2.4 Personal Protective Equipment Helmet, Safety Boots, Hi-Vis Vest, Gloves. Eye protection and ear defenders are to be worn when using abrasive wheels.
2.5 Monitoring and Inspection The site manager is to monitor the works on a daily basis. There will be irregular visits from TNLS Contracting Ltd. safety office to audit the works.
2.6 Emergency Procedures A first aid safety kit will be available and will be stored in the Site Office. The foreman is to have the number saved for the local General Practioner & First Aider on his phone.

3.0 Works Requirements 3.1 Site Access Main access to the work zone is from the Dublin Rd or from Garrycastle Rd.
3.2 Required Documentation Each vehicle will have a copy of the Method Statement and all operatives will be briefed before the work commences as to the safe method of installing the traffic management system. All operatives will sign the Method Statement to verify that they have been briefed and understand what is expected of them. All site staff will have a valid safe pass card and machine operators will have the relevant CSCS cards.
3.3 Services & Utilities Consultations have been made with ESB as the area contains overhead LV lines. Contact has also been made with Eircom as the work zone also contains U-G eircom ducting. Drawings have been received detailing the location of the electricity, gas and telecommunication services.
3.4 Other Relevant Information The works zone is to be secured on an on-going basis with the aid of pedestrian guard rails, traffic cones and silt fencing will be erected at the banks of crossing.

4.0 Works Methodology 4.1 General
TNLS Contracting to provide Traffic Management drawings and services to facilitate Temporary Signage erection by means of a traffic control system allowing works to be carried out safely. This method statement is site specific to the general procedures set out in the safe system of work.
4.2 Objectives 2 People will be provided for Traffic Management operations

TTOS (Overall responsibilty for TM operations) TM Operative
All operatives to be suitably trained and supplied with suitable PPE and high visibilty clothing; jackets, trousers, hard hats, boots and gloves.
Each vehicle will have a copy of the Method Statement and all operatives will be briefed before the work commences as to the safe method of installing the traffic management system. All operatives will sign the Method Statement to verify that they have been briefed and understand what is expected of them.
Each vehicle to have a first aid kit and fire extinguisher
All operatives to have successfully completed the Signing, Lighting and Guarding at Roadworks 1 day course.
All Sub-Contractors will be briefed as to the Safe System of Work and will not appear on site until the Traffic Management has been set up and the Temporary Traffic Operations Supervisor (TTOS) has contacted them to say that it is safe to do so.
The TTOS will carry out a risk assessment before authorising any TM to be set out.

5.0 Traffic Management Installation
The Traffic Management Installation Vehicle (TMIV) will pull into the side of the road at a safe location and activate warning beacons (but not hazard warning lights).
Signs & equipment will always be off loaded from the safe side of the vehicle and not the side adjacent to traffic
Signs will always be carried face in and not towards the traffic. Operatives will walk and not run across the road
The TTOS will instruct the operative to set out the advance warning “ROAD WORKS AHEAD” sign at a point 200m in advance of the works.
Once this sign has been set the TMIV will move along and operatives will set out advance warning “NO OVERTAKING” sign, at a point 150m in advance of the works.
Once this sign has been set the TMIV will move along and operatives will set out advance warning “SITE ACCESS RIGHT/LEFT” signs and respectively, at a point 100m in advance of the works.
Once this sign has been set the TMIV will move along and operatives will set out advance warning “SITE ACCESS RIGHT/LEFT” signs and respectively, at a point 50m in advance of the works.
Once this sign has been set out the TMIV will move along to a point approximately 150m past the works and set out the “NO OVERTAKING ENDS” sign with sub plate
Once this sign has been set out the TMIV will move along to a point approximately 200m past the works and set out the “ROAD WORKS END” sign with sub plate. Operatives can then begin setting out the signs approaching from the opposite direction

6.0 TM Removal The removal of the TM is the exact reverse of the set up procedure.
Once the TTOS has confirmed that all contractors’ personnel, plant & equipment has been removed and it is safe to do so he will instruct operatives to start lifting cones and barrier around the works area and loading them onto the TMIV.
Once all signs and cones have been lifted and the road is clear the TTOS will instruct operatives to remove all advance warning signs

If unforeseen circumstances arise outside the scope of those originally envisaged within the Method Statement, we will seek further advice and request amended method statement.
