When asked about the need for the new clinic, Denise Elefson, Chair of the Board of Trustees, said, "Our job as trustees is to listen to our community, and do all we can to shape our local hospital to meet their needs. We've heard many people tell us that increasing the availability of specialty services should be a top priority, and that's what we've managed to do over the last several years. As we've added services, we've seen tremendous growth in the use of our Outpatient Clinic, and we've been able to bring in services that aren't available elsewhere in our region. It's time to take the next step in our evolution, and create a space to house the new services that we've already added, and to prepare for our continued growth." In order to meet their number one goal of providing the region with convenient access to high quality care, DCH has officially broken ground on a new DCH Outpatient Clinic space. This addition increases the available clinic space from 2,211 square feet to 7,720 square feet, and includes 18 exam rooms versus their current 7. The recycling bin that had previously been located north on Highway 69, in the parking lot across the highway from the Decatur County Hospital, was

moved due to the construction developing at the Decatur County Hospital. The hospital projects their construction lasting through the summer of 2022. The above photo captures the recycling bin in its temporary spot.

Leon Chamber hosted their monthly coffee last Wednesday, at SCIT Theatre. SCIT Theatre has been serving the community of Leon for almost ninety years now, being built in 1934. A building the size and age of SCIT always has renovations that should be addressed. Currently, the SCIT Board is hoping to complete some of the these renovations with grants/fundraising: *Replacement of the current marquee. "We hope to replace it with digital signs, but maintain the current look of the marquee. It will be a nice mix of traditional and modern," stated Shannon Erb, SCIT Board member. *Tuckpoint the front of the building, and replace windows in the apartments. *Replacing all the drywall, and applying a new coat of paint throughout the lobby, ticket room, and bathroom areas. *SCIT recently had the roof coated

by Ivan Stoltzfus with Commercial Roof Coatings, which will now be more energy efficient. Eventually, SCIT would like to replace the HVAC system throughout the building to become even more efficient. *Electrical lines in the lobby and bathrooms areas need to be upgraded. *Flooring in the lobby area will hopefully be replaced as well. A program SCIT is in the process of rolling out is "Our Friends

Graceland University President Emeritus William T. Higdon Passes Away The university mourns the loss of a substantial and important leader from its history.

Retired School Personnel Meet The Decatur County Unit of the Iowa Retired School Personnel met Monday, November 1 at 9 a.m. at the Leon Public Library. Hostess Jean Campbell served snacks in a cup. A moment of silence was held — in honor of the passing of longtime member, and former President — Helen Flummer — in October. The Roll Call — What was your most memorable election? — was answered by 8 members and one guest. In the absence of Joan Bolon, Secretary, Vice-President Billie Evans read the minutes of the October meeting. Treasurer Leonore Coffelt gave the financial report. Yearbooks for the 2021-2022 membership year were distributed. President Jan Chambers then conducted a short business meeting. Jan has contacted personnel at the Leon Public Library

about the purchase of a book for the Children’s Library in honor of Helen Flummer. Discussion was also held about how might our organization make an impact on our community with financial donations; and how we might be able to encourage people from across Decatur County to join the unit. She reminded the members that all are welcome to attend the District 4 meeting of the IRSPA organization in Perry, Iowa on May 17, 2022. John Dunsdon, Leon Public Librarian then gave a program about the many services that the Library has to offer. The Library involves much more than the “core” items that one expects to find in a Library. We expect to find books, books on CD, loan of DVD movies, newspapers, magazines — and other print

items. He handed out key-rings for each person that had been made with the 3-D printer, and talked about the various technology services available to the public at the Library. In addition to the 3D printer, there is an over-head scanner, color photocopier, and microfiche reader/printer; and public use computers. John and children’s librarian Mary Stoner have taken special classes that involve Science, Technology, Engineering, and Math (STEM) opportunities for Library patrons. John demonstrated one of the devices they have programmed to the group. Mary provides many opportunities for children who come to the Library. Her story-telling sessions are highly popular with pre-school age children and their attending adults. Books are sent back/forth on a regular basis from the Public Library to the elementary libraries at Central Decatur. The Summer Reading program for 2021 was a huge success — with more participants than previous years. Volunteer Kate Ortiz — takes books back/ forth to the Terrace Park Assisted Living facility and Westview Acres nursing home. She visits with the residents of both to assist them in choosing new books for her to bring to them. The Library provides free healthy food snacks in a yearround after-school program for children using Grant money and local sponsors. Another Grant provides exercise materials (and instructions for use) that may be checked out by Library patrons. There are other services available that many of the members of our Unit had not known about. All in all, the Leon Public Library is something to be proud of — for both Leon — and Decatur County. The next meeting of the Unit will be on March 17. 2022. Joan Bolon is to be the hostess.

Two-time Graceland President William T. "Bill" Higdon passed away peacefully on November 18, 2021. Higdon's tenure as president ran from 1966 through 1974, then again from 1992 through 1997. Higdon's contributions to the University were significant and he made a substantive impact on campus life. He oversaw development of Graceland's School of Nursing and its campus in Independence, Missouri, and introduced the "Bear Pit" sessions of open public dialogue with students. He also oversaw the launch of Graceland's first master's program and the purchase of SkillPath Seminars. "Graceland is fortunate to be so closely associated with the Higdon name," said Patricia H. Draves, Graceland President. "Bill was incredibly generous with his time, and I am grateful for the opportunities I had to visit with Bill and receive his counsel. His wisdom, vision, and passion for Graceland set a high bar for university presidents, not just here, but throughout the region." Higdon has the distinction of being the only Graceland president to serve immediately following both his father and his wife as president of the University. His father, Earl Higdon, served as Graceland's president prior to his first term in 1966, and his wife, Barbara Higdon, served as Graceland's president prior to his second term in 1992. Bill was granted president emeritus status in 2004 by Graceland's board of trustees. His daughter, Beth, currently serves as Graceland's Executive Director for Institutional Effectiveness. After they got married in 1950, both Bill and Barbara joined Graceland as faculty members in 1963. They were an active part of the Lamoni community and welcomed many families into their home, mentored young couples, and participated in church life. After his first term as Graceland's president, Higdon accepted the call to become a member of the Council of Twelve Apostles in Community of Christ (then the Reorganized Church of Jesus Christ of Latter-Day Saints). His ministry took him

around the world, and he participated in several major changes in the church, notably operationalizing the ordination of women and the design of the Community of Christ Temple in Independence, Missouri. During his time at the church, he and three colleagues founded Outreach International, a nonprofit with a mission of providing people in underdeveloped countries and regions a methodology to work together as a community to meet the challenges of chronic poverty. After retiring from active ministry in 1992, he returned to Graceland for five years before his retirement in 1997. That year, the University completed an extensive renovation of its signature administration building, which was renamed Higdon Administration Building in honor of

Bill, Barbara, and Bill's father, Earl. Barbara and Bill were married for 61 years before she passed away in 2011. The couple had three children, Miriam Elizbeth Higdon (John Funke), Ruth Elaine Higdon (Peter Hackett), and Richard Terril Higdon (Debra), five grandchildren, Paul, Alex, (Claudia Tang), Kevin, Timothy, and Scott (Emily) and three great-grandchildren. In 2013, Bill gained a bonus family when he married Phyllis Johnson, who had two children Erik (Robyn) and Sara Kenney and six grandchildren. He and Phyllis were able to travel extensively and enjoyed their lives in Grand Forks, North Dakota before Bill died on November 18, 2021. He is preceded in death by his parents, his first wife, and all three of his sisters. He is survived by his second wife Phyllis, his children and bonus children and all eleven (both bonus and biological) grandchildren, and numerous nieces and nephews.

Right before a holiday it seems it gets more frantic around here at the J-R. As I hurried to make up pages Monday afternoon, I forced myself to stop for a moment, collect my thoughts and made an attempt to reflect on the holiday at hand and what is to come. oOo Hard to believe the Thanksgiving season has arrived and I hope everyone will have or had a happy, joyful time together. I am thankful for my lovely wife, for my three children (and grandson), for being able to continue working with my mother, for the many friends, for living in a country where we are free to do as we please (for the most part anyway), for living in a country where we can worship God in a house of our choice, and having enough food to eat. oOo I know with COVID still looming, there will be modified gatherings once again this year, for not only Thanksgiving, but Christmas, as well. TWICE TOLD TALES 20 YEARS AGO (November 21, 2001) The Governor of Iowa gave annual awards to individuals and groups who have volunteered outstanding services or contributions to a school or community. The Central Decatur Community School Board of education selected Gene Binning as the individual to receive the Governor's Volunteer Award. The "Yes for Kids Committee" chaired by Jerry Parsons, also was awarded this special recognition by Governor Vilsack. The Central Decatur School District received a $750,000 award for new facilities and a gymnasium from the State of Iowa. Bill Brookhard, owner of Jackson Medical Supply, saw the need of his service and training in the area and worked with the LCDC and Leon Chamber of Commerce to open this facility. Doug Rysdam was the store manager. Don's Floral, owned and operated still by Karla Harrah, opened the business in a new downtown location in Leon, located at 313 N Main Street (at that time it was the former Paul's Shoe Repair building). They held a Christmas Open House.

50 Years Ago (November 25, 1971) The top 4-H clubs for 1971 were the Center's Cheerful Chums girls and the Decatur County Achievers boys. The Leon Chamber of Commerce provided them with a tour of Des Moines. A barn on the Bert LaFee farm south of High Point was damaged by fire. Judy Smith began her position as teller and encoder with the Decatur County State Bank. She and her husband Don and sons Aaron, 6, and Doug, 3, lived south of Corydon. Opal Smith of Leon was Don's mother. The Decatur County Historical Society was making plans to publish a book about the history of Decatur County written by Himenia Hoffman. Books could be purchased for $10 and were to be published in the spring. Norma Fight, 1968 Mormon Trail graduate, won first in the senior division of the "Make It Yourself with Wool" contest held at Corning. A daughter, Jayne Ladonna, was born to Mr. and Mrs. Bob Leeper of Leon on November 14 at the Decatur County Hospital. Phyllis Christensen sold Aunt Phyl's Cafe to Glenn and Anna Clifton. She also announced her engagement and upcoming marriage to Herman Williams, Jr. of Hermanville, MS. They were to be married on December 31. Chief Warrant Officer Tim Jones was spending his leave with his mother, Clara Jones. Jones was a Cobra Helicopter Gunship Pilot while he was in Vietnam for 20 months. He flew for the 1st Squadron 9th Cavalry, 1st Air Cavalry Division. New Archery Targets Installed at Range

The targets were purchased with funds the club obtained through collecting deposit cans (9360 to be exact). Coach Olsen traveled to Booneville, MO to pick them up and Leader Micheala Lane and Coach Chris Lane helped to place them at the range. The members held their first winter postal shoot at the range last week and would like the public to know that the range is open for them to use and if archers refrain from using broadheads on these targets they will provide service for many years to come.

and they had a nice long visit. Thursday Philinda Snethen took Andover Community of Christ Church’s food pantry donations to the Lamoni Food Pantry. The donations were made in honor of the late Susie Pratt. Holly and Benson Parkhurst traveled to Davenport, Iowa where Dylan is working. They enjoyed staying at the hotel and swimming. Donna Ogier, Jim Fisher, and Jan Fisher enjoyed a meal at the new restaurant in Decatur on Monday. Liz Carpenter made a trip to Corydon on Thursday evening to deliver cans to the redemption center for the Optimist Club. Alma Mickelson went on a road trip to Arkansas with her son Teddy to pick up his new puppy. Alma will have fun for the next few days puppy-sitting until Teddy and Olivia move into their new apartment. Alma and Ronnie Mickelson enjoyed spending Saturday evening with Isadora and her friends JD and Karly. Alma reports they always have a wonderful time with that crew. Clay Parkhurst put in another week of work while Breanna Main had class and clinicals. Routine is a good thing. Cotton and Coy Osborn stayed with Grandma Sandy and Grandpa Gary Osborn on Friday night. Little brother Cole Osborn joined them on Saturday morning and dad Chad Osborn joined them a little later in the day. Cotton helped Sandy get her garden cleaned up, and she is thankful that job is done for the year. Doug Carpenter visited Liz Carpenter over the weekend to do a little more deer hunting. Report is he saw some deer but nothing to shoot because he let the mama deer and her young ones walk on by. Liz Carpenter and Linda Perkins helped chaperone the Lamoni Middle School dance Saturday night at The Alley. Forty-seven students enjoyed a fun evening of dancing, games, visiting, and some treats. Not much happened at Cassie Daleske’s and Andrew Lane’s place last week. Kind of hard to imagine that with a preschooler and toddler around the house. Wonder what their secret is? Sadly, Ivan Lane unexpectedly lost his longtime, furry, fourlegged companion Blue a few weeks ago. This week, Ivan had good news. He has a new furry, four-legged companion named Trouble. (We hope the name is a misnomer!) Congratulations to Ivan and Trouble for finding each other! Have a good week, be kind to each other, and please remember to be thankful all the time and especially this time of the year.

(photo by Maggie Lindsey) Stacy Andrew Purdom, a 1994 CD graduate and now of Montana, was recently home visiting family and friends in the Leon area. While here, Stacy visited CD School and gave a presentation on self-defense and situational awareness for girls. Purdom, who owns Atlas Fitness, has extensive training in Worldwide Krav Maga and is a certified instructor for USA Krav Maga Self Defense. Stacy has taught fitness kickboxing for 10 years and is also a USPA certified powerlifting coach. Stacy and husband Dan are the parents of a son and daughter. Her parents Jim and Nancy Andrew and grandmother Helen Ring all live in Leon. During her classes, Dan plays the part of the “bad guy.” Stacy hopes to be back in the Spring to instruct another class. retired. Marvins' mother was Wilma and father Tony. Pasture Land for Lease

The Commissioners of the Wayne-Ringgold-Decatur County Solid Waste Management will offer the following described plot of land located in Decatur County, State of Iowa: Commencing at a point where the North edge of the State Highway #2 right-of-way meets the West edge of County Highway #294, thence in a Westerly direction along the North edge of Highway #2 right of way 2,450 feet, thence in a Northwesterly direction to the center of Section 33, thence East to the West edge of Highway #294, thence South to the point of beginning, all in Section n 33, Township 69 North, Range 27 West of the 5th P.M. (Containing 59 acres, more or less, minus needed acres for the construction requirements, if needed, to operate the Landfill) to have and to hold the same to Tenant under Lease Agreement for a period of three (3) years, for a period from April 1 to December 1 of each year. Also, if cattle are kept in pasture, the cattle shall not be put on the pasture until after the 1st day of April each year and must be removed by the 1st day of December each year. There will be no more than 25-30 cow/calf pairs, plus one bull, on the pasture. Tenant shall be allowed to harvest hay and/or use as pasture for cattle. Pasture must be mowed at least one time by July 15th of each year. Tenant shall be responsible for the weed control. Landlord will furnish the chemicals to control said weeds. Tenant shall be responsible for maintenance of fences. Landlord will provide material to repair said fences. Tenant shall also provide Proof of Liability insurance. Tenant shall be responsible for 100% of the cost of fertilizing pasture as needed. Landlord shall have a continuous right to enter the premises as necessary to construct or maintain any structures. All fencing around such structures shall be the sole responsibility of the Landlord. If part of the above premises is required for use by the Landlord, the number of acres used shall be eliminated from the lease on a prorated basis. The Landlord will allow the Tenant use of the rural water system on the Landfill property for the watering of Tenant’s cattle. The Tenant is responsible for providing the tank, hose, and any other items deemed necessary to provide water to livestock. The minimum monthly charge for and up to 3,000 gallons is currently $38.84. Once the minimum charge has been reached, Tenant will pay everything over the minimum monthly rate.

All bids must be sealed and submitted to WRD Landfill, 21377 125th Ave., Grand River, Iowa 50108 by 4:00 p.m. December 31, 2021. Bids will be opened by the WRD Solid Waste Commissioners on Wednesday, January 12, 2021 at the regular meeting of the commission at the landfill in Grand River, Iowa. The purpose of this ordinance is to provide for the division of taxes levied on the taxable property in the Leon Urban Renewal Area, each year by and for the benefit of the state, city, county, school districts or other taxing districts after the effective date of this ordinance in order to create a special fund to pay the principal of and interest on loans, moneys advanced to or indebtedness, including bonds proposed to be issued by the City to finance projects in such area. For the purpose of allocating taxes levied by or for any taxing district which did not include the territory in the Urban Renewal Area on the effective date of this ordinance, but to which the territory has been annexed or otherwise included after the effective date, the assessment roll applicable to property in the annexed territory as of January 1 of the calendar year preceding the effective date of the ordinance which amends the plan for the Urban Renewal Area to include the annexed area, shall be used in determining the assessed valuation of the taxable property in the annexed area. (b) that portion of the taxes each year in excess of such amounts shall be allocated to and when collected be paid into a special fund of the City to pay the principal of and interest on loans, moneys advanced to or indebtedness, whether funded, refunded, assumed or otherwise, including bonds issued under the authority of Section 403.9(1), of the Code of Iowa, incurred by the City to finance or refinance, in whole or in part, projects in the Urban Renewal Area, and to provide assistance for low and moderate-income family housing as provided in Section 403.22, except that taxes for the regular and voter-approved physical plant and equipment levy of a school district imposed pursuant to Section 298.2 of the Code of Iowa, taxes for the instructional support levy program of a school district imposed pursuant to Section 257.19 of the Code of Iowa, and taxes for the payment of bonds and interest of each taxing district shall be collected against all taxable property within the taxing district without limitation by the provisions of this ordinance. Unless and until the total assessed valuation of the taxable property in the Urban Renewal Area exceeds the total assessed value of the taxable property in such area as shown by the assessment roll referred to in subsection (a) of this section, all of the taxes levied and collected upon the taxable property in the Urban Renewal Area shall be paid into the funds for the respective taxing districts as taxes by or for said taxing districts in the same manner as all other property taxes. When such loans, advances, indebtedness, and bonds, if any, and interest thereon, have been paid, all money thereafter received from taxes upon the taxable property in the Urban Renewal Area shall be paid into the funds for the respective taxing districts in the same manner as taxes on all other property. (c) the portion of taxes mentioned in subsection (b) of this section and the special fund into which that portion shall be paid may be irrevocably pledged by the City for the payment of the principal and interest on loans, advances, bonds issued under the authority of Section 403.9(1) of the Code of Iowa, or indebtedness incurred by the City to finance or refinance in whole or in part projects in the Urban Renewal Area. (d) as used in this section, the word “taxes” includes, but is not limited to, all levies on an ad valorem basis upon land or real property. Section 4. Repealer. All ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed. Section 5. S a v ing Clause. If any section,

provision, or part of this ordinance shall be adjudged invalid or unconstitutional, such adjudication shall not affect the validity of the ordinance as a whole or any section, provision or part thereof not adjudged invalid or unconstitutional. With this initial groundbreaking, construction has officially started. DCH estimates that construction will take approximately 10-12 months, and they're optimistic that the clinic operations will transition to

the new building before the end of 2022. During construction, the existing DCH Outpatient Clinic will continue to operate as usual. site surgeries. A new 747 square feet surgical suite will be constructed to allow for more surgeries to take place close to home. With 7 specialists now providing surgeries on site at Decatur County Hospital, this second surgical suite will allow for faster access to necessary surgeries because they will be able to do simultaneous surgeries and lessen the wait time. With access to an additional surgical suite, DCH will be able to provide more surgeries each day, which will help save you the drive to Des Moines for routine or emergency procedures. Due to the Board of Trustees' conservative financial management of the hospital's income and expenditures, there will be no impact on property taxes for the community members to finance this construction. The new building will be paid for with revenue

bonds, and will not increase the property tax levy. The new facility has been designed to fit in seamlessly with the existing building, while providing a new easily accessible entrance directly to the Outpatient Clinic. Additional parking will be added on the east side of the hospital, along with a drive up lane for easy drop off. This drive up lane will be available for both their visitors and the Decatur County Health Care Courtesy Van. Once inside the building, visitors will enjoy a new waiting area that is much larger than the current space. The new waiting room features large windows to provide a warm welcome, a coffee bar for patients and visitors, and more privacy during the check in process. With the decreasing availability of specialty services in rural areas across the nation, the specialists in the DCH Outpatient Clinic have never been

more important. As many of their fellow community members face living with unique, chronic conditions, it is imperative that the specialists work with patients to utilize all the high-level services that Decatur County Hospital has to offer. Mike Johnston, Decatur County Hospital CEO, said, "Decatur County Hospital has experienced remarkable growth over the past few years during a time when other health care organizations in our region, and across the country, have curtailed their services or closed their doors entirely. Even through the tumult of the past year and a half, our people worked very hard to ensure that the public would be confident that DCH would be open and able to serve their health care needs.
