On behalf of Transport Malta, I warmly welcome you this the conference on Sustainable Transport: Adaptation and Resilience in the Maltese Islands.

I thank you for coming together to share knowledge and views on the topic that matters today more than ever.

The speakers and panellists of this conference will allow us to reflect on our established commute habits and make us see how closely the quality of life is linked with mobility. I thank them for sharing their insights and knowledge in this area.

The next imminent step for us is implementation of sustainable transport in our everyday life. Business as usual is no longer an option. Hence, we have committed to various initiatives and schemes for NGOs, Local Councils and Enterprises, to promote a shift away from fuel consumption and boost sustainable green mobility. Transport Malta also administers several financial incentives aimed at pushing the transition towards electric vehicles.

We are in search for solutions together. Every little effort makes a difference.

INTRODUCTION OF SUSTAINABLE MULTIMODAL INTELLIGENT TRANSPORT HUBS ACROSS MALTA AND GOZO (SMITHS)

PROJECT SUMMARY

SMITHS aims to encourage a modal shift from private car use to collective, sustainable and alternative lowcarbon transport modes, improve air quality and reduce GHC emissions. The different components of the project were designed to facilitate intermodality and address cleaner air through the introduction of various intermodal choices. In particular, the project includes the upgrading of ferry infrastructure, the introduction of segregated cycling lanes and pedestrian paths along the road network. SMITHS also works towards the transition to a low carbon transport system through the introduction of a new multimodal hub in Gozo including a park and the ride facility operated by clean collective modes of transport and, the extension of the national electric vehicle charging networks across Malta and Gozo.

The project is made up from the following components:

1) The deployment of activities related to Intelligent Transport Systems (ITS)

2) The collection of monitoring data on all the Actions

3) The deployment of National Information and Dissemination Campaign

4) The deployment of segregating infrastructure for promoting safe pedestrian and cycling paths (three pedestrian bridges and three cycle lanes)

5) The deployment of Electric buses and Multi modal Hub in Xewkija, Gozo

6) The deployment of ferry Infrastructure

7) The extension of the national EV Charging Infrastructure

MTIP as the project coordinator/contact person of the project regularly organises coordination meetings among all parties to follow upon the progress on implementation, disbursement, reporting and other obligations of the beneficiary organisations in addition to, separate individual meetings or requests for clarifications, updates and follow up with the beneficiary organisations concerned, as necessary, for the smooth running of the project.

PROJECT OBJECTIVES

The project intends to increase public and communal transport patronage/uptake through state-of-theart information systems, as well as campaigns earmarked to influence behavioural patterns. This included infrastructural work linked to the use and the introduction of new/improved and or additional modes of transport as well as additional complimentary investment in this area including sea landing places as well as investment in cleaner public transport were also undertaken.

SMITHS directly contributes towards the provision of better ferry infrastructure, safer cycling, safer pedestrian access, and non-carbon transport. The low-carbon and holistic transport system to be created as a result of this project shall be directly promoted through the information and awareness raising campaign forming part of the same project.

ABOUT THE CONFERENCE

Transport currently accounts for a quarter of the EU’s greenhouse gas emissions and this figure continues to rise as demand grows. Malta is no exception. Over the past decade, the population has grown by over 33%, to a total of over 535,064. This has been parallel to an increase in the number of cars on our roads and shifts in where people live and work. Simultaneously, new technologies and new transport services have emerged to cater to a change in lifestyle, and it is fair to say that residents of Malta and Gozo now have more transport options. Despite this, the modal share remains dominated by private vehicle use.

Acknowledging that the transport sector is a relatively high GHG emitter and that this has an effect on our air quality and life in general, a shift away from the private car is both needed and welcomed. This conference therefore aims to provide an opportunity to focus attention on the opportunities, challenges and solutions towards achieving sustainable transport in Malta. The Conference will also provide further information on the different initiatives completed as part of the SMITHS Project which all aim towards facilitating the transition towards cleaner and multimodal transportation.

It will follow up on previous conferences organised and is expected to discuss options for fulfilling the needs of current generations without compromising the needs of future generations, while ensuring a balance between economic growth, environmental care and social well-being.

OPENING SPEECHES

MR JONATHAN BORG CHIEF EXECUTIVE OFFICER TRANSPORT MALTA

Mr Borg has 35 years experience in the maritime sector. He is previously occupied the post of Chairperson of Yachting Malta and a member on the Malta Maritime Forum board. Mr Borg has been active in the Malta Maritime Forum for many years and joined the Board in May 2022. He has been of sterling service to the maritime industry across its various facets for all his working life. History of steering complex project plans, obtaining required resources, identifying, and mitigating risks. Possess an aptitude for steering research and analysis to introduce process improvement strategies. Build rapport with multicultural clients and stakeholders during extensive international travels. Comprehensive knowledge of Jack Up’s, Semi Sub’s, and Ultra-deepwater Vessels, Executed multiple projects in the Global Oil and Gas industry.

HON. CHRIS BONETT MP PARLIAMENTARY SECRETARY FOR EUROPEAN FUNDS

Hon. Chris Bonett was elected in Parliament in March 2022 and was appointed as Parliamentary Secretary for European Funds within the Ministry for Economy, European Funds and Lands. In 2007, he graduated with a Doctor of Laws Degree from the University of Malta and in 2014 he graduated with a Masters of Law degree in Sports Law from De Montfort University in Leicester. Moreover, Hon. Bonett served as Vice President and Head of Legal and Football Governance Department of the Malta Football Association (MFA). He also served as UEFA Integrity Officer and as a member of the UEFA Control, Ethics and Disciplinary Body.

Furthermore, Hon. Bonett, served as Mayor of Gzira between 2007 and 2012 where he led various significant projects within this locality such as the opening of a Community Centre, the Gzira Public Library, the artificial turf training pitch for Gzira United Football Club, the embellishment of the Council of Europe Gardens, and other infrastructural projects.

He is married to Dr Maxilene Bonett and they have two children, Matteo and Luca.

CLOSING ADDRESS

HON. AARON FARRUGIA MINISTER FOR TRANSPORT, INFRASTRUCTURE AND CAPITAL PROJECTS

Hon. Aaron Farrugia is Malta’s Minister for Transport, Infrastructure and Capital Projects.

He previously served as Minister for the Environment, Climate Change and Planning after serving as Parliamentary Secretary for European Funds and Social Dialogue at the Ministry for European Affairs and Equality.

Farrugia was elected to the House of Representatives of Malta in June 2017.

As an economist, Farrugia worked as an Advisor to the Maltese Delegation in the Committee of the Regions and later on as the Chief Executive Officer of the Malta Freeport Corporation. He graduated with an Honours Degree in Finance at the University of Malta in 2002, read a Master of Arts degree in European Politics, Economics and Law in 2005. He graduated as Bachelor of Laws L.L.B. in 2011 and obtained a Doctor of Laws in 2013.

CHALLENGES IN ADDRESSING MALTA’S TARGETS FOR THE REDUCTION IN GHC FROM TRANSPORT

LUCIENNE MEILAK

Lucienne Meilak graduated in Public Administration from the University of Malta in 1988 following which she specialised in Advanced European Studies at the College of Europe in Bruges, obtaining her post graduate diploma in 1989. Upon her return, she joined the EU Affairs Directorate which was being set up within the Ministry of Foreign Affairs, - and was involved in the preparation of Malta’s application to the European Union, and later in the screening process prior to accession. Since 2004 when she was appointed Director EU Affairs, she has worked in various fields such as Data Protection, Communications, EU Funded Projects and Transport. She has been visiting lecturer at the University of Malta since 1990 and has lectured for the Faculty of Laws both at undergraduate level and masters programme. She currently holds the post of Director Policy Development and Programme Implementation in the Ministry for Transport, Infrastructure and Capital Projects.

ENERGY TRANSITION IN TRANSPORT

PIERRE MONTEBELLO

Pierre Montebello is the Chief Officer Land Transport Directorate at TM since 2018. An ICT graduate specializing in analysis, design, project management, business process improvement methodologies and strategy. Pierre has over 30 years working experience in the ICT sector, with 18 years of which working in the national and international logistics sector. The experience also spans over various other areas such as business and product development, procurement, HR and security. Apart from his degree in information technology, Pierre also has an MBA where he focused on innovation.

URBAN, REGIONAL PLANNING AND THE TRANSPORT SYSTEM

ANTOINE ZAMMIT

An architect and urban designer by profession, Dr Antoine Zammit holds an undergraduate degree in architecture and civil engineering from the University of Malta, a postgraduate MSc degree in Town and Country Planning and a PhD research in planning and urban design, both from the Bartlett School of Planning, University College London. He is a Senior Lecturer at the University of Malta where he lectures in spatial planning, urban design and urban governance at the Department of Spatial Planning and Infrastructure within the Faculty for the Built Environment. He is also a member of the Kamra tal-Periti and sits on the Editorial Board of the prestigious international Journal of Urban Design. Antoine has over 20 years experience working in private practice and, since 2012, has led his award-winning architectural and urban design boutique consultancy, STUDJURBAN, set up to champion and promote high-quality urban and architectural design in Malta. For several years, he was a member of the Architects’ Council of Europe (ACE) Urban Issues Work Group, authoring ACE’s key publication in 2014 entitled ‘The Role of the Architectural Profession in Delivering Responsible Design’, a manifesto for good design that was endorsed by all architectural associations throughout Europe. He has also led and participated in a number of European research projects over the years and has been invited to deliver lectures, keynote presentations and research papers at various universities and at local and international conferences. Antoine believes that the design of meaningful, quality places for people is key to the creation of successful urban environments, which are truly liveable and which may contribute positively to individuals’ quality of life. This principle guides his design philosophy at STUDJURBAN and is passed on to architecture and urban design university students following his design workshops.

SUSTAINABLE TRANSPORT AND GREEN DEVELOPMENT: THE ROLE OF THE TRANSPORT MASTER PLAN

PATRICK CACHIA MARSH

Senior transport planner and analyst within the Integrated Transport Strategy Directorate of Transport Malta. Having worked in both public and private entities in the transport sector for several years, his current position sees him manage various projects of national importance related to the development of national transport policy and legislation. In addition to this, he represents Malta in various EU Expert Groups within his areas of expertise which include transport modelling, network analysis, road safety analysis and sustainable transport policy development. Patrick obtained his MSc. in Urban and Regional Planning from Stockholm University. His research focus was that of transport policy development and implementation, specifically that related to congestion management systems.

OVERVIEW OF THE SMITHS PROJECT

DONNA BORG MICALLEF

Donna Borg Micallef is Assistant Director within the Ministry for Transport, Infrastructure and Capital Projects. She is currently working within the Policy Development and Programme Implementation on EU Policy and EU affairs and is leading the EU funds Section. Ms Borg Micallef is the Project Coordinator of the SMITHS project ERDF 07.091. Ms Borg Micallef graduated in B.COM specialising in Public Policy following which she obtained, with Distinction, Masters in European Studies from the University of Malta. Ms Borg Micallef has over 15 years of experience working within the public sector and public service covering various sectors including research, housing policy, urban regeneration, social and education policy, and EU policy. She has extensive experience in EU funding; she has been involved in the negotiations on EU Cohesion Policy Legislative frameworks, in the programming of EU funds, and in the implementation of EU funded projects. She also has experience in the private sector and founded and managed her own business for 10 years. Ms Borg Micallef is passionate about the environment and strives to promote greener and sustainable practices in her personal and professional life.

URBAN PLANNING AND TRANSPORT INFRASTRUCTURE IN GOZO GABRIELLA GRIMA

Gabriella Grima is a Manager from the Policy Development and Programme Implementation Directorate within the Ministry for Gozo. She graduated from the University of Malta with a First Class B.A (Honours) in History, during which she won the Farsons Foundation Prize for Best History Honours Dissertation. Gabriella earned her Masters degree in International Public Policy and Diplomacy with First Class Honours from University College Cork in 2020, which has given her a solid background in international policy. Following her Masters, Gabriella carried out a traineeship at the Embassy of Malta in Vienna, through which she was able to work hands-on in public policy in the multilateral scope through organisations such as the UN and OSCE. Through her work at the Ministry for Gozo, Gabriella has further specialised in public policy with particular attention to the local context and has acquired experience on EU funds.

PARALLEL WORKSHOP ONE: URBAN PLANNING AND NON-MOTORIZED TRAVEL

GLENN BUGEJA

Glenn is an internationally-trained manager specialising in corporate citizenship projects of scale. Current fields of professional activity include management, sponsorships & partnering, community development and outreach and public affairs. Glenn is passionate about all aspects of sustainability and business’ impact on it.

MARIO FAVA

Mario Fava is thePresident of the Local Councils’ Association for the past six years. He.studied MSc in Governance and Management..Mario is also Head of the Maltese Delegation in the Committee of the Regions in Brussels and the Congress of Europe in Strasbourg. He was actively committed in the formulation of the Local Councils’ Association Vision 2019, which mainly gives importance to four main pillars; sustainable mobility, open spaces, smart cities and urban greening. Mario actively represents the Local Government sector in policy drafting,consultation and implementation.

DR KEVIN GATT

Dr Kevin Gatt currently heads the Department of Spatial Planning and Infrastructure within the Faculty for the built Environment. He specialised in hydrology for environmental management, business management and environmental and resource governance. Kevin has over 25 years of experience in the public administration during which he has authored and co-authored a number of important documents of national importance such as policy documents, strategic plans and legislative instruments which relate to specific working areas of government.

DR ODETTE LEWIS

Dr Odette Lewis is an architect and civil engineer, who has been practicing her profession since 2003. She holds a PhD from the University of Malta. Odette is a Senior Lecturer at the Department of Spatial Planning and Infrastructure in the Faculty for the Built Environment, at the University of Malta. Odette provides consultancy services on infrastructure policy, planning and design. She is the Director of the company Crowd Net Ltd., which she set up in 2016, operating mainly in the field of civil engineering and mobility. Odette has worked on civil engineering projects within the public and private sectors, both in Malta and abroad. Her main research interests are the planning and design of road transport infrastructure; greener and smarter mobility options including autonomous driving and electro mobility; public value capture for financing public infrastructure; and maximising public space to create people-friendly urban streets, cater for multi-modality and incorporate green and blue infrastructure.

IAN TAMARIS - ROTA

Ian Tamaris is the Finance Officer of Rota, the advocacy NGO for safe cycling in Malta. He is passionate about environmental issues and understands that urban planning and non-motorised travel are essential elements of a sustainable future for the next generation. He reads extensively about these issues and advocates for fundamental change in our societal attitudes. Ian, a senior citizen, commutes daily on his folding pedelec. He lives in Sliema and has concluded that for him, car ownership is a dumb drain on his financial resources and road use serenity. When it is inconvenient for him to walk or cycle, he uses a ride-hailing app, Malta Public Transport or the ferry, depending on circumstances. In a pre-climate catastrophe world, his family of two used to own three cars.

PARALLEL WORKSHOP TWO: ELECTRIC AND CLEAN ENERGY IN LAND TRANSPORTATION

GILBERT AGIUS

Deputy Chief Officer, within for the Land Transport Directorate within Transport Malta. Responsible for all operational aspects within the Land Transport Directorate, with particular and hands-on focus on the Driver and Vehicle Licensing Unit this includes the registration and licensing of all vehicle categories and the issuing of driving licences, the related permits, and the administration of the penalty points system. Also responsible for all budgetary drafting measures and their subsequent implementation, including Government initiatives and schemes related to Land Transport and their deployment throughout the various units. Having a master’s in business administration, from the University of Maastricht and for the past thirty years having successfully worked both in the private manufacturing industry and the public sector at (Transport Malta) where he held various positions. Gilbert is also experienced in project management, product development, budgeting, procurement, international relations, transportation, and other encompassing areas. He is a member of various EU Committees and overseeing spearheading all transposition of EU Directives and Regulations related to vehicle registration and licensing, ensuring that all their aspects are implemented and monitored, effectively and consistently. At Transport Malta, Gilbert has personally led various business re-engineering and streamlining processes, and is thoroughly involved in the understudy of the national approach to sustainable and green transport. He is also part of the digitalisation project through various initiatives to identify, test and eventually implement innovative and green technologies within the transport sector.

ING. ABIGAIL CUTAJAR

Ing. Abigail Cutajar is a Chartered Engineer and an Advisor to the Minister for Environment, Energy, and Enterprise with expertise in the Energy, Electrification and Climate Action sectors. Over the past 12 years, Abigail has been involved in multiple high-profile projects worldwide, developing regeneration and sustainable development strategies, as well as assisted clients in multiple sectors to optimise their operations and become more energy efficient. On a personal level, she has expertise in the fields of Sustainable Construction practices and is the first accredited LEED Assessor in Malta.

NADINE MERCIECA

Ms Mercieca is currently a Team Manager at the Ambient Quality and Waste Unit within the Environment and Resources Authority (ERA), responsible for air quality policy and environmental noise. She has worked in the environmental monitoring and regulatory field for the past nineteen years and is specialised in air quality monitoring, policy and management.

KONRAD PULE

With 17 years of experience in land transport, Konrad Pulé has worked on various transport projects in Malta. In 2015 he took on his current role of General Manager of Malta Public Transport, which forms part of an international group of transport and mobility companies operating in various countries. He previously served as Chief Officer for Land Transport within the Authority for Transport in Malta, where he was responsible for the regulation of driver training, testing and licensing, vehicle registration, goods transport, and passenger transport. With an academic background in business and finance, he also worked in the hospitality sector for a number of years.

MANUEL SAPIANO

Manuel Sapiano is the Chief Executive Officer of the Energy and Water Agency (EWA) within Malta’s Ministry for the Environment, Energy and Enterprise (MEEE). In this role, he coordinates a team of experts with responsibilities for the formulation, evaluation, monitoring and implementation of national policies concerning the use of energy and water in a sustainable manner and the formulation of plans to meet National and EU energy and water resources management targets. Additionally in 2022, EWA was entrusted with the development of the national public charging pillar infrastructure. He also coordinates EWA’s identification of and participation in research and development initiatives in the energy and water sectors, mainly focusing on issues such as the water and energy demand management and use efficiency, renewable energies, groundwater resources management and policy assessment and formulation. Mr Sapiano is a hydrogeologist, with specific specialisation in island and coastal hydrology. He has previously led the Agency’s Water Policy Unit, where in particular he had the responsibility of coordinating the implementation process of EU related water legislation in the Maltese islands.

LUKE ZAMMIT

Luke is the Producer and Host of the Youtube channel – ‘The Future is Electric’ https://youtube. com/c/TheFutureisElectric,. He also manages the Facebook group ‘Electric Vehicles Malta Community’ https://www.facebook.com/groups/460710361016119 which has brought together over 7000 local EV drivers, enthusiasts, and everyone in between.

PARALLEL WORKSHOP THREE: PROMOTING MODAL SHIFT AND INTERCONNECTING LAND AND SEA TRANSPORT

CLAIRE BERGÉ

Claire Bergé is a graduate of “ENA” - the French National School of Administration. She has worked for 20 years at the French Ministry of the Environment, leading on external relations with Mediterranean and Eastern European countries. During her career, Claire [Ms Bergé] has been seconded both to the UK Government—to the Department for the Environment, Food and Rural Affairs; and to the French Ministry of Foreign Affairs for 3 years on the Asia desk. She dealt with European affairs for organising the COP 21 on climate by coordinating the French positions at the EU level. Moreover, she was head of the European Affairs at the French Ministry for Transport. She is currently the Counsellor for Sustainable Development at the French Embassy to Italy, in which her duties include French cooperation with southern European countries including Malta on environmental, climate, energy and transport matters.

CAPTAIN DAVID BUGEJA

Captain David Bugeja is a Master Mariner by profession. He started his seafaring career in 1978 as a Navigation Officer Cadet and spent 18 years serving on seagoing commercial vessels, mostly liner services, and high speed passenger vessels. In 1996, he moved ashore and since then he has occupied various management positions in shipping both in Malta and overseas. He joined the Malta Maritime Authority in 1998 as a Senior Port Officer and Deputy Harbour Master and was, later on, promoted to Harbour Master. In January 2010, Government, through an Act of Parliament, established a new agency responsible for all modes of transport: Transport Malta. Captain Bugeja was appointed as the Chief Officer for the Ports and Yachting Directorate within Transport Malta. The Directorate carries out the functions of Port Authority and Harbour Master. He is a member of the European Seaports Organisation (ESPO) Executive Committee and General Assembly and was the Chairman of the ESPO Marine Affairs and Security Committee for several years. Captain Bugeja represents Malta at the IMO Facilitation Committee (FAL) that deals with matters related to the facilitation of international maritime traffic and also at EU high level and official meetings.

CAPTAIN ANTON ZAMMIT

Anton Zammit is a captain mariner with 15 years’ maritime experience. Since 2011 he has been in the service of Tankship Management Limited, the marine and technical arm of The Virtu` group of ship owning companies where he holds the post of QA manager. He is in charge of implementing procedures and policies concerning safety, security and environment protection on the company’s vessels, as well as certification. Captain Zammit also holds an MBA from the University of Leicester. Tankship Management Ltd is currently contracted to EMSA, the European Maritime Safety Organisation for the deployment of a Stand-by Oils Slip Recovery in the Central Mediterranean.

PROFESSOR JOSEPH CILIA

Professor Joseph Cilia obtained his Phd in 1997 from the University of Nottingham. His studies were sponsored by a consortium of 5 UK companies to carry out industrial research on sensorless vector control of induction motors. His work was presented in international conferences and patented. Professor Cilia is a lecturer at the University of Malta on the theory and design of electric drive systems. In 2003 he was appointed as C.E.O and Research Director of Abertax Group and in 2016 the Chairman of Abertax Council. He has also served as Chairman of the Malta Resources Authority and Chairman of the National Skill Council. In 2009 he was also appointed a Member of Eurobat where he has been involved in a number of white papers on battery energy storage. Professor Cilia has 16 international patents and has published over 100 papers in international conferences and his research interests are on high speed drive systems, electrical transport, energy storage systems, efficient use of energy and renewables.

PAULINE MICALLEF

Pauline Micallef, an Accountant by profession, possessing both an ACCA qualification and a warrant as a CPA. Holds a Master’s in Business Administration from Henley Business School at the University of Reading and is also a Fellow Member of the Malta Institute of Accountants (MIA). With over a decade of managerial experience at Teva Pharmaceuticals Industries Ltd, the world’s largest generics pharmaceutical company, Pauline served as a Director and managed large teams through multimillion-dollar projects, including business development and SAP implementations. In addition to her managerial expertise, she is also a lecturer, conducting workshops in Financial Management and Microsoft Excel. Three years ago she joined the maritime industry and is currently the CEO of MaritimeMT, the leading maritime education school in Malta. Pauline leverages her vast experience in business management and education to lead and develop the organization, helping to shape the next generation of maritime professionals.

GODWIN XERRI

Godwin Xerri is qualified in Economics from the University of Malta and has a Diploma in Professional Shipping, Oslo Norway. He is a Fellow Member of the Institute of Chartered Shipbrokers U.K and the Institute of Logistics.

Godwin is currently the Chairman of Worldwide Ship Agents Association and Malta Maritime Forum Visiting lecturer at International Maritime Law Institute and Institute of Transport. He has presented various papers on shipping matters both locally and at international shipping fora.
