WATER USE FEE:

Residential Water

MONTHLY WATER AND SEWER FEES

Residential water is billed per 1,000 gallons used, and is split in two tiers based on monthly use. Charges vary monthly, depending on the amount of water used.

Residential Water Use Fees Rate

Tier 1 0-12,000 gal 1.50 $

Tier 2 < 12,000 gal 1.75 $

Commercial & Multi Family Water

Commercial & Multi-Family(Condos) water is billed at a flat rate. Charges vary monthly, depending on the amount of water used.

Commercial & Multi Family Water Use Fee

$ 1.75 per 1000 gallons

WATER BASE FEE:

The amount of the Water Base Fee is fixed for the fiscal year. It is each customer's share of the expenditures to build and replace the water system. It is calculated by multiplying the number of water fixture units by the per fixture unit rate.

SEWER USE FEE:

The amount of the Sewer fee is fixed for the fiscal year for Residential, Multi Family and Commercial. Estimated monthly sewer use is calculated based on the prior fiscal year winter water use (December through March) divided by 4

ANNUAL READINESS TO SERVE FEES

Unconnected customers are billed an annual readiness to serve (RTS) fee for the share of costs to build and replace the water and sewer system. The water and sewer fees are calculated by multiplying the anticipated number of fixture units the per fixture unit rate below.

CONNECTION FEES

Connection fees are the proportional cost of "buying in" to the water and sewer systems. New construction, as well as any remodel/addition that results in an increase in use, is subject to payment of connection fees. Application materials are available from the District Office. Connection fees are calculated by multiplying the number of fixture units calculated in a connection application by the connection fee rates below.

DEVELOPER'S FEE

A Developer's Fee is charged to unplatted properties within District boundaries that have not paid the annual readiness to serve fee charged to unconnected platted properties. Development of an unplatted lot will trigger a Developer's Fee. The fee calculated is based on lot size, the corresponding amount of development that could occur (eg single-family, condominium, or commercial zoning), and the annual readiness to serve fees dating back to 1993.

METER PURCHASE FEES

The District offers the following standard meter sizes: 3/4" Sensus SR 2 ERC Register for $175.00, 1" Sensus iPearl Register for $275.00, 1 &1/2" $ 2" C2 OMNI + Register and Chamber for $1032, 1 ½ inch Sensus Omni C 2 - flanged for $1,645.00, 2 inch Sensus Omni C 2 - flanged for $2,005.00, 2" C2 replacement chamber & register $1,135.00 and 2" C2 OMIN+ replacement register $365.00. A $20.00 shipping and handling charge applies to each meter purchased. *Unit prices subject to change based on supplier costs.

FATS, OILS AND GREASE (FOG) VIOLATIONS

FOG violations may be related to any aspect of the FOG policy, including record keeping, the use of emulsifiers, and exceeding the allowable FOG limits of 200 mg/l during random testing. There is a graduated fine for repeated violations as follows: (a) If it is a first-time violation, or it has been 12 months since a violation occurred at the same location, the cost will be $500; (b) If there is a second violation within the next 12 months, the fine will be $1,000; (c) If there is a third violation within the next 12 months, the fine will be $2,500; (d) If there is a fourth violation within the next 12 months, the fine will be $5,000; (d) If there is a fifth violation within the next 12 months, the fine will be $10,000. If 12 consecutive months pass without any violations, the schedule is re-set.

When efforts are made by a commercial location, working with TVWSD Operators to remedy FOG violations the Board can agreed to defer fines with the stipulation if this account has any violations in the next twelve months, the account will incur both the deferred and next applicable violation fine. Additionally, following a twelve-month period of passing FOG test results, the Board can consider a portion of past violation fines which have been paid to be forgiven.

HIGH ORGANIC / BOD WASTERWATER LOADS

High organic / BOD wastewater loads include septic loads and snowmelt loads. As a result of the additional costs associated with managing and properly treating these loads, customers creating these loads will be charged as follows: septic loads are $2,271.00 per truckload and snowmelt loads are $212.50 per load. Septic loads are loads that are transported to District facilities from District sewer customers that are in excess of 600mg/l BOD or have substantial amounts of organics or trash determined by District staff. Snowmelt loads are loads that are collected from non-residential property on which motorized equipment or vehicles are parked or stored for repair or maintenance. Floor drains are used to receive water from motorized equipment or vehicle washing or to drain melted snow, and the water flowing into these drains shall be collected in a storage tank and shall be tested before being discharged into the District sewer system.

PENALTY FEES FOR VIOLATION OF DISTRICT RULES AND REGULATIONS DELINQUENCY

The District may assess interest from the original date due at a rate of eighteen percent (18%) per annum, reasonable attorney’s fees, and other costs of collection. Notice of delinquency may be sent to the User. The failure of a User to receive such notice will in no way affect any rights of the District. Because interest is calculated from the original due date and will not be adjusted to reflect time passage due to any related appeal process, the User may want to pay the monies due in full while any related appeals process is ongoing. If the appeal is successful, all associated monies paid by User will be refunded.

Any person in violation of the Rules and Regulations of the Teton Village Water and Sewer District shall become liable to the District for any penalty fee, expense, loss, or damage due to the violation. The Board of Directors shall determine the amount of the penalty fee on a case by case basis, up to a maximum of $2,500 per day for each day a violation occurs, in addition to damages, attorney's fees and any other reasonable costs of collection.
