DECATUR COUNTY BOARD OF SUPERVISORS

August 1, 2016 The Decatur County Board of Supervisors met in regular session August 1, 2016, at 8:00 a.m. Present: J.R. Cornett, Gary Boswell and Jim Fulton. Also present was Stephanie Daughton, County Auditor. Unless otherwise noted, all motions carried unanimously. Motion Fulton/Boswell to approve the Agenda. Motion carried. Motion Fulton/Boswell to approve the minutes of the July 25, 2016, regular session. Motion carried. The Board discussed developing a written policy for the use of the courthouse grounds. Motion Fulton/Boswell to continue as has been done in the past with regard to the use of the grounds. Motion carried. Motion Fulton/Boswell to approve the letter of support for the SCICAP HS/EHS expansion grant and authorize Chairman Cornett to sign same. Motion carried. County Engineer Dan Doerfler met with the Board to discuss departmental matters. Motion Fulton/Boswell to approve the Federal Aid Agreement for Project Number BRS-CO27(65)—6027; Bridge Replacements: R30 over East Fork Big Creek, R34 over Tributary to Grand River, R46 over Tributary to Little River. Motion carried. Loring Miller submitted a request for a fireworks permit for August 6. Motion Fulton/Boswell to approve the request. Motion carried. Kathy Lerma met with the Board to discuss departmental matters. She reviewed with the Board the cost report for Case Management that covers the final six months that the department was open. Motion Fulton/Boswell to approve the report and authorize Chairman Cornett to sign same. Motion carried. Mayor Pro Tem Stephens called the meeting to order at 6:02 p.m., with roll call being taken and the following Council Members in attendance: Elmer Easton, Joe Stephens, Sue Kelly and Darlene Fuller. Special Council Meeting Thursday, August 4, 2016 6:00 P.M. The Leon City Council met in Special Session on Thursday, August 4, 2016 at Leon City Hall. Mayor Pro Tem Stephens called the meeting to order at 6:00 p.m., with roll call being taken and the following Council Members in attendance: Elmer Easton, Joe Stephens, Sue Kelly and Darlene Fuller. Motion Kelly/Easton to go into closed session per Iowa Code 21.5 [(1)(i)] “To evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session” for the purpose of conducting an interview for the position of City Administrator/Clerk. RAGBRAI was a unique experience for many southern Iowans. Our small towns are not accustomed to having more than twenty thousand visitors in just one day. Especially, when many of them stay overnight as they did at Leon. criminal mischief complaint in Grand River. 7/31: The SO arrested Eric Thornburg, 30, of Garden Grove on an outstanding SO warrant for animal abuse. Thornburg was booked into jail and held. 8/2: Clarke County SO arrested Travis Toney, 31, of Davis City on an outstanding Leon PD and SO warrants for possession of control substance, possession of drug paraphernalia and 3rd degree harassment. Toney was transported to the county line, taken into custody, transported to the jail and held. Lamoni PD arrested Randall Fairchild, 35, of Lamoni on charges of public intoxication and disorderly conduct. Fairchild was booked into jail and held. 8/3: Leon PD arrested Alexander Courtney, 18, of Leon on an outstanding Boone County warrant for failure to appear. Courtney was booked into jail and held for Boone County. 8/4: The SO arrested Daniel Rater, 45, of Van Wert on an outstanding SO warrant for 13 counties for 3rd degree burglary. Rater was booked into jail and held. Leon PD arrested Michael Todd, 25, of Newton on charges of carrying a weapon and driving under suspension. Todd was booked into jail and held. 8/5: Leon PD arrested Sean Cook, 49, of Leon on a charge of driving while barred. Cook was booked into jail and held. The SO took custody of Jeremiah Thyrion, 29, of Lineville after he was sentenced to 7 days in jail for contempt of court. Thyrion was booked into jail and held.

Osceola to Hold Summer Soiree Car Show Osceola Chamber Main Street and Lakeside Casino are proud to bring back the Summer Soiree Car Show for a super second year! The event will be held on Saturday, August 20th in downtown Osceola around the Courthouse Square. Registration will be from 8am-11am; the show and judging will be from 11am-1pm; and awards will be announced at 2pm on the bandstand. We will be having specialty awards again this year, including: Best Rat Rod, Best Interior, Most Potential, Chamber’s Choice, Most Likely to get Pulled Over, and more! The largest car club in attendance will also get a $100 award, courtesy of Lakeside Casino. We will have participant judging so all you car buffs have

a chance to recognize those cars that stand out above the rest. The Top 20 cars will be recognized by you, the participants! Finally, we are looking at a People’s Choice Award, letting the public choose their own favorite as well! The day will have a ton of fun for all ages! There will be a bounce house for the smaller kids, vendors with door prizes, a scavenger hunt of local businesses, a 50/50 drawing, silent auction, music, and more! Register by 5pm on Friday, August 5th and registration is only $15. This will get you entered into the Early Bird drawing for a free striped mini fridge. According to Leon City Code Ordinance 3-2.0110, dogs that are of certain breeds must comply with specific requirements in order to possess them in city limits. These breeds are: Staffordshire Terrier, American Pit Bull Terrier, American Staffordshire Terrier, or any dog that has the predominate appearance and characteristics of any of these breeds. If you possess a dog that falls within these breeds, you must comply with the following: must be properly licensed, show proof of $100,000 liability insurance policy, and comply with confinement regulations. Details of each of these regulations are available at Leon City Hall. All residents of the City of Leon that possess a dog covered under this description must comply with these regulations by September 15, 2016 to avoid being subject to penalty.
