Tredyffrin Township makes every effort to provide information to the residents and businesses as effectively and as timely as possible. The methods currently in use are:

PRINTED NEWSLETTER This printed newsletter is distributed three times a year to every residence in Tredyffrin Township as a public service. Franklin Maps works closely with the staff to provide this service for the Township and its residents. The cost of the newsletter is covered by advertising and not Township funds. If you have items of interest or ideas for articles, please send them to tredyffrin@tredyffrin.org

The best and most current place to get information is through the Internet by connecting to the Township website at www.tredyffrin.org, which continues to provide information on all events and programs taking place throughout the Township, as well as providing the latest news, events, and emergency announcements. Tredyffrin is also on Facebook, Twitter, and Instagram, so follow us on these social media platforms. E-NEWSLETTER Tredyffrin offers monthly updates about Township news and events via the e-newsletter. To sign up for the e-newsletter, weather advisories, events happening in and around Chester County, and/or alerts by email or by text, visit www.readychesco.org and enroll. thAt the April 18 Board of Supervisors meeting, the Board voted in favor of implementing a Stormwater Management Fee. As you remember, the Board held two special meetings to discuss various funding alternatives and other solutions to the many challenges that we are facing as a Township.

Another takeaway from my presentation is how dedicated the Board of Supervisors are to addressing stormwater issues long term. I highlighted 13 projects, covering flood reduction efforts to infrastructure, as proof of their commitment to this important issue. Additionally, our Engineering Department has applied for over $4 million in grant funding to help offset the costs to our residents. We also expect to explore a potential bond issue in the next 18-24 months. Any potential grant funding that we receive will impact the funding that we may seek and, therefore, we will wait until we have formal responses to our grant Alsoproposals.highlighted in my presentation, formal operations are set to begin in January 2023. Early next year, we plan on hiring the additional staff required to meet the needs of the program that I outlined earlier this year. While we do not expect to begin to receive revenue until 2025, in the interim, the General Fund will fund the operations through the Due To/From accounting mechanism, meaning that it will essentially loan the funds to this newly created Stormwater Fund. While working toward full implementation in 2025, we will conduct an Engineering Study to serve as the backbone for developing the actual fee. During that same time, we will craft the Ordinance. We expect both to be completed in early 2024. We will host various public meetings on these topics over the next two years to address any questions residents may have, such as, fee structure, appeals process, exemptions, etc. Please watch the website, e-newsletter, Board of Supervisors announcements, and social media for upcoming meetings and presentations on this very important matter!

Since that meeting, I have been working closely with our Township Manager, Engineer, Public Works Director, and other staff, to develop a timeframe for implementation of the ManagementStormwaterFee. At the June Board of Supervisors meeting, I gave a presentation outlining the process from start to finish.

One of the key takeaways from that presentation is that staff is expecting residents to receive their first bill in 2025. While all the details are not finalized, based upon our current knowledge, your Stormwater Management Fee is expected to be included on the same bill as your Sewer Fee (if you are connected). For those residents who have on-site septic systems, your bill will only include the Stormwater Management Fee.

The Township does not assume responsibility for replacement due to vandalism or theft. The dedicating party will have the option to purchase a replacement after the 10 year adoption period or in the case of vandalism or theft. A big thank you to all who attended the Township's First Movie Night on Friday, June 3. Mother Nature cooperated and it was a beautiful night to lay down a blanket, enjoy a beer or two from La Cabra Brewing (Berwyn), dessert from Handel's Homemade Ice Cream (Berwyn), and a bag of popcorn from the Parks Foundation while taking in our first feature film, Encanto!

S ESULTS MOVIE NIGHT

In many issues, the Township Engineer provides a multi-page article with photographs on projects that have been completed. As an example, Stephen Burgo kept us up-todate on the Howellville Road Bridge over the Norfolk Southern Railroad project. In each issue, we have a message or two from key personnel in Township Administration. Each issue has a section provided by the Township Libraries about past, current, and, if timely, future events. Recently, the Environmental Advisory Council and the Historical Commission have been providing articles on their activities, providing suggestions for how residents can be environmentally aware or learn more about historic resources in the area.

In the Spring/Summer 2022 newsletter, there was a survey asking for residents' opinion, comments, and suggestions for the Township's printed newsletter. The response was overwhelming, more than we ever expected to receive, and we received great ideas for future articles. The majority who responded reported that they do read the newsletter, that they would like to continue to receive the newsletter, and that a regular newsletter is important to them. The number one suggestion from several who responded was that we provide information about events in and around the Township on a regular basis. Because this newsletter is published only three times a year, coordinating announcements with publication dates could prove impractical. Many times, events are not even planned when the publication goes to press, so there are no details available. Additionally, the printed newsletter often provides articles on events that have happened in the past, along with photographs from those events; it rarely talks about events happening in the future. It does provide Park & Recreation schedules, electronics events dates, and the Township meeting calendar in every issue. Many of you are already enrolled through www.ReadyChesco.org to receive the monthly electronic newsletter provided by the Township. If you are looking for information that is more current than what is provided in the printed newsletter, here is the screen you will see to enroll. You can sign up for a variety of alerts from the County, but for the enewsletter, you want to select Tredyffrin Township (General). You can also follow us on social media (Facebook, Twitter, and Instagram) to get the most current information and alerts. Additionally, the “Next Door” app is a great way to hear about local happenings such as yard sales, craft fairs, etc. Please note, the Township has no affiliation with third party neighborhood apps. Most notably, any hazardous waste, shredding, or e-recycling information is posted on the Township website and social media as we receive information from the County and local representatives. This information is also found in the monthly e-newsletter While we do receive articles from local community groups (i.e., Historic Preservation Trust, Open Land Conservancy, Valley Forge Park Alliance), we would not include articles on various businesses. The Township may not appear that it is promoting or favoring any one business over another. However, we do ask residents to support the businesses that advertise in the newsletter, as their support helps defray the cost to the Township itself of each issue of the printed newsletter

2. If a violation is found, a letter is sent to the property owner stating the violation and specifying how long they have to remedy the violation. Depending on the severity of the violation, the notice may be sent via certified mail.

OfficerOnadaily basis, we deal with all types of contractors and developers who are working on building projects throughout the Township. We visit the sites and discuss the code needs of the project with the site representatives and review the work to make sure that it is being done according to the Code. We also work closely with the companies that we contract with who assist in performing inspection services at our request. Tredyffrin is a booming community and, as you walk or drive through the Township, you can see the various construction that is occurring. It is amazing and, at times, overwhelming to you as a resident and to us as the code inspectors. In addition to construction projects, the Code Officer also handles issues that arise with residents. Many of the calls that come to the Code Office have to do with neighbor disputes. My first suggestion is always to ask residents if they have talked with their neighbor about the issue at hand. Many times, if you invite them over for a cup of coffee and sit out on the patio and discuss the situation, you and your neighbor can resolve it amicably and without involvement of the Township Code Office.

At the April 18, 2022 meeting of the Board of Supervisors, the TV Studio was dedicated in memory of Herbert W. Greenwood, who worked tirelessly for and earned the trust of the citizens of Tredyffrin Township starting in 1950, gaining the unofficial title of “Town Grandfather”. He logged 20 years on the Parks Board, and 14 years on the Board of Supervisors, serving from 1984—1997. He was instrumental in establishing Tredyffrin Township Public Access Television. He is remembered for his many years of being a dedicated and principled public servant to Tredyffrin Township and its residents as a Township Supervisor, as a liaison to the Cable Television Advisory Committee, Historical Architectural Review Board, Municipal Authority, Planning Commission, Personnel Committee, and Finance Committee, and as a mentor, coach, and founder of the Devon-Strafford Little League. Greenwood family members who attended the meeting and were acknowledged by the Supervisors included Elizabeth Greenwood, David Greenwood, Gayle Greenwood, and Craig Greenwood.

The Code Officer handles a wide range of responsibilities. The main focus of the office is to ensure that new construction, renovations, and all building related issues are addressed and are being completed in accordance with the Code of Tredyffrin. CONNECTING T

Tredyffrin & Easttown Care is a local, all-volunteer non-profit that lends a hand to individuals and families in the T/E Community who might need a little extra support. It does not offer long-term support, but tries to help bridge a gap during a challenging time. Funds are raised through local donations from individuals, businesses, or other organizations. Once a year, T&E Care holds an event in an effort to raise the needed funds to allow it to lend a hand to our neighbors. The information about this year's fundraiser is below. Sparta by Claire Heywood, A Thousand Ships by Natalie Haynes, and Ariadne by Jennifer Saint. Then, everyone will participate in a discussion of the remixed classic led by Villanova Classics Studies professor, Dr. Alissa Vaillancourt. During the discussion, participants will learn about the influence of history, philosophy, cultures, and other humanities as depicted in novels that remix classic stories. Afterwards, participants will have the opportunity to virtually meet the authors who published the classics retelling. On Saturday, July 9th, Remixed Classics: Family Book Club will meet and discuss The Story of Babar written and illustrated by Jean de Brunhoff. The Family Book Club invites families to read a classic Children's book, and discuss the historical, cultural, and philosophical elements of each book selected. After the discussion, families will remix each story by changing different elements of the book. Children & Families During Remixed Classics: Let's Make a Movie, children between the ages of 8 and 12 will read and discuss a Newbery winning or honor book and create a 90-second film of that book. During the program series, participants will discuss the themes of the story, why it was written the way it was, and how the story could be remixed into a modern interpretation. A history expert will lead one of the discussions to talk about the historical influence on the story.

All summer, teens will focus on selecting, reading, and discussing a classic novel and research the time period of the selected novel. Assault On Officer April Commendation2021 of Merit

Officer Chris DeCarlo was named Officer of the Year for 2021. Township Police Officers submit the names of other officers who they believe have gone above and beyond in their service to the Department and to the citizens of Tredyffrin. The submissions are reviewed by a panel of their supervisors and peers and a selection is made for the Officer of the Year. Officer DeCarlo was instrumental in many of our high profile cases this past year, leading to successful criminal prosecutions and the recovery of thousands of dollars in losses for crime victims in our community. In nominating Officer DeCarlo for this honor, his peers noted that he has not only been an asset to his squad, but to the overall image of our agency and has proven himself to be a notable contender for this prestigious award through his attitude, work ethic, and overall personality. They cited his investigative nature that resulted in 28 arrests and over 278 citations in 2021. His peers acknowledged him as an officer who always makes himself available to assist his coworkers with any task, no matter how tedious the task, and always with a positive attitude. Burglary Investigation

USPS Mail InvestigationFraud

The Tredyffrin Police Department and other surrounding area police departments were investigating multiple reports of thefts of mail from outdoor USPS mailboxes. These thefts manifested into numerous check fraud cases and other related thefts of money. Officer DeCarlo, using information gleaned from earlier thefts, tailored his patrol tactics to monitor the Paoli Post Office. On December 12, 2021, he was in the right place and observed a vehicle he remembered from an earlier case parked next to the outside mailbox of the Paoli Post Office. An investigation ensued and two people were charged in the mail thefts/fraud.

Stolen Vehicle Arrest August 2021 Unit Citation Information concerning a stolen vehicle in the area was provided to Sergeant Molineux. Sergeant Molineux located the stolen vehicle and he and Sergeant Costa conducted a stakeout of the vehicle. About two hours later, the stolen vehicle drove by their location, and they stopped the vehicle and arrested the driver. Further investigation resulted in the arrest of another accomplice.

An accident on Route 202 occurred and the driver was reported to be unconscious and not breathing. Corporal Smethers, Corporal Reynolds, and Officer Fulmer treated the unconscious driver and applied CPR, an AED, then Narcan to revive the driver The driver was transported to the hospital where vital signs were regained.

Sergeants Molineux and Costa, Corporal Smethers, and Officers Harhut, Middleton, and Glover were recognized.

An aggravated assault on a police officer occurred in East Whiteland Township and a picture of the alleged suspect was sent out between police agencies to be on the lookout. However, there wasn't any information regarding the identity of the subject. Officer DeCarlo, using advanced training he received on photo recognition software, was able to identify the subject. Officer DeCarlo on his own volition desired to help a neighboring agency solve an investigation. The sharing of this information saved time and helped expedite the capture of the suspect, thus, significantly shortening the amount of time the alleged suspect was at large and a danger to the community.

Corporal Reynolds and Officer Middleton were dispatched to a residence in Chesterbrook for a report of a 61-year-old male having chest pains and shortness of breath. While enroute to the residence, police dispatch upgraded the patient's status to a more serious nature. The patient was now unconscious and not breathing. On location, Officer Middleton and Corporal Reynolds took over CPR and applied the AED, which provided three shocks to the patient. The patient's vital signs began to return, including the ability to speak and answer questions. The patient was transported to the hospital for treatment, where he ultimately regained his full function. The subject was discharged and sent home with a full recovery.

Medical Assistance December 2021 Live Saving Commendation & Commendatory Letters Officer Heleniak responded to a retirement home for a report of a sixty-year-old employee who had fallen and needed assistance getting up. The incident was upgraded to a cardiac arrest and employees had begun CPR. On location, Officer Heleniak took over CPR until the ambulance arrived and assumed patient care. Prior to the ambulance leaving for the hospital, they were able to get a pulse back and the patient was breathing on his own. Though the energy profile is based on 2015 data, it gives a good overview how we, as a community, use energy. The inventory estimates energy use and GHG emissions for our community. It covers the residential, commercial, and industrial sectors, as well as transportation sectors (on-road transportation, passenger and freight rail, aviation, and off-road vehicles, and equipment). Note that the “commercial sector” refers to facilities such as office buildings, warehouses, retail outlets, schools, and some large-scale residential units. They all use a commercial meter. The ultimate goal is to reduce the emissions over the next 28 years to zero or close to zero, which points to substantial changes that we need to make as a community and as individuals.

Every five years, the Delaware Valley Regional Planning Commission (DVRPC) creates an inventory of Greater Philadelphia's energy use, energy expenditures, and GHG emissions to understand our impact on climate. Tracking energy use, energy expenditures, and GHG emissions over time enables us to know how best to increase energy efficiency and how to transition to renewable energy most effectively, and so reduce GHG emissions. The DVRPC's most recent inventory is for 2015 and the 2020 inventory is in preparation. The DVRPC calculated a profile for each township in their region. has created a Renewable Energy Transition Plan for the Township, which falls in line with the Comprehensive Plan, and can be summarized as follows.

In October, the EAC will also host a Clean Energy Tour to highlight the sustainable features of participating residences, businesses, and nonprofits across the Township, including residential rain gardens from the EAC's new Rain Garden Program*. First, the Township leads by example, as explained in the Summer 2022 Second,Newsletterthe Township supports and gives guidance, via the Planning Commission and Zoning Hearing Board, for new buildings to be either solar-ready, or (preferably) to include solar when built. A solar-ready building, for example, places an air conditioning vent on the roof in such a way that it will not prohibit solar installation. Buildings have a long lifespan, and it is imperative that the Planning Commission advise on this in all future building-permit requests.

The curb was cut between the parking lot and the garden to enable the rain garden to receive and absorb stormwater runoff from the paved surface of the parking lot through the channel filled with rocks that is visible in the forefront of the photo.

Cabin “stands on the east side of Irish Road about halfway between Conestoga Road and Lisbeth Lane. It has four rooms, two on the first floor and two on the second floor, and two fireplaces on the first floor.” The land where the cabin stood was originally purchased by Dr. Berhard Van Leer, of Prussia, in 1759. The property was then passed down to his son, Isaac, in 1786, who later purchased a neighboring strip of land where the cabin would be built. When Isaac passed away and the estate was probated, the land was divided into three sections that were passed to his sons. William Van Leer had the cabin built on his property sometime after 1809, and he later utilized it as his retirement home until his death in 1847. The property and cabin were then sold to James Lawless, and eventually made its way into the hands of the Curwen family, who then sold it to the School Board.

The Interns were hard at work Here's their story, provided by Beth Specker, an Historical Commission Member… For the first time, the Historical Commission participated in the Conestoga High School Senior Internship program. Two Conestoga seniors, Nicholas Rinderle and Matt Pawlow, interned with the Commission from May 9 through June 3. Their orientation included two walking tours of historic neighborhoods, led by Commission Chair Rob Williams. The students were tasked with intensive research on the Township's 13 buildings listed on the National Register of Historic Places. Properties included General Anthony Wayne's quarters, the Strafford Station, and Van Leer (Conestoga) Cabin. The interns also helped to develop plans and social media posts for the Chester County Village Walk held on July Of28.the students work, Commission Lead Beth Specker said, “They were an asset to the Commission, working diligently on their projects.” Chair Rob Williams added, “Matt and Nicholas were excited to learn the stories of Township landmarks they pass every week. They became tour guides themselves.”

Let's start with the Grants Tredyffrin Township is fortunate to be designated a Certified Local Government (CLG) by the PA State Historic Preservation Office (SHPO). The CLG program is a National Park Service (NPS) initiative to provide financial and technical support for select communities to sustain their heritage practices and sites. Tredyffrin is one of only 48 Pennsylvania towns with this distinction…out of more than 2,500 municipalities in the Commonwealth. The Township applied for a 2022 CLG grant to develop strategies to better support and preserve Tredyffrin's long heritage from thcolonial days to the 20 century. The grant funds will allow the Historical Commission to engage an historic preservation consultant for this work. Expect more news soon.

Efforts to restore the cabin for educational purposes began, and Mrs. Mildred Fisher, a past TEHS president, served as the chairperson for the restoration committee. G. Edwin Brumbaugh, a notable architect who restored Independence Hall in Philadelphia, was “employed to make a complete report of the worth of the Log Cabin”. A goal of $2500 was planned for restoration of the cabin. The Historical Society donated money and hosted cabin tours to meet it. On June 23, 1966, the restoration of the cabin was officially celebrated with a TEHS meeting.

In the fall, Matt will be attending Loyola Marymount and Nicholas will be attending the University of South Carolina. On behalf of the Historical Commission, we thank both for their amazing work.

Call for new Commissioners

The Township seeks volunteers for the Historical Commission. As an advisory group, the Commission provides heritage education for Township residents and visitors, and makes recommendations to the Board of Supervisors on historic site conservation. Residents with backgrounds in architecture, historical research or architectual historian, residential real estate, historic house restoration and building, and municipal planning are invited to apply. If you are interested in volunteering, please send a letter of interest and brief resume to the Township.

In 1960, then vice president and future president of the Tredyffrin Easttown Historical Society (TEHS), Conrad Wilson, proposed an experimental course to the School Board, centered around the Van Leer-Curwen Cabin. Wilson was also a teacher at Conestoga; he and multiple students published essays and reports on the cabin.

The Jones Log Barn (circa 1730) is unique, not only for its age and its contributions to Pennsylvania History, but also for its architecture. You will learn about the unique log barn construction and rebuilding process, local Township history, and the special contribution of the red Fritz barn from the former Fritz Lumber Yard in Berwyn. Additionally, the barn museum includes a remarkable collection of antique farm tools and equipment. After a two-year hiatus due to the pandemic, the Trust is pleased to announce the return of its popular Fall and Spring Lecture Series.

With the restart of Tredyffrin Easttown School District field trips, the Trust is pleased to welcome back local third graders for a first hand local history experience. Beginning in 2016, the Trust and TESD embarked on a successful partnership to have the elementary age students experience local history at Duportail House (c. 1740), named for General Louis Lebègue Duportail, who lived there while he assisted George Washington during the American Revolution. This fall, the TESD third graders will return to the immersive historic field trips at Duportail House. Working in collaboration, the Trust and the School District designed a series of engaging, interactive activities that allow students to gain a deeper understanding of local history. Activities feature colonial dance and music, a tour of Duportail House, a quilt square project, and, starting this fall, a tour of the Jones Log Barn Living History Center, where “18th century farm life comes to life” A community that respects its history respects itself. Interested in trying a mindfulness walk for yourself? Stay tuned: another series will launch in the fall!

What is mindfulness? It's a practice that brings our awareness to the present moment, helping us to engage more authentically and freely. Over a series of walks last fall and spring, therapists from Daemion Counseling Center taught mindfulness techniques and allowed time for sharing the effects of practice. “The therapist was open and inspiring,” said one participant. “I loved her and all the people who walked with us.”

Next up, Home as Stage will open on September 15 and explore the idea of the studio as a stage for Esherick's life and relationships. The works of four Philadelphia contemporary artists — Emily Carris Duncan, Kay Healy, Colin Pezzano, and Stacey Lee Weber — will be installed inside Esherick's iconic Studio.

Participants practiced the power of being present. While they walked, they paid attention to the experience of the moment by tuning into their senses. They looked at how the interaction of the material world affected their emotions. The observations from before and after one walk were astounding. Participants went from feeling grey and cloudy to yellow and sunny through the hour of observation, conversation, and exercise. They even noticed an increased awareness throughout the week in their daily activities.

This summer Home as Self, our 28th Annual Juried Woodworking Exhibition, reflected the Studio as Esherick's most significant “self-portrait,” and showcased twenty-five contemporary artists' own interpretations of what it means to use one's own identity as the subject matter for creation. Each submission included wood in some way but took different approaches to what it means to make a self-portrait, just as Esherick's “self portraits” took on many diverse forms.

Workshop Museum's collection produced by artists whose stories and interests connect to Esherick's own through a unique installation within Esherick's own home and studio. We hope you'll join us! 2022 marks the 50th Anniversary of the Wharton Esherick Museum! A series of exhibitions and programs explore the idea of “home” this year, in order to celebrate our history, Esherick's singular vision, and think creatively about the next fifty years and beyond. Our Home As... series has divided our anniversary year into three themes: Home as Site, Home as Self, (both viewable as virtual exhibitions at www.whartonesherickmuseum.org) and Home as Stage which opens on September 15 and runs through December 30.

We kicked off the year with Home as Site, an exhibition showcasing the architecture, process, and people involved in creating WEM's campus as we know it today and the form it may take in the future. Archival images, blueprints, and other materials illuminate how the Studio site changed over time and in response to Esherick's evolution as an artist and person. Shared in the exhibit are also materials related to the museum's Campus Masterplan project, which envisions the first new additions to the site in five decades.

WEM is actively seeking volunteer tour guides passionate about the Museum and eager to share their love and knowledge of art while connecting visitors with Wharton Esherick's unconventional life.
