Rose Mortleman (1931 - 2020) Nine years ago a book was posted through the letterbox of one of my neighbours. It was addressed ‘To the Residents of 24 Talbot Road, Twickenham’.

The title, ‘At All Events’ by Rose Mortleman, was an account of her early life growing up in this same cottage that her grandfather built in the 1880s. She lived there from when she was born in 1931 to when she left in 1952.

Rose wrote the manuscript in the 1980s and then left it in a drawer in her Suffolk home. In 2011 her husband Brian and her son James found it and had it published secretly as a surprise for her 80th birthday later that year.

I contacted Rose for a copy, and so began a friendship which helped me research the history of Talbot Road. She remembered all her neighbours, and her stories about them painted a vivid picture of life in the 1930s and 40s against a backdrop of war and austerity.

Rose Pickles, as she was then, attended Twickenham Art School in the 1940s and later became a successful commercial fashion artist, cartoonist and illustrator. Her work appeared in Vogue and Woman’s Own. She was creative with both brush and the pen, and had a very humorous and lively mind.

When she married Brian they moved to Suffolk, but Rose always had a strong emotional connection with Twickenham.

I eventually met them both in 2013 when Brian brought Rose to visit Talbot Road for the day. She was a very gracious lady and happily posed for a 6 | To advertise please call Christiane on 07974 500895

Sadly, in August 2020, Brian phoned to tell me that Rose had died. She was almost 89 years old. I posted the news on the Twickenham and Teddington History Facebook group with a link to her book. The reaction was astounding. Suddenly her autobiography was in high demand and the feedback from local residents was very touching.

David Luff, the son of her best friend Joan, has this memory “Rose was a beautiful woman who always lit up a room when she walked in”.

Ron, his father, has a painting Rose made for Joan in 1992. It shows the view from Marsh Farm footbridge. Back then there was a planning application to demolish all the cottages in the area to make way for a rail link to Heathrow. Rose wanted to capture this scene in case it disappeared for good. Fortunately, the plan was scrapped.

I saw this painting recently and it made me realise what a special part of Twickenham we could have lost forever. Rose not only immortalised it in oil paint but also in her wonderful book.

Environment Trust Environment Trust is a local charity that works to restore the threatened historic and natural heritage in South West London. Recently the Trust commissioned Caroe Architecture to complete an important study of a Grade II listed derelict Victorian boathouse in Twickenham that will help to secure the building’s future.

The boathouse is next to Twickenham Riverside and forms part of the Thames Eyot estate. It was built in the 1870s by Frederick Chancellor as part of the reconstruction of Poulett Lodge – once a grand 18th century house on the banks of the Thames at Twickenham – for William Henry Punchard, an emidc nent engineer.

Chancellor turned Poulett Lodge into an opulent eighteen-bedroom mansion, complete with artwork from Italy and stained glass windows.

The new boathouse was suitably elaborate too, especially when seen from the water. River gods were carved into the stone capitals on either side of the arched river entrance, a balustrade ran around the roof of the building, and an ornate cast iron staircase took people down to the boats at low tide.

The construction of the boathouse marks a point in time when the Thames became a source of enjoyment. Annual regattas and water carnivals grew in popularity in the late 19th century, and pleasure craft from central London brought people to the area on daytrips. Those who were rich enough entertained their guests on private steam launches or large rowing boats, which would have been stored in boathouses very similar to the one at Poulett Lodge.

However, in 1879 Punchard filed for bankruptcy and he was forced to sell the estate. Poulett Lodge then changed hands several times. At one stage it even became the glamorously named ‘Monte Carlo Club’, which advertised in magazines like Tatler! But the club didn’t last long, and eventually the house was demolished in 1933 to be replaced with the handsome Art Deco apartments known as Thames Eyot. Today only the boathouse and the balustrade, which runs along the waterfront, remain of Chancellor’s 1870s design.

Over the years the boathouse has fallen into a state of disrepair, and very few people are aware of what lays hidden under the foliage that now shrouds it.

However, Environment Trust hopes that this legacy of boating’s golden age can be saved. And so, with support from Historic England, Pilgrim Trust and the Civic Pride Fund the Trust is currently completing a study to identify how the building can be conserved and brought back to life. The Changing Face of Funerals in the Wake of Covid 19

By Nick & Jacqui Taimitarha, White Rose Modern Funerals Nothing could have prepared us as modern funeral directors for the baptism of fire that became Covid 19. Regulations changed rapidly as we managed a dramatically higher death toll. Thankfully, as we write, we are back to normalised times with the numbers of funerals we manage.

For families, having to deal with social isolation and the overwhelming emotions at the death of a family member was beyond tough. For ourselves, faced with limited numbers allowed to attend and austere restrictions, we looked at how to evolve ideas, so a small gathering did not mean a family farewell was going to be any less meaningful.

As modern funeral directors we have sought options that are not just limited to a crematorium if planning a cremation funeral.

An additional 25 minute drive out of SW London can take families to a venue that is private, scenic and unrushed with up to an hour of service time. The current maximum of 30 people can attend in a safe and dignified setting.

The journey to the funeral was often organised so neighbours, friends and family could gather along the route on the way - safely socially distanced. This led to some beautiful poignant scenes that helped the family to feel supported.

Live webcasting and video were used so friends and family in isolation could watch the service. Personal video messages or voice recordings were played. Often, with just a handful of immediate family attending they felt no need for a traditional eulogy, instead they wrote their own personal letter tributes.

Many families we worked with commented how they preferred not having the stress of a large crowd of people behind them and appreciated the intimacy. They felt they were able to express feelings more freely and say farewell in a more personal way. The hardest part was having to disperse after the funeral and not being allowed to socialise.

It can only be one man, Simon Gander of Tsaretta Spice.

Simon and his business partner Mark opened their first restaurant, Tsaretta, Les Allues near Méribel in the French Alps in December 2015. Here general manager & head chef John Susans serves a range of international dishes with Asian influences. Great food after a hard day’s skiing.

Following on from the success of Tsaretta, Les Allues, Simon and Mark spotted an opportunity to create an Indian dining experience that was completely missing from the Méribel region. Trade there is largely seasonal as it is geared towards skiing holidays, therefore it’s really hard to attract the quality of chefs needed for a short-term contract. So, when they found award winning Chef Yousuf Mohammed, who was willing to work overseas and help them build the team, they considered themselves very lucky. Tsaretta Spice, Méribel opened in December 2016 with Head Chef, Yousuf at the helm. Once it proved to be successful, the logical step was to establish a UK operation, providing a permanent year-round headquarters for Tsaretta Spice.

Simon and Mark wanted their first venue in the UK to be in, or close to, London. It took several years to find the perfect location. They considered deals in Putney, Richmond and then Knightsbridge, which got close to completion but ultimately failed. Then they discovered 55 Church Street. The venue and location seemed perfect, especially with the outside dining area; but the street itself, its proximity to the river and the general area all had major appeal too. Tsaretta Spice, Twickenham opened in July 2019 and is going from strength to strength. Simon, Mark and Yousuf are proud to have created a restaurant experience which gives pleasure to others.

St Mary’s University TW1’s Richard Mills Spoke to Dr Carole Murphy about her work on coercive control.

Carole Murphy is a Senior lecturer in Criminology and Sociology and Deputy Director of the Centre for the Study of Modern Slavery (CSMS). Carole is committed to raising public awareness about contemporary forms of slavery and exploitation. Recognised nationally as an expert in the field of modern slavery and human trafficking, she is regularly invited to speak on this subject to a wide range of audiences and media outlets. Recent media engagement includes an interview on BBC Breakfast, and expert comment for the Times Higher Education Supplement. Carole successfully launched the MA in Human Trafficking, Migration and Organised Crime at St Mary’s University in 2017.

Can you tell TW1 about your interest in coercive control?

I was interested when I read your article in the last issue of TW1 about stalking and it made me think about the whole issue of coercive control and how little people understand about that.

Interestingly in 2015, the UK government introduced some legislation and coercive control is now officially recognised as an issue in domestic violence. So, it doesn’t have to be physical violence, there can be psychological coercion.

How does this relate to your work in Modern Slavery?

I came across a paper by two academic called Hopper and Hildalgo (2006), when they wrote this paper there was no work on psychological coercive control and modern slavery, so they drew on other studies on prisoners of war, torture victims, cult members and victims of domestic violence. They used this literature and some of the scenarios within that to apply to human trafficking. Humiliation, threats of violence, actual violence and psychological manipulation.

And Hopper and Hildago’s work has been related to domestic violence.

After Section 76 of the Serious Crime Act (2015) was published, domestic violence was spoken about more in the news media and in popular culture. There was case of coercive control in a domestic setting represented in Coronation Street this year. Also, you had I Am Nicola (2019) that was on Channel 4, which was about psychological control and recently on The Archers you had an incident of modern slavery where a character was exploited for labour and this character was psychological controlled. These contemporary representations of modern slavery are important as our images of slavery are based on the Trans-Atlantic Slave Trade where people were controlled by chains, whips, beatings, masks, so it can be really hard for people to understand that modern slavery where people are not being chained or beaten but are controlled psychologically.

Did you write about this in True Crime and the Media?

Yes, the book is called True Crime and the Media. The working title of my chapter is called ‘Coercive Control: Challenges in Legislation and Human Trafficking Cases’. I’ve focused on media representations of coercive control. I’m talking about the TV programmes I’ve already mentioned and the print media.

Coercive control is mentioned in media reports but it’s not really explained. I mean the Coronation Street story this July helped public understating considerably. People were posting on social media comments like, ‘Thank you for doing this story’, ‘Nobody knew what I was going through’ and ‘The woman standing up to the man, I wish I could have done that’. I think it is really important that the issue is explored in popular culture and highbrow forums such as BBC Radio 4.

You were going to talk about Biederman’s research on coercive control.

Biederman had a framework on coercion which he wrote in 1957.

The framework was based on Korean interrogation techniques used on American soldiers in the Korean War. According to Biederman there were eight methods of coercion used to establish compliance: isolation, monopolisation of perception, induced exhaustion, threats, demonstration of omnipotence, degradation, enforcing trivial demands and occasion indulgences. These tactics are used in cases of domestic abuse, and I heard on Women’s Hour on Radio 4 recently about a woman with a highpowered job, who suffered these abuses but her partner would then buy her presents or take out for a meal. So that adds to the perception that the relationship is not that bad, and people stay in abusive relationships for a long, long time. These tactics are used on immigrants as well, the threat of withholding passports. These people are terrified! It’s what Hildalgo called ‘the invisible chains of modern slavery’.

Of course, this kind of abuse goes on behind closed doors.

When I first moved to the UK on of my neighbours had to answer phone calls from her husband regularly throughout the day, and if she didn’t answer that phone after two or three rings, there would be consequences. That is absolute psychological coercion. It’s still going on behind closed doors, but one of the points of the chapter is that we need to hear more about it in popular culture representations as well as the news media. If you look at in terms of human trafficking people are motivated by profit. In domestic abuse these people are motivated by power, they have some deepseated insecurities; they have to control their partner in order to feel OK. You must watch I Am Nicola (UK, 2019) it really captures the subtleties of this type of control.

My column last month was on the importance of poetry to the National Curriculum. I revisited the subject of poetry this month when I spoke to Twickenham resident Jo Harker Shaw about her work with Creative Voices Uganda and her own work.

Creative Voices Uganda is a course Jo has been running in partnership with Busano Community Initiative Uganda, a charity that provides underprivileged young people with education and vital skills to aid them to contribute to their community. Jo’s initial involvement was simply providing the students at Buson with English and writing skills, as due to COVID19 the Ugandan government has declared a dead academic year.

However, the more Jo worked with these intelligent young people, the more she was fascinated by their creativity. She Introduced them to the skills of poetry writing and editing which ‘proved incredibly rewarding’. Jo is currently collecting their works for a book to be entitled Creative Voices from Busano which will be published this autumn, with all proceeds going to support the Busano Community Initiative.

Jo Harker Shaw is Scottish poet and novelist currently completing her PhD at St Mary’s University where she teaches in English and Creative Writing.

She runs poetry workshops in local libraries and online through Harker Shaw Poetry (facebook.com/ HarkerShaw). She is the author of several volumes of poetry for adults (Songs of the River) and children (The Witches of Aira Falls Poetry Workbook) and has been shortlisted for the Outspoken Poetry Prize.

Twickenham Stadium In March of this year the World Rugby Museum and Twickenham Stadium Tours closed on the advice of Public Health England. It was the first time in the museum’s 24-year history that a public health emergency has necessitated such a drastic course of action. Traditionally the spring months are our busiest and we had a diary that was full of families, schools, international exchange visitors and travel companies and more. One by one the groups were compelled to cancel, and more than a thousand individual visitors moved across to a waiting list, where they have since patiently waited for things to get back to normal.

the lifeblood of our museum and all of our fantastic Stadium Tour Guides work for us on a voluntary basis. Unable to communicate face-to-face we did so via email and waited for the day when we might return.

Twickenham Stadium, however, has been putto-use in many ways, not least as a coronavirus testing centre.

With restrictions eased, our big day of reopening finally came in September. Our doors finally opened, and Stadium Tours resumed from Friday 11th September. Things will be a little different of course with family bubbles, social distancing and PPE now firmly ensconced in our day-to-day practice.

We hope, however, that the experience will remain the same. Twickenham Stadium is a place of people, life and action and we can’t wait to welcome you back.

Like other heritage organisations and museums across Richmond Borough and further afield we closed our doors, our staff worked, initially from home, and were then majority furloughed. The exhibitions that we had carefully curated sat in darkness and others were postponed indefinitely.

Not all of our activities could be mothballed, however. Spring is the season that sees life spring from unexpected corners. As the temperature increased over the summer and humidity began to fluctuate, environmental monitoring needed to take place in our museum and object store to preserve our vast collections.

With millions of schoolchildren stuck at home, our Education Officer Ben also put together online weekly resource packs called ‘School of Ruck’ to help parents home-schooling. These were downloaded more than 10,000 times in just a few weeks with our blog also seeing record numbers of views.

School in the Time of Coronavirus - Darryl Wideman, Head of Radnor House School I am writing this after less than two weeks back at school for the autumn term. Although there have been pupils in school throughout the last few months – just a few children of keyworkers at first, then Year 6, followed by Year 5, Year 10 and the Lower Sixth in June – this is the first time that nearly 500 pupils and staff have all been in our school building since March.

We have been very fortunate at Radnor House that we were quickly able to develop a robust and effective remote learning programme. Taking on board feedback from what happened in March we have created a hybrid approach of teaching and learning both in class and at home for this term.

This means that both teachers and pupils who have to self-isolate have continued to be able to deliver and receive lessons from home, using the MS Teams platform and, increasingly, webcams and video feeds.

The experience for pupils, parents and staff will obviously vary from school to school, but I hope the following points will be applicable in most scenarios:

We have already had the first positive Covid-19 test, when a member of staff began to feel unwell not long after the start of term. It was a timely reminder to the whole school community that people can be ill without showing any symptoms and that we cannot afford for a moment to drop our guard on social distancing, risk assessment and the essential hygiene messages that we have all been told about from the outset. The frustrating lack of quick and effective testing means that schools have no choice but to err on the side of caution at such times, to ensure everyone stays as safe as they can.

It seems inevitable that the next few months will only bring more incidents and further difficult decisions. Schools are full of people with coughs and colds through the winter months, so the addition of coronavirus will only add to the anxieties and uncertainties that people will face.

Until a vaccine can be developed, we are all going to have to get used to managing the risks of living with the virus and deciding where our priorities lie. If we all agree that we cannot go back to a

There is a host of guidance for schools to follow, most of which is clear and sensible. While the staff at your child’s school may not always act in a way that you fully understand or agree with, I can assure you that it will not be for want of trying.

Be patient with the school: The head teacher and other senior leaders may have to make some difficult decisions, for example about sending children home or asking staff to self-isolate. Any disruption to normal routines can be frustrating for all concerned. All schools want to be open, with a full cohort of pupils and staff; but there will be times when this is simply not possible in the coming months. The health and welfare of the whole school community will always be at the heart of any decisions that are made.

to their place of work or operate more effectively in the home environment without being distracted as often. However, it will not take much for everyone to have to revert to a lockdown situation, even if we all hope it will not be for as long as last time. I would recommend that parents have up to date contingency plans ready at all times, because the situation in a school is likely to change very quickly if something serious happens.

Keep calm and carry on: A lot has been written about a ‘lost generation’ and six months of missed education, much of which is grossly exaggerated, particularly in those schools where an extensive remote learning programme was in place throughout the lockdown. If the road is bumpy in the coming months, I would strongly recommend that parents try not to worry. Most children in

supportive homes, with parents who can engage with them about aspects of their learning, will not fall behind their contemporaries to any significant degree.

Don’t worry about tests and exams: If you have children sitting public exams next year, I would be confident that they will treated fairly, not least because the government cannot afford another fiasco like the one in August. Selective senior schools will make appropriate allowances for those sitting entrance assessments, and any gaps in learning can usually be filled very quickly for the vast majority of pupils, not least because teachers are far more capable and children are far more resilient than the media sometimes give them credit for!

Twickenham Sea Cadets German battleship Scharnhorst, as well as sinking the Japanese cruiser Hugaro. It therefore became ‘TS Saumarez’, and remains so to this day.

With an illustrious performance in the decades since, Twickenham Unit was awarded 2nd best in the Country in 1992 (out of 450 units) and today it is ranked in the top 6 nationally as London’s best unit out of the city’s 45.

Nestled – confusingly – in a corner off Broom Rd, Teddington, is Twickenham Sea Cadets. Formed as a breakaway from Richmond Sea Cadets in 1932 and named ‘Training Ship (TS) Phoenix’, Twickenham originally took residence on Eel Pie Island before moving to Trafalgar School in 1944.

After a year in Bushy Park from 1946, they were able to find permanent residence at their current site in 1947 but decided to keep the Twickenham name.

Anything noteworthy about our local Sea Cadet Unit? Absolutely! The Unit’s first Commanding Officer, Lt Willing, led a number of the Unit’s cadets as part of the Dunkirk evacuation. Taking the Unit’s motor launch ‘Rummy II’, they came under fire and saved 140 servicemen. Lt Willing was awarded the DSC and the Unit was renamed ‘TS Willing’ in his honour.

It goes without saying that the Unit has positively impacted the lives of countless thousands of young people in our community during its 88 year history. With 50 cadets currently on the books, the future is bright. “We promote our cadets towards responsible adulthood through exciting cadetships that follow the values and traditions of the Royal Navy,” says Twickenham’s current Commanding Officer, Lt Cdr Martyn Mayger.

“Having just been awarded best in London, we’re looking to consolidate our success for our talented, enthusiastic cadets. Indeed, I am eagerly looking to recruit new instructional staff to act as their inspiration. With no prior experience necessary, I’d love hear from anyone who may want to join us in our mission.”

Returning to activity following COVID closure, Twickenham Unit parades on Tue evenings 1915-2130 and Sun mornings 1015-1230. Anyone interested in volunteering or learning more can email twickenhamseacadetsco@gmail.com.

During the 1950s, the Unit developed its current site, building its headquarters with the generous support of the local community. Completed in 1954, it remains their HQ today. It was during this time that the Unit’s cadets started to win national competitions and develop a reputation as a high performing ‘ship’s company’.

A quirk of history realised in the 1960s led to the Unit changing its name for a third time. During WWII, the then-Twickenham Borough was affiliated to Royal Navy destroyer HMS Saumarez, built through the donations of the Twickenham community. Councillor’s Update

A Reasonably Upbeat Update • The Circus will not be coming to Twickenham Green this year. The decision was taken on public health grounds.

• You may have noticed a ‘Cafe to Let’ sign on the railings of Radnor Gardens. The Council are in the process of selecting a new contractor. Nevertheless, the public toilets are being kept open and run by the Council until that happens.

• Green infrastructure. A revised grass cutting approach has resulted in an increase of natural meadow area in the Borough, and I am also pleased to see that a peat-free approach is being adopted.

Planting of trees was suspended due to Covid-19, but there will be a significant planting programme over the 20/21 Winter period and some extra funds for it.

• Waste Collection. The unavoidable timing of a new contractor and new vehicles with the crisis was bound to impact on service performance. An increase of volumes from 316 to 391 tonnes per week also had to be contended with. I am confident that there will be a thorough appraisal of the problems experienced.

• Electric Vehicles. Lamp column charging points are up to 272, with plans to install a further 75 by next April.

• Fly-Tipping. I really hate this. So, I am pleased by the prospect of more energetic enforcement and a change of policy to fine rather than just warn on the first offence.

• Zero-Carbon Renewable Electricity. Agreement to purchase this in October has been finalised.

Combined with actions following the Energy Audits of 30 major Council buildings the switch will reduce emissions and the costs of energy.

Government Planning Proposals It’s difficult to maintain the upbeat theme on these.

One serious concern, that I anticipate will be shared by Liberal Democrats, Conservative and Green Councillors, is the increase in the Borough’s annual target for homes from 315 to 2,247! This is generated by a revised “algorithm”. The 700% increase would be environmentally damaging as well as unachievable. A robust cross-party response is promised this month.

Permission in Principle is intended to be much easier under the Government’s proposals. A worry is that developers will wait until these changes go through, in anticipation that building bigger and higher will become more permissible.

I am on the Planning Committee and the crossparty Working Group producing the new Local Plan. So, battles ahead.
