Tharp Appointed to School Board The Central Decatur School Board met in regular session on Tuesday, July 19. Topping the agenda was the appointment of a board member to fill the vacancy left by Cayle Buckingham who recently resigned after she accepted a position as Central Decatur’s Elementary Guidance Counselor. The Board voted unanimously to appoint Nick Tharp to fill the vacancy for Director District 3 until November 2023. Tharp was administered the oath of office and immediately took his seat on the board. Superintendent Coffelt reported that the recoating of the roofs at South Elementary, and North

Elementary gym should be completed, weather permitting, by the first week of August. He also noted that the new basketball shot clocks have been installed but still need wired. In addition, the Board approved the hire of Calieb Kistler as head high school basketball coach; Nick Tharp as assistant high school football coach; hiring of Lauren Palmer, Bailey Miller and Cathy Cooper as paraeducators. The Board also accepted the resignations of Gary Hayworth as assistant golf and junior high boys basketball coaches. Substitute teacher pay will increase from $115 per day to $125 per day.

Cemetery Road to be Re-Surfaced; ATV/UTV New Law; Sold Land to DCH

New signage has been placed along nature trail. “If you've been out on the trail lately, you may have noticed some new signage along the way,” stated Kayla Clausen, FLRSP member. Friends of Little River Scenic Pathways was one of three projects chosen to receive funding from a 5210 Healthy Choices Count Grant through the Iowa Department of Public

Health to install new mileage signs along the trail. Multiple organizations/projects were chosen to use these funds. FLRSP is grateful to have been included. FLRSP used the 5210 grant funds to purchase the signs, posts, and hardware. (continued on page 3)

During the regular City of Leon council meeting held on July 11, among the items discussed were roads, ATV/UTV fees, sell of city property and police committee. C o n n o r Christensen, Street Superintendent, requested for the council to approve a $53,900 quote for the Road Reclamation Contract from 3M Contracting from Mt. Ayr. This project calls for the repair of 3,000 linear feet of NW 6th Street (Leon Cemetery road) and NW Walnut Street (portion from the cemetery road to the north side of the Hy-Vee parking lot). The council unanimously approved. Christensen also made the comment

during his public works report that the street sweeper is currently out of operation, but while he is working on repairing the machine he is pricing out rent options on a street sweeper. Administrator Kyle Sheetz shared information regarding a new ATV/UTV law (House File 2130) that went into effect. The House File 2130 states “that a city may regulate the operation of registered all-terrain vehicles and off-road utility vehicles and may designate streets under the jurisdiction of the city within its corporate limits, and two-lane primary and secondary road extensions in the city, which may be used for the operation of such

vehicles…..However, a city shall not charge a fee to operate a registered ATV or off-road UTV within the city.” The City of Leon Code of Ordinance, Chapter 78, highlights this information. Sheetz highlighted that the City of Leon can still require the licenses, they just won’t be able to have a fee connected with the ATV/UTV vehicles. Sheetz added golf carts can still have a charge. Following the open and closing of the Public Hearing concerning the sale of the land north of the Decatur County Hospital, of which no other parties were present to express interest in this land, the resolution was approved by the council, with all ayes

The Savanna Hills Learning Center, The Little River Scenic Pathways, and The Leon Volunteer Fire Department will be able to advance current goals due to their generosity. The 2022 Decatur County Fair held its Market Animal Premium Livestock Sale July 18, yielding the following results. Two rabbits, $500; 18 sheep, $7,250; 23 meat goats $15,450; 40 pigs, $29,500; and 18 cattle, $21,750 for a total of $74,450. In addition to the livestock, the selling of a quilt brought in $2,100.

OWENS, Clyde Marion, 83, of Des Moines, Iowa and formerly of Decatur County, Iowa, died on Wednesday, July 20, 2022, at Johnston, Iowa in Polk County, with his children at his side. Funeral services were held at 10:30 a.m. on Monday, July 25, 2022, at the Slade-O’Donnell Funeral Home in Leon, Iowa, with Pastor Ed Grant officiating. Interment was held in the Leon Cemetery, Leon, Iowa. A memorial fund has been established by the family. GIBSON, Margaret Loraine Snethen, 95, formerly of Lamoni, Iowa, died on Friday, June 3, 2022. A memorial service will be held at 3:00 p.m. on Saturday, July 30, 2022, at the Lamoni Community of Christ Church, Lamoni, Iowa, with a reception following the service.

She also enjoyed going on road trips with her stepdaughter, Linda. CLYDE MARION OWENS Clyde Marion Owens, age 83, was born May 5, 1939, in Decatur County, Iowa to David Wesley and Elvia Lucille (Wasson) Owens and passed away peacefully in his sleep on July 20, 2022, at Johnston, Iowa in Polk County, with his children at his side. Clyde, also known as Marion, Butch, and Cuz, developed a strong work ethic at the age of 8 years old when he began working along side his brothers and parents as migrant workers. The family traveled to the West Coast each summer where they harvested beans, cotton, potatoes, and various fruits in Washington, Oregon, and California. Each fall the family returned to Leon, Iowa so their four sons could attend school. Clyde was an active student at Central Decatur High School and graduated in 1959. He began training as a typesetter for the Des Moines Register. When his training was done, he was assigned to the loading

dock to fill the delivery truck with newspapers. It was at that time he realized he was not cut out to be a type setter and returned to Bookey Meat Packing in Des Moines, Iowa. He worked there until the business permanently closed in 1996. He then became an employee for Indianola Middle School until he retired. He always referred to ICSD as “the best job he ever had”. While in high school, he noticed a pretty girl that lived a few blocks away from the family home working at the Leon Dairy Queen. After talking with her, he told best friends, Bob Chastain, Leland Crees, and Joe LaFollette, “That’s the girl I’m going to marry.” She was indeed the love of his life. Clyde Marion Owens married Ruby Jean Kelly on June 25, 1960. They made their home in Des Moines, Iowa until he was drafted into the United States Army in June of 1962. After training in Fort Leonard Wood, Missouri he was stationed in Fairbanks, Alaska. Jean joined him there until his honorable discharge with the rank of PFC Spec 4 in May of 1964. At that time, Marion and Jean moved to Indianola, Iowa and started their family. Daughter, Jodi Lynn was born June 13, 1964. Son, Daniel Joseph was born November 24, 1968, and the family was complete. The couple moved to their newly built home in December of 1965, where they spent the rest of their lives together. Clyde was a hard worker and provided a good life for his family. He was a loyal son, husband, father, brother, uncle, and friend. He made sure his family had everything they needed and most of what they wanted. He was a loyal, honorable, respectable, and faithful man with a quick wit, cheerful smile, and a song for any occasion. He taught himself to play guitar and acquired an extensive collection of guitars he displayed and played daily. Clyde was an Iowa Hawkeye fan through and through. He coached many football and basketball games to victory from his recliner for over 50 years. The Chicago Bears and Kansas City Chiefs were also favorites of his, but the Iowa Hawkeyes was where he focused the majority of his coach-

MARGARET LORAINE SNETHEN GIBSON My Grandma Teeny’s Story Margaret Loraine Snethen Gibson was born on September 29, 1926, in Harrison County, Missouri, at her childhood home. She was the second child of Grant Snethen and Mary Tennery Snethen. Margaret, or “Teeny” as she was more commonly known, departed a life well lived peacefully in her sleep on June 3rd, 2022, at the age of 95 years, 3 months, and 26 days. It is with great joy that up until her last few years, each and every one of those days and minutes counted, and they

were filled with faith, love, and laughter with her many beloved family and friends. Teeny, the second of seven children, grew up in a close-knit family full of love. She and her 3 sisters and 3 brothers shared many happy times together. Her maternal grandmother, Mary Prudence Snethen, was the nurse “midwife” to Teeny’s mother when she gave birth to her. She received her elementary education in a one room country school in Harrison County, Missouri, and her high school education in Decatur County Iowa. Teeny, much like her father, was devoted to learning and teaching in almost every area of her life. When she started her high school education at the tender age of 13, she had to leave home and move into Lamoni as there were no school buses that went by their family farm. She and her sister, Virginia, boarded with a family in Lamoni during the week and tried to get home as often as possible on weekends. Sometimes getting back to Lamoni on a Sunday afternoon was a problem so instead they would walk across the fields approximately 5 miles to Cecil and Lura Driscoll’s. Cecil would then use a lantern to flag down the train that they would ride into town. Teeny would then live with a family in town during the week, and to help her parents pay for room and board, she would milk the family’s cows throughout the week. From the start, Teeny and her parents were committed to giving their children proper schooling—and thus she became committed to a lifelong journey of learning and education. On May 7th, 1949, Teeny married Thomas Irving Gibson. Tom and Teeny had three sons: Grant Thomas Gibson in 1950, Stephen Law(continued on page 6)

Family Reunions Butcher-Norman Reunion

The annual Butcher-Norman Reunion will be held on Sunday, August 7, 2022, at the Davis City Community Center. A potluck lunch will begin at noon.

31st Annual Keller Reunion June 24-26, 2022

Another fine family reunion was held the last weekend in June with 180 attending, the 3 day event at the Jack and Dee Lukenbill home of Lamoni. Lots of visiting, eating and activities happen in these 3 days. Our activities included a dance on Friday night by our own DJ, Lisa Jones, a golf game, horseshoes, sand volleyball, tugof-war, a talent show, kids games and corn hole toss. The men’s horseshoe winners were Aaron Keller and Kevin Keller, the women’s horseshoe winners were Lynda Keller and Samantha Wilson. The

tug-of-war team was won by Travis Easton’s team. The golf team of Lisa Jones, Luke Jones, Logan Jones and Levi Harrell made success by winning the golf game. The quilt, made by Dee Lukenbill was raffled off and the winner was Cathy Rolfe. Mike Keller donated a hog for the hog roast on Saturday which was enjoyed by all and Friday night was a great fish fry. The fish were caught by Richard Keller and Mike Keller. New Signage Installed along Walking/Nature Trail (continued from page 1))

They ordered FLRSP brochures with updated trail maps to have available at each trailhead as well. The grant money also covered the labor to install the signs. Tyson Smith and family volunteered to install the signs. Overall, this project cost around $3,500. When designing the new mileage signs, the committee put a lot of thought into who would be using the trail and where the trail is located. Since the trail is surrounded by nature and in close proximity to the lake, and a lot of the trail users are people of all ages, they thought it would be fun to make a sort of scavenger hunt along the way. Therefore, they chose different plants, animals, and bugs that you might see along the trail and included them on the signs. Now as you walk the trail, you can look out for these different species! The new mileage signs start at the trail head by the Fairgrounds and go all the way across the new extension to the west side of the lake. “We also have some extra signs waiting to be installed once we extend the trail even farther to the planned Savanna Hills Learning Center,” added Clausen. “We hope you enjoy the new signage along the trail, and we can't wait to hear what you think.” The other two projects chosen for the grant money were playground equipment at the North Elementary School and new crosswalk markings at the South Elementary School and around the square. The playground equipment has been ordered and will be delivered sometime around February. The

crosswalk marking project is waiting on an outside contractor to complete. These projects were developed from meetings with Leon Community D e v e l o p m e n t Corporation/Leon Chamber of Commerce in cooperation with the Healthy Hometown Initiative sponsored by Wellmark BC/BS back in 2019.

In addition, Mayor Bob Frey and council members Tonya Lindsey and Jerry Parsons expressed interest in creating a committee for City Police-Sheriff Communication. The Council voted unanimously for Lindsey and Parsons to work with the two law departments.

TWICE TOLD TALES 20 Years Ago (July 24, 2002) Laci Hullinger, daughter of Jan and Kevin Hullinger of Davis City was selected as the 2002 Decatur County Fair Queen. Champion Market Lamb was shown by Ann Mendenhall; Champion Market Pig shown by Jennifer Binning; and Grand Champion Market Steer shown by Laci Hullinger. Iva Marvin, a resident at Westview Acres, was presented with a certificate joining Iowa’s Elite Class of Centenarians. Iva said that she was the first registered nurse in the old Decatur County Hospital. Leon Calvary Baptist Church hosted a free kids’ carnival. The Central Decatur Community School District received a letter from Secretary of State Chet Culver in connection with the updated redistricting. Director District 1 was Gary Hayworth, District 2 unoccupied, District 3 Nick Morrell, District 4 Brent Buckingham and District 5 Mike Frost and David Smith. Eric Craig, 16 year old son of Ronny and Shannon Craig of Davis City was electrocuted when the electric welder he was using came in contact with water. The Garden Grove Lions Club received their charter on July 15 with Lions from many Iowa communities present. Joe Arnold was the first president of the club. Leon’s Calvary Baptist church was holding a Day Camp at Nine Eagles Lake for children fourth through twelfth grade. Three year olds through third grade were having VBS at the church. Sheriff Slim Houck, Sheriff Jess Hook, Wayne County, and Iowa State Trooper Ron Klunder arrested three individuals who were trying to sell stolen cattle at the Humeston Sale Barn. The cattle were taken in Storey County. Mr. and Mrs. Dillion Frost who lived southeast of Leon received the help of their good neighbors who harvested their oats for them. The drill had reached a depth of 360 feet and everything went along smoothly. Grand River

MELINDA MACKEY I'm being told it was a warm but very cool trip to the cemetery on Saturday. There was not a huge crowd, but that certainly wasn't bad. The group was able to see the cemetery and even walk to see the, what I would consider-Legendary; Dead Man's Hole along the Grand River. The same story has been passed down and I had heard it a few times when I was little. It goes clear back to the horse and buggy days when a man was traveling along the river, the rain had caused the road to be muddy and hard to navigate. He ended up sliding down into the river. The spot where he was found is in a sharp bend of the Grand River. Thus being named "Dead Man's Hole". I have never been there. In fact I believe I was told to stay clear away from there when I was younger. Friday the community had a power outage that reached all the way through Kellerton. Power was out for just a couple hours, so thankfully we didn't have anything happen to our residents that rely on air conditioning. LIZ CARPENTER The MLB All-star game has come and gone and the teams are in the second half of the baseball season. The Kansas City Royals are still way under five hundred, but they have played a little better. Maybe the few days rest will spur them on to a better second half than the first half. Go Royals! The big news at Andover last week was Ivan Lane had a birth-

day! His family had a surprise birthday party Saturday afternoon at the Eagleville Community Center with nearly the whole family attending. Work got in the way for a couple of them. Ivan’s age? Ivan’s age has a zero in the ones place and the first prime number cubed in the tens place. Happy Birthday, Ivan! Clay Parkhurst and Breanna Main worked all week then spent Saturday in the city and had a nice day in spite of the heat. They are looking forward to cooler temps this week. Cooler temps will be welcome for sure! Donna Ogier has a possum and family of raccoons helping themselves to her pet food. Darn critters! They get into everything! Holly, Dylan, Benson, and Kyra Parkhurst had the Parkhurst family’s annual Christmas in July family reunion over the weekend. Holly reports it was great to see their long distance family. Christmas is like chocolate, good anytime! Philinda Snethen’s niece Julie Snethen stayed with Philinda during the week of Spec at Graceland University. Kim Erwin had a quiet week around her farm. Tuesday morning Optimist Club member Julie McElroy sorted bottles and cans at Liz Carpenter’s farm and then Wednesday morning Optimist Club members Garnet Coulthard and Liz Carpenter and honorary member Jim Coulthard finished the sorting and loading of the bags into the trailer. Thursday morning, Julie, Jim, and Liz took the load to Corydon to the redemption center. Thursday was Cotton and Coy Osborn’s last day of swimming lessons. They both passed their tests. Little brother Cole got to go check things out and jump off the diving board! Afterwards they went to Woods and Main in Eagleville and ate lunch to celebrate the end of lessons. Craig Snethen, Kyle Booth, and Philinda Snethen went to the movie Thor Saturday night. Saturday Sandy and Gary Osborn visited Gary’s mom Ruby Osborn. Drew Parkhurst had a quiet week around his place. Donna Ogier, and Jim and Charlene Fisher attended the Smith Family reunion Saturday in Eagleville. Donna reports it was so good to catch up

Vernon, Iowa, on Friday and returned on Saturday. They visited Will and Emilie Taylor and their daughter Abbi and brought Laurie’s dog, Steel, home for Liz to take care of for a while. Sunday Kay Herring, Randy Stevenson, Kathy and Loren Esse ate lunch with Philinda Snethen. Alma and Ronnie Mickelson had lots of company over the weekend. Alma’s stepbrother DJ came to fish. He brought his two daughters Kristina and Katie and their spouses David and Jarod, Alma’s nephew Nick and Kristina, and David’s daughter Nora and son Miles. They spent the weekend learning and doing farm chores, having a cribbage tournament, and enjoying each other’s company. Have a good week, be kind to each other, and enjoy the cool weather this week and maybe even some rain!

Lynnette Ramsey attended the fair in 1967 and gave a presentation on flower arranging. She received an excellance award. She also attended the Iowa State Fair in 1968. Bambi Hook and Shelly Walsh gave the outstanding junior demonstration at the county fair in 1972 with the help of baby Scott Alan Hook. Four Place at High School National Rodeo Lane Leeper received a prestigious honor when he was named the All Around Rookie Cowboy following his performance at the High School Rodeo Nationals held in Gillette, Wyoming July 17-23. According to Leeper’s mother, Kala, only a first year high school member can get this title. Leeper finished 24th in bareback and saddle bronc events. After the first go, he was sitting at the top in the saddle bronc event. In addition, he received a $1,000 college scholarship, a Free American hat, and a belt buckle. Three other Central Decatur Rodeo athletes also placed at this national event. Cauy Masters finished 27th in the saddle bronc and 48th in the tie down calf roping event. After the first go, he was in the top 10 in the saddle bronc. Layni Masters finished 9th in girls breakaway and Carysn Tharp was 75th in team roping. The total number of contestants was 1,716. professional sports, embroidery, writing, and photography. Her gardening was impeccable, and her garden was always flourishing—be it day-to-day vegetables or the most gorgeous rows of flowers one might ever lay their eyes on. There was not a card game she would pass up and was a very, very able competitor. She loved the New York Times crossword puzzles and for years would complete them on a regular basis. Her storytelling capabilities were second to none—and she enjoyed sharing them. They were always accompanied by a subliminal message we could all stand to hear, yet they were jovial and always ended with her infectious laugh. She faithfully wrote The Andover News for the Lamoni Chronicle, Leon Journal Reporter, and the Bethany Republican Clipper every week. Personal photography was one of her favorites in which she enjoyed capturing the precious moments and memories of the people in her life who made her most happy. Teeny was preceded in death by her parents, Grant and Mary Snethen; a sister Virginia Sponsler; two brothers, Richard and Earl; and one granddaughter Dasha Gibson. She is survived by two sisters, Norma Ward of Grandview, Missouri, Ina Lou Myrick of Blue Springs, Missouri, and one brother Thomas James and wife Cheryl of Endwell, New York; her three sons Grant, Steve, and Robert; five grandchildren; a number of great grandchildren; many nieces, nephews and a hoard of other relatives and friends. Teeny’s life was anything but “Teeny”. It was full of faith, fun, love, and adventure— and she truly made every moment count. She was a doer, and rarely had idle hands. She never met a stranger, and most of the time left with a new friend. Simply put: She loved people, and people loved her. It is with great peace and love and a true celebration for her life that her family and friends ask everyone to remember her by; for all that she did, the full life she lived, and how grateful she was for everyone in it.

Eight Cardinal Varsity girl’s softball team members, who were eligible, achieved the prestigious Academic All Conference. To be eligible for the Academic All Conference award, the athlete needs to be in grades 10-12, earned a Varsity Letter in said sport and have a Cumulative GPA of 3.5 or higher. Players who received the POI academic honors were Addiston Graham, Hallee Hamilton, Jordan Proctor, Kylee Rockhold, Annika Evertsen, Amy Potter, Maren Buckingham and Aniston Jones. The CD Cardinals captured a 12-16 overall season record and 6-7 conference record.

She went on to receive her Master’s degree in English and graduated in July of 1969. She took on this particular achievement while raising a young family and teaching full time. It’s no surprise that given her “can do” and “get it done” attitude that while obtaining her Master’s degree when her professor was absent, Teeny filled in as the teacher of the class. She taught at Madison Middle school for 23 years. This was during historical times in education when schools were in the process of being desegregated. On that historical day, she recounted that there were three fires set in Madison Middle School alone. She was the Student Council sponsor and the Math Club sponsor for the school. She was nicknamed “Sarge” by her students because when she was teaching, there was no question who was in charge. She was a stern teacher who demanded cooperation and had an uncanny ability to achieve the desired outcome for her students’ behavior with a unique vernacular of kindness and understanding. Teeny was a woman of faith, and she displayed it in her actions every day. She was an active member of Andover Community of Christ Church. She was ordained into the ministry on January 15th, 2006, at the age of 80 years into the office of priest. She preached several sermons covering a variety of topics at various churches throughout the next four to five years. Teeny believed in keeping fit and was an avid walker. She hiked the Grand Canyon twice with her sister Ina Lou and family. She once walked from Kansas City to the Snethen farm north of Blythedale, Missouri, with her twin nephews, John and James Myrick; a distance of about 120 miles. She and one of her nephews, Howard Ward, walked from her home in Tulsa, Oklahoma, to Fayetteville, Arkansas, where her sister Norma lived. After she got older, she would walk each year on her birthday from her home on the farm to the Andover church, a distance of about 5 miles. Teeny also had many other hobbies in life, which she thoroughly enjoyed: gardening, playing cards, crossword puzzles, storytelling, following

The Decatur County Hospital Board of Trustees met May 25, 2022, at 5:30 p.m. Members present were:Denise Elefson, Guy Clark, Sheri Frost, Linda Chastain, Teri Foster, and Rebekah Mendenhall. Member absent: Larry Griffin Others present were: Mike Johnston (CEO), Tara Spidle (CFO), Kelly Barker (CNO), Shannon Erb (Chief Human Resources and Marketing Officer), and Dr. Ed Wehling (Chief of the Medical Staff). Denise Elefson called the meeting to order at 5:30 p.m. Linda Chastain and Rebekah Mendenhall each commented separately on positive experiences in the Emergency Department of which they had been made aware. Motion carried to approve the following Consent Agenda: (1) Regular Meeting Minutes April 2022 (2) April 2022 Accounts Payable (AP): $1,050,662.00 (3) April 2022 Payroll: $487,952.00 (4) Accounts Receivable Write-Offs April 2022: $70,969. Dr. Wehling presented the Medical Staff report. The DCH Medical Staff held their regular meeting on Wednesday, May 18 2022 beginning at 8:30am. During that same meeting, the following appointments et. al. were unanimously approved by the Medical Staff: Medical Staff Appointments: Kalee Gerdes, PA (Oncology); Haytham Kwaji, MD (Endocrinology); Cory Wiederin, CRNA. Medical Staff Reappointments: Stephen Barnes, DO (ED/ Hospitalist) and Jeff Hartung, DO (ED/ Hospitalist). From Provisional to Full Status: Tawnya Bauch, ARNP (Oncology) and Scott Hoffman, DO (ED/ Hospitalist). Additional Privileges: Ashley Brown, ARNP (Dermatology). Motion carried unanimously to approve the referenced appointments. Dr. Wehling additionally discussed DCH's new full time ED/Hospitalist provider, Dr. Lonny Miller, who will join DCH beginning on or about August 15, 2022 as well as current education initiatives with respect to the use of ultrasound in the Emergency Department. Mike Johnston presented the CEO Update to the Board of Trustees as below: As part of their Board packet, the Trustees received a copy of the results of the recent recertification survey conducted at DCH between May 02, 2022 and May 05, 2022 by the Iowa Department of Inspection and Appeals. The State Fire Marshal conducted a Life Safety Inspection at the facility on May 06, 2022 and this report was also included in the Board packet for the members to review. The Board of Trustees had no questions concerning either report. Mike Johnston discussed the planned hospital diversion

and power outage scheduled to begin at 11:00pm on May 26, 2022. The expected duration is approximately one (1) hour while the electrical systems of the existing hospital building are connected to those of the new Outpatient building now under construction. With the time required to complete the work and restart sensitive electrical equipment within the facility, the hospital is scheduled to be fully operational again by approximately 1:30am on May 27, 2022. Approval of the Resolution for the Appointment of Deanna Stone as the Infection Prevention Nurse for DCH. Motion carried unanimously. Approval of Resolution for the Appointment of New HIPAA Privacy and Security Officers and Confirming the Reappointment of a Compliance Officer. With the retirement of Jo Beth Smith, the positions of HIPAA Privacy Officer and HIPAA Security Officer were vacated. Shannon Erb was nominated to the Board as the hospital's new HIPAA Privacy Officer and Stacy Webb was nominated as the new HIPAA Security Officer. Tara Spidle was reappointed to the role of Compliance Officer for DCH. Motion carried unanimously. Approval of Contract Buy-Out for Elizabeth Allen, ARNP (Rheumatology): Elizabeth Allen, ARNP is the hospital's current provider for Rheumatology services. After negotiation, a contract was agreed to whereby she will become a full-time employee of DCH beginning in August of 2022. A buy-out of her existing contract from her current employer, Premier Specialty Network (PSN), in the amount of $15,000 is required. Motion carried unanimously. Approval of Coolief RF Generator Purchase for Interventional Pain Management: Mike Johnston presented the Board of Trustees with a request to purchase the referenced piece of equipment new for $35,500.00. This machine is used during radio frequency ablation procedures by Jay Brewer, CRNA as part of his interventional pain management clinic/ program. Motion carried unaimously to approve the purchase. Approval of the Mercy Management and Affiliation Agreement for July 01, 2022 to June 30, 2024. The current Mercy Management and Affiliation Agreement expires on June 30, 2022 and a renewal agreement for the period stated was sub-

mitted to the Board for approval. The motion carried by majority vote with Linda Chastain voting against. Tara Spidle presented the financial report for April 2022: Total gross revenue was $3.6 million in April 2022. April had an operating gain of $143,613 with a net gain of $235,303. Motion carried unanimously. Acceptance and Approval of the Final Audit Report for Fiscal Year (FY) 2021. Motion carried unanimously. Approval of Seim Johnson to Conduct the FY 2022 Audit and to Prepare and Submit the FY 2022 Cost Report. Motion carried unanimously. Approval of the Hospital Budget for Fiscal Year 2023. Motion carried unanimously. Kelly Barker updated the Board as to current clinical and quality improvement initiatives as follows: DCH's information submission for chest pain accreditation is generally complete and currently under review. Performance metrics for April 2022 were reviewed with the Board of Trustees. Kelly reported to the Board of Trustees on the quality indicators for April 2022. Kelly Barker reviewed the Quality Assurance/ P e r f o r m a n c e Improvement departmental scorecard with the Board of Trustees. A written copy of the scorecard was provided to the Board of Trustees as well. At approximately 6:29pm, a roll call vote was called for the Board to go into closed session for discussion under the following exemptions: The vote to go into closed session were all ayes. Those present in addition to the Board members were Mike Johnston, Tara Spidle, Kelly Barker, Shannon Erb, Candy Jordan, and Dr. Wehling. With a consensus of the Board members obtained to do so, the Board returned to open session at approximately 7:01pm. Board members present: Cassy Allen, Amber Swartz, Sean Saxton and Andy Sullivan. Nick Tharp joined the Board after action item D.1. – Board Vacancy. The following prices are for second meals and when the act expires: Student Breakfast $2; South Elem lunch $3; North Elem lunch $3.15; MSHS lunch $3.25; Adult breakfast $2.50 and adult lunch $4.50. o Book rental K-12: $45 per student with $120 family max. Motion carried unanimously. • The Board selected the following top four priorities for the District to submit to IASB for the upcoming 2023 Legislative session: o School Funding Policy: Provides sufficient and timely funding to meet education goals. o Mental Health: Establish comprehensive community mental health systems to offer preventative and treatment services and comprehensive school mental health programs. o Teacher Recruitment and Licensure: Supports additional tools to attract individuals to the teaching profession. o Opposes the use of taxpayer funds for the creation of vouchers or educational savings accounts. Motion carried unanimously. • District Facility Projects: o Superintendent Coffelt updated the Board on the progress of the redoing the roofs at South Elementary, North Elementary, and

Office Manager/ Assistant Administrator Decatur County Public Health is seeking a Full-time Office Manager/ Assistant Administrator. Under general supervision and working with the Agency Administrator will coordinate and manage office activities, finances, and agency statistics; supervise clerks; and perform related work as required. Qualifications: Graduation from high school with college experience preferred AND at least one (1) year prior experience in management. Graduation from business school with coursework in bookkeeping and management, OR Bachelor’s degree with business and accounting coursework, OR High School diploma with minimum of five (5) year’s experience in business management. Salary: This will be a full-time (40 hours per week) position. Salary is negotiable.
