NEW TRAIL IN OUR ANCESTRAL TERRITORY CREATED BY OUR FIELD CREW

Del Norte County, CA: The Tolowa Dee ni' Nation (“Nation”) and Redwood National and State Parks (Parks) are excited to announce the completion of a new trail in Del Norte County. The trail is named Xaa yuu chit Tes dvm, which translates to High Status Stream/River Trail.

The community of Hiouchi lies within Tolowa Dee ni' ancestral territory. The name Hiouchi is an anglicized version of the Tolowa word Xaa yuu chit. The trail is just under one mile, beginning in Jedediah Smith Redwoods State Park and ending near the fire station in Hiouchi.

Unlike other trails in Redwood and National State Parks, this trail is pet, bicycle and pedestrian friendly. The trail is easily accessible, beautiful, and offers a safe location for visitors and locals to enjoy the outdoors near the highway 199 corridor.

It is a priority of Redwood National and State Parks to promote recreational opportunities while maintaining the protection of natural and cultural resources The planning and construction of the Xaa yuu chit Tes dvm Trail was a collaborative effort between the Parks and the Tolowa Dee ni' Nation. This trail was the first project of the Nation's newly established Tribal Resources Field Crew. The Tolowa Dee ni' Nation looks forward to future partnerships

with local, state and federal agencies and opportunities for the field crew to implement projects in its ancestral territory.

As part of California State Parks Reexamining Our Past initiative, Tolowa Dee ni' Nation and California State Parks worked collectively on this project. It was critical to honor local history and acknowledge the indigenous name of this area. We invite the community to responsibly visit the new Xaa yuu chit Tes dvm Trail.

PEACOCK BAR RENAMED WITH NEW SIGNANGE

Del Norte County, CA: Redwood National and State Parks ("Parks") and the Tolowa Dee ni' Nation (“Nation”) have collaborated to rename Peacock Bar. In 2019, the Governor of California established the Truth and Healing Council in an effort to reexamine the historical relationship between the State and Indigenous People.As a result, on September 25, 2020, California Natural Resources Secretary Wade Crowfoot, State Parks DirectorArmando Quintero, and Caltrans Director Toks Omishakin announced a series of actions to identify and redress discriminatory names of features attached to the state park and transportation systems. With the support of local organizations such as True North Organizing Network, the Nation and the Parks are installing new signage to acknowledge the original Tolowa name of Peacock bar, See-tr’ ee-ghin-dvm-dvn. See tr’ ee ghin dvm dvn translates to, at the stones where the trail descends downward.

See tr’ee ghin dvm dvn (formerly Peacock Bar) is a well-known day use area in Jedediah Smith Redwoods

along this landscape. These villages were in an area known for some of where the largest redwoods in Del Norte County were later fallen, those trees were also roosting places of the Pacific Northwest Condor.

In the 1850's, a man by the name of George Peacock immigrated to the area and took over the village of See tr'ee-ghin-dvm. Mr. Peacock gained control of the critical Smith River ferry crossing and attempted to evict the Tolowa families who inhabited See tr'ee ghin dvm; when the Tolowa refused to leave they were executed and their orphaned children were kept as indentured servants. The acknowledgement and use of the original name for the site, See tr’ee ghin dvm dvn, reflects the first inhabitants, the Tolowa Dee ni', and a first step in correcting the historical narrative.

See tr’ee ghin dvm dvn is a beautiful place on the river with natural and cultural resources. We invite the community to see the newly installed sign and continue to recreate responsibly in this pristine landscape.

The Xaa wan’ k’wvt Head Start and Early Learning Center had their annual Dramatic Play Parade on Halloween, October 31, 2022. This a fun day for the students, teachers and staff. In addition to dressing up for the event the students got to parade from the school over to the Tribal Headquarters Office. Tolowa Dee ni’Nation staff had places to stop along their parade route through the building. The children, their teachers and the volunteer parents made their way to the third floor up the stairs and took turns taking the elevator back down to the lobby.

We want to thank all the TDN Departments and staff for participating in the event as it was a fun activity for the children. We also want to thank tribal councilwoman Jeri Thompson and Debbie Boardman for participating.

Missing and Murdered Indigenous People (MMIP) is an epidemic in our region. Earlier this year the Tolowa Dee ni' Nation (Nation) passed a resolution addressing the MMIP crisis. Last week the Nation received a $504,456-dollar award in grant funding from Office of Justice Programs, Victims of Crime. The Nation’s Community and Family Wellness (CFW) staff will use these funds to gather data, develop necessary partnerships with local law enforcement, emergency service first responders, medical providers and others, to develop, train and implement the Tolowa Dee-ni' Nation's response plan for Missing and Murdered Indigenous People.

The Nation will work to coordinate efforts across the Nation's departments, federal and state agencies, Tribes and Tribal organizations, law enforcement, and community-based organizations to create a Tribal Community Response plan (TCRP). This TCRP will build the Nation’s capacity to increase the response in the event of a disappearance or murder of our tribal citizens. Dorothy Wait, Tribal Councilwoman, shared, "we are laying down the framework for proactive responses in the future. Native Americans are overrepresented in more negative aspects of crime, especially women. This is a nationwide public health crisis."

Violence against indigenous people is a severe violation of human rights. The effects range from immediate to multiple long-term physical, sexual and mental harm, including death. Often time, the harm also extends to the victim’s family and friends.Advocating and investing in the protection of indigenous peoples sets a pathway towards equality, eradication of poverty, economic growth, and overall wellness in our communities. Receipt of these funds will allow for the Nation to prepare to take a leadership role when

one of our citizens or members of their family goes missing or is murdered.

For this project, the ultimate objective is to develop a living planning document and procedural manual that will guide the Nation, it’s partner agencies, and the community in a coordinated, trauma informed and family centered response when an Indigenous person goes missing or is murdered.

The Nation will seek out ways to increase community awareness of MMIP and will seek to increase victim services to the families of the disappeared or murdered Native people. These services could include: counseling for the children of the disappeared, burial assistance, community walks and healing ceremonies.

October is Domestic ViolenceAwareness Month. To raise awareness on this issue Tolowa Dee-ni' Nation CFW Victim Services Division is hosting a MMIP dinner for the community ages 18 and over. We hope to Increase MMIP community awareness and offer education on intersections of MMIP with other crimes such as: domestic violence, sexual assault, stalking, and human trafficking.

The MMIP dinner was held on October 28, 2022 from 6 8pm at the Howonquet Hall Community Center located at 101 Indian Ct. in Smith River.

Tolowa Dee-ni' Nation receives an award to create a comprehensive community response plan for MMIP

MMIP COMMUNITY AWARENESS DINNER

Family and Community Wellness Department Victim Services Division put together a Missing and/or Murdered Indigenous people event on October 28th 2022. More than 100 people RSVP'd for this event that took place at the Howonquet Hall Community Center in Smith River.At the MMIP event we hung red dresses and red shirts on cloth lines that symbolizes the missing and murdered indigenous men and woman. California has the largest population of NativeAmericans of any state in the United States and the fifth largest caseload of missing and murdered indigenous people. The MMIP crisis of indigenous people experience violence, going missing, and being murdered at rates higher than any other ethnic group.

To sherd some light on the MMIP crisis in our area we had two guest speakers. One of which was Tara Lopez, a Tolowa Dee ni’Nation citizen. We also had Dr. Joseph Giovannetti, who is a tribal psychology ethno historian and a TDN council member. Each speaker spoke about their experiences with losing loved ones and how hard it has been on them and their families. We also held a raffle of beautiful handmade beaded necklaces, earrings, hair sticks and a one of a kind MMIP shawl. The goal of our MMIP event was to hold a safe space where non-native and native community members can hear and learn more about the MMIP crisis and what we all can do together to help our community heal and find solutions on this matter.

Dv-laa-ha~ everyone, my name is Rachel McCain and I am your new Natural Resources Director. I am thrilled to be back on the Smith River and working in support of Tolowa Dee ni’ priorities regarding resource management and environmental resiliency. I was raised in Smith River and Gasquet, attended high school and college in Crescent City and Arcata, and most of my career has been with other natural resource agencies and organizations in this region, including the NPS, CDFW, BLM, and NMFS. I look forward to using the experience I have gained as a field biologist and community advocate to further the many restoration and monitoring projects that TDN has undertaken in recent years. Outside of work, I enjoy saltwater fishing, hunting, mushroom picking, gardening, and birdwatching. Please come by the Natural Resources office anytime to chat, brainstorm, give a new book or trail recommendation, or share a cup of coffee. Shu’ shaa!

The Dr. Nancy Foster Scholarship Program provides support for master’s and doctoral degrees in oceanography, marine biology, maritime archaeology these may include but are not limited to ocean and/or coastal: engineering, social science, marine education, marine stewardship, cultural anthropology, and resource management disciplines and particularly encourages women and members of minority groups to apply.
