Township Initiates Road Improvement Project asphalt and other materials to create a new six- inch sub-base. Only a few contractors have the equipment, knowledge and manpower to do this and E.J. Breneman has been one of the contractors in the lead in this process, he said. When Woodrow compared Breneman's pricing against projects in neighboring municipalities, he found their proposed unit pricing consistent with other competitive bids. The contract for this scope of the project was awarded to EJ Breneman at a cost of $408,827.
A road materials recycling process was followed by the application of a new blacktop surface on top of the recently milled and recycled roads. During the summer, the Township began the first phase of a three-year road improvement project. Following last winter's exceptionally harsh weather, a survey was completed to determine which Township roads were in the most need of attention. As a result, four roads were targeted for repair in 2014: Church Road (from Circle Drive to Worcester Township boundary), Crawford Road, Rittenhouse Road and Surrey Lane. For the 2014 roadwork, two scopes of work were bid. Scope A was for a cold-in-place
recycling of the road sub-base while Scope B was for the final wearing course overlay. The bid allowed contractors to bid on one or both parts of the project; however no contractor bid on both portions. EJ Breneman was the only contractor to bid on the cold-mill recycling portion of the project. According to Township Engineer Tim Woodrow, of Woodrow and Associates, this is a specialty type of work in which the road is milled to approximately 6 inches in depth. Five bids were received for the wearing course overlay scope. Alan A. Myers Contractors, whose bid was the lowest and within budget estimates, was awarded the contract at a cost of $318,832.50. The contracts were awarded at the June 6, 2014 Board of Supervisors meeting and the roadwork began in July. Additional roads that landed near the top of the list are being considered for 2015 or 2016. Depending on roadway conditions and timing with the Arcola Road Bridge construction, they include all or portions of Arcola Road, Collegeville Road, Sunnyside Avenue, Coldspring Drive, Eaglestream Drive, Grange Avenue and Jennifer Lane. A definitive list has not yet been determined.
