BOARD OF SUPERVISORS In Memory Of Paul Olson Former Township Supervisor, Paul Olson, sadly passed away on Friday, September 10th. He was 89 years old. Andrea joined him shortly thereafter on thWednesday, November 24 .

basketball team that went to the state tournament. He talked fondly of his graduating class of 18 boys and 18 girls and stayed in touch with many of them throughout his life.

Paul was a husband, father, brother, friend, and mentor. He was a community volunteer and leader who served on the Tredyffrin Township Board of Supervisors for more than 40 years. He loved basketball, which he played through his early 60s, including at the Senior Olympics in Salt Lake City. He loved all kinds of candy, which often filled his pockets, briefcase, and office drawers. And he loved his wife, Andrea, a high school Fiesta Queen and college salutatorian at Iowa State University, whom he married on September 17, 1960, and with whom he raised three children.

He attended Gustavus Adolphus College in Saint Peter, Minnesota, where he studied business administration and history and started at center on the football team. He served active duty in the Counterintelligence Corps of the Army in Fort Hood, Texas, during the Korean War. He made a career in sales and marketing and managed and then owned several small firms in the laboratory testing business. His career took him through Minneapolis, Kansas City, Peoria, and New York, before landing him and his family of five in Devon in 1969.

He was a small town Minnesota boy, born and raised in Dawson, a close knit rural community in the southwestern corner of the state, the second son of Clarence Eugene Olson and Ouida Rue Olson. He took lifelong pride in his first job, sweeping floors at Hovland Drug Store as a pre-teen, and in his role on the 1948 Dawson High School

He made his most lasting impact in life, though, as a family man and as a community volunteer and leader.

In addition to his service on the Tredyffrin Township Board, he was active as a member of his church, St. Luke Lutheran in Devon, and in youth sports. He coached for the Strafford Eagles, the Paoli Wildcats, Teegarden summer basketball, and

the Devon Strafford Little League, where he also served as President for a number of years in the late 1970s. He served on the board of directors for both Red Cross of Philadelphia, through whom he donated blood on more than 600 occasions, and for Surrey Services for Seniors.

Paul believed that community service, in addition to improving the community, could enrich the lives of those serving and had the power to connect people of different backgrounds and experiences. He would often encourage friends, neighbors, and acquaintances to participate in community life. He was not an enemies person, and there was not a person he served with, worshipped with, or coached who he would not greet with a warm smile and, more often than not, a firm handshake or a hug.

Among Paul's proudest achievements in Township government were saving the Strafford Library, establishing Mazie B. Hall Park in Mount Pleasant, and helping to secure a triple-A rating on the Township's bonds.

He is survived by his children Mike (Marilyn) of San Diego, Dave (Judi) of San Mateo, and Kris (Bob) of Paoli; five grandchildren Carly, Miles, Michael, Hunter, Jack, Sam, and Maddie; and his brother Don (Barbara).

BOARD OF SUPERVISORS Groundbreaking at Valley Forge Military Academy Board of Supervisors Chairman Murph Wysocki joined members of Valley Forge Military Academy and College and Eastern University for the groundbreaking of the new multi-purpose turf field. He was pleased to be part of this special day.

Valley Forge Military Academy and College is working with Eastern University to share construction and usage of the new field.

This field will also support Eastern University's football program. Chair Wysocki praised the institutional

cooperation for the betterment of the community. As part of the construction, there will be improved stormwater management, which will benefit all Tredyffrin Township.

On Friday, September 10, at the Tredyffrin Township Building, Murph Wysocki, Chair of the Board of Supervisors, Julie Gosse, Vice-chair of the Board of Supervisors, Matt Holt, Township Supervisor, William F. Martin, Township Manager, and Joseph DiRocco, Finance Director, presented a

check to Eamon Brazunas, Fire Chief of Berwyn Fire Company, Andrea Testa, Chief of Paoli Fire Company, and James Kelly, President of Radnor Fire Company.

Fire Company Contributions Tredyffrin Township has allocated a portion of the funds received through the American Rescue Plan to the Berwyn Fire Company, Paoli Fire Company, and Radnor Fire Company. These companies continue to provide fire and emergency services to Tredyffrin Township.

Pennsylvania’s 2022 Dog License Campaign

All dogs three months or older must be licensed by Jan. 1 of each year. Violators can be cited with a maximum fine of $300 per violation plus court costs.

An annual license is $8.50 and a lifetime license is $51.50. If the animal is spayed or neutered, the annual fee is $6.50 and lifetime is $31.50. Discounts are available to older adults and people with disabilities.

The small license fee helps the millions of dogs in the state by funding the Pennsylvania Department of Agriculture Bureau of Dog Law Enforcement.

Reasons for dog licensing: It's the law. All dogs three months and older must have a current license.

If your dog gets lost, a license is the best way to get them back. A license helps animal control and shelters identify your dog and get him back home safely.

TTTV NEWS A Farewell From TTTV Studio Manager Gene Donahue My most notable improvement was becoming a Tredyffrin Township employee.

That happened on January 1, 2012. I celebrate two anniversaries on New Year's Day. So much has changed over my twenty-five years here, but not this: I know heart and soul that my job is a privilege. It is as rewarding as it is challenging. It can be solitary alone against the monstrous when editing, then rambunctiously communal during production. Daily, I learn. Daily, I teach. Tech. Art. Craft. Each day is progressive though singular.

Each day is also a joy, a lustrous commonplace joy, because it gets visited by kind, generous, studious, loving, funny, gifted, disciplined, passionate, creative producers and crew members who have made my job a labor of love. Because of their uplifting, I have never regretted coming into work.

On December 2, 1996, I was hired by Harron Communications to be their Public Access Coordinator. At the time, citizen programming aired on Harron's Channel 2 on Tuesdays and Wednesdays from 7 to 11 PM. When Public Access shows were not being cablecast, Channel 2 was the Horse Racing Channel. After the races concluded, a placard stuck to the screen overnight, crediting the Canadian Broadcast Corporation's radio broadcast that we then cablecast, disregarding that whole vision part of television. When our programming did air, static bracketed every show while an employee in studio physically stopped and removed the last show's ¾” videotape before inserting and playing the next.

At 69, I recognize that the future isn't as long as it used to be. But it is still crowded with life-long ambitions that demand availability. First and foremost, I plan to share leisure and adventure with my Diana, my family, my friends. Graciously, there are other pursuits, creative endeavors, big goals too ambitious to complete.

Public Access became planetarily public; the history of us ascended to our very own cloud. And powers-that-be, met voters and board members alike, now share powersthat-stream immediately on YouTube.

Here, Harron became Adelphia. Comcast ate Adelphia. Telephony televised and paved another byway for local traffic.

I do and don't want to retire. Decidedly, I must.

That happened in 1997. Much has changed since then.

Miracles antiquate: our Commodore Amiga was shelved like a toy that is no longer special, was replaced by a Control Room that fit in a box. That GlobeCaster today has identically gone; its successor, the TriCaster, is incomparable, for now.

I thank Township Administration, particularly Bill Martin, Joe DiRocco, Patricia Hoffman, and especially Michael Giurastante, for having my back, and likewise the decades of Tredyffrin supervisors for their vital behind-thescenes empowerment of our neighborhood production house. I thank fellow employees for their friendship and the laughter; the several hundred students for their invigorating smiles and nods during class; and the many, many, many PA2/TTTV participants who have enriched my life in so many ways over so many years. I will be warmed remembering that blessing of fellowship for the rest of my days.

We branded our channel PA2; we grew; we went 24/7; we grew; we renamed ourselves TTTV; we schooled ourselves and neighbors twice a year; and yearly we patted

16-by-9 killed 4-by-3, which is a statement that belies the revolution. Videotape gave up the ghost. The world at large became memorable on tiny, tiny cards.

It is easy to see why now and always I cherish this job. It gave me the opportunity to fall in love with admirable people, enough to fill three lifetimes.

Technology overran prediction. Computers took over and let us treat projects like word-processed documents: suddenly we could copy and paste and format clips like sentences. We could move what we captured all over a timeline and keep changing our minds forever. Color became correctable and a plaything. Audio tracks proliferated, and every single one welcomed surgery.

Initially, the Public Access volunteers and the students at Conestoga High shared the TV studio at that school, none of us pretending that the rule stating students vacate by 4 PM was not to be a battle line.

(School does not stop when classes end.)

I gave us all breathing room by moving our production to the new Township Building where the Greenwood Studio took shape.

ENGINEERING PROJECTS

Drummers Lane Bridge

On September 13, 2021, the Drummers Lane Bridge reopened after 4 months. The bridge replacement over Trout Creek removed and replaced an existing bridge along with new roadway resurfacing within the project limits, new guiderail, curbing and pavement markings, etc., on Drummers Lane. The road was closed to through traffic during the project and a detour plan was in effect. Drivers, residents, and community members in the Glenhardie area and along Drummers Lane were patient and understanding as Township staff and the contractor worked to replace and improve the bridge over Trout Creek.

Mill Road Bridge

The Mill Road Bridge over Valley Creek reopened to traffic on September 13, 2021. The bridge was closed to traffic by the County in August for resurfacing.

Route 252 reopens

PennDOT made shoulder and guide rail repairs to SR 0252 along Valley Creek in Valley Forge Park after Tropical Storm Ida visited Tredyffrin on September 1st. Later in the month, PennDOT reopened the road to traffic.

To maintain our lovely communities, we must all work together and cooperate to keep things nice. To that end, I am reminding homeowners of the Township ordinance regarding trash and recycling containers. § 168-5 Time of collection.

From and after the effective date hereof, in Tredyffrin Township, no person, partnership, firm or corporation shall place containers for

trash, rubbish, garbage or recyclables at the curb or in the front yard area of any lot, except during the period beginning at 6:00 p.m., prevailing time, on the day prior to a scheduled collection and ending at 12:00 midnight on the day of a scheduled collection. "Front yard area" shall mean the area between the street line and the first building on the lot.

In addition to the times specified in the ordinance, it also states the location for trash and recycling containers. They

should not be placed in the street but should be set in the front yard area, the space between the street and the house.

They can be close to the street at the curb but NOT in the street itself. Doing such could impede traffic and lead to accidents.

AGAIN! DO NOT PUT TRASH AND RECYCLING CONTAINERS IN THE STREET! KEEP THEM ON YOUR PROPERTY WHEN YOU SET THEM OUT FOR COLLECTION. The Township and your neighbors thank you.

SCAM WARNING Don't Get Scammed

PECO has seen an increase in reports of individuals calling PECO customers and falsely claiming their electric or gas service will be disconnected unless payment is made immediately. These scammers use tactics such as “spoofing” to manipulate the Caller ID phone number displayed on your phone so that it appears to be a PECO phone number. Scammers attempt to gain personal information from customers including their account or billing information, as well as financial gains by demanding customers use a specific form of payment, such as a prepaid credit card or bitcoins, to avoid having their service turned off.

Stephanie Takes the Lead

Stephanie Bragg, the new head of Tredyffrin Library's Children's Department, checks all the important boxes for a children's librarian, but also uses her talents and training to explore new frontiers in library programming and resources.

When pandemic restrictions shut down inhouse programming, she moved storytimes to local parks and met with families for virtual storytimes on Instagram and Zoom.

She also introduced virtual programming for school-age children and teens, including trivia contests, escape rooms, and book clubs. She created a variety of “take-out” programs, including crafts and science experiments, where the supplies are available through curbside pickup and video instructions are posted on YouTube.

Stephanie moved to her new position in December from Paoli Library, where she was children's librarian from 2017 to 2021.

At Paoli, she expanded the graphic novel collection and created programs for teens and tweens. She also introduced innovative library resources that have proven invaluable for at-home learning before, during, and (surely) after Covid.

Literacy Packs for preschoolers include activities to promote basic literacy, financial literacy, health literacy, and

information literacy.

STEM kits for older kids provide materials and equipment to explore different areas of science: architecture, coding, engineering, fossils, and more.

Active in professional associations, Stephanie was chosen to participate in the Pennsylvania Library Association's Leadership Academy.

By documenting the library's resources and services, she helped Tredyffrin Township Libraries achieve Gold Star Library status with the PA Forward Program. She is currently chair of the Best Practices Award committee of the Youth Services Division of the Pennsylvania Library Association.

HISTORICAL COMMISSION by Pearl M. Nudy, Historical Commission Member Preserve - Protect - Perpetuate

of historic contexts and architectural styles found throughout the Township.

The Following is a summary prepared by Rob Williams, Chairman of the Historical Commission.

Conducted historic preservation training provided by experts from the National Alliance of Preservation Commissions (NACP). Commissioners, Township elected officials and staff, and leaders from neighboring townships learned Why Preserve? An introduction to Historic Preservation, Public Outreach and Community Engagement, Preservation Planning and Identifying and Designation Historic Resources.

Happy to report that the Historical Commission has been quite busy the past several months. Lots had to be accomplished for historical preservation in our Township to be a relevant matter to all who care about history, and to enlighten those who don't know about the Township's historical heritage.

Received Certified Local Government (CLG) grant of $7,000 from the PA State Historic Preservation Office for Commission training. Tredyffrin Township is one of only 45 out of 1,700 municipalities in the Commonwealth with this national certification. The PA CLG programs provide unique access to State preservation grants and expert assistance.

Contributed to the Tredyffrin 2021-2030 Comprehensive Plan, adopted by the Board of Supervisors in May. The Historic Preservation Chapter specifies eight recommendations for improving the Township's appreciation and protection of its heritage.

Commissioners conducted six tours of Township buildings listed in the 2003 Historical Resources Survey. Tours included the historic villages of Strafford, Berwyn, and Paoli, as well many of the Township's most notable historic buildings. community engagement, history and civics education The Historic Commission is dedicated to Historical Preservation in the Township and it shows in their many accomplishments over the past year.

Mt. Zion AME Baptist Church received $35,000 PA Keystone Historic Preservation grant to restore their ten stained glass windows in the church.

The Historical Commission supported the grant application with a letter of endorsement as a PA CLG. The Church was listed on the National Register of Historic Places in 2015 and the grounds commemorated with a State Historic Marker in 2020 for the “Berwyn School Fight”.

Hosted an information booth at Party in the Park to inform residents of Tredyffrin's wealth of historic sites and buildings. Families and children searched the Park for clues for the history scavenger hunt with a few earning tasty prizes.

ENVIRONMENTAL ADVISORY COUNCIL Tredyffrin Residential Rain Garden Program Coming in 2022

After a busy 2021 getting Township approval, training volunteers, and installing the library educational rain garden, Tredyffrin Rain Gardens is excited to be launching the residential program in 2022.

This volunteer-run group will be accepting applications from residents to have a rain garden installed on their property beginning on January 1 through March 31, 2022. Properties will be assessed based on visibility, soil composition, slope of the property, and other criteria.

Conestoga Students Win a Commitment from TESD for a Transition to Renewable Energy In support of the Township's commitment to reduce greenhouse emissions and the EAC's Clean Energy initiative, Conestoga students Lilly Sui, Aishi Debroy and Clara Steege authored and negotiated a resolution that was passed unanimously by the TE School Board on November 22, 2021. Their resolution establishes goals for the school district to transition to renewable energy.

Tredyffrin's newest educational rain garden can now be seen outside of the children's section at the Tredyffrin Public Library.

There will be a resident buy-in and additional requirements that include maintenance, weeding, and general upkeep for many years as well as giving back to the program with volunteer hours; however, the Township will cover the remaining costs of the rain gardens using funds that were raised at the Tredyffrin Roots Festival and, potentially, through grant money.

This program was created to help the Township with our significant stormwater problems and to reduce pollution in our creeks and streams. It will also support local pollinators by increasing the number of native plants in the area and provide opportunities to educate the public on the importance of personal responsibility in attacking these community-wide problems.

Conductivity and Salinity Testing Project in Crabby Creek Conestoga students, Sofia Khugaeva and Keira Celebuski, performed conductivity and salinity testing on Crabby Creek as part of the Storm Water Initiative. They analyzed samples taken from Crabby Creek over the winter and spring months of 2021 and concluded that ice-melting road salts drain into nearby water bodies, such as Crabby Creek, and create unlivable conditions for freshwater fish, such as Pennsylvania Trout. The information they collected helps the Township identify potential and existing environmental problems in areas of the creek and puts the Township on a path to understanding and improving water quality in the community.

The Environmental Advisory Councils (EAC) of Tredyffrin and Upper Merion Townships recently endorsed a new initiative, Southeastern PA Alliance of Green Enterprises (SAGE), a non-profit charitable corporation that supports and promotes small businesses implementing environmentally considerate practices.

Some of the business criteria include: - sustainable purchasing; - green interior and exterior building and grounds improvements; - energy efficiency; - sustainable food practices; - transportation; - community participation, and more.

A tiered recognition system, which assigns points for actions completed, will award Gold, Silver, or Bronze SAGE seals, which will be displayed and announced publicly.

The organization also aims to provide resources and mentorship to businesses looking to implement new sustainable practices. Businesses will also be able to improve on existing practices and advance their sustainability tier over time.

SAGE was founded on the mission of bringing small businesses, consumers, and municipalities together to promote probusiness and pro-environment actions.

SAGE aims to include more entities and universities in Southeastern PA with missions to facilitate sustainable practices and to share and educate one another, thereby forming a green culture, community, and economy.

How Trees Aid in Stormwater Management

Trees and forested areas play a critical role in preserving the ecological health, character, natural beauty, and historic heritage of our Township. Tredyffrin is a largely built out community of wooded hillsides and curving roads. Many of the original drainage channels have been encroached upon by historical development which preceded existing stormwater, steep slope, and floodplain regulations. While the Township works on trying to mitigate the effects of some of this past development through stormwater remediation projects, restoration and protection of our existing natural landscape including maintaining current tree canopy levels is key to keeping our precious, native soils in place, mitigating stormwater flows, and recharging our groundwater.

Trees are important to stormwater because they capture and reuse large amounts of water. In particular, trees with trunk diameters of 30” or greater make the most significant contributions to runoff control.

A single large, mature oak tree can capture 40,000 gallons of rainfall per year (source: https://www.usgs.gov/specialtopic/water-science-school/ science/evapotranspiration-andwater-cycle). Conifers also intercept a lot of stormwater due to their year-round needle-leaf coverage.

Trees help reduce flooding through infiltration, interception, evaporation, and foliar (leaf) transpiration (see diagram).

Interception and evapotranspiration also decrease runoff volume with larger trees providing exponentially more benefit than smaller trees. An average sized mature tree with a 25-foot diameter canopy can manage the 1-inch rainfall from 2,400 square feet of impervious surface,the footprint of a typical single-family home (EPA, Stormwater Trees Technical Report, 2017). The absorption and interception of rainwater by large canopy trees as well as evergreens reduces volume and peak flow during storms. Many of us have experienced rainfall slowly dripping from large trees during a downpour. Tree canopy reduces rainfall intensity by 20%, increasing lag time by up to three hours, reducing flooding by allowing both natural and township systems to manage and infiltrate stormwater more effectively. whenever possible is also important since native forest soils may have taken hundreds of years to develop and are not readily replaced.

Infiltration of stormwater recharges our underground aquifers which keeps our streams flowing during dry periods, helping to keep trees healthy, but also reducing flooding. Research has found that infiltration is on average 8X greater under tree canopies. (Eric Kuehler et al, USDA).

This recharging of rainfall to groundwater is a natural form of stormwater control which trees do through their extensive root and leaf area systems. It helps maintain a more consistent base flow in streams during dry periods and helps reduce severe and rapid “out of bank” flooding during downpours.

Clearing even relatively small numbers of trees from a property can increase runoff to downstream neighbors, and aggravate downstream erosion. Once heavy rains are in direct contact with compacted lawn or eroded topsoil, the capacity of the soil to absorb and retain at least some of the stormwater is significantly impaired.

Preservation of woodland remnants

According to the Nature Conservancy “A Green Path to a Stable Climate”, trees help moderate climate extremes and can help reduce the reoccurrence of extreme storms and cloudbursts, both locally and regionally. The evaporation and transpiration of moisture drawn up by trees from the ground restores moisture to the atmosphere where it can create a cooling effect and more gradual, regular rainfall, instead of violent cloudbursts.

In conclusion, preventing or slowing tree loss and replacing what is being lost whenever possible is one important tool the Township and residents can utilize to slow and offset future increases in stormwater flows while protecting our Township's natural heritage, beauty, and quality of life.

WHARTON ESHERICK MUSEUM Discoveries in the Wharton Esherick Museum Archives

In spring 2021, WEM staff were excited to discover a cache of archival materials tucked away in Esherick's 1956 Workshop building. Among the materials were Esherick client files, correspondence, photographs, ephemera, and personal objects. “We've only scratched the surface of what these new archives mean and the stories they can tell us,” reflects Emily Zilber, WEM Director of Curatorial Affairs and Strategic Partnerships. “Our uncovering of this material allows for a richer understanding of the processes, relationships, and influences that shaped Esherick's artistic path, and adds significantly to the already rich WEM archival collections. We are excited for the possibilities for new scholarship that this material invites.”

While WEM is still in the midst of processing and learning about what these archives contain, we're committed to sharing elements from them that deepen our understanding of Esherick's life, legacy, and impact. A Sculpture Proposal for the Philadelphia Zoo This brilliantly colored drawing of one of Esherick's monkeys, which visitors to the Studio will be familiar with, accompanies a series of correspondence focused on a proposal to the Zoo Sculpture Committee of the Fairmount Park Art Association from 1959. Esherick shares the kinds of animal sculptures he has made - and could make with the committee, which did not end up awarding him the commission.

Nonetheless, his final suggestion displayed Esherick's trademark sense of fun and irreverence, if not his need for biological accuracy!

Or, to be amusing and abstract, I am wondering what kind of figure I would or could create if a giraffe mated with a hippopotamus - the offspring of such a union. What say?

Paoli Insurance Agency. Their back and forth regarding payment on an end table and the refinishing of a cocktail table not only includes Esherick asking for payment to be rendered before he goes to the hospital, since it would “…help to have this,” but also Esherick hand-writing on a 1962 invoice letter “Now! Now! Big Boy!” This humorous interjection on an otherwise formal letter gives a sense of what the relationship between the two men might have been like. Huggler also replies with similar cheekiness in his letters to Esherick, pointedly noting, “I must have been drunk to have paid so much for repairs, namely 45. You owe me a table or something.”

Even though Esherick wasn't selected, the committee tried to soften the blow by reminding Esherick of how busy he was with other clients and of his strength as an artist.

VALLEY FORGE PARK ALLIANCE Wreaths Across America

On the cold, rainy morning of Saturday, December 18, volunteers laid 500 evergreen wreaths at the National Memorial Arch in Valley Forge National Historical Park as part of Wreaths Across America whose mission, Remember, Honor and Teach, is carried out each year by coordinating wreath-laying ceremonies at Arlington National Cemetery, as well as at more than 2,500 additional locations in all 50 U.S. states, at sea and abroad.

Volunteers across the world set out their wreaths on the same day.

The Valley Forge Park Alliance (VFPA) has been participating in Wreaths Across America since 2010, and the Descendants of Washington's Army at Valley Forge (DVF, a legacy society for people descended from those who served at Valley Forge winter encampment of 1777-1778) has been a partner since 2019.

"The Descendants and Alliance have enjoyed a close relationship, and it is so significant that we can come together to honor and celebrate our ancestors' service," says DVF representative Dr. Courtney Cunningham. "As Chaplain General and Wreaths Across America chair for the DVF, it is a joy to be back in the park and together with the Alliance.”

Volunteers began their work on Friday, December 17, aligning wreath stands in neat rows around the Arch in anticipation of the next morning's volunteers laying a wreath on each stand. At 10 AM on December 18th, a small ceremony was held, hosted by the DVF. Six wreaths symbolizing each of the branches of the armed forces, with two additional honoring the Merchant Marines and prisoners of war, were laid by special guests.

Then, the wreath-laying commenced.

Volunteers (including Boy and Girl Scouts, members of the Valley Forge chapter of the Daughters of the American Revolution and the Delta Sigma Theta Sorority, Miss Pennsylvania Junior High America, Miss Pennsylvania High America, and members of the armed forces, among others) made quick work of the 500 wreaths, despite fingers numb from the cold.

“Wreaths Across America is a great way for us to connect with the community around the Park and also honor those who lost their lives at Valley Forge,” says Molly Duffy, Executive Director of the VFPA. "The DVF is one of our oldest and strongest partnerships. We are honored to host their visits to the Park so that their members can strengthen their bonds to their personal heritage and our shared heritage as a nation."

The wreaths will remained at the Arch until January 15th, to honor those who gave the ultimate sacrifice in the founding and defense of our nation.
