skoolbroek se pype opgerol en kruisbande aangesit, en dan só in die pad af geloop, al singende. Dít was my kind,” sê Sony. Ashwill en sy vriende het glo gereeld buite die woning van ’n vermeende lid van die 28’s-bende, ene Slams, uitgehang. Hulle sou dan rondom die vuur sit en grappe vertel en nonsens praat, sê Sony. Maar dié sittery daar het sy eie gevolge gehad. “Dié kinders was nie bendelede nie. Maar hulle almal wat by Slams se hoek gesit het, is toe ook geklas as 28’s deur die 26’s, wat voor in Spandau bly. Ek het baie met Ashwill gepraat en gesê ‘kom weg van daai hoek af’. Ek het nie saam met Ashwill geloop nie. Ek gaan vroeg uit, en kom saans laat in. Maar selfs dan kan ek sê my kind was g’n bendelid of smokkelaar nie,” het Sony gesê. Vanessa, Ashwill se suster, vertel hy het ’n voorgevoel gehad dat iets slegs met hom gaan gebeur. “My broer het gesê hy weet hulle gaan hom doodskiet. Sy woorde aan my was: ‘ ’n Bullet vra nie om te kom nie’. Dié was die derde poging op sy lewe. Dis hoekom hy dood is. Die eerste twee keer het misluk.” Sony vertel Ashwill het teenoor haar genoem dat ene Victor, vermoedelik van Wesbank, hom wou leed aandoen. Sy wou nie uitwei oor wie dié Victor kon wees nie. Sy het dit duidelik gemaak dat sy hom nie ken nie, en haar nie gesteur aan beweringe oor hom nie. Sy was egter onwrikbaar oor dít wat haar seun persoonlik aan haar vertel het. “Die eerste keer het hulle Ashwill se

Hy het vir hom ’n sigaret gaan koop en is op die hoek van sy straat geskiet. Die Kleinvlei-polisie het bevestig dat hy in die kop en bors geskiet is. “Die een koeël het sy kop aan die linkerkant binnegedring, en die ander is in sy bors geskiet,” het ao. Annacletta Mothoalo, segsvrou van die Kleinvlei-polisie, gesê. “Ons kan nie bevestig dat dit ’n bendeverwante voorval was nie. Die voorval word steeds ondersoek,” het sy gesê. Sy het ook bevestig dat hulle ’n verdagte in hegtenis geneem het, maar Ashwill se familie betwis dié inhegtenisname. Julian Unthank, voorsitter van die area se gemeenskapspolisiëringsforum, het gesê: “Die polisie maak inhegtenisnemings, maar dis net sodat hulle in die media kan sê dat hulle iemand in hegtenis geneem het, maar soms was daardie persoon nie eens betrokke nie. “Die ware feite is dat daar aan die einde van die dag nie ’n verhoor of vervolging van die ware moordenaar is nie. Die persoon wat in hegtenis geneem is, word dan net vrygelaat. “My blomkoolkoppe is amper net so groot soos my kop,” sê Boy Masaba van Melton Rose in Eersterivier trots. Hy maak al tuin sedert hy by Hakiusstraat in 1997 ingetrek het, maar moes vir ’n wyle staak nadat hy met bouery aan sy huis aangegaan het. “Op die oomblik is daar net blomkool, want dit was winter. Maar in die somer plant ek weer iets anders. Vir die eerste keer sedert ek hier begin plant het, is die blomkool massief groot. “Ek plant al sedert 1997, maar omdat ons ’n paar keer aangebou het, moes ek staak. Sodoende het my tuin agteruitgegaan. Maar nou is dit weer goed en aan die gang. “Van my probleme is die sand hier, en die slakke, maar ek gebruik slakpilletjies. En ek gebruik die portjackson-saagsels wat die munisipaliteit teen die paaie opsnipper, om my tuin mee te bewerk. “Ek gee dus geen geld uit nie. Ek bewerk

Die Stad Kaapstad gaan begin met sy proses vir die hersiening van die vyfjaarplan vir 2012 – 2015 met die oog op die geïntegreerde ontwikkelingsplan (GOP) en begroting vir 2014/2015. Dit sal die tweede hersiening van die ampstermyn-plan wees wat op 28 Mei 2012 deur die Raad goedgekeur is. Dan wil ek groenboontjies daar plant.” Boy se ma is onlangs oorlede, maar hy beplan nie om van die koppe by die begrafnis in te span om die besoekers te help voed nie. “Ek gaan dit nie op die begrafnis voorsit nie. Dit sal nie reg wees nie. Ek sit net aartappels by en dan maak ek ’n lekker kerrie.” Hy het ook geen planne om sy enorme blomkole te verkoop nie. “Dié kole is oorgenoeg vir ons twee gesinne – my seun bly agter (op die erf). Nee, ek wil nie verkoop nie. Ek gee maar so vir my vriende en familie wat kom kuier. Dan gaan hulle mos darem ’n bietjie gelukkiger hier weg.”

Have your say on Animal Welfare Policy Residents are encouraged to provide input into the city’s efforts to promote animal care by commenting on the draft Animal Welfare Policy from this week. The city has developed the draft to promote the welfare of animals and provide the framework for the city’s approach to understanding and dealing with domestic companion animals. It will focus primarily on the welfare of domestic companion animals and working equines (e.g. cart horses), a press release from the city reads. This policy is supported by the legislation that the city is mandated to implement and entitled to enforce, i.e. the city’s Animal Bylaw. However, the bylaw does not clearly articulate the city’s approach to the care and welfare of animals. In the absence of a poli-

cy, there is a lack of clarity on the roles and responsibilities between and within government for promoting animal care. The finalised draft will undergo a public participation process from this Monday (9 September) to 11 October during which stakeholders and interested parties are encouraged to provide their comments. The draft policy will be made available at the city’s libraries and subcouncil offices and electronic copies will be available on www.capetown.gov.za/haveyoursay. Comments can be submitted via email to Aminalwelfare@capetown.gov.za. Mfuleni cops warn about crime rise The holiday season is drawing nearer, and scams to break into homes or rob people are becoming ever more popular. Police want to ensure the safety of all the residents in an around the Kuils River cluster. “The police need your help, let’s join forces to make our communities a safer environment,” said Capt Nomathemba Muavha, spokeswoman of the Mfuleni police. The list of hints and precautions to empower citizens against house robberies and common robberies, is as follows: House robberies: Watch out for the following: V Unknown vehicle(s) going up and down the same street often in one day (vehicles used to commit crimes so far have been a Toyota Avanza, Toyota Cressida and Honda Ballade). V Unknown person(s) knocking at your door asking for directions, or for an unknown person observing the number of people in your house or what you own. V Various men that appear at your door after one already knocked, pretending to be lost. Be cautious, as they are armed. What to do: V Always ensure your house’s doors and burglar gates are locked during the day and at night. V Do not open for strangers. V Make sure that you will be able to give a description of the stranger (watch for facial features and take note of clothing). V Take the registration number of any suspicious vehicle – it might come in handy. V Always ensure all your electronic equipment serial numbers are written down somewhere and that you keep them in a safe place. Common robberies: V Do not walk with your cellphone in your hand. V When you are walking somewhere, always make sure your cellphone is on silent. V Do not answer your cellphone on the street. Community to march against gang violence Residents of Park Village are going to march for positive change in their neighbourhoods. “For the past couple of weeks our community in Kleinvlei has been terrorised with gang violence right on our doorstep,” this is the message from Petro-Ann Nicholas, secretary of the Park Village Youth Committee, who was busy organising the march with local councillor Wilma Brady for Saturday 5 October. “Children couldn’t go to school, parents couldn’t even leave the house to go to work because of fear for their lives.” She further explained that the community needed to speak up as one voice and assist police who have their hands full. “Communities must start to work together and stand up against drug abuse and gangsterism in Kleinvlei. We must let our voices be heard, and heard very clearly,” she said. The route for the march will start at the Kleinvlei police station, via Station Road through Melton Rose, Spandau, a part of Keerom Street, and will end at the Kleinvlei sport grounds. “We plan to ask a few spiritual leaders to end off the day with a rally and a prayer session,” she said. The committee also have a celebrity planned to address the youngsters about surviving a lifestyle of gangsterism, she said. “We want the children to see that there is a better life for them out there,” PetroAnn said. Police sweat it out for the team Six members of the Kuils River police cluster recently showed that they’re made of tougher stuff when they walked a full 75 kilometres in aid of building team spirit. The annual Ladismith Cheese Kannaland Endurance Walk took place over two days (30 and 31 August), and the team completed it in 11 hours and 58 minutes. The team won themselves a bronze medal in the process, to the delight of supporters

and colleagues alike. “The name of the team was Kuils River Perseverance,” said Capt Nomathemba Muavha, spokeswoman for the cluster. However, all the members were from the Mfuleni police, she said. The team leader said: “Yoh, it was tough! It was our first time, but it is not our last time. I learnt that it is very important to work as a team.”

Join in on anti­crime march with church The 4Give Ministries Solutions Church from Kuils River is planning a march that they hope will create an “uproar”. They call it a march with a difference, because they will be intentionally stopping three times to pray. “If you are really concerned about the crime situation in our area, you will support this community event,” said Cheryl Collins, event convenor. “The theme for this uproar event is: ‘Jesus is the answer for this world’,” she said. Interested co-walkers are invited to bring their own anticrime banner, flag and water bottle. “We are going to war. Come and let us take hands and make our camp a safe camp,” she said. Cheryl asked the community to pray for the event and to join them with friends and family to strengthen the numbers against crime. The march is planned for Saturday 21 September at 09:30, with the starting point at the Kuils River railway station. A learner was walking over an open field on her way to school in Blue Downs in mid-August when an unknown man approached her and threatened to shoot her. The suspect then forced the girl to walk with him and subsequently raped her. Kleinvlei police have confirmed the incident. Although this was an isolated incident, the Tuscany Glen area has been plagued by a spate of robberies recently. The “hoodie robber”, who specifically targets single women and school children, is wanted by police. TygerBurger reported on his wrongdoing

in a previous issue (“Warning: lurking ‘hoodie robber’, 4 September”). The Western Cape Education Department (WCED) also confirmed the incident. “Malibu Secondary reported to our district office on Monday 12 August that a man had raped a learner while she was on her way to school,” said Paddy Atwell, director of communications at the WCED. “The girl received treatment at the Karl Bremer Hospital. A social worker from our district office is providing counselling.” He further confirmed that a number of safety and security measures were in place at schools to ensure the safety of learners. “The school (Malibu High) has Bambanani guards and access control. They have also

arranged for a greater police presence in the area while learners are on their way to and from school,” he said. “A school counsellor provides support to the learners as required.” He also confirmed that Tuscany Glen Secondary is aware “that learners have been robbed in the past, while on their way to and from school, but not on the school premises”. “They have also liaised with the City of Cape Town to cut trees on a large field that learners have to pass in the area, he said. “The school has access control at entrances and Bambanani guards to help secure the premises. Safe Schools has helped the school to erect a fence and has workshops with

learners on the issue of gangsterism,” Atwell added. He said further measures to ensure learners safety included co-operation between schools, education districts, the Safe Schools division and other relevant agencies. Theses agencies were the provincial departments of Community Safety, Social Development, Cultural Affairs and Sport, the City of Cape Town, faith organisations, NGOs and other community-based organisations, he said. “We work together to ensure safer communities, while recognising that each agency has its own role and responsibilities. “Safe Schools organises workshops and special programmes which include activities after schools and during holidays, as required. In the end, we depend on a ‘whole of society’ approach, including parents, communities and individuals playing their part to ensure safe communities,” he said.

Their school already thinks “green”. So the official handing over ceremony of the plaque that officially declares their green spirit, was a mere formality. Malibu High in Blue Downs has reached their three-year goal of establishing, growing, and maintaining an indigenous garden in conjunction and with help from the South African National Biodiversity Institute (SANBI). The school hosted an event to mark the auspicious occasion on Friday, very fittingly within national Arbour Week from 1 to 7 September. Various speakers attended, as well as the school’s very own Green Team, the green fingered parties responsible for the upkeep of the indigenous garden, including teachers, learners, the school’s groundsman and community members. Bertram Hermanus, the school’s Green Team co-ordinator, told TygerBurger that SANBI’s official help may be at an end now, but that this, for the school, was actually only the beginning. “SANBI provided us with the trees and plants and taught the kids about cutting and reproduction last year,” he said. “This is not the cutting of ties, because learners will have life-long relationships with nature.” As Richard Esterhuizen, school principal, stated in his speech: “Learners can only learn if the environment to learn in, is conducive to what they wish to achieve. “Some of the garden project is still a work in progress. It will never be completed and will always remain a work in progress.” The principal placed great emphasis on the importance of the learners’ environment, and the hope he has of the school garden’s influence.

Spread skills Esterhuizen said the environment at the school could never be in harmony with the surrounding area if the project didn’t reach outside the school gates. “The objective is that learners are equipped with the necessary skills so the they can transfer these to their family and friends and in their neighbourhoods. “The way we interact with nature often stems from our own ignorance,” he said, referring to how flippantly we sometimes treat nature, killing insects at random, or even when we refuse to pick up litter. His message about responsibility towards fellow learners and the community at large, was clear: “I must do what I must do. To learners I say: Please take ownership of this school, take ownership of this garden, and take ownership of this community.” The unveiled plaque states clearly the school’s intention to maintain and promote water-wise, indigenous gardening. It reads: “This Indigenous, Water-wise Garden was developed by the Environmental Team of Malibu High School in collaboration with the Kirstenbosch Botanical Garden, to inspire the development and use of indigenous, water-wise gardens at schools; to use the school garden as a resource for active learning through the curriculum; to grow people for green environments. “Indigenous, proudly South African. Outreach SANBI says the programme was started in 1997 at Kirstenbosch and has since grown to include 48 primary schools and 32 high schools. “SANBI’s Outreach Greening Programme works with self-motivated schools and community organisations to establish indige-

nous water-wise gardens, in SA. “It aims to provide learners, educators and community members with the knowledge and practical horticultural skills required to plan, establish, maintain and extend indigenous gardens,” the organisation said. SANBI’s website gives the following instructions to schools wanting to start a Greening project: V Schools are required to submit an application letter on a school letterhead providing all relevant motivations for their selection. V The Outreach Greening staff members

arrange site visits and interviews with the schools in November of each year. V Based on the established selection criteria, five schools are chosen to participate per year. V Schools not selected in one year are encouraged to improve on their environmental initiatives and apply again. Dit was ’n groot dag vir die jong sokkerspelers van Wesbank se Southdenestraat-sokkerliga, toe die heel eerste liga-toernooi op dié gewilde sokkerparkie uitgewoed is. Edith van Wyk, een van die organiseerders van toernooi van die Wisaf, oftewel die Wesbank Informal Street Soccer Association Forum, het laat weet die spanne sou mekaar al van vroegoggend op Saterdag 31 Augustus begin takel om die Wisaf-beker. Die skeidsregter van die toernooi, Martin van der Heever, het heeldag bontgestaan tussen die talentvolle spelers om dinge te laat vlot. Die toernooi is uitgespeel tussen die 14 plaaslike straatsokkerspanne wat deelgeneem het, tot groot vermaak van die gemeenskap. Uiteindelik was dit die Barca Boys wat met die liga-beker weggestap het. “Dit was ’n baie goeie dag – een van ons

hoogtepunte. “Die gemeenskap praat nou nog daaroor,” het Hendry Gertse, opsigter van die park en een van die organiseerders van die toernooi, gesê. Een van die spankapteine het aan TygerBurger vertel wat dié dag vir hom beteken het. “As jy jou dalk in die A-blok van Wesbank bevind, hoef jy nie ‘Engeland’ te dink as daar van ‘City’ of ‘United’ gepraat word nie,” het Gershwen Kirkman, kaptein van die Everton United-span, gesê. “Albei dié spanne bly hier, in Lovemore. Die bou van die Southdene-sokkerpark in ons gemeenskap skep ’n nuwe kultuur op die strate, waar jy erken word aan die klere wat jy verdedig op die veld. Belhar was die afgelope naweek die Superliga-rugbyspan wat die kollig gesteel het met sy goeie oorwinning oor Schotsche Kloof/Walmer. Afgesien van Belhar het ook die Universiteit van Wes-Kaapland en Kuilsrivier oorwinnings in die voorlaaste sarsie ligawedstryde dié seisoen in die B-afdeling behaal. Op Accordeon Park het Belhar van meet af ’n houvas op SK/Walmer gehad en het met die draaislag reeds ’n voorsprong van 24-0 opgebou. Die tuisspan was deurentyd in beheer van sake en die gevolg was uiteindelik ’n verdienstelike sege van 34-14. Die Tygerberg-klub, wat op die Universiteit van

Kaapstad se Groote Schuur-veld voorlangs tweede viool moes speel, het met 5-40 die knie gebuig voor die Ikeys, terwyl Durbanville/Bellville in sy uitgestelde wedstryd teen die Maties met 6-17 in die stof gebyt het. In ’n lewendige wedstryd in Kuilsrivier het die tuisspan en Brackenfell elk vier drieë behaal, maar die Kuile se goeie stelskopwerk het hulle met 34-24 laat seëvier. UWK was met 17-6 bobaas teen Noordelikes/Northlink-kollege, terwyl Hands & Heart in Kraaifontein met 26-15 die kous oor die kop gekry het van Primrose. Met die 2013-rugbyseisoen feitlik op sy rug, is daar (saam met moontlik ’n paar uitgestelde wedstryde) eerskomende Saterdag net twee bepalings: NNK t Primrose en UWK t Hamlets.
