Maggie Layton and Tegun Carson On a cold, dreary and windy evening, Saturday, April 30, Central Decatur students and their guests attended the 2022 Central Decatur Junior/Senior Prom. The commons and gym were decorated using the theme “Dazzled in Diamonds.” Promenade was held in the North Elementary gym to keep attendees and parents dry and comfortable. Later in the evening, following the meal and dance, the attendees were bussed to Spare Time in West Des Moines where they participated in various After Prom Events. City Administrator Notes on Nuisance Abatements by Kyle Sheetz, Leon City Administrator Surely, many of the readers of this article have taken a trip sometime in which they needed to rent a hotel or motel. If you are like me, you have a relaxed and refreshed feeling when walking into a nice clean room similar to visiting a friend or family member’s house that is nice and tidy. Also, if you are like me, by the morning of the 2nd or 3rd day of using the hotel room,

you notice that the feeling is gone because you and your family have begun to treat the room as home. Perhaps dirty laundry is strung around the room, trash cans are beginning to fill up, dirty towels are in the bathroom hanging to dry, cosmetics and hygiene items are scattered about the bathroom countertop and, there is pocket change and restaurant receipts on the bedside table. At this point the refreshing feeling of a nice clean room is no

longer present, yet no one staying in the room is particularly uncomfortable. All of this is to illustrate what can happen when the level of disorder gradually increases and humans become conditioned to that disorder. What the City of Leon has to deal with is properties that have gradually become disordered. As the City Administrator, I have to consider all of the variables surrounding the issue of what is considered as a nuisance. Of course, coming from a small Iowa town and having lived in Leon for 17 years, I understand how “rooms” can become messy. In all hon-

According to the Iowa State Patrol, at approximately 3:00 p.m., Debra Sue Percifield, age 50 and passenger Crystal Hughes, age 20, also of Mt. Ayr, were traveling westbound in a 1995 Chevy Blazer on Highway 69 in Davis City just west of Dale Miller Road when the accident occurred. The vehicle traveled off the road onto the right shoulder and when Percifield attempted to come back onto the roadway overcorrected and lost control. The vehicle slid off the road,

entered the left ditch and rolled coming to rest on its right side. Percifield, who was wearing her seatbelt had to be extricated from the vehicle and due to her injuries, an air ambulance landed at the scene and she was transported to a Des Moines hospital. Her condition was unknown by press time. Hughes was transported to the Decatur County Hospital by personal vehicle. Assisting the State Patrol at the scene were the Decatur County Sheriff’s Department, Leon and Lamoni Police Departments, Decatur County Hospital, Lamoni EMS, and Lamoni Rescue.

of Decatur County and Central Decatur High School have recognized students annually with the prestigious Arion Award, which is presented to high school students for outstanding achievement in band or chorus. Selection of this honor is based upon the student's individual contribution to his or her musical organization, scholastic achievement, musicianship, performing ability and demonstration of personal qualities in keeping with the school's standards. The Arion awards were announced last Monday, April 25, during the 7th-12th CD spring music concert. The CD student receiving the award for choir was Maggie Layton. Maggie has been in choir all four years, has been in numerous plays all four years of high school, received I ratings in solo, ensemble and speech contests, and is a member of the Star Spangled Banner Quartet, singing at the state girl's basketball tournament. She is a member of the National Honor Society and has been on the honor roll all four years. Maggie is a very talented musician and sets a great example for others to follow. He died at Mercy One Hospital in Des Moines, Iowa on Monday, April 25, 2022. Lonnie grew up in Decatur County, Iowa and graduated from high school in Leon, Iowa. on January 18, 1965, he moved to Weldon, Iowa and worked at Massey Ferguson in Des Moines, Iowa. After its closure in 1981, he worked various agriculture jobs before starting at the Lamoni Livestock Sale Barn, retiring in 2006. Lonnie was married to Donna Marie Stuart and was blessed with son, Cory. On April 2, 1988, he married Valerie Jean Harris. They made their home outside of Eagleville, Missouri for 30 years. They were blessed with son, Lance. In 2019, Lonnie and Valerie moved to Ellston, Iowa. In earlier years, Lonnie enjoyed participating in rodeos in the calf roping and team roping events. He enjoyed watching Nascar, working jigsaw puzzles, and bird watching. After moving to Sun Valley, he enjoyed sitting on the front porch watching the happenings at the Lake and meeting people, along with his faithful pet, Penny. He was preceded in death by his parents; siblings, Cleo Norman, Ann Hoffman, Naomi Graham, Nevalee Hampton, Leona “Oney” Vandermey, Veletta “Babe” Crees, James Norman, and Ronald Norman. Those who will miss him most are his wife, Valerie Norman of Ellston, Iowa; sons and daughters-in-law, Cory and Mandy Norman of Panora, Iowa and Lance and Danielle Norman of Grand River, Iowa; grandchildren, Avery Norman, Molly and Landon Norman; brothers, Jesse “Jake” Norman of Des Moines, Iowa and Mickey Norman and wife, Delores of Decatur, Iowa; brother-inlaw, Bob Hampton of Decatur; sisters-in-law,

I had a marvelous mother, who loved, sacrificed for, and helped me in every way possible, all my years of growing up, through college and marriage, even though there were thousands of miles between us, I could count on her to be there for me. We buried that wonderful woman 37 years ago,on her 74th birthday. TWICE TOLD TALES 20 YEARS AGO (May 1, 2002) U.S. Senator Tom Harkin's senior education aide, Bev Schreder, worked with Central Decatur students at the Decatur Elementary School during her statewide tour to discuss and see the actual impact of Harkin sponsored education initiatives have had on local school districts. One of the new laptop computers at CD was partially provided by funds that Senator Harkin helped appropriate for smaller schools. Principal Douglas Kouba submitted his resignation at a special CD Board meeting. Deputy Leon City Clerk Norma Stone was sworn in as the Leon City Clerk by Mayor Miles Horn. Stone took over for former Clerk Brent Corll. The Decatur County Board of Supervisors voted to join Clarke, Ringgold, Wapello, Van Buren, Monroe, Mahaska, Keokuk, Jefferson and Davis counties as the Southern Iowa Regional Emergency Planning District, which was presented with a petition for the move by Emergency Management, Director Rich Erke. Amicitia Club of Leon celebrated its 100th year by planting a native pin oak tree at the Central Decatur High School. Bud Taylor, Park Manager at Nine Eagles State Park and Bob Bixby, of the Leon Lions Club, moved the tree to the school yard. Amicitia Club members who assisted with the project were Naomi Bowen, Greta Willis and Lois Slade. The children of Hazel Christensen helped celebrate her 80th birthday with an Open House on May

LINDA BOOTHE Today is May 1st and I had a memory from my childhood. Some of our youth probably don’t remember delivering May Baskets on May 1st. One of my memories is of Betty Lou Quebec when we were 7 or 8 years old. Betty Lou always delivered May baskets full of candy and popcorn. She would knock on your door and run. You would answer the door and see the basket and you were to run and chase the person delivering and give them a kiss. I ran and chased her and she ran through the back seat of her parent’s car cause both back doors were open. So did I. I finally caught her in our back yard and gave her a kiss. Oh, the simple things we did as a child that were so enjoyable and memorable…. Saturday, April 29th, many friends and family gathered at the DC Community Center to pay respects to Ron ‘Frog’ Tellier. Since Frog knew everyone, they all showed up and enjoyed fellowship and sharing his memories

and stories. The ladies from surrounding towns provided a banquet of food that all enjoyed. It was a true testimony to the life of Ron ‘Frog’ Tellier. RIP Our Friend! LIZ CARPENTER Well, we have made it to May. How it arrived so quickly is anybody’s guess. At this rate, we’ll be decorating for Christmas in a few short weeks. Clay Parkhurst and Breanna Main did pretty much the same thing as last week - just work and school for both of them Monday through Friday and they didn’t have much going on on Saturday or Sunday either. Holly Parkhurst reports South Harrison Elementary had their carnival Friday night. She enjoyed seeing the kids in her class and the community out to enjoy the fun. Benson and Daxon enjoyed playing the games and loved the cotton candy, snow cones and carnival food. It was a good turn out! Tuesday night Julie McElroy and Philinda Snethen supported the Optimist Club of Lamoni at the volunteer fair. They spotted other Optimists Lisa Stobbe and Karen Roberts who support the Optimist Club as well as two other groups, RSVP and the Lamoni Thrift Shop. For a small town, there are many opportunities for people to volunteer. Sandy and Gary Osborn attended a pizza party on Wednesday at Kathleen Wilcoxson’s house. Other guests included Nancy Stroberg and Emily and Scarlett Ballegeer from Virginia. They came and surprised Grandma Kathleen. Scarlett was born on February 23rd and this was her first trip to the farm. Happy Birthday, Scarlett and we are glad you came to visit the Andover neighborhood! Come back again soon! Drew Parkhurst reports that his son Keegan had Kellan over to stay the night over the weekend. Sleepovers are great fun! Friday Philinda Snethen went to Des Moines where she met Marie and Kay Herring.

They went out to eat at the Cheesecake Factory. Yummy! That was a good call! Cotton, Coy, and Cole Osborn stayed all night with Grandma Sandy and Grandpa Gary Osborn on Friday night. Cotton and Coy stayed Saturday night, too. Cassie Daleske and Andrew Lane looked after Liz Carpenter’s farm while she was away with Laurie. Cassie enjoyed watching the geese splash around in the puddles from all the rain. She might get to enjoy some baby geese if any of the two dozen or so goose eggs hatch. A couple of momma geese have been incubating them. A couple more weeks and we’ll see if they have done a good job or not. Drew and Keegan Parkhurst did a little turkey calling over the weekend. Unfortunately for them, the turkeys were not listening because they didn’t show up. Maybe next time. No news to report from Donna Ogier, Kim Erwin, or Ivan Lane this week. They all stayed close to home and had a quiet week. Saturday at Andover Church, Philinda Snethen, with support from Karen Lozier, Amy McBirnie, and Abby and Melissa Silver, hosted a baby shower for her granddaughter Victoria Booth. Alma Mickelson reports their house was just like the old days this weekend. Isadora moved back home for the summer and Teddy and Olivia were down for the weekend to celebrate Riley Stevenson’s graduation from Graceland University. Alma and Ronnie’s dog, Denali,

Announcement of Candidacy for Decatur County Board of Supervisors

I, Sam Wengryn, am a lifelong rural resident of Decatur County, a strict constitutionalist, and champion of smaller, less intrusive government that works for the will of the people—not personal or private interest. I grew up heavily involved in the familyowned agribusiness, building fence and raising cattle. Life on the farm taught me the value of hard work, that some days go smoother than others, and some are a controlled fire drill. The most important goal was accomplishing something. Traveling all over the county for over a decade with my dad, Cowboy John, I fell in love with all the natural beauty Decatur County has to offer. This truly is God’s Country! But I have also seen where county services are lacking: bridges out, roads with potholes, signs damaged—if not missing. I will address these issues. The majority of economic decisions are made for short-term gain, not long-term prosperity. I want to change the economic outlook for the county, and that is why I am running for a position on the board of supervisors. Because of my sense of duty and responsibility that comes serving our local community, I want a brighter future for Decatur County. An involved member of the community with the Leon Lions Club, Leon Golf & Country Club, and I support local business at every opportunity. I am currently serving in my second term as chairman of the Republican Party of Decatur County, as well as being a duly elected City of Pleasanton council member. I served as chair for the county Republican convention, was a member of 3rd District platform committee, and am a delegate to the district and state conventions. I am heavily involved in the Republican Party for the local, district, and state; meeting officials at all levels of government. I am young, with fresh ideas, and truly care for what’s happening in and around the county. I humbly ask for, and would appreciate, your support and vote in the primary June 7th. number. They also got to watch Abbi’s dance recital along with her mom and dad Emilie and Will Taylor and her grandma Sophie Ryan. Tyke and Trey Hullinger dominated with speed, earning golds in the 100m and 200m dash, respectively times of 11.58 and 23.11. Trey was also in the photo finish in the 100m dash earning 5th with a time of 11.98, with places 2nd-5th only .08 second apart. The 4x100 and shuttle hurdle relays both earned a solid gold. The 4x100 team of Tyke Hullinger, Trey Hullinger, Champ Walker and Evahn Jones ran a time of 45.24 and the shuttle hurdle team of Tyke Hullinger, Riley Norman, Matthew Boothe and Jack Scrivner clocked a time of 1:03.04. The distance medley relay was right in the running with a silver. Gus Buckingham, Norman, Tate Swartz and Gunnar Smith ran

The Cardinal girls played in a threeteam meet with Nodaway Valley and Martensdale-St Marys. The girls finished second to Nodaway Valley with team scores of 247 to 249. Martensdale-St Marys did not have a team score. The first place medalist was Ari Nopoulos of CD with a score of 53 and runner-up Ashlynd Gutierrez of Nodaway with a 55. Individual scores for the Cardinals were Maggie Layton 63, Courtney Olsen 64, and Cadence Clark 69. The Cardinal boys were absent a few players so they were unable to have a team score. It was a good opportunity for the boys even though they ran into a very tough course and many experienced teams and players. Matt Boothe shot a 100, Trey Hullinger 106, and Grant Boyd 116 for the eighteen-hole tournament. The CD Invitational scheduled for April 29 was cancelled due to the weather. Hopefully the weather will improve as the teams have had five cancelled meets limiting their opportunity to participate. The girls' team will return to action on Tuesday, May 3, at the POI Conference meet at SW Valley in Corning. The boys' POI Conference meet

PUBLIC NOTIFICATION MONITORING VIOLATION OF THE WATER TESTING SCHEDULE

Our water system violated a drinking water standard(s) over the past year. Even though these were not emergencies, as our customers, you have a right to know what happened and what we did to correct these situations. We, the City of Leon Public Water Supply are required to monitor your drinking water for specific contaminants on a regular basis. Results of regular monitoring are an indicator of whether or not our drinking water meets health standards. During February, 2022 we did not monitor or test 2 locations in the distribution system for Total Trihalomethanes and Haloacetic Acids, and therefore cannot be sure of the quality of our drinking water during that time. What should I do? There is nothing you need to do at this time. What Happened? What is being done? The City of Leon collected a sample for testing on 2/10/22. That sample arrived at the lab with a temperature that was too warm for lab acceptance. The lab did not notify the City of Leon about the issue until 2/28/22. The sample needs to be collected in the month of February and there was not sufficient time to take a second sample. The next sampling period is the month of May. In addition, the City of Leon is working to schedule a replacement of the filter carbon at the water plant, and investigating a change in disinfection to reduce the presence of these two contaminates. River missed 1st place by .03 of a second, taking a well deserved 2nd place in the 100m dash in 13.76 as Gatlynn ran a 15 second flat for 8th place. Amy, Nora, Chloe, and Aniston captured 6th place in 5:00.89 in the distance medley. Abigail was the lone 400m runner taking 3rd in 1:09.09. The four seniors on the 4x200, Hallee, Lauren, Mya, and Chloe took 3rd place in 1:54.84. The 100m hurdles saw Makenna and River take 3rd (17.79) and 4th (18.01), respectively. Harrisen and Abigail in the 800m took 10th (2:53.14) and 11th (2:57.75), respec-

tively. River 3rd (28.38) PR and Mikayla 12th (32.86) competed in the 200m dash. Makenna ran in the 400m hurdles and in the final 100m had a hurdle mishap to take 11th in a time of 1:26.14. In a large 1500m field Aniston ran a 6:07.04 for 11th and Jamie, filling in for a hurting Harrisen, took 17th in a time of 6:55.13. The 4x100 CD fielded two teams. The team of Mikayla, Amy, Annika, and Jenna ran a 58.74 and took 2nd in their heat. The team of Mya, Hallee, Jordan, and Gatlynn ran a 55.63 which was good enough for 7th place. The 4x400 saw Nora filling in for a hurting Hadley. Chloe started off the race strong, with Addy, and Logan also running well. The girls finished 7th in a time of 4:52.87. The girls' team travelled to Lenox for the re-scheduled POI meet on Tuesday, May 3. On Thursday, May 5 they travel to Mt. Ayr before hosting a meet next Monday, May 9. There are city codes that allow the city to enforce some amount of pressure on property owners who don’t keep a tidy property. How harshly these city codes are enforced is a question that needs to be considered. Of course, there are those individuals that think that the letter of the law should be held to and enforced as harshly as possible, and there are other individuals who believe in a “live, and let live approach”. Neither end of the spectrum solves the problem judiciously. In an attempt to judiciously begin addressing the problem. The City of Leon has collected data in the form of photographs of properties that have the potential of being in violation of city

code. Those property owners will receive communication from city hall in the form of a letter. We understand that this could catch some people off guard and has the potential to frustrate them. It is our hope that, if you receive one of these letters, you will open a line of communication with your city’s government by having a civil conversation with one of the employees in city hall. We are open to hearing your story. If necessary, at a later date the decision makers of the city government, i.e., the city council members and mayor, can be included in the conversation to help solve the problems that Leon has with its visual appearance.
