

FIRE STATION 84 GROUNDBREAKING
On March 14, the City of Westfield and the Westfield Fire Department celebrated the groundbreaking of Fire Station 84, located at 191st Street and Chad Hittle Drive. This $11.4 million project is a significant step forward in supporting our community’s continued growth to improve public safety and emergency response times. The two-story, 20,000-square-foot facility includes three apparatus bays, living and sleeping quarters for firefighters, and a museum showcasing the department’s rich history.

Congratulations to Katelyn Winneroski, an Indianapolis-based artist, for being selected to have her artwork featured on a decommissioned IndyGO bus. The bus, in a partnership with PATTERN, operates as a pop-up shop for entrepreneurs at Grand Junction Plaza.

We’ve reached the halfway point of the year, and what a year it’s been! We kicked off the summer with the Westfield Farmers Market returning for another successful season. I was proud to ring the opening bell at the first market and thrilled to see so many familiar faces there. I hope you’ll continue joining me at the market and at our other community events, including one of my personal favorites, Westfield Rocks the 4th, throughout the season.
As we head into our busiest time of year, events like Colts Training Camp, LIV Golf, and a full slate of tournaments at Grand Park will bring many visitors to our city. I ask that you extend a warm Westfield welcome to those navigating our streets for the first time. Please continue to give grace and practice patience on the roads. Our street crews and public safety teams are working hard to ease congestion and keep traffic running smoothly, and I ask that you continue to support them. And, as always, I recommend subscribing to the city’s e-mails and following our social media pages for the most up-todate road closure information.
I also encourage you to join me in continuing to Brave the Barricades to support our local restaurants, shops, and businesses. We’re nearing a new phase of the 32 Connects construction project, and I truly appreciate your patience as we work with INDOT to upgrade our roads to better serve today’s needs and meet tomorrow’s growth.

ADVANCING WESTFIELD COMMUNITY PLANNING WEEK
In April, the City of Westfield celebrated Community Planning Week, offering ways to engage residents in conversations about the future of Westfield and gather valuable community feedback. Our planners and consultants from Rundell Ernstberger Associates (REA) were thrilled by the overwhelming response, with 75 residents sharing their thoughts throughout the week.
Building on this momentum, the city will continue to gather community input, beginning in June with a series of public engagement events. These events will allow residents to share their thoughts and feedback on the draft elements of the plan.
Key Engagement Opportunities:
• June-July Public Workshop: REA will host an in-person meeting and a virtual open house to preview key plan elements, such as place types, and gather feedback from the community. Details on timing and format will be announced soon.
• Community Survey: This survey will test the draft components of the plan against the community’s vision and goals. Participants can share whether they feel the recommendations align with Westfield’s needs.
• Meeting in a Box: This toolkit is designed for community groups to host self-guided discussions. Groups can complete exercises, upload their results to the website, and offer valuable input on the plan.
• Pop-Up Events: Various pop-up events will take place, allowing residents to engage directly and provide feedback in an informal setting.

The eighth annual Dinner Party on Union is on September 13 from 6 - 11 p.m. Seated throughout Union Street, our guests will enjoy a delicious meal from Prime 47, live entertainment, and an incredible silent and live auction featuring experiences around the city and beyond. LET'S TALK SWIMMING SAFETY: TIPS FROM WFD
ESSENTIAL WATER SAFETY TIPS FOR POOLS, PONDS, AND BOATING
As summer approaches, many people flock to pools, ponds, and waterways for fun and relaxation. While these activities create great memories, water poses serious risks without proper safety precautions. Drowning is a leading cause of accidental death, but with the right measures like swimming lessons, a buddy system, life vests, and knowing the "Reach, Throw, Don’t Go" technique, you can enjoy the water safely.
1. LEARN TO SWIM: BUILD CONFIDENCE AND SKILLS
Swimming lessons are essential for water safety. Whether you're a child or an adult, learning to swim boosts confidence and prepares you for emergencies. For kids, start early, and for adults, it's never too late. Knowing how to float, tread water, and swim to safety is invaluable.
2. SWIM WITH A BUDDY: NEVER ALONE
Always swim with a buddy, no matter your skill level. A buddy can help in emergencies and spot hazards you might miss. In pools, ensure children are supervised by a focused adult. In ponds or natural waterways, where conditions can change rapidly, a buddy system is even more critical.
3. WEAR LIFE VESTS: PROTECTION FOR ALL AGES
Life vests are crucial, especially when boating or near ponds with poor visibility or drop-offs. Choose U.S. Coast Guard-approved life vests that fit properly. Children should wear them near open water, and adults should use them in challenging conditions. Never rely on inflatable toys as substitutes for real life vests.
4. REACH, THROW, DON’T GO: SAFE RESCUE TECHNIQUES
If someone is in trouble, don’t jump in. Many well-meaning rescuers become victims themselves. Instead, use the "Reach, Throw, Don’t Go" method:
Reach: Extend a pool noodle or broom to pull them to safety.
Throw: If they’re too far, throw a life ring or rope. Don’t Go: Do not enter the water unless you are trained. Call 911 and keep them in sight.
Water activities are fun, but they also come with responsibility. Enroll in swimming lessons, swim with a buddy, wear life vests, and practice safe rescue techniques. Stay prepared and make this summer safe and enjoyable for everyone!
mayor’s youth council
Mayor Willis is proud to announce the launch of the Westfield Mayor’s Youth Council (WMYC)! The WMYC, which is comprised of local high school students who applied and interviewed for spots on the Council, will have opportunities to connect with one another and local leaders, learn the ins and outs of city government, and develop invaluable leadership skills throughout the school year.
Members of the cohort will also have an opportunity to leave a lasting mark on their community by developing and implementing a civic project of their choosing from start to finish. The Council’s first meeting is slated for August 2025—students will meet twice per month until May 2026.

GPS.FUN MAKING PLANS IN WESTFIELD
GPS.fun, a locally owned family entertainment company, has announced plans to build in Westfield. The development will be located north of Grand Park, just off 191st Street and east of Horton Road, bringing exciting entertainment options and new housing to the area.
The project's centerpiece is a 33,000-squarefoot indoor entertainment facility that will feature duckpin bowling, laser tag, a full-service bar, a modern arcade, and "Krazy Darts," a laser-projected dart game designed for all skill levels. Complementing the indoor offerings will be a 40,000-square-foot outdoor facility that will include a challenging ropes course and a mini golf course.
In addition to entertainment attractions, the development proposes the construction of up to 104 two-story townhomes on the northern portion of the site, providing new residential opportunities that blend seamlessly with the surrounding area and the city's broader development goals.
“We’re excited to welcome GPS.fun to Westfield as another high-quality amenity for our residents and visitors. This project not only provides much-needed family entertainment for our residents but also supports our vision for the Grand Park area in creating a mix of entertainment and recreation options," said Mayor Scott Willis.
Final adoption consideration by the City Council is anticipated on July 14, 2025. Pending approvals, construction is expected to begin later this year with the entertainment venue anticipated to open to the public in late 2026!

ENSURING ACCESS TO HEALTHY MEALS FOR ALL SHAMROCKS
At Westfield Washington Schools, every student deserves access to healthy meals that support their learning and well-being. LunchTime makes it easy for families to manage meal payments, monitor activity, and set reminders.
We recognize that some families may need additional support. The Free and Reduced Meals Program can help cover the cost of meals and consumable school fees for those who qualify. If you think your family may be eligible, please complete a new application each year—only one is required per household. Applications are secure, private, and available online anytime.
New students must submit a new application, as meal status does not transfer between districts. Eligibility is based on both household size and gross income. The application for the 2025–2026 school year opens after July 1. Learn more at wws.k12.in.us/parents/foodservice.

A BACK-TO-SCHOOL BASH FOR THE WESTFIELD COMMUNITY
Save the date for Rock the Block—our annual back-to-school bash happening on Friday, August 1, from 5 - 7:30 p.m. at the Multipurpose Instructional Facility (MPIF) at Westfield High School. This free, family-friendly event is open to the entire Westfield community and is a fun, energetic way to kick off the new school year!
Rock the Block offers a chance to meet Westfield Washington Schools staff, learn about student clubs and enrichment opportunities, and explore valuable community resources. Last year, over 120 vendor booths filled the space, offering games, prizes, and activities that helped families feel connected and supported. We’re excited to welcome even more vendors this year as we expand into the east parking lot to accommodate more booths and engagement.
Vendor booth registration is now open, and we invite local organizations, businesses, and programs to join us in creating meaningful connections with students and families. Registration and payment are due by July 18, and spots will go quickly—don’t miss this chance to be part of one of Westfield’s favorite community celebrations!




VIBRANCY GRANTS TO SUPPORT OUR COMMUNITY BEAUTIFYING WESTFIELD
The City of Westfield awarded 18 Neighborhood Vibrancy Grants totaling $166,627 to support local improvement projects. These resident-driven efforts will help fund nearly $461,000 in projects across neighborhoods, enhancing community spaces, modernizing amenities, and promoting sustainability. Thank you to all who applied and are helping make Westfield even better, one project at a time. Applications for Round 2 opened on May 1 and remain open until July 1. Bent Creek $10,000 to convert 12 acres of invasive plants into a native shortgrass prairie with native wildflowers

What is the City of Westfield doing about rental caps in neighborhoods?
The City of Westfield is aware of the growing interest in rental cap ordinances and the actions being taken by neighboring communities. At this time, we are closely monitoring those and taking a cautious, informed approach. Rather than rushing into an ordinance that could lead to unintended legal challenges, we are choosing to see how these ordinances play out. Our priority is to make thoughtful, well-informed decisions that find a balance between protecting the interests of our residents and property owners.
As Westfield continues to grow in population, I'm curious: what do you see as the upper limit for Westfield's population?
That’s something we’re exploring through our current comprehensive plan process, which will help us understand how to grow in a smart, sustainable way. While there is no set population cap, Westfield has nearly 56 square miles of combined incorporated and unincorporated land, which is more than Carmel’s 50 square miles, allowing for room to grow. The key is planning to ensure we maintain the quality of life our residents expect. Of course, existing property and landowners will ultimately have an impact on this, as they must be willing participants in growth. You can find out how to participate in our comprehensive plan on page 5.
Can you go into detail about what “DOGE-like” cost cuts you are making in city government to reduce the tax burden of citizens?
When I took office, I brought a business-minded approach to city budgeting by implementing zero-based budgeting, starting with the 2025 calendar year and continuing in all future budget cycles. Under this method, each department reset their budget to zero and rebuilt it from the ground up, justifying every dollar requested. This process uncovered outdated or unnecessary expenditures, such as nearly $1 million allocated to a defunct road project. By requiring departments to account for every expense, we've fostered smarter spending, increased accountability, and ensured that public funds are directed toward initiatives that directly impact our residents in a positive way.
