REGISTRATION POLICIES

Persons giving false information regarding name, age, and address may be dropped from the class or activity without refund or credit. Students MUST be age appropriate by the first class unless otherwise noted.

Cancellation Policy

Classes that do not meet the minimum enrollment requirements may be cancelled one week before class begins. Students who request to withdraw from most classes at least ONE business day BEFORE THE CLASS BEGINS may receive an 80% refund. Students who request to withdraw from most classes at least one business day before the THIRD SCHEDULED CLASS may receive a full credit on account with the City of Torrance Registration Office. A full refund will only be issued if the city cancels a class. For more information, and exceptions to the cancellation policy, see Registration Guidelines at www.TorranceCA.Gov/ClassRegistration

Credit and Debit Card Fees

The City of Torrance will be charging a non-refundable convenience fee of 2.19% for all ONLINE class registrations. This fee will help recover some of the costs associated with credit card fees. Fees will be charged per class, per person, when registering online.

Fees listed represent the cost for residents/non-residents. Makeup classes are NOT offered for classes missed by students. Fees are NOT pro-rated for students that register late.

Military Discounts

Active Military personnel and their immediate dependents are eligible to receive a 10% discount (up to a maximum of $10 per program or class per participant) on Community Services programs and classes. Proof of Residency

Torrance residents will be required to provide current proof of residency when registering for the first time, if you move to a different Torrance address, or if mail is returned. Acceptable forms of proof of residency MUST be current and will be limited to the following:

• California Driver’s License (with current address)

• Car Registration or Car Insurance Premium

• Utility Bill such as: gas, electric, Torrance water or trash, or a cable bill (telephone bills, bank statements, mortgage statements, rental agreements, and satellite bills are NOT accepted).

Residency

Torrance residents may register for classes and programs prior to non-residents. A Torrance resident is defined as anyone living within the Torrance city limits. Those living in the 90502 zip code and the 90501 zip code east of Western Avenue are considered non-residents. Non-residents are welcome to register for classes, but pay an additional nonresident fee for most classes.

Scholarships

Financial scholarships are available for Torrance residents and may be used for qualifying individuals under the age of 18 or over the age of 50 (proof of age is required). For more information on this program, and to obtain an application, see Forms and Supply Lists at www.TorranceCA.Gov/ClassRegistration.

Waiting Lists

Once a class is filled, participants will be placed on a waiting list. If a vacancy occurs, wait list participants will be notified by phone or e-mail in the order they were placed on the list. Please be sure the Registration Office has your correct contact information on file. If we are unable to reach you, we will remove you from the wait list.

ART

Classes are held at the Torrance Cultural Arts Center, 3330 Civic Center Drive unless otherwise noted.

CERAMICS AND CLAY

Clay is NOT included unless otherwise specified. Kiln firings generally occur at least once per week. To ensure that all participants get their pieces fired in a timely manner, staff may limit the number of pieces fired at one time for each participant. Staff will make every attempt to get all pieces fired during the course of the session; however, due to the volume of ceramic work, some pieces may be fired after the session ends. Those pieces will generally be available after the first two weeks of the next session.

CERAMIC EXTRAS

Clay is sold in 25lb bags and MUST be purchased in advance at the Registration Office or the Cultural Services Office during class (credit cards only – a 2.19% service fee will be charged). Lockers may be rented in advance. For specific locker assignments, students may come to the Cultural Services Office beginning Monday, June 17 from 8:00am-7:00pm, bring your receipt.

Ceramics All Levels

This class is to introduce new students to ceramics and assist continuing students to expand their art. Instruction will be offered in various technics such as wheel throwing, hand building, sculpture, surface decoration, glazing and more. 9 weeks

Ceramics II – Intermediate

Prerequisite: Torrance Community Services Department

Beginning Ceramics or instructor approval. This class will help students expand on their current knowledge of ceramics, while helping them advance in their specific area of interest. Students will be guided to the next level in wheel throwing and/or hand-building, as desired.

Ceramics III – Advanced

Prerequisite: Torrance Community Services Department

Beginning Ceramics or instructor approval. This class focuses on wheel throwing and hand-building techniques with the addition of an embellished surface using slip-casted pieces, sprigs and various colored slips. Students will be guided and encouraged to expand in their specific area of interest.

Clay Magic, Parent and Child

Fun for parent and child with projects to encourage fine motor skills. Learn hand-building and glazing techniques. Fee includes clay, firing and glazes. Fee is per child, no unpaid siblings. A maximum of two children per adult (same adult participation is required, no visitors).

Family Clay Fun

A fun time for the whole family! Learn to create with clay using your imagination and ingenuity while you work together as a family. Fee includes clay, firing and glazes (portions allotted per student). Fee is per child, no unpaid siblings. A maximum of two children per adult, and two adults per child.

Ceramics I

Discover the world of ceramics where you can learn techniques to make dinnerware, art and everything in between. Be introduced to hand-building, throwing and glazing using high fire clay and glaze.

Kids on the Wheel and Beyond

Functional and sculptural projects are the focus of this class while introducing students to the potter’s wheel. Handbuilding techniques are also utilized. Fee includes clay, firing and glazes.

Outrageous Creative Clay

Create unique sculptures to push the extent of your imagination. Learn pinch, slab, and coil building techniques, and explore a world of possibilities in clay. Fee includes clay, firing and glazes.

Teen Ceramic Studio

Do you like to make stuff? Then this is the studio for you. We offer hand building, molds, and “The Wheel” for you to discover or improve upon. Learn to turn clay into almost anything. No previous experience in clay or art is necessary. Those with previous experience are encouraged to come and expand on their skills. Fee includes clay, firing, and glazes. 8 weeks

LITERARY ARTS

Creative Writing Program

Have you always wanted to express your imagination through writing? Whether telling a story, writing a poem, or just making up characters and places, this class is for you! We break big ideas into small exercises that are really fun, then put them together to build a story that will make you proud. Bring pens or pencils and paper. A supply list will be given at the first class. 8 weeks

Mastering the Art of Writing a Report

Learn how to tackle nonfiction writing with success and have fun doing it! Selecting a topic, constructing paragraphs, and correcting spelling and grammar will be covered as we explore several examples of projects. This is a great class to prepare for writing reports in school. Bring pencils or pens and paper. A supply list will be given at the first meeting. 8 weeks (*No Class July 4)

DRAWING AND PAINTING

Drawing, Painting and Watercolor

A beginning art class that builds skills and confidence, combining drawing exercises and creative projects. Explore the elements of art using various techniques and media on different surfaces. New projects each session.

WORKSHOPS

Sashiko

Sashiko is a Japanese embroidery technique used for decoration. An easy hand stitching method, participants will work on a project of their choosing from geometric patterns provided. Join us for this creative one-day workshop.

Requests for refunds, credits, and transfers must be made at least one week before class begins.

Shibori, Japanese Tie-Dye

Shibori uses a variety of ways to embellish textiles by shaping cloth around elements like PVC pipe and rocks, then dyeing and shaping the material to create beautiful patterns! Join us for this creative one-day workshop.

Jewelry Fabrication and Metalsmithing

Learn the basics of jewelry fabrication, including sawing, soldering, and bezel stone setting. Beginners can work on a series of assigned projects, including rings and pendants. Advanced students can partake in assigned projects or work on their own with instructor supervision. A list of supplies that need to be purchased for class projects will be emailed to students prior to class. Tools and equipment are available in the lab.

BALLET

Ballet (Dancing with RKDC)

Learn the discipline and form of basic ballet technique and learn the discipline and form of basic ballet technique and terminology in a creative and welcoming environment. Students will improve upon coordination, alignment/posture, balance, and musicality. Boys and girls are welcome.

Girls Attire: leotard, tights, and pink leather ballet shoes.

Boys Attire: white t-shirt, black leggings or pants and black leather ballet shoes are recommended.

Ballet Fundamentals (Dancing with RKDC)

This class is designed to teach students a strong technical ballet foundation focusing on placement of the body, strength building, stretching, musical interpretation and artistry. Students will learn ballet steps, terminology, and perform choreography at the end of the session.

Students learn good posture, coordination and rhythm as they express themselves through creative ballet movement games and techniques.

COMBINATION DANCE CLASSES

Ballet and Tap (Dancing with RKDC)

Students will learn beginning ballet and tap techniques to apply to fun and creative dance combinations. Dancers will improve upon rhythm, grace, coordination, and performance skills.

Girls Attire: : leotard, tights, pink leather ballet shoes and black tap shoes are recommended

Boys Attire: white t-shirt, black leggings or pants and black leather ballet shoes are recommended.

Tap (Dancing with RKDC)

Tap is a dance form that focuses on musicality, timing, coordination and muscle control. Students will create rhythmic movements with the taps on heels/toes. Tap shoes required.

Youth Volunteer Leadership Training Program

The City of Torrance Community Services Department, Recreation Division, will again be offering its Leadership Training Program for students entering grades 10, 11, and 12. The program is designed to provide the participants with job training opportunities while working on various programs in the Recreation Division. The job opportunities may consist of working with children in a park or Day Camp setting, Office Work, Youth Sports working with children, seniors at a Senior Citizen facility, or at the Nature Center, learning about nature and environmental issues.

Fees include training, training materials, T-shirts, and a badge. Only applicants available to participate for most of the summer will be accepted into the program.

This is an excellent opportunity to serve the community and receive on-the-job training experience. The skills learned would be: how to effectively work with people, and see what preparation is needed for a job in a Recreational setting. In addition, this valuable training will provide you with the skills to apply for a part-time position within the Recreation Division.

Pre-registration is required and only a limited number of participants will be accepted into this program. Applications for Torrance Residents will be accepted from May 21 – June 3 and for non-residents from May 29 – June 3. Do not send payment with your application.

All applicants and parents MUST attend a MANDATORY meeting on Monday, June 3 at THE ATTIC from 6:007:00pm. Participants will be notified of their acceptance into the program at that time and will make payment to the Registration Office by Friday, June 7. NO refunds, credits, or transfers will be issued for this program.

Babysitter Preparedness

Location: THE ATTIC, 2320 W Carson Street

This course is designed for middle school youth looking for babysitting preparedness for children age 3 and up. Participants will be taught helpful safety tips, basic first aid, indoor and outdoor safety, general child care skills and fun recreation activities. Participants will receive a notebook with materials discussed in class, babysitting tote bag, emergency contact sheets, business cards and a Certificate of Completion. Parents will rest easy knowing their child is left in good hands and so will you! Comfortable clothing, closed toed shoes and a sack lunch with a drink are required each day. Each course will be held Monday–Friday. Requests for refunds, credits and transfers must be made

Requirements for parents: Parents must attend a parent meeting held during the last 30 minutes of the first day of class. We encourage parents to sign up and volunteer during the session. If you would like to volunteer, complete the ECE Volunteer Application Form online at TorranceCA.Gov/ VolunteerProgram. Volunteers will need to complete livescan fingerprinting, and provide proof of a negative TB test from your doctor.

Requirements for children: Children must be completely toilet trained before registering. Proof of age must be presented at the parent meeting. Students must be age appropriate by the first class. Torrance Sports Day Camp

Each two-week session will offer various sports which may include: basketball, cheer and dance, volleyball, soccer, a trip to the Plunge, and a special excursion. • Campers should wear comfortable clothing, closed-toe tennis shoes, and sunscreen.

• A $10 late pick up fee will be charged for every 15 minutes per child.

• Camp T-shirts are MANDATORY for all walking field trips and excursions.

Torrance Day Camp Cancellation and Refund Policy: You must contact the Registration Office at least two (2) weeks prior to the start of camp to cancel, transfer to a different session of camp, obtain a credit on account, or obtain a refund. Come join Starlight Summer Fun Camp starring YOU! Each Summer Camp Cast Member will be performing special scenes, dances and songs from TV, film and stage! Family and friends can come on Friday to watch the FREE showcase featuring the camp participants that will be different each camp session.

The camp includes improv, games, imagination station, and the camper’s choice of singing, dancing, or acting. This camp is sure to encourage and develop creativity, as well as self-confidence. The first day of each camp there is a Parent Meeting from 9:00-9:20am. Camp fee does not include any late fee incurred for late pick-up. Complete Emergency Form is due the first day of camp.

Campers will be given two scenes. First, a short scene with only a few sentences that seem to make NO sense! Their job will be to create a story around this scene that their audience can understand, without adding any more words. How do we use our body language and our intention to make something nonsensical, make sense? The second scene will have no words. Work with a partner to come up with an idea for a scene- what happens in it? Find a way to tell us that story without using a single word. A great way to get students thinking about all aspects of acting, not just the lines they’re saying. 25 participant max.

Sportball Soccer/T-Ball

In our Soccer and T-ball class we dive into two of the most loved sports: baseball and soccer. We will introduce your young athlete to the basics of both sports through imagination skill based games that will constantly be improving cognitive and social skills, and most importantly learning to work together as a team. The first part of the session focuses on soccer skills such as passing, throw-ins, dribbling and goalie skills and non-competitive game play. Midway through the season we switch to baseball skills such as throwing, catching, batting, running bases and fielding before playing an actual game.

This summer basketball program is tentatively scheduled to begin June 22 indoors at the Dee Hardison Sports Center at Wilson Park for 8 weeks. Games will be played on Tuesday nights and Saturdays. No games on Saturday, July 6.

The Victor E. Benstead Plunge is a 50 by 20 meter heated outdoor pool. The pool is divided into two 8-lane, 25-yard and 26 meter sections, and offers a variety of aquatic programs. Men’s and women’s locker room facilities are available for day use with restrooms and showers.

Proper swim attire is required to enter the pool and deck area T-shirts, shorts, and street clothing are not allowed. Attire for more complete coverage such as a rash guard is permitted. Please refer to the Pool Rules for additional information.

Only U.S. Coast Guard approved lifejackets are allowed.

No toys are allowed.

Each child (under 7 years old AND under 50 inches) must be accompanied in the pool and on the deck, by an adult (18+), within arm’s reach (maximum of one child per adult) for a 1:1 ratio of child to adult.

For all instructional classes and programs – A late pick-up fee of $10 will be charged for every 15 minute interval (or portion thereof) for students that are picked up late. The clock at the facility is used to determine the time.

The pool may close without notice in the event of lightning, unhealthy air quality, mechanical issues with the pool or staffing issues.

SPECIAL INTEREST SWIM CLASSES

Adult and Child “Itty Bitty” Water Fun

This class helps children become comfortable in the water as they develop a readiness to swim. Parents and instructors work together to help children adjust to the water, learn skills and have fun. Each child must be accompanied into the water with parent or other responsible adult. Children that are not potty trained must wear a swim diaper. Requests for refunds, credits and transfers must be made at least one week before class begins.

* Prerequisite for Torrance Torpedoes and Junior Guard: Participant must be able to swim a minimum of 100 yards of front crawl, backstroke and breaststroke with correct form. Please attend the swim assessment or call the Plunge to schedule your tryout.

Torrance Torpedoes*

The summer swim will teach all four swim strokes freestyle, backstroke, breaststroke and butterfly. Coaches will work closely with swimmers to ensure proper body positioning, arm movements and kicks. Swimmers are introduced to proper diving and turning techniques essential for competitive races. Swimmers engage in interval training to improve their cardiovascular fitness and stamina. While not a formal team, participants are encouraged to develop camaraderie and teamwork. Swimmers learn to set realistic goals and work towards achieving them. Requests for refunds, credits and transfers must be made at least one week before class begins.

City of Torrance Junior Guards*

The program will teach students water safety fundamentals, lifesaving skills and respect for and in an aquatic environment. Teamwork, water safety, physical fitness and lifesaving methods will be taught to empower participants with the knowledge and skills necessary to ensure their safety and the safety of others in an aquatic setting. A successful tryout is required to participate in the course. Requests for refunds, credits and transfers must be made at least one week before class begins.

Coached Lap Swimming

A structured workout from a staff member will offer valuable training along with stroke, technique and general instruction. This program is designed to help swimmers improve fitness and/or train for specific goals. Participants will not be competing. SWIM LESSONS

Swim Assessment for Ages 4-12

Sunday, May 5 12:00-2:30pm FREE!

We are offering a swim level assessment for families that are unsure about their child’s swim level prior to registering. Our aquatic staff will assess students and recommend a level based on the assessment. Students need to arrive at the back gate of the pool. The last swim assessment will be at 2:15pm. A swim assessment will take approximately 5 minutes. Please bring a towel, cap and goggles if desired.

If you cannot attend the assessment, please register for the level you think your child is at based on the level descriptions. Students registering for the WRONG LEVEL will be removed from class and will NOT be eligible for any refund, credit or transfer (see level descriptions on pg. 28)

Participation in the assessment DOES NOT guarantee enrollment in swim lessons.

Youth Swim Lessons

Swim In Movie Nights at the Plunge

Enjoy a “Flick and Float” at the Plunge! Recreation Swim rules apply to the swim in movie. No flotation furniture allowed in the pool. No outside food or drink permitted on the pool deck. Chairs permitted on the pool deck. Space is extremely limited, and registration is required.

ADAPTIVE RECREATION PROGRAMS

The City of Torrance is pleased to offer programs that provide activities and assistance to individuals with special needs. For more information on these programs, call (310) 618-2934, or visit www.TorranceCA.Gov/SpecialNeedsRecreation.

PALS Social Club (People Actively Learning and Sharing)

This is a Social Club for teens and adults with special needs. PALS offers recreational activities, monthly newsletters and more. The PALS annual membership fee for 2024 is $20 residents/$25 non-residents, and covers January-December. The PALS fee includes the Adaptive Sports Programs.

Adaptive Sports and Special Olympics

This is an integrated sports program for those with special needs and their peers. Adaptive Sports programs include: basketball, bocce, lap swim, pickleball, soccer, and softball. The annual fee includes the PALS annual memberships and must be paid prior to participation.

Special Olympics

This is a competitive sports and training program for individuals with special needs. Sports are offered on a seasonal basis. Torrance Adaptive Registration, Special Olympics registration, and medical releases are required prior to participation. Sports offered include: basketball, swim, soccer, softball, and golf. Soccer Season Dates:

August 17 through November 9, 2024. Practices are held on Saturdays from 1:30-3pm at Walteria Park.

Softball Season Dates:

August 18- November 10, 2024. Practices are held on Sundays from 10:30am-12:00pm at McMaster Park.

AFTERSCHOOL PROGRAMS

Come join the fun for the 2024/2025 school year! The After School Club Program is a partnership by the City of Torrance Community Services Department and Torrance Unified School District. Activities include homework time, arts and crafts, games sports, community service projects and walking field trips. The program is a recreation-based program and follows the Torrance Unified School District calendar.

The ASC is offered for first through eighth graders only on days when school is in session between August and June until 6:00pm at the following schools.

There is also an artificial turf area available to rent for baseball, softball and soccer.

MADRONA MARSH PRESERVE AND NATURE CENTER

“An Island of Wilderness in the City”

A visit to the Madrona Marsh Preserve is truly a unique experience. The Marsh is thought to be the last remaining vernal marsh in Los Angeles County. Madrona Marsh Nature Center is an educational and interpretive center for the Preserve’s natural resources. It includes an Exhibit Hall, Gift Shop, and a beautiful native plant garden.

¿WILD? is our public art residency program at the Nature Center. In partnership with Torrance Art Museum, Friends of Madrona Marsh and Torrance Art Museum Advocates. Twice-yearly regional artists are chosen to interpret the beauty of Madrona Marsh. Artwork pieces are available for viewing inside the Nature Center during regular operating hours.

CITY OF TORRANCE PET LICENSING

All dogs in the City of Torrance are required to have an active license tag and up-to-date rabies vaccination. Please note, there are no exceptions and no special licenses for service animals. Pet owners have the responsibility to license their pets with the City of Torrance through DocuPet, the official pet licensing services provider.

DocuPet’s mission is to provide a safe and happy home for all pets, and their services include great benefits such as full access to their HomeSafe 24/7 lost pet service, the option to purchase a designer license tag, and a user-friendly online portal.

Licenses can be purchased:

• Online at https://Torrance.DocuPet.Com/. This easy-touse online licensing service provides a quick and seamless process to license your pet in the City of Torrance.

• Online portal accessible via computer or any mobile device with internet access. Vaccination and sterilization records may be uploaded using a phone with a quick picture or an upload.

• Mail: Download, print, and complete the Application Form found on the City’s Website under “+How to Purchase a Pet License”. Send the form, check payable to DocuPet Corp., and any documents required (a copy of your pet’s vaccination certificate and/or neuter certificate) via regular mail to:

The Torrance Police Department’s goal is to prevent loss of life and educate the public on the extreme dangers of opioid addiction, mental health issues and homelessness.

Many people require help with addiction, mental health and homelessness and don’t know where to turn to receive assistance with these services. This resource guide is designed to assist individuals in beginning the process of recovery.
