A Note from the Township Manager This summer was a scorcher, and I'm sure we are all ready for some cooler weather. We welcome in the fall months with a few very popular community events.

6th annual Haverford Music Festival will be held on Saturday, Sept. 10, from noon to 9:30PM. For more information, see haverfordmusicfestival.org.

Delaware County Hazardous Waste will take place on Saturday, Oct 22 from 9AM to 3PM. For info, contact co.delaware.pa.us/recycling/hhw.

Haverford Township Day will be held on Saturday, Oct. 1, with the parade beginning at 10:30AM. Check the Township website at haverfordtownship.org for additional information.

For residents that wish to monitor the construction activities at the new Municipal Services Building, our IT Department has developed a video of still shots at the site from three different camera angles. The link for the video is: https://youtu.be/eiR8siG_A7U. We will update the video on a weekly basis so you can see the progression of the project.

Historical Society's Oktoberfest happens on Friday, Oct. 7, from 7:30 to 10:30PM at Nitre Hall.

Board of Commissioners Haverford Township is governed by nine Township Commissioners who are elected by the residents of each of its nine wards. Commissioners elect their own President and Vice-President at the beginning of each new year. The Commissioners appoint a Township Manager, who oversees all Township staff. Regular meetings of the Board of Commissioners are held the 2nd Monday of each month at 7:30 p.m. in the Quatrani Building, 2325 Darby Road, Havertown, PA. Sixth Annual Haverford Music Festival The Sixth Annual Haverford Music Festival (HMF), presented by ACME Markets, is scheduled for Saturday, Sept 10, 2016, from noon until 9:30 PM. It will feature three internationally acclaimed headlining acts singer/songwriter Lisa Loeb, rock trio The Figgs, and Puss n Boots member Sasha Dobson plus numerous local and regional artists representing many musical genres, performing on four stages near the intersection of Eagle and Darby Roads in Havertown. Area businesses and vendors will fill booths along Darby Road and Hathaway Lane. There will be food booths, a beer garden, children's activities (including a moon bounce) and much more fun for the whole family. Admission is free; donations will be accepted.

The Haverford Music Festival is a family music festival that strengthens the cultural identify of Haverford Township, serves as the primary fundraiser for the Haverford Township Civic Council, and provides funding for projects that enhance the quality of life in the Township.

Headlining HMF 2016 on the large Oakmont Field Stage, located behind the Oakmont School Administration Building, will be GrammyÂŽ-nominated singer/songwriter Lisa Loeb, who started her career with the Number 1 hit song "Stay (I Missed You)," from the film Reality Bites. To this day, the Brown grad girl with the cat-eye glasses is still the only artist to have a Number 1 single while not signed to a recording contract, a remarkable and unparalleled feat. Lisa's subsequent hits include "Do You Sleep," "I Do," and "Let's Forget about It." Along with her pop/rock catalog, Lisa's albums include three for children, including, Nursery Rhyme Parade. She has also authored two children's books - her latest is Lisa Loeb's Songs for Moving and Shaking.

Among her many TV and film credits are starring roles in two reality series, Dweezil and Lisa, a weekly culinary adventure for Food Network, and No. 1 Single, which appeared on E! Entertainment Network and featured Lisa's inspiring journey to find love.

Lisa will soon be seen as a celebrity judge on the upcoming musical reality series, The Song.

Topping the bill on HMF 2016's Darby Road Stage will be longtime, hard-working trio The Figgs, who have a worldwide fan base, a lengthy discography, and have toured and recorded several times with the legendary Graham Parker, as well as Tommy Stinson of The Replacements. The Figgs have spent the better part of the past 25 years touring, recording and working on a variety of 4

In 2013, the band celebrated turning 25with the release of 1,000 People Grinning: The Figgs Anthology, a wonderful representation of their vast catalog. They follow it up on May 13th of this year with a brand-new album, On the Slide.

One member, bassist Pete Donnelly, lives in Philadelphia, has become an increasingly popular solo artist in the area, and has also worked with such artists as NRBQ, Soul Asylum and Shelby Lynne. In the tradition of late afternoon/early evening headliners on the Darby Road Stage, The Figgs will be a lot of fun to move and groove to.

Preceding Lisa Loeb on the Field Stage will be Sasha Dobson, perhaps best-known to many as a member along with Norah Jones and Catherine Popper of the trio Puss n Boots, who released their debut album No Fools, No Fun in 2014, a successful transition to country from jazz. Sasha's father, Smith Dobson, was one of the Bay Area's most influential and in-demand pianists, her mom a well-known singer and her brother an accomplished drummer. By the time she was 12, Sasha was performing with the entire family at the Monterey Jazz Festival.

Sasha's first two albums were The Darkling Thrush, recorded with The Chris Byars Octet, and Modern Romance. Her most recent solo album, Into the Trees, came out in 2014, and she is currently working on her next release.

Community Support

Heroin and Opioid Epidemics Pose Threat to ALL Communites Heroin and opioid overdoses are now the leading cause of accidental deaths in Pennsylvania. We hear alarming news about overdoses on a regular basis from Jim McCans, Director of Haverford Township's Emergency Medical Services. It's not a problem that we, as a community, should ignore.

In just one recent month, three persons died from heroin overdoses in Haverford Township: a 27 year old female, a 25 year old male, and a 47 year old female. Another four persons were revived with Narcan.

Since January 2016, seven of our residents have succumbed to this deadly addiction, and another twenty8

one would have died but for the Narcan administered by our Township Paramedics and EMT's.

Every one of these people is/was loved by someone. Each one is/was someone's son, daughter, father, mother, brother, sister, or friend. Each death leaves behind grieving and heartbroken family and friends. The heroin epidemic is sweeping through the towns of America, large and small, and Haverford is not immune.

Haverford Township does have something that other communities do not, however: a grassroots group dedicated to removing the stigma that surrounds the disease of drug addiction. H.A.D.A. (Haverford

Alliance for Drug Awareness) is a nonprofit organization dedicated to educating and assisting the residents of Haverford Township, particularly our vulnerable youth.ĂŠ H.A.D.A. is not a substitute for in-person therapy, mental health services, crisis intervention, or a treatment referral center, but it is a very valuable community resource.

Emergency Services Narberth Ambulance has received local and national recognition for its single-source EMS physicians unit, the first and only one of its kind. A staff of 21 full-timers, 30 part-timers and 65 volunteers serve the community.

HAVERFORD TOWNSHIP SELECTS NARBERTH AMBULANCE AS 911 EMERGENCY MEDICAL SERVICE PROVIDER Effective November 1, 2016, Narberth Ambulance will provide 911 emergency medical services to Haverford Township residents. Under the service agreement, Narberth Ambulance will provide around the clock pre-hospital emergency care and medical transport. In addition to the two dedicated Narberth Ambulance Units, each staffed by a paramedic team based in Haverford Township, Narberth will provide Advanced Life Support Responder SUV's with supervisory and command resources.

"Narberth Ambulance's reputation is stellar," says Township Manager Larry Gentile, who had previously served the Township as Director of Emergency Medical Services and Director of Emergency Management.

"They will bring so much more than 911 services to our Township. Their physician response team is outstanding, they are committed to community engagement, and they make educating the public about safety a priority," said Gentile.

Narberth Ambulance Chief Christopher Flanagan shares Gentile's enthusiasm for this new collaboration between the Township of Haverford and Narberth Ambulance. "Our EMS and paramedic team is so excited. Haverford is a one of the finest and largest first class townships in the state. It is an honor to be selected to provide 911 services here, along with the municipalities we currently serve," Flanagan said.

Patients will continue to have the right to be transported to the

appropriate medical center of their choice, and Narberth Ambulance will honor their insurance. No memberships will be solicited or required. Residents with any question should contact Jim McCans, Township Director of EMS, at 610-446-100 ext 2222 or by email at jmccans@havtwp.org.

Always call 9-1-1 for Emergencies and Non Emergencies We all have been programmed to call 9-1-1 for what we consider to be emergency situations ONLY, whether that be fire, medical or crime related. That is no longer the case. Please call 9-1-1 for BOTH emergency and nonemergency situations, whether it's a cat stuck in a tree, a noise violation, ANY suspicious activity involving a car or individual, illegal parking, found pet, etc. All our 9-1-1 calls are received by the Delaware County Emergency Management Agency. They will in turn dispatch our paramedics, police and fire departments.

Obviously our responders will give priority to the emergency situations first and if they are busy with true emergencies, it may take longer for them to respond to non-emergency situations, but be assured they will respond.

The decision to select Narberth Ambulance is the result of months of research and proposal reviews by the Township. , Haverford Township's Director of Paramedics Jim McCans is working with Narberth Ambulance to assure a seamless transition. These activities include transitioning and recruiting emergency providers, orientation for all staff, preparing new vehicles, and submitting the necessary paperwork to County and State agencies.

Founded in 1944, Narberth Ambulance is a nonprofit organization serving 95,000 community members in Lower Merion, Narberth, Conshohocken and West Conshohocken. Annually, the organization responds to 6,000 calls for emergency medical and advanced lifesaving support services.

Haverford Fire & Police: Partners in Protection HTBF and HTPD Partners in Protecting Haverford Township

In recent newsletters, the Haverford Township Bureau of Fire Recruitment and Retention Committee talked about how rewarding it is to be a public servant in Haverford Township. In this newsletter we would like to recognize the Haverford Township Police Department our partners in protecting the citizens of the township. This year, the Police th Department is celebrating their 100 Anniversary of exceptional law enforcement and community policing.

Over the years, you may have seen

stories of friction and rivalries between Police and Fire Departments. That has never been the case in Haverford Township. Our departments have always worked well together at many and varied emergency incidents. Incidents that include: fires, vehicle accidents, severe weather emergencies, lighting for crime scenes and investigations. The Police Department also assists the Bureau of Fire with finding the cause and origin of fires. They also provide safety and security to our firefighters at emergency scenes because believe it or not, every once and awhile, people are not happy to see firefighters. On occasion a Police

Truss Construction Regulations Haverford Township has adopted an ordinance requiring all new and existing buildings and structures built with truss construction to display an emblem on the front of their building to give firefighters an early warning that when fire conditions are present there becomes a high potential for collapse of the truss system.

The ordinance is a result of the proactive

efforts of the Codes Department, which was concerned about the safety of Township firefighters who deal with fires in buildings and structures built using truss construction. Truss Construction is defined as: A combination of members, such as beams, bars and ties, usually arranged in triangular units to form a rigid framework for supporting loads over a span of structural members that connect together to span the space between the walls of the building to support a vertical load. Buildings with

truss construction must display the emblem shown above, which is made of a bright and reflective color isosceles triangle with the letters F to signify truss floor construction, R to signify truss roof construction or F/R to signify both floor and roof truss construction. The emblem is affixed to the left side of the building's main entrance at a height of 4 to 6 feet above the ground so that the emblem is visible to firefighters in the event of a fire.

IMPORTANT INSURANCE COVERAGE NOTICE/REMINDER Township residents must be aware that they should review their homeowner's, flood and sewer backup insurance coverage with their agent/insurance companies in order to properly protect their personal residence - probably the most valuable tangible asset that we all have.

Article I, Section 149-3, subsection C (2) Sewer Service Regulations of the Township Code states that all sewer service laterals from the Township's sewer, regardless of location, are the property of the customer and/or owner and shall be maintained by him in good condition and repair.

Please pay particular attention to the following coverages: Coverage for Sewers, Drains and Sump Pumps: This valuable coverage is not included under your standard homeowner's policy but can be purchased by endorsement for an additional premium.

The Township is not responsible for damages caused by sewers, drains and sump pumps except under limited/special circumstances provided by the PA Municipal Immunity laws.

Flood Coverage: Flood coverage is not included under your homeowner's policy. However, flood insurance is available under the National Flood Insurance Program (NFIP) and can be obtained through your insurance agent or broker.

The Township does not provide flood insurance.

Municipal Services Building Groundbreaking There are a number of projects underway in Haverford Township.

Currently, the new combined Municipal Services Building is under construction at the Veterans Park, which currently houses a Veterans Memorial, the Haverford Township Police and Skatium and a number of playfields.

The current Police Building will be razed after the new facility is complete.

Haverford Township Business Tax Program In 1972 and 1985, the Township passed and then amended its ordinance establishing a business privilege and mercantile tax in Haverford Township. These taxes are assessed on every business in the Township.

During recent years, in order to improve compliance, the Township instituted an auditing program . As a result of the program, the Township has improved recurring collections as well as one-time audit assessments. The Township's goal, however, is to reach 100% compliance.

The following are common questions and answers about business privilege and mercantile taxes: ~ I didn't know about this tax...

A business owner is responsible to know about and comply with all local, state and federal tax regulations affecting your business. Many business owners employ CPAs or other financial proessionals to advise them on tax and financial matters. Please remember to ask your CPA or tax preparer about local tax requirements. ~ I don't have a store and operate only from my home...

There is no difference between a home based business or a commercial store front, 14

and every business must be treated the same for tax uniformity. Every business must legally have a home base. If there isn't another physical location that a business owner can call its home base, then the owner's primary residence is the home base.

You cannot operate a business from a vehicle or truck. ~ My business didn't make a profit last year, do I have to pay the tax...

This tax is a gross receipts tax. Thus, there is no difference between whether a business is profitable or operating at a loss. ~ We are a not for profit and aren't subject to the tax ...

Non-profit businesses are exempt from tax for their non-profit activities, provided they are properly organized under state and federal law (check with your accountant or tax advisor). A not for profit business performing activities outside of its exempt function is subject to the tax, for the receipts from those specific functions. In addition, if the services compete with "for profit" businesses subject to the tax or offering its services to the public, those receipts are taxable. For example, a Church that operates a rental hall is subject to business privilege tax on the rental hall receipts because the

the operation of the hall is outside the scope of its exempt purpose of religious worship. ~ I didn't know that a rental property is a business...

The operation of a rental property is defined as "a business" for business tax purposes. A statement is printed on the rental license application signed by the owner each year stating that the owner understands that the operation of a rental property is subject to business privilege tax.

EAC Fall Green Update Rain Gardens Can Beautify Your Property, Protect our Streams and Reduce Flooding!

One is beautiful, but hundreds can really help improve water quality and reduce flooding. By end of year, the Haverford Environmental Advisory Committee's (EAC) "100 Rain Gardens in 10 Years Initiative" will have completed 20 FREE residential rain gardens for residents who reached out and contributed a little sweat equity. There are also public Rain Gardens at Haverford Reserve, Paddock Park, Merwood Park, Oakmont Parking Lot and Nitre Hall. A new grant will allow us to demonstrate rain gardens at businesses and multifamily dwellings. We are looking for business/apartment building owners on Darby Road and the section of West Chester Pike between Route 1 and Eagle Road who are interested in a rain garden. Residents and businesses within the Haverford Township Day celebration area who can have a rain garden installed on October 1 will be given special consideration. Builders and landscapers can learn how to build gardens "down instead of up".

The Grange Estate Fall Open House & Holiday Highlights at the Grange Estate

As autumn draws to a close, the Grange celebrates "Holidays at the Grange Estate" with tours of the beautifully decorated mansion and an elaborate Model Train Display in the Carriage House. Haverford Township Historical Commission- Sears Homes These days we can purchase just about anything and have it delivered to our door, but did you know that in the early 20th century you could buy a whole house from Sears, Roebuck and Company by mail? Sears began selling building materials through their mailorder catalogs in 1895. Doors, windows, fireplace mantels, and even stained glass windows, could be purchased by mail-order from Sears (and other companies, although Sears was the leader). In 1908, Sears published its first Sears Modern Homes catalogue, offering complete houses by mail. From 1908 to 1940 Sears sold over 100,000 houses through their mail-order Modern Homes program.

The catalog included three lines to accommodate various budgets: Honor Built, Standard Built, and Simplex Sectional. As part of the Haverford Township Historical Commission's review of a Crescent model Sears house, the original wood siding was discovered under later siding - in excellent condition! - and restored - a testament to the quality and enduring style of Sears houses. Small Fry is an instructor-led parent/child participation class that walks 3-4 year old boys and girls through the first fundamental steps of sports alongside their parents.

Day Trips & Tickets Radio City Christmas Show

Enjoy the magic of the Christmas season with the world famous Rockettes and Radio City Music Hall in New York City! Trip includes free time in New York City and great seats to the holiday matinee show.

Date: Wednesday, December 14, Fee: $139 Time: Bus Leaves Glendale Park at 7:30 a.m. and returns at approximately 7:30 p.m.

Take in New York City in all of its holiday splendor.

Spend the day shopping, seeing a show, or visiting a museum—it’s up to you.

Date, Wed, Dec 14, Fee :$59 Time: Bus Leaves Glendale Park at 7:30 a.m. and returns at approximately 7:30 p.m.

An itinerary will be mailed to the contact person of each party 2 weeks before the trip. We offer refunds up to 6 weeks prior to the trip. After that we can only refund if that spot is filled. For New York shows, we only cancel if the show is cancelled, so the trip will run in inclemenet weather. Contact the Recreation Department at 610-446-9397 with questions.
