STORMWATER MANAGEMENT

Stormwater Runoff and Record Rainfall

Increasing rainfall has had a major impact on the region’s stormwater runoff, especially in older neighborhoods with less than ideal stormwater management systems. With no end in sight to the frequency of these intense rainstorms, there's more to consider.

When forecasters call for rain, more and more they warn of severe storms and flash flooding. These frequent torrential rain

two-day rainfall total for any June on record with 4.63 inches on June 19 and 20 (2019). In just a few hours' time, storms are inundating areas with 3 to 4 inches of rain. What's more, the ground is so saturated that infiltration is hardly possible even with an ideal stormwater management system in place.

So as each new storm brings reports of drainage issues that have never been seen before, we need to ask: Are these really new “problems” or are they the inevitable result of the record rain events that continue to overwhelm the region? There's something else to keep in mind. With extreme rainfall

amounts, you have to expect extreme runoff. While water flowing through your yard on its way to a stormwater facility is disconcerting, it's not a drainage problem. It's a system at work.

Township neighborhoods older than 10 or 15 years don't have nearly the same amount of stormwater design and infrastructure as newer developments. The pipes are aging and inefficient. Many designs used grading and swales, which over time become filled in and flatten out and are no longer able to assist in getting water to natural water courses. Unfortunately, there's no easy or inexpensive fix.

According to the American Red Cross, flash floods are the No. 1 weather-related killer in the U.S.

Almost half of all flash flood fatalities are vehicle related, according to the National Weather Service. If you're driving and approach a water-covered road, turn around. Just 6 inches of water can stall a vehicle, and 2 feet can float most cars, trucks and SUVs. Here are some other tips to stay high and dry:

What is Impervious Surface?

Impervious Surface- A surface that prevents the infiltration of water into the ground. Impervious surfaces include, but are not limited to, streets, sidewalks, pavements, driveway areas, or roofs. Any surface areas designed to be gravel or crushed stone shall be regarded as impervious surfaces.

Floods are one of the most common weather hazards in the United States. They can happen anywhere at any time of year.

What is a Flash Flood?

Densely populated areas have a higher risk for flash floods than rural areas.

Flash floods can occur within minutes or hours of a heavy rainfall, and waters can rise as high as 30 feet or more. Even small streams and creeks can flood rapidly and cause damage. Flash floods are usually caused by slowmoving thunderstorms.

According to the National Weather Service, "Flash floods are short-term events occurring within six hours of the causative event (heavy rain, dam break, levee failure, rapid snowmelt and ice jams) and often within two hours of the start of high-intensity rainfall.”

Flash floods can move homes and cars, uproot trees and destroy bridges. Because floods happen with little to no warning, residents in low-lying areas are particularly at risk.

During heavy rain, avoid underpasses, underground parking garages and basements

Avoid hiking or camping if thunderstorms are predicted

Develop an evacuation plan for your family

Don't walk in water above your ankles; you can be swept off your feet in as little as 6 inches of rushing water

Turn off the electricity and other utilities

During heavy rain, Township storm sewers can become blocked with debris causing flooding in the street. In preparation of any rain event, Township crews do attempt to clean storm inlets to make sure they are able to collect water from the street. If you notice debris on top of a storm inlet before or after a storm, contact the Township immediately. If your roadway becomes flooded during a storm, call 911 immediately so emergency personnel can respond to close the road to traffic.

Impervious surfaces reduce the amount of rainwater that can be absorbed into the ground. When there is less ground for water to penetrate, it can quickly flow directly into stormsewers and creeks, increasing the likelihood of more frequent and more severe flooding. Additionally, pollutants are unable to penetrate an impervious surface. Rainfall may carry these pollutants directly into our waterways resulting in water that is unfit for wildlife or recreational activities.

Water runoff from an acre of paved surface is approximately ten to twenty times greater than an acre of grass. Materials such as crushed stone, porous concrete, and pervious pavers can provide various amounts of infiltration but are not considered 100% pervious.

To minimize the impact of water runoff, impervious surface coverage is limited to a maximum percentage per property, which varies by municipality. Any additional increase of concrete, brick, asphalt, etc. on a property may require a building permit prior to construction.

The Importance of Woodland Conservation to our Birds

Township trees, both at individual scale and in larger woodlands, enhance our environment in many ways, from landscape shade in the summer to absorbing carbon dioxide through photosynthesis. Many articles have focused on the importance of preserving our woodlands and tree canopy

because of their vital role in reducing flooding and stormwater runoff and in sequestering greenhouse gases and moderating climate extremes. 70% of the woodlands in Pennsylvania and the overwhelming majority of woodlands in your Township are on private property, and their conservation is crucial for these, and other, environmental reasons. One of the less-appreciated roles that our trees play is habitat; they are home to a diverse range of animals, including birds. Many bird species have experienced a steep population decline in recent decades, up to 60%, or greater, in the last 50 years. Therefore, in addition to the many other roles they play in your Township as part of our natural landscape and stormwater management “green infrastructure”, preserving Township woodlands is important to stemming the further loss of birds.

Local habitat conservation can play a vital role in supporting diverse and abundant bird populations. Although deforestation of tropical forests in overwintering sites is a factor largely beyond our control, research has shown that forest-dwelling tropical migrant birds (vireos, warblers, tanagers, thrushes, and flycatchers) that visit our area in the summer, have declined much more sharply in areas of forest fragmentation than in areas of continuous forest. This decline is because forest fragments and smaller, less connected woodland areas have more “edge” per unit area, which allows for increased predation and parasitism. For example, more

frequent cowbird parasitism of bird nests and increased predation of eggs occur because nests and eggs are not protected by a larger woodland buffer Although some birds have evolved responses to these challenges (robins and cardinals recognize and remove cowbird eggs from their nests), many birds have not. Therefore, the more fragmentation and reduction of our local woodlands takes place, the greater the loss of birds, and we have already observed populations in decline in our area. For example, the Cornell Lab of Ornithology has recorded a 34% decline in wood thrush, frequently heard in the woodlands of the Trout Creek watershed, 34% from 2007-2021 in the western Pennsylvania suburbs, with other songbirds such as orioles, chickadees, and tanagers recording similar losses. This ongoing loss of birds has cascading effects on our local ecosystems and gardens. For example, each individual songbird consumes up to a thousand caterpillars a day (Leslie Jones Sauer, Once and Future Forest). With fewer birds, our environment loses an important form of insect predation control.

Reducing the number and density of trees in our wooded areas also has negative effects on the environment and bird populations in other ways. First, the close proximity of woodland trees to each other acts as a stabilizing influence on soils and trees, allowing trees to intertwine their roots to support each other during storms. According to Doug Tallamy (The Nature of Oaks), thinning out trees in a woodland does not protect them, but rather decreases their resiliency from winds during storms, increasing tree fall and further loss of habitat. Second, clearing of trees and disturbance of the forest floor leaf litter increases the spreading of invasive plant and animal species, which thrive on sunlight and disturbed soil. Many of these woodland invaders are now supplanting natural regeneration of forests

and hindering regrowth of native shrubs and wildflowers, which play an essential role in supporting our birds and other wildlife.

There is much that we can do to preserve these interconnected populations of birds and trees in our area. Property owners who are fortunate enough to have woodlands or woodland borders on their land can help preserve our bird population through action and vigilance, including the following:

...reducing the amount of any woodland disturbance on their properties; keeping woodland patches intact and connected, wherever possible.

...directing arborists to leave the dead snags of trees to provide habitat for woodpeckers and other birds.

...avoiding compaction of tree roots from heavy equipment and mowing.

...promptly pruning any broken branches on trees.

...leaving woodland floor leaf litter wherever possible; and,

...where tree removal is necessary, replanting canopy trees with shade tree species native to our woodlands and protecting volunteer seedlings from deer browse.

Any or all of these actions will contribute to greater forest health and stronger bird populations in our area.

But sometimes, cells in the gland grow abnormally and develop into lumps called nodules. In fact, women are four times as likely as men to develop one or more thyroid nodules.

You might not know you have them

Thyroid nodules are extremely common, but because these masses typically do not cause symptoms, most people are unaware they have them. Occasionally, nodules that grow too large can cause difficulty swallowing and, in rare cases, they can interfere with breathing.

Experts are unsure what causes thyroid nodules. However, they are more prevalent in people who have had radiation to the neck as well as those with a family history of thyroid cancer. It is estimated that more than 650,000 new cases of oral, head and neck cancer were diagnosed worldwide last year. Unfortunately, many individuals are not aware of their cancer until it has reached an advanced stage. Alcohol and tobacco use as well as infection with human papillomavirus (HPV) are risk factors for head and neck cancers.

Typically, your primary care physician or endocrinologist will order an ultrasound of your thyroid to evaluate its size, location and other characteristics. Based on the results, your physician may simply monitor the nodule for any changes with periodic ultrasound tests. If the nodule is suspicious, you may be referred for biopsy to determine if it is cancerous.

Treatment is available

No one wants to learn they have cancer. But thankfully, thyroid cancer is typically slowgrowing and treatment is highly effective.

“Thyroid cancer is not only very treatable, but often also curable,” says Dr. Bhojwani, who specializes in surgical treatment of thyroid cancer. “Main Line Health has an experienced multidisciplinary team of

specialists who can care for patients with thyroid cancer close to home.”

Dr. Bhojwani and team work together to determine the best treatment plan for thyroid patients. This usually includes removing part or all of the thyroid gland and possibly surrounding lymph nodes. Additional treatment may include the use of radioactive iodine.

WHAT IS CARPAL TUNNEL SYNDROME?

Carpal tunnel syndrome is a common condition that causes pain, numbness, and tingling in the hand and arm. The condition occurs when one of the major nerves to the handthe median nerve is squeezed or compressed as it travels through the wrist.

In addition to numbness and tingling, carpal tunnel syndrome can cause swelling, weakness, and night time pain. Patients sometimes describe dropping things unexpectedly and may have difficulty with buttoning shirts, tying shoelaces, or handling loose change.

What causes carpal tunnel syndrome?

Carpal tunnel syndrome is frequently seen in individuals who develop swelling or inflammation in their hands. People who smoke, as well as those with connective tissue diseases, diabetes mellitus, and hypothyroidism, may be at greater risk. Repetitive work activities can also cause carpal tunnel syndrome.

The median nerve acts as an electrical wire between the spinal cord and the hand. The nerve passes through the carpal tunnel in the wrist along with nine tendons that bend the fingers. When the tendons in the

wrist become swollen and inflamed, the median nerve can become compressed by the transverse carpal ligament (see figure), leading to carpal tunnel symptoms.

Early on, symptoms commonly occur during sleeping hours. In more advanced cases, the symptoms can become problematic during waking hours. Many sufferers describe symptoms with benign activities, like reading the newspaper or driving a car.

What can a hand surgeon do to help?

A hand surgeon can order special nerve tests to verify the extent of the problem. Custom wrist splints are helpful for early stages of carpal tunnel syndrome. These splints are worn at nighttime to relieve pressure on the median nerve and to prevent the wrists from bending during sleep.

Cortisone injections often provide excellent relief from symptoms. Unfortunately, symptomatic relief is only temporary, and most people experience a recurrence of symptoms after 3-4 months.

For chronic or more advanced cases, carpal tunnel surgery is often recommended as the best course of treatment.

What can I expect from surgery?

Surgery provides more space for the median nerve and relieves pressure on the median nerve and tendons. This procedure is typically done under light sedation and local anesthesia and usually takes only minutes to complete.

While there are several different approaches to performing carpal tunnel surgery, usually a 1/2 inch incision is made near the wrist and use of a camera to release the tunnel under direct visualization. This minimally invasive approach minimizes discomfort following surgery and allows patients to return to activities more quickly. Over 95 percent of patients improve dramatically following surgical intervention, with most returning to daily activities within days. Many patients can resume heavier job-related activities after 2-4 weeks.

How to keep your dogs and cats safe in the car

Dogs and cats may need to be transported in the family car, for short trips, such as to a veterinary appointment, or the local park. Or longer trips, such as family vacations. Proper pet car safety will ensure that everyone can enjoy a trip while staying safe.

Restraint and Positioning

It is safest to keep a cat or dog in the back seat during car travel. An airbag in the front seat that deploys in a collision can severely harm a pet whether they are in a carrier or not.

There are several ways to reliably restrain a dog or cat in a car. In general, the safest way to secure a pet is in a crate or carrier However, crates can break or bend during a collision, and it's important to pick one with high safety ratings. A good resource is the Center For Pet Safety. Other restraint devices for dogs include harnesses, car seats, or hammocks. These devices can vary in safety and reliability of tensile strength in straps and buckles. Researching safety ratings and reviews are helpful in picking a device.

Temperature Safety

It's vital to keep a dog or cat in a safe temperature during car rides. Pets can overheat easily as their fur keeps them well insulated, and they have limited sweat glands. Therefore, it's important to keep the air conditioner running in the car when the

weather is warm, and they should not ride extensively in direct sunlight. Dogs and cats should never be left unattended in a closed car when the temperature outside exceeds 60 degrees. The interior of a car can heat up quickly and can be extremely harmful or even fatal to pets. During cold weather, the heat should be turned on.

Planning ahead

Pre-existing health issues should be taken into consideration when deciding if a car ride is safe for a pet. While a veterinary visit is important for an ill animal, a lengthy car ride can put a sick dog or cat in danger Frequent stops are helpful, as a dog can walk around and eliminate outside, and take a drink of water, and a cat can be offered water

What not to do

A pet should not go for a car ride without identification. In the event of an accident, or a door kept open too long, a dog may run away. Therefore, they should have a collar with an ID tag, as well as a microchip implanted. While a cat usually stays in a crate for a car ride, the crate should be labeled with their information. If a cat is taken out during the ride they should have a collar or harness on with an ID tag.

A dog should never be able to hang their head out the window during car travel, as they can get injured or fall out of the moving vehicle. As a reminder, a pet should never ride on an owner's lap. Additionally, a pet should not be fed while the vehicle is moving, as they are at risk of choking.

With proper preparation, car rides for dogs and cats can be safe. If an owner is not sure how to proceed, they should contact their veterinarian with questions.

What is Tech Debt?

Tech Debt, aka “Technical debt” is a tradeoff between short-term benefits of rapid delivery and long-term value. One of the main reasons businesses experience tech debt is that they choose speed over quality. While getting into a market quicker than other companies or getting a software out to consumers quicker may seem like a positive at first, that is not always the case. This can potentially lead to negatives when all is said and done. There are common misconceptions on what causes tech debt.

What causes Tech Debt?

Finding the causes of tech debt are just as important as knowing how to deal with it. There are multiple factors that directly lead to companies experiencing tech debt, and some of these factors can certainly be avoided. Here are some of the top causes of tech debt:

1. Time Pressures

Companies or development teams within a company often release software, hardware, or services that may not be "complete." This occurs due to companies putting in place accelerated timelines or getting into a market quicker. What this comes down to again is a company choosing speed over quality when it comes to their products or services.

2. Outdated Hardware

While intangible factors can lead to this issue, tangible factors, such as outdated computers, can also lead to it. In a way, interest also builds up with tech debt. Putting off upgrades and replacements for hardware, essentially compounds interest, leading to paying more in the long run. Using old technology may seem like a good way to save money, but in reality, it is creating tech debt.

Industries and the consumer market are always changing and evolving. Consumer expectations always changing and new market opportunities arising, frequently create difficulties for IT leaders. Other ongoing challenges that create tech debt are new cyber threats and new market opportunities. These are factors that can be difficult to avoid or can be completely overlooked.

Tech debt has several impacts on a business, whether those impacts are apparent right away or not. At first sight, these impacts may seem like a minor annoyance, but often grow and become larger issues if not resolved right away There are several ways that tech debt can have an impact on your business, some more impactful than others. 2. Tech Debt seen as an afterthought

Going along with a quicker deployment, tech debt may seem like an issue. While bugs or certain coding issues may need resolved initially, the goal is to keep these issues at bay after the first fix. One way to look at this is crossing a bridge from implementation to operation. The initial step is implementing the fixes to whatever tech debt there is. Once that is completed, the product itself should be moved to something that can be supported. As part of the operation, the product should not need extra effort and time to fix issues.

Why thieves want your checks and how you could stop them. Have you ever sent a check that was cashed, but the recipient said it never arrived? You may be the victim of check washing. Check washing scams involve changing the payee names and often the dollar amounts on checks and fraudulently depositing them. Occasionally, these checks are stolen from mailboxes and washed in chemicals to remove the ink. Some scammers will even use copiers or scanners to print fake copies of a check. In fact, Postal Inspectors recover more than $1 billion in counterfeit checks and money orders every year, but you can take steps to protect yourself.

1. Pay your bills online.

As long as you're not on a public WiFi connection, paying bills online is safer than a check through the mail, since your bank account and the payment systems for your bills are encrypted.

2. Deliver your mail to a post office.

Don't leave envelopes containing checks in your own mailbox or in outdoor USPS collection boxes after the last pickup time. Instead, take your letter to the nearest post office during business hours and either hand it to a clerk or slide it through the outgoing mail slot inside the building.

3. Use a pen with blue or black non-erasable gel ink. Gel ink soaks into paper and may be more difficult to remove than ballpoint pen ink, according to authorities.

4. Don't let delivered mail sit in your mailbox.

Grab your mail every day, as close to the delivery time as possible. If you'll be away, ask a trusted friend to collect it or have the post office hold it until you're back home.

5. Monitor your bank account.

Don't wait for your monthly statement. Go online every few days to review account balances and look at checks drawn against them.

6. Report incidents quickly.

Contact your bank as soon as possible after suspicious activity; banks are generally required to replace funds stolen via fraudulent checks, but only if the scam is reported within 30 days of the date of your bank statement. Also, contact the U.S. Postal Inspection Service and credit reporting agencies.

ART & CREATIVITY Art goes to work!

We've talked about art from so many directions in this column…how to look at art online, in galleries and museums, building an art collection, hanging and grouping art, workshops and classes near and afar…but art in the workplace hasn't come into play.

It's a timely subject, since managing people who work remotely has worn thin with many employers. Prompted by the expense of unused office space, this disconnect created by people coming and going and — yes — concerns about productivity, many businesses have adopted a 'return to the office or else' mentality.

Many people feel that working from home means spending long hours at a place where they actually wanted to be. To bring people back to work and keep them there, management needs to provide a work culture which values its employees and its clientele. Beyond policies and payroll, a comfortable, aesthetically pleasing environment which includes art is one of the quickest and most effective ways to accomplish that goal.

It's important to recognize the thousands of people whose work in restaurants, hotels and businesses which cater to and rely upon walk-in trade didn't have the option of working remotely. Many survived by creating new business models, and their stories are often amazing.

To think about art's impact on productivity I'll draw upon my years as a commercial interior designer, creating office spaces, medical facilities, restaurants and boutique hotels and I'll also summarize from the extensive research that has placed a high value on art in the workplace.

Art for the workplace

So what kind of art are we talking about? For the most part, paintings and photography are found in work environments, with sculpture and murals in larger installations like corporate headquarters, hotels and restaurants. Style, medium and subject matter can be chosen to reflect the nature of the business and can also vary throughout the available space. Original artwork is often reserved for areas where visitors congregate, and prints, which are less expensive and can be changed easily, work well in other areas. There may be some benefit to allowing employees to choose art for their specific areas.

Storytelling for Brand

Art can reinforce identity and instill a sense of pride and well being for employees, clients and future prospects alike. In key public areas such as lobbies, reception areas and conference rooms, art makes a statement about the company's values. For example, art that relates to regions around the world communicates a global outreach. Exhibiting local artists and landmarks

highlights the local culture and provides support to the community. Or, art can commit to a specific concern for the environment, or a focus on health, for example.
