Delivering his proposals for the 2016/2017 annual plan, he says the amalgamation of the legacy councils is painted as having not delivered on the expected efficiency, “and if you were to

cils: Former councils’ projected average rate increases were as high as six per cent in 2011/2012 compared with the LTP level for 2016/2017 of 3.2 per cent. ■ Costs are out of control: More than $200 million of efficiency savings have been achieved annually so far while a city the size of Tauranga has been added to Auckland. Per capita operating expenditure (excluding interest and depreciation) is just under
$1400 in 2015 compared with $1600 in 2010. ■ Debt is spiralling out of control: In the 2015-2025 LTP debt is programmed to be capped at 12 per cent of the city’s total revenue, significantly down from 15 per cent in the previous LTP. The interest to revenue ratio is forecast to reach 12 per cent in 2017/2018 and 2018/2019, and then drop to 11.3 per cent in 2024/2025. ➤ Turn to Page 2

The driver of a light commercial truck had a lucky escape after the unit’s cab went up in flames. The driver, believed to be from an East Tamaki company, is understood to have called his boss to advise him the truck was overheating last Thursday. He was told to pull the light truck over. He did so on Ti Rakau Drive around 1pm near the Eat Asian food precinct at the Hub at Botany. He managed to get out of the vehicle with paperwork before the truck’s cab was consumed by fire. An electrical fault is thought to be to blame. Traffic heading west seemed to have only been hampered for a short time while police and the fire service dealt with the matter.
