H

ave you ever wondered why God created sleep? Why should man sleep? If God had created man with the ability to avoid sleep, would it have made any difference? Sleep as simple and natural as it is with mankind, is still not well understood. Why we sleep is a question that scientists have been preoccupied for over a century to understand, but still without success. As intriguing as sleeps is, its importance is better comprehended in what happens, when we do not sleep. It is believed that sleep gives the body a chance to recuperate from the day’s activities, while enhancing the ability for making rational decisions. Sleep is also believed to be responsible for memory consolidation, longevity, and. reduces the risks of consumptions and injury. From researches conducted, small animals sleep more than bigger animals. A python for instance sleeps on the average for 18 hours daily, while a cat requires over 12 hours of sleep daily and chimpanzee sleeps for over 9 hours every day. A horse and elephant sleep 3 hours daily. A new baby sleeps more than adults, while dolphins sleep with half of their brains awake.

sleeps, the bottom line, just like breathing or eating, every one requires sleeps, for rejuvenation to be able to make continual improvement. This is similar to the recent ISO 9001 certification of FRSC – whose main aim is to cause improvement in the Corps’ operations. This feat requires everyone in the Corps to awake from sleep rejuvenated to deliver satisfactory services to the motoring public. This month’s edition of FRSC Insight is on the implications of ISO 900 QMS certification. Other interesting stories that can be read in the publication include, solutions to the emerging challenges in field commands; quantum resonance magnetic analysers and the usual regular stories. The Implications of ISO 9001:2008 Certification for FRSC INTRODUCTION aving satisfied all the requirements of ISO, how do we sustain the certification. The ISO 9001:2008 has a validity period of THREE years from the date of issue. Therefore to revalidate the certification after three years, the Corps most: Continue to carry out system audit of all its processes and implement timely and corrective action on non-conformities recorded during audit. Comply with the surveillance audit by will be conducted by the Standard Organisation of Nigeria (SON) on sis monthly basis i.e. every April and October of every year5. Continue to adhere strictly to all its processes and procedures as stated in the FRSC Quality Manual and its Operating Manuals of the Department and Corps Offices/Special Units. Ensure that all its staff play the roles stated below. 9001:2008 the Corps was awarded ISO 9008:2008 Quality Management System Certification on the 26th March 2013 while the Official presentation ceremony was held on 15th April 2013.

4 THE IMPLICATION OF THE CERTIFICATION FOR THE CORPS ISO certification is a confirmation that the FRSC has complied with the global standard of management system which has led to better delivery of its mandate of ensuring sanity in the Nation’s highways. FRSC service delivery has been subjected to independent external verification (Third Party) and adjudged to be satisfactory. FRSC remains the largest organisation in Nigeria by staff strength and National spread with ISO 9001:2009 certification. ISO 9001 certification has elevated FRSC to the rare field and elite group of law enforcement agencies and public institutions united in search of excellence. FRSC is the only law enforcement agency in Africa with ISO certification. The Corps has achieved a World-class organisation status. Nigeria will hold FRSC responsible to always maintain this certification. Therefore we have to continue rendering quality services that meet International standards and ensure customer satisfaction. FRSC parity with the best law enforcement agencies in the world such as Phoenix Police, Houston Police Department in USA, 41 Police stations in the state of Rajasthan in India etc must ginger the Corps to remain at the top. Therefore, we need to strive and be good in whatever we do in order to provide better services and product. To sustain the certification, the following are expected from every staff of the Corps: Be positive at all times Be conscious of other people’s needs, do no procrastinate. Know your job, do it well and on time. Be committed, responsible and remain accountable. Ensure your Working tools are available and well maintained. Be a team player. Maintain records/Evidence of assigned jobs. Suggest better ways of improving the system.

Introduction

T

he evolution of various modes of transportation from the rudimentary Horse, Camel, Cow, to the mechanized Bicycle, and Vehicles, introduced interaction among various societies. The social process that evolved at this period led to trade occasioned by fast and easy, movement of persons from one point to another. These movements through transportation led to specialization and development. 2. Just as societies developed, the need to organize and regulate behaviors that were gradually emerging became necessary. The most prominent adverse effect of the development of motor vehicle in societies was the attendant road traffic crashes that was unfolding causing physical injuries, disabling individuals and sometimes permanent cessation of lives. Congruent to the grave consequences that heralded motorization, society felt obligated to regulate attitudes, behaviour and conduct of individuals while driving. 3. It is against this background that institutions were established in various nations to curbs the ancillary effect of motorizations. In Nigeria for instance, several efforts were initiated at States, Organizational and Institutional level preceding the establishment of the Federal Road Safety Corps (FRSC). The FRSC as is presently constituted is more National in outlook with a wider coverage. The cardinal functions of the FRSC amidst the multifarious task it undertakes are all fashioned towards road traffic crash reduction. 4. In achieving this arduous task the commission had to extend its scope to cover the entire country through the establishment of offices in States and some Local Government Areas. The Corps has twelve (12) Zonal Command structure, with offices in all the States of the federation and in strategic local government areas. More offices are being established as the need arises. 5. Furthermore, the Corps had to aligned with the UN Road Safety collaborative effort that developed a Global Plan for the Decade Of Action for

9 Road Safety 2011-2020. The plan contains a scheme which may be executed within the decade. The ingredients for the Decade of Action for Road Safety includes improving road safety Management Capacity, Improving the safety of road infrastructure and broader transport net work, developing the safety of vehicles, enhancing the behaviors of road users, and improving post-crash care. It is however important to note that road safety issues are global but every nation adopts it own strategy as to how to ameliorate road safety challenges. At the same time, while some nations have made giant strides in road safety matters, others have not even started. Nigeria is presently on the right part and road safety activities are improving however, there is more that needs to be executed. The vehicle to achieve improvement in road safety activities in the Field Command. Therefore the purpose of this paper is to discuss emerging challenges in field commands and suggest solutions. In order to achieve this, I will like to give a brief conceptual frame work of field command, highlight some emerging challenges in field commands and proffer solutions. CONCEPTUAL FRAME WORK OF FIELD COMMAND The term field command can be said to have originate from the military but now used in other fields of endeavour. However, it should be noted that in the military the term field command may not hold same meaning with the daily usage of the word. PROLIFERATION OF UNREGULATED COMMERCIAL OPERATORS The spate of seasonal farmers and unemployed individuals in this part of country has made commercial vehicle ownership lucrative. This group also includes the retired and former motorcycle operators from other States. They have accounted for the influx of smaller vehicles like Golf, Vectra and Toyota Corolla. These vehicles move at high speed in excess of the prescribed limits and are usually overloaded with passengers. Also these operators convey passengers in the trunk of vehicles and sometimes with animals. Most worrisome is the alarming rate

of traffic crash among these groups of operators with high causality rates. Unfortunately these operators are not under the umbrella of the National Union of Road Transport Workers (NURTW) and in most cases do not have a loading point. They are not assessable to the Corps for public enlightenment. INFLUX OF MOTOR CYCLISTS The ban on the use of motorcycle for commercial purpose in the FCT, Kano and Plateau States has led to the influx of commercial motorcycle operators into Kaduna and environs. These group of operators are involved in Road Traffic Crash on a daily basis and get killed. They have refused to use the safety Helmet, they ride against the traffic, disobey traffic rules and are a violent and volatile group of individuals. The fear of uproar and possible breakdown of law and order has made State Governments and field commands unwilling to confront them or enforce traffic rules on them. INADEQUATE STAFF TRAINING One of the internal emerging challenges in field commands that is internally induced is the low level of performance among officers. This can be seen in the appearance, bearing, comportment and demeanor of some officers across the ranks. Some officers exhibit apathy towards work, peddle rumors and are not helpful as support

staff. Others have exhibited little or no knowledge of patrol conduct and have been knocked down by motorists while on patrol. Officers do not give orders to subordinates, while others do not delegate assignments to subordination. It has also been advanced that junior officers are the life wire in most field commands.
