The City of Torrance’s refund policy varies among individual classes/activities. Not all fees are refundable; 20% administrative fee deducted per class. The City of Torrance will be charging a non-refundable fee for all credit and debit card transactions. This fee will help recover some of the costs associated with credit card fees. Please visit our website for the current transaction fee.
Fees listed represent the cost for residents/non-residents. Makeup classes are NOT offered for classes missed by students. Fees are NOT pro-rated for students that register late.
Active Military personnel and their immediate dependents are eligible to receive a 10% discount (up to a maximum of $10 per program or class per participant) on Community Services programs and classes. Torrance residents will be required to provide current proof of residency when registering for the first time, if you move to a different Torrance address, or if mail is returned. Acceptable forms of proof of residency MUST be current and will be limited to the following:
• California Driver’s License (with current address)
• Car Registration or Car Insurance Premium
• Utility Bill such as: gas, electric, Torrance water or trash, or a cable bill (telephone bills, bank statements, mortgage statements, rental agreements, and satellite bills are NOT accepted).
Torrance residents may register for classes and programs prior to non-residents. A Torrance resident is defined as anyone living within the Torrance city limits. Those living in the 90502 zip code and the 90501 zip code east of Western Avenue are considered non-residents. Non-residents are welcome to register for classes, but pay an additional non-resident fee for most classes.
Financial scholarships are available for Torrance residents and may be used for qualifying individuals under the age of 18 or over the age of 50 (proof of age is required). Once a class is filled, participants will be placed on a waiting list. If a vacancy occurs, wait list participants will be notified by phone or e-mail in the order they were placed on the list. Please be sure the Registration Office has your correct contact information on file. If we are unable to reach you, we will remove you from the wait list.

Audition Workshop

Learn about text, accompaniment, focus, gesture, phrasing, arc, and the power of simply standing and being seen by the audience. By the end of this course, students will feel confidentdent in adding music to their repertoire and nailing their next performance or audition.

This is a fun and creative class that teaches specific skills for stage combat – a specialized art form for the language of fighting on stage. It is a device developed by performers to keep themselves and others safe while performing stunning fight choreography to wow an audience. Clay is NOT included unless otherwise specified. Kiln firings generally occur at least once per week. To ensure that all participants get their pieces fired in a timely manner, staff may limit the number of pieces fired at one time for each participant. Staff will make every attempt to get all pieces fired during the course of the session; however, due to the volume of ceramic work, some pieces may be fired after the session ends. Those pieces will generally be available after the first two weeks of the next session.
Clay is sold in 25lb bags and MUST be purchased in advance at the Registration Office or the Cultural Services Office during class (credit cards only - a service fee will be charged). Purchased clay is non-refundable. Lockers may be rented in advance at the Registration office. For specific locker assignments, students may come to the Cultural Services Office beginning Monday, March 24 from 8:00am-7:00pm. Bring your receipt.

Discover the world of ceramics where you can learn techniques to make dinnerware, art and everything in between. Be introduced to hand-building, throwing and glazing using high fire clay and glaze. 10 weeks
Ceramics III – Advanced Hand-Building and Wheel Throwing
Prerequisite: Torrance Community Services Department
Beginning Ceramics or instructor approval. This class focuses on wheel throwing and hand-building techniques with the addition of an embellished surface using slip-casted pieces, sprigs and various colored slips. Students will be guided and encouraged to expand in their specific area of interest.

This class is to introduce new students to ceramics and assist continuing students to expand their art. Instruction will be offered in various technics such as wheel throwing, hand building, sculpture, surface decoration, glazing and more.

Adventures in Crafting
Fun weekly crafts that will build their sense of imagination and develop fine motor skills.

A beginning art class that builds skills and confidence, combining drawing exercises and creative projects. Explore the elements of art using various techniques and media on different surfaces. New projects each session.

Learn the basics of jewelry fabrication, including sawing, soldering, and bezel stone setting. Beginners will work on a series of assigned projects, including rings and pendants. Advanced students can partake in assigned projects or work on their own with instructor supervision.

Introduction to Lost Wax Casting using wax on/into H2O to create a wax pattern to cast into sterling silver. Students can then finish cast into a piece of jewelry. Students will be sent an email with a list of necessary materials to complete projects.

Have you always wanted to express your imagination through writing? Whether telling a story, writing a poem, or just making up characters and places, this class is for you! We break big ideas into small exercises that are really fun, then put them together to build a story that will make you proud. Bring pens or pencils and paper.

Learn how to tackle nonfiction writing with success and have fun doing it! Selecting a topic, constructing paragraphs, and correcting spelling and grammar will be covered as we explore several examples of projects. This is a great class to prepare for writing reports in school. Bring pencils or pens and paper.

In the ceramic studio we use plaster molds everyday. We need to replenish these molds. You will learn how to work with plaster to make some molds for our studio.

Tap is a dance form that focuses on musicality, timing, coordination and muscle control. Students will create rhythmic movements with the taps on heels/toes.

For the tapper with some experience. Continue to hone your tapping skills and learn new rhythms, time steps and riffs. Release your inner Fred Astaire! 8 weeks (No Class June 24)
Contemporary Dance (Dancing with RKDC)
Level 1: students will be introduced to weight transfers, footwork, improvisation, and isolations. Floorworks is introduced including backbends, bridges, rolls and inversions. Contemporary is a style of expressive dance that combines elements of several dance genres. All levels welcome. Attire: jazz shoes and comfortable dancewear.
Level 2/3: students will see a higher difficulty level in technique, musicality and floorwork, including back rolls, inversions, elbow stands, roll ups and more. Students can expect partner and group work, including lifts.

This course is designed for middle school youth looking for babysitting preparedness for children age 3 and up. Participants will be taught helpful safety tips, basic first aid, indoor and outdoor safety, general child care skills and fun recreation activities. Participants will receive a notebook with materials discussed in class, babysitting tote bag, emergency contact sheets, business cards and a Certificate of Completion. Parents will rest easy knowing their child is left in good hands and so will you! Comfortable clothing, closed toed shoes and a sack lunch with a drink are required each day. Each course will be held Monday - Thursday. Requests for refunds, credits and transfers must be made at least one week before class begins.

The City of Torrance Community Services Department, Recreation Division, will again be offering its Leadership Training Program for students entering grades 10, 11, and 12. The program is designed to provide the participants with job training opportunities while working on various programs in the Recreation Division. The job opportunities may consist of working with children in a park or Day Camp setting, Office Work, Youth Sports working with children, seniors at a Senior Citizen facility, or at the Nature Center, learning about nature and environmental issues.
Fees include training, training materials, T-shirts, and a badge. Only applicants available to participate for most of the summer will be accepted into the program.
This is an excellent opportunity to serve the community and receive on-the-job training experience. The skills learned would be: how to effectively work with people, and see what preparation is needed for a job in a Recreational setting. In addition, this valuable training will provide you with the skills to apply for a part-time position within the Recreation Division.
Pre-registration is required and only a limited number of participants will be accepted into this program. Applications for Torrance Residents will be accepted from May 20 – June 2 and for non-residents from May 27 - June 2. Do not send payment with your application.

The Victor E. Benstead Plunge is a 50 by 20 meter heated outdoor pool. The pool is divided into two 8-lane, 25-yard and 26 meter sections, and offers a variety of aquatic programs. Men’s and women’s locker room facilities are available for day use with restrooms and showers.
Proper swim attire is required to enter the pool and deck area T-shirts, shorts, and street clothing are not allowed. Attire for more complete coverage such as a rash guard is permitted. Please refer to the Pool Rules for additional information. No toys allowed.
Each child (under 7 years old AND under 50 inches) must be accompanied in the pool and on the deck, by an adult (18+), within arm’s reach (maximum of one child per adult) for a 1:1 ratio of child to adult.
For all instructional classes and programs – A late pickup fee of $10 will be charged for every 15 minute interval (or portion thereof) for students that are picked up late. The clock at the facility is used to determine the time.
The pool may close without notice in the event of lightning, unhealthy air quality, mechanical issues with the pool or staffing issues.

This class helps children become comfortable in the water as they develop a readiness to swim. Parents and instructors work together to help children adjust to the water, learn skills and have fun. Each child must be accompanied into the water with parent or other responsible adult. Children that are not potty trained must wear a swim diaper.

This program will teach all four swim strokes freestyle, backstroke, breaststroke and butterfly. Coaches will work closely with swimmers to ensure proper body positioning, arm movements and kicks. Swimmers are introduced to proper diving and turning techniques essential for competitive races. Swimmers engage in interval training to improve their cardiovascular fitness and stamina. While not a formal team, participants are encouraged to develop camaraderie and teamwork. Swimmers learn to set realistic goals and work towards achieving them.

We are offering a swim level assessment for families that are unsure about their child’s swim level prior to registering. Our aquatic staff will assess students and recommend a level based on the assessment. Students need to arrive at the back gate of the pool. The last swim assessment will be at 1:45pm. A swim assessment will take approximately 5 minutes. Please bring a towel, cap and goggles if desired.
If you cannot attend the assessment, please register for the level you think your child is at based on the level descriptions. Students registering for the WRONG LEVEL will be removed from class and will NOT be eligible for any refund, credit or transfer (see level descriptions on page 34).

PALS Social Club (People Actively Learning and Sharing)
is a social club designed for teens and adults with special needs, offering welcoming space for friendship and fun. The club provides a variety of recreational activities, including games, outings and creative workshops and quarterly dances. PALS annual membership fee for 2025 is $20 residents/$25 non-residents, and covers January-December. The PALS fee includes the Adaptive Sports and Special Olympics Program.
Adaptive Sports and Special Olympics
This is an integrated sports program for those with special needs and their peers. Adaptive Sports programs include: basketball, bocce, lap swim, pickleball, soccer, and softball. The annual fee includes the PALS annual memberships and must be paid prior to participation.

Special Olympics Southern California is a competitive sports and training program dedicated to individuals with special needs. It provides year-round opportunities for athletes to develop their skills, build confidence, and compete in a supportive environment. A visit to the Madrona Marsh Preserve is truly a unique experience. The Marsh is thought to be the last remaining vernal marsh in Los Angeles County. Madrona Marsh Nature Center is an educational and interpretive center for the Preserve’s natural resources. It includes an Exhibit Hall, Gift Shop, and a beautiful native plant garden.
¿WILD? is our public art residency program at the Nature Center. In partnership with Torrance Art Museum, Friends of Madrona Marsh and Torrance Art Museum Advocates. The Torrance Police Department’s goal is to prevent loss of life and educate the public on the extreme dangers of opioid addiction, mental health issues and homelessness.
Many people require help with addiction, mental health and homelessness and don’t know where to turn to receive assistance with these services. This resource guide is designed to assist individuals in beginning the process of recovery.

Unfortunately, for the unsuspecting public, illicitly manufactured fentanyl can be dis-guised as prescription Oxycodone, Xanax, nasal sprays, eye drops and other forms of medication. Only two grains of fentanyl (the size of a few salt granules) are potent enough to put you at risk of an overdose. Naxalone is a safe medication that can reverse an overdose from opioids; however, it should not be relied upon.
