Greetings,

It is my pleasure and honor to invite you to the Northeast District’s 61st conference We are coming together as sisters, after four years in person to rejuvenate ourselves as we move forward in this 21st century Under our district conference theme, “Breaking Barriers and empowering future generations”, we will continue to promote and protect the vision of our seven visionary founders.

As your Governor for the past three years, it has been my pleasure to serve the most critical thinking, outstanding and resilient sisters in this entire association. Your ability to collaborate to provide outstanding programs to our community at large, and your ability to think outside of the box to provide internal training within the Association is beyond measurable. I am indeed proud of your many accomplishments as we provide scholarships and impactful, innovative programs throughout this district. We are four hundred and forty-three (443) members strong and like the seven visionary founders we will continue to move forward with purpose

This 61st Northeast District conference will bring us closer together as we embark on the journey of going “back to basics”. Remembering the commitment, we made at the time of our induction –our pledge and mission stand clearly in our thoughts, it’s a constant reminder of why we became a member of this Association. We continue to strive and promote business and professions, while also being a source of information for our youth.

So, I salute each clubs leadership, and all my sisters within this district, as you provide innovative, impactful programs to all. We look forward to you coming to Connecticut in June to take part in our 61st Northeast District conference, where we will engage with each other over two days, and continue to develop the leadership of our sisters

A special thank you to the sisters who have stepped up to chair committees or work on the committees to make this event successful. I am indeed proud to be your governor as we continue to move forward with a purpose.

It is my honor and pleasure to serve as your Northeast District Resolutions Chair at our NED Conference Meeting. The Northeast District of the National Association of Negro Business and Professional Women’s Clubs, Inc. Conference Meeting will be held on Saturday, June 20 - 23rd, 2024.

It is time for us to begin the process of formulating Resolutions to be presented to the Northeast District membership at the NED Conference Meeting.

A Resolution is what a proposal or opinion seeks to become. It is through a Resolution that members speak out and decisions are made. Some Resolutions have a timeline and other Resolutions are permanent, as they become a part of the Bylaws. A Resolution may be submitted by a single member, several members or by a club.

When developing your resolutions, please make your ideas as clear and concise as possible.

The deadline for receiving Resolutions is Wednesday May 1, 2024. Please return the resolution to me using the email address listed on the Resolution form.

SECTION I- CREDENTIALS AND REGISTRATION CREDENTIALS

Credential forms signed by Club Presidents certifying club delegates, alternates, and Life members shall be submitted electronically using the fillable form. The forms will be submitted to the District Credential Chair by the designated due date for certification.

The Elections chair will give detailed instructions on voting times and days for the delegates and body.

ALTERNATES

Alternates shall become replacement delegates upon the presentation of a letter from their Club President, certifying their replacement of an official delegate. The letter must be submitted to the chair of the Credentials Committee electronically with an acknowledgement from the Credentials Chair. Alternates and other members attending will not address the Credentials Committee.

REGISTRATION

The Credentials Chair shall confirm Registered Delegates to ensure that all delegates are included in the report that is exported from the Event management platform. The Elections committee will then be provided a list of voting delegates to validate the election results.

ELECTRONIC DEVICES

All electronic devices must be in the silent mode during meetings.

PREPARE TO BE PRESENT

Please review the agenda and be in the meeting room ready to give your report during the conference.

SECTION II- ORDER OF BUSINESS

QUORUM

A quorum is one third of the delegates in the conference

ADOPTION OF THE AGENDA

10a.The agenda as adopted by the membership constitutes the official order of business for the conference.

10b. The adoption of the Standing Rules shall be the first item of business. They shall be adopted by a majority vote and may be suspended, rescinded, or amended after adoption by a two-thirds vote.

The adoption of the Credentials Report shall be presented at the plenary sessions and updated each day.

The meetings of the Conference shall be conducted in accordance with the provisions of the NANBPWC. Inc. Bylaws, NED Bylaws and Standing Rules. Cases not specifically covered otherwise shall be governed by (Robert's Rules of Order) Newly Revised.

MINUTES

The minutes are the daily record of the conference, including plenary sessions, vocal arts, or other evening sessions.

PARLIAMENTARIAN

There shall be an official Parliamentarian to whom questions may be directed through the presiding officer only.

FLOOR PROCEDURE

A member wishing to speak before the Conference must go to the floor microphone and wait to be recognized by the chair. When recognized, the member shall give full name, club, and purpose for speaking.

SECTION III - DEBATE

DEBATE – LIMITATIONS

No member shall speak more than twice on any one motion or subsidiary motion unless permission is granted by a majority vote of the Conference. Each speaker shall be limited to two minutes on first presentation and one minute on any subsequent presentation. The timekeeper shall signal the presiding officer at the end of the allotted time. If the speaker does not adhere to the timings, the chair will interrupt the speaker.

RESPECT FOR THE CHAIR

Members shall be always well mannered and attentive during the conference.

ARTICLE IX – NORTHEAST DISTRICT ORGANIZATION

Section 3A DISTRICT CONFERENCES

3a. The Northeast District Conference shall be held at least once biennially in the month of May or June. A 1-day expanded business meeting shall be held in May in National Convention years. The Northeast District Conference shall be essentially a work conference, the business proceeding of which shall be similar to those of the National Convention. The Northeast District Conference shall handle any and all matters referred by the National Convention including but not limited to interpretation of policies and procedures, internal development workshops, training for officers, discussion of proposed bylaws changes, and election and installation of District Officers.

The NED Nominating Committee will be elected during the even years and the NED election of officers will take place during the odd years.
