Message From Board Of Supervisors Chairman Murph Wysocki As I deliver this message for printing in the Township's quarterly newsletter, the coronavirus crisis continues to impact all aspects of our lives. Some governmental leaders are considering loosening protective measures in certain areas and for certain businesses. Here, in Tredyffrin Township, we have opened Wilson Farm, Teegarden and Mill Road Parks, for limited use, subject to governmental guidelines. The Commonwealth is permitting construction and other business activities, as well as lifting certain restrictions in less populated areas of the state. Still, we know not where, when, or how any of these plans will ultimately proceed. We do know that we will face risks.

Borrowing an often-used statement of our COVID-19 reality, we are in this together, and we will come out of it together. It is in that spirit that I have written this message.

Before COVID-19 consumed our lives, I had hoped to highlight some actions taken by the Board of Supervisors, working with Township Staff and many others, to move Tredyffrin Township forward. Now is not the right time. We will review those actions after the storm has passed.

When I started writing this message, we were getting ready for Spring in Tredyffrin Township. Our fields would be filled with young and old alike playing sports of all kinds. Our parks and trails would be open for enjoyment by everyone. We would be having outdoor fun. That did not happen. Tredyffrin parks were closed. Our everyday world was brought to an abrupt halt. The deadly coronavirus pandemic was spreading across the world and throughout our nation.

On behalf of the Board of Supervisors, I want to thank everyone who helps make Tredyffrin Township a wonderful place to live, especially as we, together, navigate the difficulties presented by the COVID-19 crisis.

Those I highlight here, and many others, are serving our community with honor. Our Township Staff works hard to provide a high level of service to our residents and businesses. I thank our Police Department for its outstanding professionalism in keeping our community safe for all. I recognize our volunteer fire companies and their EMS teams for their tireless commitment to delivering exemplary emergency services to the people of our Township. I also thank the numerous volunteers who dedicate their time and effort to our boards, commissions, committees, task forces, and private charitable groups for the betterment of our community.

What was to be another Spring of renewal in our Township became a time of facing the challenges from the dangerous, unseen coronavirus enemy. We are staying at home, social distancing, wearing masks, visiting and meeting by Zoom and other virtual means, grocery shopping over the internet, home schooling, worrying about economic distress, helping those in need, and practicing patience, compassion, and gratitude. We are trying to stay safe and healthy. We will

The twin crises of COVID-19 and financial distress will remain challenges to the Tredyffrin Township community in the coming months. Working and caring together, we will rise to meet those challenges. My fellow Supervisors and I are honored to serve the residents of our community. We will come through these troubled times with you, resolving together to build a brighter future for our Township.

Authorities, Boards And Committees Did you know that there are “behind-thescenes” people from the Township who serve on authorities, boards and committees who willingly give of their time, expertise, and energy in service to Tredyffrin? Many of the folks who serve are volunteers. They are your neighbors, parents of your children's friends, and members of your community. You are familiar with the Board of Supervisors, the Township Manager and his Department Heads, the Superintendent of Police and his Police Department, the Public Works crews who you see out on the roads in the winter and in the parks in the nice weather, and the administrative staff who help you every day.

Let's take a look at these ABC's in Tredyffrin.

Board of Supervisors

Members of the Board of Supervisors are elected officials, serve four-year terms and they are the Township's decision making body of seven elected officials. Supervisors establish Township policy, initiate and adopt ordinances and resolutions relating to Township business, determine the rates for both real estate and other taxes they are empowered to use, and set both capital and operating budgets.

Supervisors provide for police and fire protection, planning and zoning, street maintenance and snow removal, sewers, libraries, parks and recreation, and regulate land use development and building construction. Supervisors also appoint key Township officials and residents to Township Authorities, Board and Commissions.

Environmental Advisory Council

Members of the Environmental Advisory Council (EAC) serve three-year terms and are dedicated to exploring and promoting environmental initiatives in the Township. They work at the direction of the Board of Supervisors and as an extension of Township staff to research environmental issues and funding sources; to advise Township staff and supervisors; to sponsor environmental education; to partner with Township residents,

outside agencies, and organizations with similar interests; and to coordinate environmental projects.

Historical Commission

and supervises park activities. The mission of the Parks & Rec Board is to enhance the quality of life for residents of all ages through parks, recreation programs, and open space preservation.

Members of the Historical Commission (HC) serve three-year terms and they advise the Township on matters concerning the preservation of historic resources.

The Trustees oversee the management of the Township's pension plans.

Library Board of Trustees

Planning Commission

Members of the Library Board of Trustees serve three-year terms. Responsibilities of the Board include fundraising for operations, overseeing the annual budget, determining policy, and working to help improve library services and resources at both the Tredyffrin Public Library and the Paoli Library. Meetings are open to the public and occur on the fourth Thursday of each month except for a combined November/December meeting. The meeting schedule is available on the Libraries' and on the Township's websites. Stop into the Libraries and check out a book, CD, or DVD; browse our extensive collection of newspapers and magazines; make use of free computer access; take advantage of free Wi-Fi access; bring your children to a story time; or interact with other members of your community at one of the many programs the Libraries offer.

Municipal Authority

Members of the Municipal Authority serve fiveyear terms and the purpose of the Authority is to provide funding for sanitary sewer and highway projects in the Township through the sale of Municipal Bonds. The Municipal Authority owns all the sanitary sewer facilities and leases them to the Township.

Park and Recreation Board

Members of the Park and Recreation Board serve five-year terms and consist of nine volunteers, seven appointed by Tredyffrin Supervisors and two by the Tredyffrin/Easttown School District. The Board oversees the acquisition, development, and use of park sites

Pension Trustees

Members of the Planning Commission serve four-year terms and are authorized to prepare, update and oversee implementation of the Comprehensive Plan, Subdivision and Land Development Ordinance, and Zoning Ordinance, and to review land development and subdivision applications. Land development decisions by the Planning Commission are final, while the Board of Supervisors has final approval authority on all subdivision applications. Regular meetings, usually held on the third Thursday of the month, are formal meetings where applications are first heard and decisions or recommendations are made. The public is welcome to attend and comment on any matter on the agenda.

Zoning Hearing Board

Members of the Zoning Hearing Board serve three-year terms and consist of three members and three alternate members. Appeals for relief from decisions of the Zoning Officer and/or requirements in the Zoning Ordinance are handled by the Zoning Hearing Board. This is a quasi-judicial body whose decisions are not subject to the approval of the supervisors.

Zoning Hearing Board meetings, which are open to the public, are usually held on the fourth Thursday of the month.

Spotted Lanternfly Management The Spotted Lanternfly is an invasive insect that has the potential to greatly impact agricultural crops such as grapes, hops, and hardwoods and reduce the quality of life in heavily infested areas.

Egg masses are laid on trees, decks, houses, and other hard surfaces and are protected by a mudlike covering. SLF adults are the most detectable stage since they are large, brightly colored, and mobile. Professional pest managers use an integrated approach called integrated pest management (IPM) to eliminate as many SLF as possible while minimizing potential risks to the environment. One IPM method for destroying SLF is using “trap” trees. Thousands of SLF can be killed by one trap tree. The Pennsylvania Department of Agriculture (PDA) is establishing many trap trees in the infested area to kill as many SLF as possible while minimizing pesticide use. Property owners can also establish trap trees on their land or hire a professional service to help them.

How do trap trees work?

Tree-of-heaven (Ailanthus altissima) is a preferred host for SLF. In the fall, many SLF adults relocate to feed on tree-of-heaven. To set up trap trees, most tree-of-heaven trees are killed. The remaining treeof-heaven trees are treated with an insecticide that is moved throughout the entire tree. When the SLF adults feed on the treated trap trees, they ingest the systemic insecticide and die. As additional SLF relocate to feed on the trap trees, they also die.

Steps to establish a trap tree to kill SLF:

1) Identify all tree-of-heaven trees on the site.

Spotted lanternflies seem to prefer certain tree-ofheaven trees over others. Locate specific trees that are most attractive to the spotted lanternfly based on the number of insects feeding on them. For information on how to identify tree-of-heaven, see

2) Treat approximately 85 percent of the tree-ofheaven trees with a properly labeled herbicide. Kill all female tree-of-heaven trees if possible; they produce seed and contribute to the spread of this invasive tree. Leave only a few male tree-of-heaven trees that appear to be more attractive to the insect to serve as trap trees.

Herbicides recommended to kill tree-of-heaven trees contain the active ingredient triclopyr, which comes in two formulations: water based (amine) and oil based (ester). Both formulations are effective for controlling tree-of-heaven. Other herbicides are effective; but to prevent herbicide injury to trap trees through common root systems, limit herbicide selection to triclopyr. Herbicide application methods effective for controlling tree-of-heaven include foliar sprays, basal bark, and spaced-cut hack-and-squirt applications. Treating cut stumps is ineffective at controlling the tree-of-heaven; it will not control the roots. Herbicide applications made to control tree-ofheaven are most effective when applied from July 1 to September 30, when the plant is exporting sugars to the roots. Applications made outside this window

are not effective at controlling the roots and may only injure aboveground growth.

Cutting tree-of-heaven is often necessary to remove potentially hazardous trees, but it is not useful as a stand-alone control measure. They will resprout vigorously from stumps and roots. In situations where tree-of-heaven stems need to be removed, it is best to treat them with herbicide first and then cut. Allow 30 days for the herbicide to take effect before cutting. 3) Treat the remaining tree-of-heaven trap trees with an insecticide that will move throughout the tree.

For best results, apply the insecticide according to the label in June through August. When spotted lanternflies feed on treated trees, they will die.

Systemic insecticides known to be effective and labeled to treat ornamental trees, including tree-ofheaven, contain the active ingredients dinotefuran or imidacloprid. PDA is using dinotefuran to establish trap trees. Treating only trap trees reduces the total amount of insecticide used in comparison to largescale contact insecticide applications.

CAN CATS AND BIRDS THRIVE TOGETHER?

by Philip Witmer for the Tredyffrin EAC Our wild birds are an important part of our eco-system; they pollinate plants, spread seeds to new areas, and help to control insect populations. Additionally, millions of Americans love bird watching, which brings a financial boon to birding communities.

Despite their value, birds are under attack from many human-caused factors, not least of which is death from domestic cats that are allowed outside. Can we have healthy, contented pets and still protect the wild birds that provide so much enjoyment and economic benefit, while helping to keep our planet livable?

Let's take a look at the facts. Recent research appearing in Science magazine (October 4, 2019) has shown that we have lost almost 30% of our birds in the last 50 years. There are many factors in this decline but habitat loss is at the top of the list. Second to habitat loss is fatalities due to domestic and feral cats. The estimates are that domestic cats kill 1.4 to 3.7 billion wild birds a year in the United States alone, according to USA Today (January 29, 2013). That's a lot of birds. If that's not enough, additional research predicts that 389 species, two-thirds of North American birds, are at increasing risk of extinction due to climate change (Audubon.org/climate/survivalbydegrees). If we are to save birds, it will be critical to eliminate or at least reduce bird losses from cats outdoors.

Many cat owners don't believe that their cats kill birds. But that runs contrary to research that indicates even well-fed cats hunt and catch wild birds. Even though cats have been domesticated for thousands of years, they retain the instinct to hunt for prey. We've all been charmed by the antics of kittens pouncing on balls of yarn or chasing laser pointers around the room. While these behaviors are cute to us, they are, in fact, practice skills for an animal designed to hunt.

Don't despair; your cat is not acting badly when it brings a dead bird or small mammal to your doorstep; it's just responding to a survival gene that was implanted millennia ago. Of course, not all cats bring trophies home and the owners are left clueless to their pet's alter ego. A cat also doesn't have to kill a bird directly in order for the attack to 18

There's not a lot you can do to stop your outdoor cat from killing birds. Bells on collars don't work. Wild birds don't recognize the tinkle of a bell as a sign of danger. There are collar guards that can be used that prevent a cat from being able to bite on prey held with its paws, but the bird could be maimed all the same. Such a contraption might interfere with the cat's ability to defend itself and, if you let your cat out so it can experience the outdoors, are you likely to put such a thing on your cat?

Many cat owners believe that their cat needs to be outside in order to be happy. It makes sense that a cat, just like a dog, will benefit from exercise and relief from boredom. But letting your cat roam free is sending him/her out into a very dangerous world. Outdoor cats are exposed to a host of diseases and run the risk of encounters with other cats and larger animals such as raccoons, foxes, and coyotes. As evidence of this (from pets.webmd.com), the life span of an outdoor cat is between 2 and 6 years whereas indoor cats can live as long as 17 or more years.

Another approach is to install an enclosed outdoor area in your yard. Your cat can relax all day enjoying the experience of being in the wild while being protected from the dangers of roaming free (Google 'Catios' for information). Either of these methods has the side benefit of bringing you into compliance with Tredyffrin Township's leash law. This ordinance requires that anytime your pet is off your property, it must be on a leash. Something to think about.

Outdoor cats without owners (stray or feral cats) present a problem for the entire community. In my research, I wasn't able to find information on feral cat communities in Tredyffrin, but many of our surrounding communities do have issues with feral cat colonies; I imagine that we do, too. I do know that some of my neighbors feed stray cats and that behavior, although wellintentioned, encourages the problem of feral cats.

I have learned that stray cats that are picked up in the Township are sent to the Brandywine SPCA. In recent years this shelter has instituted a 'no kill' policy meaning that it won't euthanize healthy stray or adoptable animals. They utilize a procedure called TrapNeuter-Return. That means that stray cats are neutered, vaccinated, and returned to where they were found. The theory is that eventually the neutering will reduce the size of the colony. This practice is very controversial with one side claiming evidence that that colonies can be reduced and the other side with research that colony size does not reduce. Both sides will agree that it is a major use of resources to perform the necessary surgery and immunizations.

In the end, the controversy makes no difference to the wild birds. As long as cats roam freely, whether neutered or not, they are a threat to our wild birds. In 2019 the Brandywine SPCA released 1,359 cats back into the outdoors. Each one of those cats is likely to kill birds. I know this is a difficult issue to deal with and most of us would rather ignore the problem. But the problem is not going away. No one wants to think about euthanizing thousands of cats. It seems unfair to punish the animal for the behavior of humans. But the only other option I can see is to securely house and feed all of those strays. Are we willing to pay for that?

There are many people who speak very passionately about treating animals humanely; but we must also be passionate about protecting the wild birds that are so important to us. I hope you will join me in speaking up for the birds.

Are there alternatives for the responsible cat owner to give their cat some quality outdoor time? The answer is yes. One way is to take your cat for a walk on a leash. The exercise, as with dogs, might even be good for the owner. Your cat might have to get used to the harness but it will benefit in the long run.

Trees: Critical Partners For Health And Environment by the Tredyffrin Environmental Advisory Council and the Stormwater Citizens' Advisory Task Force

If you are getting concerned about surging stormwater and rising summer temperatures, you may pause to appreciate your neighborhood trees. Trees are a cost effective way to reduce stormwater runoff and reduce and offset carbon emissions, a key to slowing climate change.

Many people know about the benefits of trees, some of which include increased carbon sequestration, improved air quality, and wildlife habitat preservation.

Researchers have also identified a surprising number of other ways we benefit from trees, benefits that may vary from reduced recovery times for hospital patients to increased property values ($700 per mature tree, according to a Wharton study cited by the Local Government Commission).

Important for our community, trees play an important part in reducing and managing stormwater runoff.

He and fellow scientists published an analysis showing that restoration, conservation, and improved care of our wooded areas and trees is by far the most important factor in counterbalancing carbon emissions. Particularly deserving of our protection are our mature trees, which have been determined to capture and store greater amounts of carbon relative to medium-aged and young trees due in part to their extensive and active root systems. Trees absorb air pollution - Through their leaf surfaces, trees absorb pollutants such as ozone, nitrogen oxides, and sulfur dioxides while also intercepting dust, pollen, and smoke. Trees freshen the air as they take in carbon dioxide and release oxygen through photosynthesis. According to the Local Government Commission, 100 large trees can remove 1,000 pounds of pollutants every

year. (“Livable Communities and Urban Forests”).

Trees also save energy and create cooling effects by transpiring moisture and shading buildings. They reduce winter utility bills by reducing wind speeds thus curbing winter heat losses in homes.

In addition to the benefits to humans, trees play a critical role in conserving habitat for our local wildlife, including the many bird and butterfly species whose numbers have declined due to habitat loss. To take advantage of all these benefits, be proactive in saving the trees on your property and in your neighborhood. Replace lost trees with native tree species, both deciduous and evergreen. To provide the most ecological benefits to you and to wildlife, add a layered understory of shrubs, grasses, flowering plants, with a healthy layer of leaf litter underneath it all.

How Trees Help Reduce Stormwater Runoff

Large trees have hundreds of square feet of leaf area to intercept and store rainfall. Tree canopy cover increases the lag time of the rain hitting the ground, from minutes to sometimes hours, significantly reducing rainfall impact. Penn State Extension reports that in both urban and suburban settings, a single deciduous tree can intercept from 500 to 760 gallons and a mature evergreen can intercept more than 4,000 gallons annually (learn more at “The Role of Trees and Forests in Healthy Watersheds” Penn State Extension, August, 2015.)

The intercepted water moves slowly to the base of the tree ('throughfall' and 'stemflow'), allowing infiltration into the soil, where a tree's extensive root system takes up some of the water while some percolates into the aquifer. A significant amount of water also evaporates from a tree's leafy canopy and from leaf litter on the ground, cooling local temperatures and returning moisture to the atmosphere.

Having mature trees on your property can increase infiltration and reduce runoff eightfold, according to Eric Kuehler of the USDA Forest Service.

How Trees Clean Our Air and Help Offset Carbon Emissions

Who doesn't remember the Volkswagen Diesel scandal? In 2015 the Environmental Protection Agency (EPA) stated that Volkswagen had manipulated the outcome of emission tests so that they showed cleaner diesel exhaust than the actual emission (New York Times, “Engineering a Deception: What Led to Volkswagen's Diesel Scandal”, 2017).

In September of 2015, Volkswagen confessed that they had used software to manipulate the results. This ultimately led to a settlement of $21 billion in the US in 2017.

The settlement costs were divided among the 50 states of which Pennsylvania received approximately $118 million. Governor Wolf's Administration used this money to initiate the program Driving PA Forward. The program aims to improve air quality in Pennsylvania by reducing NOx emissions from diesel exhaust.

Driving PA Forward consists of several initiatives, one of them being the 'Level 2 Electric Vehicle (EV) Charging Rebate Program'. Applicants could receive a $10,000 rebate to get a charging station (2 outlets) installed in a public space. The Environmental Advisory Council (EAC) requested quotes for the installation of a charging station at Tredyffrin Library and worked with the Township to apply for the rebate. Over the last couple of years, the number of electric vehicles on the roads has increased.

As numbers have increased, the number of charging stations has increased. I found this out when my family took our new Tesla to Maine last June. With a little planning, we were able to find chargers at convenient stopping points all along the way. Yes - but what about the pollution load of the sources generating the electricity? Even if that is considered, electric vehicles still have an advantage over gas-powered vehicles when it comes to reducing greenhouse-gas output.

A February 11 article published by David Reichmuth, Senior Engineer in the Clean Vehicles Program of the Union of Concerned Scientists, “Are electric vehicles really better for the climate?” Yes. Here is why: explains: Working with numbers from the EPA, Reichmuth shows that everywhere in the U.S., the electric grid produces power with lower emissions than those produced by a gas-powered vehicle - even a new one.

The DOE fueleconomy.gov page gives a Tesla Model 3 a rating of 141 MPGe - miles per gallon equivalent - while the most efficient hybrids run at 58 MPGe. Furthermore, electric vehicles are becoming more efficient, and the grid is becoming cleaner - less coal and gas, and more non-carbon energy sources. These numbers can only get better.
