Two Bridge Rehab Projects Being Planned Decatur County Engineer Dillon Davenport, informed the J-R that there would be two bridge rehab projects on County Road J20 that would be starting in the near future. According to Davenport, these projects will have a substantial impact on travel through the northwest corner of the county. “Cramer and Associates was recently awarded the contract to complete abutment and joint repairs on the Grand River and Long Creek bridges, both on J20 between Grand River and I-35. Due to the nature of the work, traffic cannot be maintained during construction so the

bridges will be closed to through traffic. In order to help local traffic move through the area, the contractor will only be allowed to close one bridge at a time. Currently, the contractor intends to close the Grand River bridge on March 7th. The closure duration is expected to be 5 weeks. Once work is completed on the Grand River bridge, they will close the Long Creek bridge. Iowa History Month offers opportunities to dig into past

You have to get up close and personal. “We’re not flyover country,” said Pamela Riney-Kehrberg, who teaches history at Iowa State University. “The problem with looking at everything from 30,000 feet is that you miss out on the texture. You miss out on the detail. You miss out on the people, the places, the moments that really make history come alive.” So every March, during Iowa History Month, the Iowa Department of Cultural Affairs invites Iowans to zoom in and discover something new about the past. The annual tradition offers a chance to learn about earlier Iowans who have influenced their communities, their state, their country and, in many cases, the entire world.

The State Historical Society of Iowa, a division of the department, has lined up an array of in-person and online programs for all ages. Iowans and others can tune in to online presentations, take part in activities for families with children, discover materials in the new Iowa History Collection Catalog and take guided tours at the State Historical Museum of Iowa in Des Moines. This year Iowans can also see a pop-up display about “Iowa’s People and Places,” which the state museum sent to all 99 counties to mark Iowa’s 175th statehood anniversary. Schools, libraries, museums, and other organizations across the state are hosting their own history events to join the month-long celebration. “Every small town and big city in Iowa has its own story to tell,” said Michael Plummer, who leads the Local History Network, a statewide program

Body Discovered After Trailer Home Fire On Saturday morning, a body was discovered following a trailer home fire in the Woodland area. The Leon Fire Department was called to near 240th Street and Woodland Road, south of High Point for what was reported as a trailer house that apparently had burned to the ground and was smoldering. The department ended up providing mutual aid with the Lineville Fire Department. While hot spots were being extinguished, a body of a deceased individual

was discovered in the debris. Once this discovery was made, the Department of Criminal Investigation was called and that entity took over the investigation. Upon initial investigation, foul play is not expected. No other details were released by press time. The property was owned by Roger Foust. Besides the DCI agents and State Fire Marshal and the fire departments, also assisting at the scene were the Decatur County Sheriff’s Department and Decatur County Ambulance.

As Thomas Jefferson noted, an “informed citizenry” is essential to a functioning democracy. Stefanie Wager of Grimes, who recently served as president of the National Council for the Social Studies, challenged the popular notion that those who don’t study history are doomed to repeat it. “Historians will argue that point, but there are patterns,” she said. “We want people to recognize those patterns and make connections between the past and present.” She added that examples from state and local history show how grassroots efforts can build momentum for national progress. Women’s suffragists who marched in Boone helped pave the way for the 19th Amendment. Civil Rights activists in Des Moines and Waterloo helped set the stage for Martin Luther King Jr. “That’s why state and local history is so important,” she said. “When people feel more connected to their communities, they’re more likely to engage in that community, more likely to volunteer and take care of it. Leon House Destroyed by Fire

photo by Chris Duerr On Friday evening, February 25, a house fire was reported at 406 NE Q Street. When the Leon Fire Department arrived on scene, at approximately 6:55, the house was found to be already engulfed with plumes of smoke bellowing from the structure. Lamoni and Garden Grove fire departments were summoned for mutual aide. It was reported that the occupants of the house were in the process of moving so the house was vacant at the time of the blaze. The house was a rental property that belonged to Kevin Buckingham. The firemen fought the tough blaze for over four hours. The house was completely destroyed and no cause was given. Also assisting at the scene were the Decatur County Ambulance and the Leon Police Department.

Osceola, IA. He grew up on a family farm near Van Wert, IA. The family roots ran deep as Mabel was born in the farmhouse where he was raised, and he spent countless hours playing with his cousins who lived across the street and down the gravel road. Here, he developed a strong work ethic. He enjoyed his animal chores, even though he said he didn’t like cleaning out the stinky pig pen. Richard and his brothers, Robert and Russell, were active in 4-H where they took pride in showing their animals. He overcame polio at the early age of 4, which led him to volunteer as a Rotary member later in life due the organization’s initiative to focus on ridding the world of the disease. Richard’s parents had solid Christian values that continued to carry on throughout his everyday life, and he lived those values to his core. He graduated high school from Cental Decatur in Leon, IA in 1965. Richard attended Graceland College and finished his collegiate education at Northwest Missouri State University in 1969 with a bachelor’s degree in Industrial Arts Education and a minor in Psychology. After college, he taught at multiple locations including Hocker Grove in Shawnee, KS and the Des Moines Area Community College where he further honed his craftmanship skills. He also met his bride-to-be, Saundra (Nurnberg), who was teaching at the time. They were united in marriage on August 31st, 1975 at Ber-Mart, a beloved family property. Of this marriage they were blessed with three children, NyEela, Latisha, and Kylene. He began his 29-year Hy-Vee career in 1978 at a Des Moines area store. He worked his way up the ladder as an assistant store director in Omaha and then was appointed store director in Tarkio, MO in 1991. He finished his Hy-Vee career after retiring as store director in Shenandoah, IA in 2007. His 17 years spent as store director allowed him to engage in many community activities and facilitated

his natural desire to serve others. While living in Tarkio, Richard and his family attended First Baptist Church where he served as a Deacon and taught Sunday School. Following retirement and being empty nesters, Rich and Saundra moved to Maryville, MO. They felt at home at Laura Street Baptist Church; there Richard continued teaching Sunday School and developed new friendships. One of Rich’s favorite church activities was the live nativity where he delighted in running the hot chocolate station. Following retirement, Rich couldn’t wait to grind the rust off his father’s vintage Farmall tractor and fully restore it to its glory. Richard made multiple appearances in local parades with his tractor, where he brought home the 1st place trophy several times. You could often find him outside tinkering with his John Deere mower, getting it ready to cut the grass, or see the grandkids lined up to take a ride on the mower with Papa! He found joy in maintaining the yard, golfing, woodworking, catching the sunset, helping a neighbor or anyone in need, fishing with the grandkids, and treating his family to ice cream. Even with a terminal cancer diagnosis, he never once complained, never asked ‘why me,’ and continued to think of others first even in his final days. His faith never wavered; it only grew stronger, saying “Jesus has never left me” in his last days. Throughout his life he led by example, embodying patience, kindness, generosity, and inclusivity, and his legacy of gentle guidance will be passed down through the generations. Besides his parents, Richard was preceded in death by his brother Russell. Richard leaves to cherish his memory: his spouse and partner of 46 years, Saundra (Nurnberg) Harney of the home; his three children: NyEela Harney of Maryville, MO, Latisha (Jordan) Alsys of Stilwell, KS, and Kylene (Shaun) Defenbaugh of Warrensburg, MO; 7 grandchildren:

Oliver and Colt Defenbaugh, Olive, Vivian, and Finn Madden, Thor and Aida Alsys; brother Robert (Rita) Harney of West Des Moines, IA and numerous nieces, nephews, cousins, extended family members and friends.

DCH Corner MIMA LOUISE HILL Mima Louise Hill, age 90, of Rogers, Arkansas formerly of Leon, Iowa, passed away on the 22nd day of February 2022. Mima was born in Lucas, Iowa on the 12th day of April 1931, to George Henry and Elma Marie (Boston) Truman. Louise, as she was also known as, attended school in Iowa in both Warren and Decatur Counties. She married Kenneth Lloyd Hill on January 6th, 1948, in Corydon, Iowa. To this union six children were born, Patricia Ann, Joyce Marie, Kenneth Randall, Kathleen Louise, Linda Kay, and Kalven Lloyd. The family made their home in Decatur County where Louise was a wife, mother, homemaker, and helped on the farm. Louise was baptized at the age of eight years and loved attending church and reading her Bible daily. She was well known for baking and making pies for the Humeston Sale Barn to raise money for the Van Wert Assembly of God Church. Grandma Hill loved spending time with her family and especially the time spent with her grandkids. Preceding Louise in death were her parents; her husband of 65 years, Kenneth Hill, in 2013; her daughter, Patricia and husband, Robert Webster; son, Kalven Hill; infant grandsons, John Webster and Jon Suchy; brothers, Cecil, Verl, John, and George Truman; and her sister,

Lots of recipes are available online to help you experience new flavors using healthy ingredients. Reduce Added Sugars. If you’re living with type 2 diabetes, you are probably very aware of how added sugars can spike your numbers. Instead, try using fruit to add sweetness. When looking for canned foods or beverages, look for fruits packed in their own juices instead of syrup, choose fruitflavored seltzer waters over soda, or opt for tea with honey or other sweeteners as directed by your dietitian. Lower Your Saturated Fat Intake. Not all fats are bad. But, some fats are better than others. Instead of foods that contain high levels of saturated fats, try to replace those with healthy fats found in avocados, olive and canola oils, nuts, and seeds. Baking, broiling, roasting, or grilling leaner meats can be a great alternative to frying foods, and can help lower your intake of saturated fat. Get Moving. Admiral Mike Franken to Visit Decatur County Vice Admiral Mike Franken, Democratic candidate for U.S. Senate, will hold a public meet-and-greet session at 6:30 pm on Tuesday, March 8, at the Leon Community Center. The youngest of nine children raised on a farm in northwest Iowa, Franken attended Morningside College and entered the Navy in 1981 after graduate work in engineering. Starting his service on guided missile destroyers, he became the first commanding officer of the USS Winston Churchill. Franken went on to serve as the U.S. Africa Command’s deputy for military operations and as Chief of Staff of the U.S. Third Fleet. In Washington, D.C., he served as political-military chair

in the Chief of Naval Operation’s Executive Panel and in the Joint Staff’s Operations Division overseeing the U.S. Pacific Command. As a three-star admiral, he presented the worldwide orders book to Secretary Donald Rumsfeld and was the first military officer to serve as a legislative fellow for Senator Ted Kennedy. He completed his career as the first Director of the Defense POW/MIA Accounting Agency. On retirement he returned to Sioux City from which he has announced his candidacy in the Democratic Primary to oppose Senator Charles Grassley in November. Grants may be awarded in the following areas: arts & culture, community affairs & development, education, environmental education & protection, health, historical preservation, human services and youth programs. Completed applications must be postmarked by March 15, 2022 to be considered for funding. TWICE TOLD TALES 20 YEARS AGO (February 27, 2002) Forty-two people gathered to honor the participants of the Home and Community Based Services in Decatur and Ringgold Counties. Awards were given to each participant for accomplishments they had made in their individual lives since the beginning of the services in February 2001. Locals who had received awards were Don Graham, David McCoy, Carma Binning, Chris Ackland, Rena Castro, Rachel Parmer, Don Clark, Rachelle Hellberg, Eddie Eaton, Cindy Nulph, Sara Ballantyne and Mellisa Fox. The Iowa D.E.A. Director gave Senator Harkin a first hand glimpse of the new Clandestine lab recovery vehicle that was housed at the Iowa State Patrol Post 2 office in Osceola. These efforts were made possible from the South Central Iowa Methamphetamine Clandestine lab Task Force fund that was obtained for the 17 counties in Iowa, including Decatur County, to better coordinate efforts to reduce illegal labs that are used to make methamphetamine. Meth labs had been the hardest hit in the state, with up to half of the labs found in this 17 county region. Lamoni Nursing and Rehab Center in Lamoni held an Open House in recognition and celebration of their receipt of the American Health Care Association "Step I Quality Award," The Family Place sponsored a quilting class with Maxine Parsons as the instructor. The acquiring of water from a deep well via pump had caused many problems for the town of Lineville, including numerous school closings. The city council purchased the Gun Club Lake located north of town to furnish adequate water for the town. The acquiring of the lake was by consent of the charter members. Van Werden during their convention in Des Moines. Car and suit stolen in Des Moines – Halley Ford, superintendent of the Lineville public schools, was shopping in Des Moines. He bought his wife a new suit and then locked it in the trunk of the car. When he returned to get his car, he found that it and also his wife's new suit had been stolen. LIZ CARPENTER March has arrived! It got here pretty quick. Time to start thinking about gardens! The icy weather on Tuesday morning caused school at Lamoni to be canceled but parent/teacher conferences were already scheduled for Tuesday and Thursday from 3-7 PM. So, Liz Carpenter, along with the other teachers at Lamoni Community Schools, went ahead with conferences on Tuesday afternoon and evening and then again on Thursday. Friday everyone had the day off. Donna Ogier’s patience has paid off. It took 3 weeks and 2 tries, but she finally has a new working phone! Yay! Donna also dropped in to visit her sister Jan Fisher one day last week. Liz Carpenter made a trip to Mt. Vernon, Iowa, Friday to visit her daughter Laurie Carpenter and Laurie’s roommates Will, Emilie, and Abbi Taylor. Liz returned home Saturday afternoon with Laurie’s dog, Steel. Liz is dogsitting for a couple of weeks while Laurie is doing some military training. Clay Parkhurst and Breanna Main celebrated David and Gina Mossburg’s anniversary a little early Saturday. They also enjoyed some card playing with family Saturday night. Ivan Lane is still staying pretty close to home. Hang in there, Ivan. The weather is warming up, and you’ll soon be able to get out and about more often. Saturday evening Andrew Lane and Cassie Daleske stopped by Liz Carpenter’s for a short visit. Worst thing about March is the time change and springing forward an hour.

On the positive side, I guess that gets us to St. Patrick’s Day an hour earlier. Kim and Maurice Erwin report nothing happening over their way except a trip to the tax accountant. That’s not very exciting news. Have a good week, be kind to each other, and please pray for the people of Ukraine, and a resolution to the situation in Ukraine.

DeMarcus has worked had and even took time out for a back surgery but this past week he took and passed his State Boards and is officially a registered nurse. He already has a job interview so things are falling into place for him and his family. DeMarcus is an inspiration for all his hard work through surgery, Covid and raising a family. Best wishes to you at your job interview, DeMarcus! Your family and friends are so very proud of you! My grandson, Carter Boothe and #15 on the ISU Men’s Basketball team, made Academic All-Big 12! Tara Spidle briefed the Board of Trustees on several notable improvements in the revenue cycle beginning in January 2022 to include: A reduction of discharged not final billed (DNFB) days from 14.6 in December to 2021 to 8 in the current month; A decrease in the accounts receivable (AR) balance of a rounded $956,000.00; and A decrease in AR days from 61.5 in December 2021 to 53.8 as of January 25, 2022. Financial reports for both November 2021 and December 2021 were approved. Kelly Barker updated the Board as to current clinical and quality improvement initiatives as follows: At present, DCH is 66% complete with their chest pain accreditation project with eighty-four (84) days remaining in which to submit for accreditation. They expect an onsite survey in April 2022. Performance metrics were reviewed with the Board of Trustees. When I started the Linger Longer story, I was unable to determine J. R. Bowsher’s wife’s name. Jan Chambers was able to help me with that, because her ancestry, several generations back, included great-greatgrandfather, Jobst Vogt. J. R. Bowsher was married to Charlotte J. Vogt when Linger Longer was built, and they had one son, Harold Vogt Bowsher, whom they called by his middle name. J. R.’s second wife, Ella Carmean, died at a fairly young age, of severe rheumatoid arthritis. We don’t know much about his first marriage except that a son and a daughter resulted from that union. Here is more information from Linda (Crouse) DeFeo. Linda related how, before her family’s ownership, the upstairs ballroom was still being used by the Wiselys, who hired musicians to play for their dances. She also reported, “My folks hosted neighbors, clients, and relatives. Mother was always fixing lunch, dinners, and having parties for my dad’s clients, our friends, and family. Linger Longer hosted party after party. My sister Catherine and I welcomed classmates, hosted occasional dances and bridal showers. Many bridge parties occupied the large living room through the years, filled with card tables for my mother’s friends.” “The front yard was filled with a penny carnival, for polio, in 1959 or ‘60. It was a huge success! The yard was filled with children having fun. Everything was a penny. We made a little over $14. We were invited to be on Des Moines TV, to present our donation from the fundraiser.” A neighbor, Marilyn (Scott) Evans remembers playing there with the Crouse girls and the other neighborhood kids. She sent me a photo of a lineup of children, which included her brother Bill and her, Linda and Catherine Crouse, with Patricia, Carla, and Ed

Van Nostrand. There is a garage entrance in the south end of the basement. It is rather inconspicuous today, at the west end of the large back porch, but it was used when the Crouses lived there. A fun fact that I learned from Linda was, each fall her dad would store 4-5 new cars in the basement, awaiting their official unveiling day at the dealership. Aha! So I have another connection with Linger Longer, besides my great aunt getting burned while trying to light the furnace. That gorgeous bright red Corvette Stingray split-window coupe I saw in front of the dealership on my way to school one morning, must have resided in the Linger Longer basement the night before I fell in love with it. It made a lasting impression; my favorite car still, I have a large picture on the wall in front of me as I type this story, showing that very model of “Vette” parked on a beach, between two palm trees, and yes, it is red. The price of that real one, in 1962, was but a few thousand dollars, and I would have skipped school and bought it right there on the spot, but I supposed a bank loan would have been iffy, on my dollar-anhour weekend job at Hanoco. (Back then, my friend Chet Redman was not yet working at the bank.) You would need to see Linger Longer yourself to get the full effect of its features, and its beauty, but I’ll describe some of what I’ve seen, so you’ll know what to expect. As I walked around the perimeter of the exterior, even though I knew it was a well-built house, after 112 years I thought I might see a bit more deterioration of the brick work. Don’t know if it has ever been tuckpointed, but it looks like all the mortar is still present. I was especially impressed with the arches holding up the outer edge of the porch, appearing to be exactly as they were originally. Likewise,

the bricks that make up the porch railing, which do not make a solid wall, but have gaps between them. I finally did see evidence of some settling, on the southwest corner, and there is some foundation cracking in the northwest corner in the basement, rather minor defects when the whole house structure is considered. Two sets of steps lead onto the front porch; one the wide main steps leading to the front door, opening into the living room, the other narrower, ascending from the carriage porch, ending beside the door to the entry hall. Both front doors have large, oval, beveled glass windows. On the first floor are the entry hall, the living room, dining room, kitchen, two bedrooms and the only bathroom in the house. Having escaped being painted, the woodwork is all varnished original, hardwood in the main part of the house, with some pine used in the bedrooms. I expect the downstairs floors are hardwoods as well, which will be exposed

when the carpeting, having served more than its expected useful life, is removed. There’s a swinging door between the kitchen and dining room, with colonnades separating the dining room from the living room. In the middle of the north living room wall is one more colonnade, but without a mate on the opposite side of the room, because a fireplace with a beautiful wood mantle is there, and what is likely imported tile around the firebox. I mentioned earlier, my disappointment in not finding a grand staircase. The single stairway to the second floor bears a lot of resemblance to the one in the Stearns house in Garden Grove, which led to the attic. So, was the second floor intended to be only an attic, or was a grand staircase removed to make room for a second downstairs bedroom? One of my favorite parts of the house is a small screened-in porch on the second level, accessed through a small door on the landing at the top of

the stairs. It has been suggested that there was once a covered outdoor stairway, leading to the little porch, which then would have provided access to the ballroom. Linda mentioned that the kitchen was remodeled twice, first in the ‘50s and again in 1972. It’s probably time for one more renewal. All the rooms of the house are begging for serious refreshing. Other things she mentioned were the arched leaded glass section above the dining room window, the elaborate curio/china cabinet on one wall of the dining room, and the handpainted scenes in the bedroom upstairs. I think some of the original light fixtures described are no longer present, but the ceiling light in the upstairs bedroom, and matching ones on the walls, definitely look authentic. My hope is, when it’s sold, it will be to someone with enough resources to restore it to something close to its original splendor.

(contributed) Taylor Beavers, (pictured at center), a May 2021 graduate of Central Decatur High School in Leon, is headed to SWCC for the fall 2022 semester to compete on the Dazzlers dance team. During the 2021-22 academic year, Beavers has been attending Graceland University in Lamoni. While in high school at Central Decatur, she competed in cheerleading, dance, track, and cross country. She earned varsity letters in track, cross country, and cheerleading. In addition, Taylor earned academic awards in cheer and dance. Her senior year of high school, she and her dance team competed in nationals and finished second in Small Select Hip Hop. Beavers has been involved in FFA and participated in the high school play. She is the daughter of Adam and Sara Beavers and Nicole Smith (pictured at left).

They currently have two (2) openings for CNAs: one (1) full-time day shift and one (1) full-time night shift. Shannon Erb presented the marketing report to the DCH Board of Trustees. She provided the Board with an overview of current and planned marketing efforts as well as the results of previous campaigns. At approximately 6:22 p.m., a roll call vote was called for the Board to go into closed session to discuss the following: Marketing and Similar Proprietary Information: Iowa Code 21.5(1)(L). The vote results were: Denise Elefson – aye; Sheri Frost – aye; Guy Clark – aye; Linda Chastain –

aye; Teri Foster – aye; Larry Griffin – aye; and Rebekah Mendenhall – aye. Those present in addition to the Board members were Mike Johnston, Tara Spidle, Kelly Barker, Jo Beth Smith, Shannon Erb, Dr. Wehling, Dr. Brown and Candy Jordan. With a consensus of the Board members obtained to do so, the Board returned to open session at approximately 7:07 p.m. The Board members present when the open session reconvened were Denise Elefson, Sheri Frost, Linda Chastain, Guy Clark, Teri Foster, Larry Griffin, and Rebekah Mendenhall. Others present were the same as listed above when the closed session convened. Upon their return to open session, the Board took action on the two (2) agenda items previously tabled to follow the closed session. These items were: Review and Approval of USDA Community Facilities Grant Matching Funds: Mike Johnston estimated to the Board that the matching funds required for this grant would be approximately $55,000.00. He requested they approve such funds up to that amount for executing the grant's intended purpose. Motion carried. Imprivata Single Sign-On Solution: The quoted price for the acquisition and implantation of this software is $36,935.00. Mike Johnston requested that the Board of Trustees authorize this purchase with the timing to be at his discretion. Motion carried. The meeting adjourned at 7:09 p.m.
