Enjoy the beach safely this summer

s Kiwis take to the beaches in droves this summer, Surf Life Saving New Zealand is reminding beachgoers to swim safely.

From last October to this April, Surf Life Saving New Zealand was involved in 589 rescues, with 54 of those in Waikato/Franklin.

Across the country, SLS carried out 177 searches (32 in Waikato/Franklin) with 801 assists nationwide.

There have already been several serious incidents at the northern West Coast beaches this month.

A 26-year-old man died while swimming at Karioitahi Beach on December 8, and on December 14 a young child was pulled from the water and given

CPR by a member of the public after nearly drowning in Raglan. Further north, three young swimmers were sucked into a rip and separated on December 7 during a night swim at Bethells Beach before they were rescued by off-duty lifeguards.

A spokesperson from Surf Life Saving New Zealand said it was important to remember five key things when at the beach: Know how to float, find the safest place to swim, if in doubt stay out, take care of others, and know how to get help.

There are three beaches in Franklin and North Waikato that are actively patrolled: Karioitahi, Sunset, and Raglan.

A paid lifesaving (PLS) patrol runs from 11am to

7pm Monday to Friday at Karioitahi until February 13. At Sunset Beach near Port Waikato, the PLS patrol runs from 11am to 7pm until February 6.

Volunteers patrol both beaches from 11am to 5pm during weekends.

Further south at Raglan, PLS patrols 10am to 7pm

over peak periods, 11am to 7pm off-peak, until February 27. Volunteers patrol from 10.30am to 6pm on Saturdays and 10.30am to 5pm on Sundays over the peak season.

I’m not sure what happened to you this year, but 2025 has been a busy year with some steep learning curves. At the end of February, we launched the Franklin Times after Rural Living wrapped up the previous April.

While building on the many years of hard work by the previous Rural Living team, it has been a whirlwind bringing the Franklin Times to what it is now. We have now been publishing twice a month, which has brought about tighter deadlines and brought more staff on board. We have faced our

fair share of challenges, from creating a whole 48-page newspaper in less than two weeks in time for the February launch (while working 20 hours a week), to creating new regular features like My Local Community Hall and Franklin Walks, to pinning down our distribution areas.

Thank you for welcoming the newspaper into your community. A huge thank you to the businesses and individuals who have supported us financially through advertising, to our staff, regular columnists, community photographers, and you, our readers.

Fast-track approval granted for Drury quarry expansion

By JANE NIXON A fast-track approval for the expansion of a major quarry in Drury has been welcomed by the Government, with ministers saying it will help support Auckland’s construction and infrastructure pipeline.

Stevenson Aggregates Ltd’s Drury quarry has received approval to expand after lodging its application in April, with the decision made under the Fast-track Approvals Act 2024. Infrastructure Minister Chris Bishop said the project was approved just 85 working days after

the expert panel process began.

“Without Fast-track, gaining consent for a project like this would take between two and four years,” Bishop said.

The approved Sutton Block extension is estimated to produce up to 240 million tonnes of aggregate over a 50-year period.

“Aggregate is essential for Auckland’s growth, supporting housing, construction, and infrastructure,” Bishop said.

“The Sutton Block extension will help meet the city’s demand for aggregate.

“Fast-track is streamlin-

ing quarrying approvals so applicants don’t have to navigate multiple, costly layers of consents over a far longer timeframe, as they have done under existing RMA processes.”

Resources Minister Shane Jones said aggregate was added to New Zealand’s Critical Minerals List due to its economic importance.

“The Government has a significant public infrastructure pipeline in the Auckland region which requires a stable and affordable supply of aggregate,” Jones said.

“It is important quarries are near demand centres. A

common industry estimate is that the cost of aggregate doubles after the first 30 kilometres it is transported.”

The Drury quarry expansion project was listed in Schedule 2 of the Fast-track Approvals Act and was approved by an independent expert panel on December 11.

The Drury Quarry Expansion - Sutton Block is one of several fast-track projects approved by expert panels, alongside the Bledisloe North Wharf and Fergusson North Berth Extension, and the Drury Metropolitan Centre consolidated Stages 1 and 2.

Secrecy surrounds streaming platform for Phillips’ doco

The Operation Curly Access Agreement, signed in March, 2025, allows production companies NHNZ Worldwide and London-based Grain Media exclusive access to aspects of the police investigation, including briefings, operations and selected evidential material, subject to extensive controls retained by police.

However, portions of the agreement released under the OIA are redacted – those which involve the identity of the global streaming platform

intended to broadcast the documentary.

The unnamed platform appears repeatedly throughout the agreement, with five separate references redacted.

These include a clause stating the film “is to be broadcast by [redacted]”, the definition of “release date”, which is described as the date the documentary becomes available for public viewing on the redacted platform “anywhere in the world”, and a clause allowing police, subject to the agreement of the same unnamed entity, to promote the documentary on their own digital channels.

A further clause governs what happens if the producers enter into any agreement with any person other than the redacted platform for the use, sale, replay or broadcast of the documentary or any material derived from it, either in New Zealand or overseas.

In those circumstances, police approval is required before any such use proceeds.

tion to the documentary.

Asked whether the documentary would be a product for the national broadcaster to stream, the OIA revealed: “Police do not have an agreement with TVNZ or any party other than NHNZ Worldwide in relation to the documentary.”

That statement contrasts with the wording of the access agreement itself, which explicitly names three parties: New Zealand Police, NHNZ Worldwide and Grain Media Ltd. The agreement repeatedly refers to NHNZ Worldwide and Grain Media collectively as “the Producer(s)”, and both companies signed the contract alongside police.

It remains unclear whether police were using a narrower internal definition when responding to the OIA, or whether

the response did not fully reflect the contractual arrangements set out in the document they released.

Under the agreement, responsibility for contacting and managing relationships with members of the Phillips family sits with the producers rather than police.

The Franklin Times understands, after speaking with representatives of both the maternal and paternal families, that no contact has yet been made with them by the producers.

Participants who do appear in the documentary are required to sign a broad consent form granting the producers worldwide, perpetual rights to use, edit and exploit footage, waiving copyright claims and agreeing to confidentiality provisions.

The identity of the pro-

posed streaming platform has been withheld under the Official Information Act on the grounds of protecting commercial interests.

For the Franklin Times, which requested the documents, the issue is not whether police should have participated in a documentary, but whether official responses accurately reflect the agreements entered into, particularly where those agreements involve exclusive access to a major criminal investigation, global distribution, and the potential for further commercial exploitation.

In addition, journalists covering the aftermath of the events of September 8 and prior were not granted exclusive access and many media requests covering the Phillips’ case were refused by police for “operational” reasons.

A documentary following the police search for Tom Phillips and his children was developed with global streaming in mind.

Further clarification is now being sought around why the streaming platform’s identity has been so extensively redacted, and why Grain Media was not referenced in police descriptions of the agreement despite being a named contracting party.

News in brief DROWNING VICTIM NAMED Police have released the name of a man who died after swimmers were caught in a rip at Karioitahi Beach last week. He was 26-year-old Ali Hayder Hadi, of Te Atatū Peninsula.

Emergency services were called to the beach shortly after 7pm on December 8, after two people got into difficulty in the water near the Kariaotahi Surf Lifesaving Club. A Surf Life Saving spokesperson says search and rescue teams responded with one rescue watercraft and two inflatable rescue boats.

One swimmer was rescued by lifeguards and brought safely back to shore.

“A search continued for the second person, who was located in the water by the Police Eagle helicopter and recovered by lifeguards. CPR was initiated immediately, but the person was unable to be revived and was pronounced deceased by paramedics,” the spokesperson said.

COPPER CRIME SPREE Waikato Police have charged three people in connection with a series of commercial burglaries involving the large-scale theft of copper, following an investigation that stretched across multiple districts. Sergeant Michael Palmer of the Waikato Tactical Crime Unit said the probe began in August 2025, when officers were alerted to repeated breakins at a Frankton commercial property.

Over several nights, reels of copper were allegedly taken, with investigators later tracing more

than 200 kilograms of the stolen metal to on-selling activity in Auckland.

As the inquiry progressed, police executed a number of search warrants in the rural Gordonton and Cambridge areas.

Those searches resulted in the arrest of three individuals now before the courts. Two women, aged 37 and 50, and a 44-yearold man have all been charged with burglary and were due to reappear in the Hamilton District Court on December 17.

Palmer said the case underscored how valuable copper had become a target for organised theft, and highlighted the need for strong, layered security measures at commercial sites.

SURGE IN PASSPORT RENEWALS Kiwis are being urged to check their passport expiry dates now, with a major surge in renewal applications expected over the next two years.

Minister of Internal Affairs Brooke van Velden said the spike is being driven by the anniversary of the switch from five-year to ten-year passports in late 2015.

In November 2015, New Zealand extended passport validity from five years to ten years, meaning passports renewed in 2015 and 2016 are now approaching their expiry dates.

The Department of Internal Affairs expects more than 1.3 million passports to expire over the next two years. Around 622,000 passport applications are forecast in 2026, with a further 759,000 passports due to expire in 2027.

Arson-accused Janus Breytenbach to reappear in court in March

A

man charged with arson at the Waiuku Business Park is due to reappear in court in March after a judge declined to grant him ongoing name suppression.

Janus Breytenbach, 30, appeared in the Manukau District Court on December 10, where Judge Yelavich dismissed an application to keep his identity suppressed, finding the principles of open justice outweighed any potential “extreme hardship”.

Breytenbach is on bail and entered a not guilty plea at his first court appearance on November 26, following his arrest

last month. Because of that plea, many details of the allegations cannot be reported.

He is next due to appear in court on March 6, 2026.

In court last week, defence lawyer, known as Mr Roy argued the upcoming jury trial could be prejudiced because jurors might be drawn from the “small” Waiuku community. The Crown opposed the application, saying the jury would be selected from a wider south Auckland pool.

ally damaging immovable property by fire in relation to the blaze that engulfed part of the Future Post site late on November 24. The fire was not brought under control until the morning of November 25.

The charge carries a maximum penalty of 14 years’ imprisonment.

Police allege the damage was intentional and without lawful claim. Fire and Emergency New Zealand previously confirmed crews from 16 Auckland brigades battled the large, smoky blaze throughout the night.

The name suppression application was lodged on December 2, after the Franklin Times sought confirmation of Breytenbach’s identity.

Bail conditions include a prohibition on entering Waiuku township, even in the company of his parents, except for passing through without stopping.

he Tuakau Menz Shed has once again shown the incredible value they bring to our community through craftsmanship, generosity, and practical support.

Menz Shed is a nationwide organisation that provides a friendly place for men of all ages to come together, share skills, build projects, connect with others, and contribute positively to their communities.

The Tuakau Menz Shed in particular has become well known for its welcoming environment and for the many projects they create for local groups, schools, and residents.

Schools across the region have been preparing for road patrol training, and there was a growing need for clear, visible signage to alert drivers that students are practising and that vehicles must slow down when training is in prog-

ress. The Menz Shed team immediately took up the challenge. With enthusiasm and community spirit, they offered to design and build the signs.

or Selwyn Marsh aka Jah Branks, music became an outlet, not just for himself but to inspire others.

Born autistic, and with partial vision in his left eye this future Māori-Cook Island artist, was raised by his grandparents, from a young age where music became an outlet to express himself.

“The reason I became an artist was because of my grandfather, my mum. Dad passed away before I was born, and he [grandfather] loved singing and performing, and at 25 years old I wanted to keep that family legacy going.

“Growing up with autism, in a society that judges you on your race, or your culture ... I was over being afraid of who I was and wanted to hopefully one day show our youth that they can do anything even if they are coping with disabilities,” Marsh said. Starting as a busker in 2016 he eventually used his

Franklin on alert for hornet

ranklin residents are being urged to stay alert for yellow-legged hornets, but Biosecurity New Zealand says the risk of the invasive pest spreading into the area remains low.

Biosecurity New Zealand said it received more than 6,320 public notifications to date, with around 70 per cent coming from within the Auckland region. Of those reports, 66 are from South Auckland

and 17 from Franklin.

“No queen hornets or nests have been found outside of the Glenfield and Birkdale area on Auckland’s North Shore,” Biosecurity New Zealand Commissioner North, Mike Inglis said.

“While detections are currently limited to Auckland’s North Shore, we encourage nationwide vigilance, so we have confidence these hornets are not elsewhere.”

More than 575 registered apiaries are now located within the expanded surveillance zone, with Biosecurity New Zealand placing traps near hives and providing beekeepers with guidance on monitoring and identification.

To date, 34 queen hornets and 22 nests have been located and destroyed.

Funding needed to secure pool future

By KERRY LEE Clevedon School urgently needs funding to secure the future of its swimming pool.

For several years Clevedon School’s swimming pool has been considered a vital asset to help teach young children to swim and build confidence.

With the Christmas break upon us, it soon be

a place for people from all over the wider Clevedon area to cool off during the hot summer.

The school now needs help from the wider business community to help cover the costs of maintaining the pool and estimated they will need to raise $240,000 to cover costs over the next 10 years.

Blair Sneddon, a member of the Clevedon School Community Pool Committee, said that there are some hefty costs involved and unfortunately, close to 50 per cent of school pools have been forced to close due to financial pressures.

“It’s just the nature of the beast, pools were orig-

inally built in state schools, and they were used for learning to swim, and water safety. Obviously, society has changed, and there’s pressure on budgets and things like that. “The ability to keep those school pools running has reduced significantly and as I say they’re just expensive beasts to run and maintain.

“You can obviously go to a jetty and jump into the water there but it’s not a controlled environment and a controlled environment comes with running and maintenance costs.”

Mixed bag for Christmas weather

n unsettled weather pattern is expected in the lead-up to Christmas for Franklin and South Auckland.

Forecasters caution that conditions for the big day itself will depend on the position of a high-pressure system closer to the time.

MetService Meteorologist John Law said that “at this stage, northern parts of the country are best placed to see the most settled Christmas weather.

“For Franklin and South Auckland, the current outlook is for a generally dry Christmas Day, although westerly winds mean there is still a chance of the odd shower developing through the day.”

He said temperatures are likely to be above average for late December, with a prevailing north-westerly airflow bringing warmer conditions across the region.

However, with a week to go, the forecast is far from locked in.

“It’s looking like an unsettled run-up to Christmas Day, and our forecast for the day itself will be dependent on where high pressure sets up,” Law said.

“Westerly winds could still bring some showers into Franklin.”

Plan B advised With conditions still subject to change, people planning Christmas Day activities are being advised to stay flexible.

“As with any forecast, we’ll get a clearer picture as we get closer.

“It’s always worth keeping a close eye on the latest updates.”

MetService will be monitoring conditions closely throughout the Christmas period, providing regular updates for those planning beach visits, outdoor lunches or Boxing Day barbecues.

“Christmas is certainly fast approaching, but there is still plenty of time for the forecast to change,” he said.

“It’s always best to have a plan B and keep up with the latest forecasts, even at Christmas time.”

Paerata roundabout works to cause January disruption on SH22 Motorists travelling through Paerātā and along State Highway 22 are being urged to prepare for significant disruption in early January, as critical works begin on the Paerātā Train Station Roundabout project.

The project marks a major step in improving access to the growing Paerātā and Drury area and supporting the new rail station, it will require short-term disruption to complete key connections safely.

In early January, SH22 will be reduced to one lane for approximately two weeks, with a worstcase scenario of up to three weeks if weather or ground conditions cause delays.

These works are required to connect the newly con-

structed roundabout and surrounding road layout into the existing highway.

During the restriction period, contractors will operate seven days a week to complete the road tieins as quickly as possible and minimise impacts on commuters. Where traffic volumes allow, a Stop/Go one-lane system will be used to maintain two-way traffic flow.

If congestion becomes excessive, a contingency plan will see southbound traffic diverted via SH1 and the Bombay interchange.

The January timing coincides with several other major roading projects underway in the southern growth corridor, increasing pressure on the local transport network. In particular, works on the Jesmond Road

intersection near Drury, upgrades at the Drury motorway interchange, and the commencement of the Drury-Waihoehoe bridge upgrades will all be occurring around the same period.

Transport agencies acknowledge the timing will be challenging for residents and commuters, but say the works are unavoidable as the region prepares for significant growth.

“These upgrades are about getting essential infrastructure in place ahead of development, rather than trying to retrofit it later,” a project spokesperson said. “That does mean short-term pain, but it is necessary to support safer and more efficient travel in the long term.”

The growing cost of vandalism

andalism across Waikato District Council assets has cost ratepayers over $120,000 between January and November 2025, with further costs expected as repairs continue into the end of the year.

In response, the council has launched a summer awareness campaign titled "What's the damage?”.

The campaign aims to make communities aware of the physical damage being caused to public assets such as sports fields, toilets, and park furniture, and the financial damage of repairing and replacing

vandalised facilities.

Confirmed repair costs from council’s open spaces, facilities, and graffiti removal alone total $122,852.65 (excluding GST) for the period. This reflects damage to parks, toilets, walkways, and community facilities across the district. The cost does not include vandalism-related damage to roading assets such as skid marks, signage or barriers, staff time diverted from planned work, contractor callouts, or additional incidents occurring in November and December.

Council general manager for assets and infrastructure Megan May said

the cost of vandalism falls on ratepayers.

“Repairing vandalism takes funding away from other priorities, including maintaining services and improving facilities for the community.

Ratepayers foot the bill for repairing the damage, not the people causing it.”

Beyond the financial impact, vandalism creates ongoing safety risks and reduces access to public facilities.

“Damage to bridges, playgrounds, toilets, and public walkways can make them unsafe or unusable, which is particularly concerning during the busy summer period when

demand is high,” she said.

“We know it’s a very small proportion of our communities causing this damage, but repeated vandalism puts pressure on teams to carry out urgent repairs so facilities can stay open and safe.

“That work takes resources away from planned maintenance and improvements”.

Residents can report vandalism as soon as they see it using the free Antenno app, which allows issues to be logged directly with council for action.

If members of the public witness vandalism occurring, they’re encouraged to contact the police.

Reflecting on a busy year – and looking ahead together

ith Christmas just around the corner and workplaces starting to pack up for the summer break (including Parliament), it’s a good time to reflect as this year draws to a close. While we have had our share of wet weather this year, we have escaped (so far) the damaging storms and floods of previous years.

Public meetings across the electorate have been a cornerstone of my year – listening to your concerns, answering questions, and working together to find solutions. I have taken many of these conversations back to Wellington to share with my ministerial

colleagues to ensure your voice is heard.

Official openings have marked exciting milestones – from new facilities to improved infrastructure, each ribbon cut has represented progress for our region. These moments remind us of what can be achieved when local and central government work together with communities.

April brought Anzac Day, a time to stand united in remembrance. It was a privilege to join communities at services across the electorate, paying tribute to those who served and sacrificed their lives for our freedom.

Spring delivered the joy of Calf Club days – another

favourite of mine, and a celebration of rural life and the next generation’s connection to the land.

The events this year were incredibly well supported, and seeing the pride and effort of our young farmers is always a highlight.

Next year promises to be significant, with the general election on the horizon. It will be an important opportunity to shape the future of our communities and our country. I look forward to continuing the conversations that matter most to you and working hard to represent your interests.

We’re cutting costly red tape One of New Zealanders’ regular “water-cooler conversations” is comparing their experiences of seeking consents for home renovations or making changes on their farm or in their small business.

Whatever the scenario, there’s a familiar theme of extra costs, extra time and immense frustration.

It’s currently too hard and too costly to get things

built in New Zealand, with too many layers of red and green tape. The Resource Management Act is the main cause of the problem.

That’s why the National-led Government is scrapping the RMA and replacing it with a new planning system that’ll make it easier and cheaper to get things done.

This is the biggest economic reform in a generation. The new planning system will save ratepayers and taxpayers $13.3 billion by regulating only what’s necessary and reducing the number of consents required by up to 46 per cent.

It’ll also mean more growth and higher living standards for New

Zealanders. The system will unlock more housing across New Zealand, speeding up critical infrastructure like roads, energy projects, hospitals, and schools, and back our world-class farmers and growers to get on with doing what they do best.

The changes also increase certainty, with clearer consultation requirements, standardised rules and faster conflict resolution through a new lowcost planning tribunal. That will give developers more confidence to invest in New Zealand.

Toddler death sparks warning

uckland Council is urging residents to be extra vigilant around pop-up pools this summer.

As the days get hotter and families set up temporary backyard pools, the council warns whānau with young children to keep safety in mind.

The warning comes after a toddler drowned in their family’s temporary above-ground pool.

Auckland Council team leader swimming pools compliance, Wayne Daniel said it was a sad reminder that toddlers will be curious and will wander.

“When a drowning ‘statistic’ turns out to be someone you know, the impact is life changing.

"That’s why it’s so important for parents and caregivers to keep watch of their children when playing near water, within sight and reach, without distraction.”

Under the current building act, any pool that has a depth of 40cm of water or more is legally required to have a barrier or fencing around it to prevent any unsupervised access. Portable pools which are over

1.2m high do not need a full fence but must have a barrier around the entry point.

Daniel said he and his team are seeing an increase in the number of temporary pop-up pools that are unregistered “This is because they are cheap and readily available. They are easy to set and forget and pose the same safety risks for drowning as permanent pools. A toddler can drown in just 40cm of water and it can happen so quickly."

People don’t tend to realise just how little it takes.

“For little ones, that means being in the water with them, watching them and keeping them safe.

“Even if you don’t have young children yourself, don’t be complacent."

"You never know who will be visiting your property.”

To keep children safe this summer the council recommends the following actions: • Stay close to children whenever near or in water, check pool fencing and barriers are in good condition and the entry points to the pool are properly restricted.

• Make sure pool fences are 1.2m high, gates self-latch,

remembered as a highly influential figure in New Zealand’s vegetable sector for more than 35 years, known for consistently turning science and practical on-farm experience into real-world improvements for growers and the environment.

“We will miss Stuart’s sharp wit and genuine care for people. His ambition and drive for the vegetable industry to genuinely do better can’t be understated.

“In particular, Stuart was an avid champion of Integrated Pest Management (IPM), promoting systems that protect crops while reducing reliance on broad-spectrum controls and supporting longterm environmental outcomes.”

Horticulture New Zealand board chair Bernadine Guilleux said Davis’s contribution to the industry has been immense.

“Stuart was the 2024 winner of the Bledisloe Cup, New Zealand’s highest horticulture honour, recognising outstanding and meritorious contribution to the industry.

“That reflected what growers and industry leaders long knew. That Stuart helped shape a smarter, more sustainable future for vegetable growing in New Zealand. We valued his wisdom, calm leadership and relentless focus on improvement.”

Beginning in the 1980s, Davis pioneered the commercial use of mathematical crop prediction models for sweetcorn and other vegetable crops in collaboration with Crop & Food Research and NIWA. This groundbreaking work helped lay the foundation for today’s close partnership between science and the vegetable industry.

Davis started his career in the Wattie's group, then moved to LeaderBrand in Gisborne, before returning home to Pukekohe as LeaderBrand’s sustainability manager.

He also championed the industry and dedicated his time for more than 10 years as a director of Vegetables NZ, chaired the Vegetable Research & Innovation Board, helping co-ordinate research investment across multiple vegetable product groups and played a key role in shaping “A Lighter Touch”.

“There is nothing Stuart didn’t know about growing vegetables ... He had a dogged determination to make the industry more productive and better for the environment. He often did the work that others didn't want to do, but he knew that the long-term effects would outlive us all.

“Stuart gave us the momentum and the tools to change farming systems towards more sustainable practices without losing economic benefits.

“People in our team and the wider industry sought out Stuart’s sage advice and counsel. He was the expert leader in numerous aspects of horticulture. He was always generous with his time and considered with his recommendations.

His connections were extensive, and his projects were extensive across LeaderBrand and the entire sector, always balancing both,” he said.

Davis worked for LeaderBrand for more than 25 years. In this time, he managed technical and operational areas at LeaderBrand Gisborne before moving to the Pukekohe farm to ensure the company’s environmental projects were on track and getting done. He managed

everything from the Regenerative Farming Project, riparian planting, biodiversity project, emissions, nitrogen, as well as water efficiency projects, and so much more.

After receiving The Bledisloe Cup in 2024, he was awarded Horticulture New Zealand Life Membership earlier this year.

“Most of all, Stuart was an extremely proud father to Michael and Simon. He was always telling colleagues about his boy's

success, whether it was Michael competing in Taekwondo and, more recently, in video game development. Or Simon’s performing arts. He was also immensely proud that Simon was with him on the night he was awarded the Bledisloe Cup. “He also loved music and was a passionate sports fan. He had a very dry wit, always with a quick oneliner. Stuart was an allround top bloke. We will all miss him,” McPhail said.

CHANGES AHEAD FOR WOFS

By STAFF REPORTER The Motor Trade Association (MTA) is asking Kiwis to consider the true cost of changing the Warrant of Fitness (WoF) process – which might be much higher than they think.

MTA chief executive Lee Marshall said Government calculations overlook some key factors.

“These changes are presented as a cost of living saving for Kiwis,” Marshall said. “And yes, under the proposed changes, around 20 per cent of vehicle owners might save around $70 for one less warrant a year."

But you’ll likely end up paying far more in other costs – larger maintenance and repair bills, insurance, ACC levies and the cost to the taxpayer of increased enforcement and education. “There’s potentially a human cost too, with the possibility of more harm caused on the roads.”

Under the WoF review, the Government is proposing that new vehicles be issued a WoF for four years (currently three).

Vehicles between four and 10 years old would move from annual checks to once every two years, while vehicles over ten years

old would move to annual checks. Currently vehicles made before 2000 require a WoF every six months.

Light rental vehicles under five years old would require a Certificate of Fitness (CoF) every year instead of every six months.

“The time given to consult is unreasonably short.

Road safety matters. The country’s road toll is very poor by developed nation standards, and our fleet is the second oldest in the OECD,” Marshall said.

The failure rate for WoF is 41 per cent with the existing rules, and at any given time there are over half a million vehicles on the road without a valid WoF. “Not only do we have high failure rates, but we evidently also do a poor job enforcing the laws we already have,” Marshall said. MTA says mileage could play a role in inspection frequency, and with the ongoing drive for universal RUC, it would make sense to consider linking the two projects.

Hungry for success

By KERRY LEE A new venture has opened up in Hunua, guaranteeing delicious food for hungry locals.

Despite not having experience in cooking herself, Natasha Howlett has always had a passion for food and a love of baking, and one day decided to put those two things together.

She opened Platters by Tash, a pick-up and delivery service on November 20, focusing on various food platters.

“I come from a background in hospitality and service, and I’ve been searching for something that I can provide to the local community.

“There was ultimately a gap in the market, and that’s how I ended up landing on a take-away platter business,” Howlett said.

In 2011, she and her partner owned and operated the Szimpla gastro bar located near the Auckland Airport. They sold it at the end of 2019, just before the Covid pandemic, and Platters by Tash represents her first steps back into hospitality.

Unlike Szimpla, which had nearly 30 staff, Platters by Tash is much smaller, and Howlett has noticed some significant changes, especially the focus on locally sourced ingredients and the rising costs of operating a business.

“There’s a lot more Natasha Howlett emphasis with one of her on supportplatters. Photos ing local, supplied and that’s what I’d ultimately like to do, where I can, and I’d love to source products and ingredients from local suppliers.

“I guess the biggest thing is the cost of ingredients; it’s pretty shocking how much it costs to bake a cake

“I hope that people value the use of premium goods, because it must be reflected in the price point, because otherwise you won’t make any money at the end of the day.”

RMA CHANGES AHEAD

By STAFF REPORTER The coalition Government’s new planning system aims to make it “significantly easier” to build the homes New Zealand needs.

The changes will give homeowners greater freedom to improve and use their own property, RMA Reform and Housing Minister Chris Bishop said.

“For too long, the Resource Management Act 1991 (RMA) has acted as a handbrake on growth and opportunity.

“It is directly responsible for New Zealand’s housing crisis. Despite us having a land mass comparable to the United Kingdom but just five million people.

“For years, report after report and inquiry after inquiry has found that our planning system, particularly restrictions on the supply of developable urban land, are

at the heart of our housing affordability challenge.

“Our Going for Housing Growth programme focuses on fixing the fundamentals of our housing crisis: land supply, infrastructure, and incentives for growth.

“Ultimately, we want competitive urban land markets and abundant development opportunities to drive down land prices and create housing choice.

consent process, and a new planning tribunal will help resolve disputes at low cost.

• Land will be released faster through a mechanism that removes the need for extra plan changes or long consultations where the land has been previously identified as suitable for development.

• Developers will have greater certainty to invest. Long-term spatial plans will show where new housing and infrastructure will go, so developers can plan projects and invest with confidence.

• Subdividing land will be easier. There will be more circumstances where

subdivision is allowed.

NATHAN HOMESTEAD CELEBRATES 100 YEARS

“The Nathan Homestead’s centenary celebrates a rich legacy of community, culture, and heritage woven into Manurewa’s story.

Nathan Homestead reached a special milestone recently and celebrated with a new grand reopening.

“The homestead was built in 1910 as the Nathan family’s summer home and gifted to the community in 1961 and is a cornerstone of our local identity.

On November 22 it celebrated its 100th birthday, marking the occasion with a family festival day, funded by the the Manurewa Local Board. It featured live entertainment, market stalls, and a host of other activities for the family.

In early October the homestead reopened its doors, after a major renovation that started in July 2024 that brought up to current safety standards. These included seismic strengthening, asbestos removal, and internal and external refurbishments.

Manurewa Local Board Chair Heather Andrew said that the homestead is an indelible and an important part of their history and identity.

By KERRY LEE Each year, New Zealanders waste an estimated three billion dollars in food, which comes to $1,364 per household.

A Kiwi Christmas has always had strong links to the beach, and this year Auckland Council has released a guide to help minimise food waste.

When barbecuing, bring two or three bags, each one clearly labelled recycling, food scraps, and waste. When it is time to leave, take the bags home and dispose of them as directed on the labels.

Remember that recyclables include clean paper, cardboard, tin, glass bottles, and any plastics labelled one, two, or five.

Separate the soft plastics from the hard ones and remember to tip the recyclables out of the bags, as bagged recycling rubbish cannot be recycled.

To avoid making too much food and throwing some out, plan meals first; thinking ahead saves waste, and coordinating with guests helps to avoid double ups.

3D-printed dwellings in the future.

From the buyer's point of view, it's like an average house, from a design perspective.

Once the design is agreed upon, they create a digital model of the house, which is converted into code for the 3D printer, and the printer slowly executes the code, building the house.

The only limitation is the layout's size, which is governed by the printer's printing area: 10 and a half metres by 16 and a half metres, and seven metres high, making a 160–170-square-metre footprint for a single-story house.

After looking at other 3D building projects overseas, Amcrete director Kirill Ilin thought it was time to start using the technology for their own projects.

“Concrete construction has several advantages over more trat houses here in New Zealand, and that’s something we want to work on, develop, and make available to the wider public.

“It costs the same as a typical traditional house, but you’ll get four times the value

New rest facility for bus drivers

uckland Transport has opened a new facility at Pukekohe Station to provide bus drivers with a comfortable space to rest and revitalise during their shifts.

The facility, which opened on December 12, features a welcoming break room, a deck surrounded by native landscaping, and striking artwork that reflects the cultural identity of the area.

Mana whenua artist Paora Puru (Ngaati Te Ata Waiohua) collaborated with Auckland Transport (AT) to embed Māori cultural values into the design.

Funded by the NZTA Drivers Fund, the facility is part of a programme of works aimed at improving conditions for bus drivers in Auckland. AT said it offers a safe and welcom-

A standout feature of the facility is its glass canopy, relocated from its previous position above the station's toilets to a more fitting location above the break room deck. The canopy design celebrates vitality and abundance, and visually represents a cloak of care and protection, aligning with mana whenua’s original intent for the glazing to sit above a space of gathering and respect.

The main disruption will be on trains with the closure of the Auckland rail network from December 27 to January 28, 2026, to enable crews to work efficiently and safely. Auckland Transport Director of Public Trans-

port and Active Modes, Stacey van der Putten said that when trains aren’t running, invasive work can be completed much more quickly and safely.

“This work is essential to getting City Rail Link up and running, without it we simply won’t be able to run more trains, more often”, van der Putten said.

“KiwiRail’s work completed on sections of the Southern, Eastern and Western lines has already improved reliability. Over

summer, the Rail Network Rebuild programme outlined by KiwiRail a year ago will be completed, with work across at least 40 different sites.

“Rebuilding aging foundations, installing modern drainage and renewing old assets that slow down trains will help ensure we get the most out of CRL into the future as services are increased.”

As Kiwis take to the sea, rivers, and lakes this summer, Helena O'Neill talks with Rod Frost about being a member of Coastguard Papakura.

How long have you been with Coastguard Papakura, and why did you join?

I’ve been with Coastguard for 21 years.

I’ve always had a love for boating and with Coastguard I can combine that with helping people in trouble. I can do something for the community while being self-employed and able to respond most of the time.

What are some of the common callouts you attend?

Breakdowns are the most common, but we are seeing a rise in kayak callouts.

The last major search we did a couple of weeks ago was for a potential missing person in a kayak. Particularly on the Manukau, it can get pretty choppy, pretty quick.

There have also been a few people washing off the rocks lately as well.

Do you think people underestimate the weather and the conditions?

A lot of it is people underestimating the current. The Manukau Harbour has really challenging currents. It makes everything dangerous if you are fishing and someone falls overboard, and they can't swim back to their boat in the water, they can get dragged away or get

into that current.

How can these be prevented?

where you're in trouble. We can't come and help you if we don't know you're there and need help.

It's the same old message: life jackets.

If you've got a life jacket on, then it gives us time to come and help you. Then even in winter, there's enough time to get someone before they get hypothermia.

Seek local knowledge and be familiar with the environment that you're fishing in and being aware of what's going around you. The Manukau is a great harbour but it can change really quickly.

Yeah, they're definitely helpful in being able to see what the bar is doing, albeit they're quite distant. But as you get more familiar with it, you look at the camera, and then you go out, and you think well; it looked like that and now on the water, it's actually like this. Build up your observations, then that will help you to better use them.

It’s early days so it's hard to tell whether they will result in less incidents or not.

What is your favourite memory or experience out on the water?

When it comes to Coastguard there's nothing better than reuniting families.

You might get called to a breakdown; we get those a lot in South Auckland, you get back to the ramp, and the families are there waiting. You actually have an

opportunity to bring someone home and put a family back together. I've been on the other end of bringing in an empty boat as well, which is not cool.

Personally, anytime I get a nice fish or have a good day out with family, that’s always going to be a good day out on the water.

CROSSING A BAR? Crossing a bar can be dangerous in some circumstances. If your launching point requires a lengthy transit to the bar, Coastguard encourages you to log a trip report

by VHF or through the Coastguard App and follow that up with a VHF bar crossing report before you cross. Bar crossing reports can't be made through the app but can be logged by VHF Radio or by calling *500 from your mobile phone. Coastguard will actively monitor your passage and will promptly follow it up in the event that you don’t close it.

READING ADVE NTURES AWAIT This summer, Auckland Libraries’ free reading challenge Raumati Reads returns to transform the school holidays into a reading adventure the whole family can get behind.

Far more than just a summer reading book club, Raumati Reads ignites young imaginations and is a must-do over the school break.

It aims to prevent the child literacy decline otherwise known as the ‘summer slide’ and helps ensure kids are sharp and ready for the new school year.

Participants simply track their reading progress through engaging activities while earning amazing rewards for every milestone reached.

MY LOCAL: KAR AKA WAR MEMORIAL HALL

By HELENA O’NEILL The Karaka War Memorial Hall is in firstclass condition, committee chairman Ian Harvey says.

Opened in 1955, Karaka War Memorial Hall has its original wooden flooring in the main hall and a stage making it a great venue for local events. Harvey said the hall is used every day by a range of groups and individuals.

The hall houses the Roll of Honour commemorating local service men and women of World War I and World War II as well as a plaque commemorating the US forces whose camp was in North Karaka during World War II. Retired farmer Fraser Mansell has been involved with the hall for his entire life

and said the building of the hall was a true community effort with farmers, builders, and other locals volunteering their time.

“We're very lucky they built a reasonably sized hall that was very solidly built.” In the first few years that the hall opened, it hosted ballet performances of Swan Lake, alongside regular social dances, ballroom dancing lessons, and annual dinners for the local Young Farmers club.

Mansell remembers roving quiz show It’s in the Bag featuring Selwyn Toogood being filmed at the hall back in the 1970s (although he’s not completely sure of the date).

Competitors answered three questions

before picking a bag, hoping it contained treasure. Several of Toogood's catchphrases won enduring fame, including "by hokey!” and “what’ll it be customers, the money or the bag?”

Now the hall is used regularly for meetings, events, and for sports like badminton and indoor bowls. The hall also hosts large company Christmas parties each year, Harvey said.

HOSTING CHRISTMA S DINNER WITHOUT CHRISTMA S LEF TOVERS THAT DESERVE A SECOND CHANCE If your fridge looks anything like mine on Boxing Day, it’s less Christmas magic and more a crime scene of ham and pav.

The good news is Christmas leftovers are some of the best ingredients you’ll cook with all year. They’ve already done the hard yards in the oven and now it’s our turn.

Start with a Boxing Day Toastie Bar. Lay out ham or turkey, cheese, chutney, mustard and spinach, and let everyone build their own. Grill in butter until the kitchen goes quiet. Leftover veggies are gold. Turn them into a veggie frittata, or toss kumara, pumpkin and carrots through couscous with feta and a citrus dressing for a quick summer salad.

Ham or turkey fried rice is another favourite at my place.

Day-old rice, peas, egg, spring onion and a good splash of soy sauce and you’re away. My pick this year is First Brew Good Chow Soy Sauce, my best find of 2025.

Then there’s the pav. If it’s gone a bit soft, call it a Pavlova Sundae. Ice cream, pav chunks, summer fruit and a drizzle of berry coulis or melted chocolate. Or blend it into a milkshake or a thickshake and pretend it was always the plan.

LOSING YOUR MIND Aucklanders hosting Christmas dinners this festive season should keep it in mind the task comes with its own unique challenges – it’s festive, joyful, and often unexpectedly hot.

While much of the world is roasting turkeys in winter coats, we’re juggling summer heat, last-minute supermarket runs, and guests drifting in from the beach. The key to staying sane is letting go of the idea that Christmas lunch needs to be perfect. In New Zealand, our best Christmas meals are relaxed, generous, and a little improvised.

Clear space in the fridge early because Christmas has a way of expanding beyond expectations. Accept help when it’s offered, whether it’s a pavlova from a cousin or someone bringing ice.

Hosting doesn’t mean doing everything yourself.

Most importantly, remember why everyone has gathered.

Christmas is about whānau, sunshine, shared food, and lingering conversations that stretch long into the afternoon.

If something burns or a dish runs late, it’ll be forgotten. What won’t be forgotten is the feeling of being welcomed.

A calm host sets the tone. Pour yourself a drink, step outside for fresh air if needed, and trust that a good Christmas doesn’t come from perfection – it comes from presence.

After Christmas, how do you dispose of a real Christmas tree?

If you have an artificial one, hopefully it’s good quality and lasts for years, but for those who love the smell and vibes of a real Christmas tree, what do you do when it’s time to take it down?

When it comes to festive decorating, try your local Community Recycling Centre (CRC). Most CRCs have Reuse Shops packed with vintage treasures, quirky ornaments, and quality homeware.

These finds add character to your home and keep perfectly good items out of landfill. They’re also a good place to stock up on next year’s decorations.

There are a couple of options. You can compost it by separating the branches from the trunk, chopping them into small pieces, and gradually adding them to your compost bin, and using the trunk for firewood. Or you can check with your private garden waste collection service to see if they accept Christmas trees.

Some Christmas tree farms will take back trees purchased from anywhere for free and turn them into mulch or compost.

Some other “waste-less” tips include avoiding glossy or metallic wrapping paper as it can’t be recycled; paper festive wrap is best. Use fabric, newspapers, or brown paper for a rustic look, or try Furoshiki, the Japanese art of wrapping gifts in reusable cloth. Another

way is to repurpose reusable bags or baskets as gift wraps. Glossy wrapping paper, ribbons, and soft plastics don’t belong in your recycling bin. Reduce food waste by planning meals carefully and buying only what you need.

Love your leftovers - turn them into new dishes. Check out Love Food Hate Waste NZ for recipes. You can also share meals - hosting a potluck or joining community initiatives reduces waste and saves money. After the feast, put bones and scraps in your food scraps bin (if your area has them) and they will be turned into energy and fertiliser when collected.

DIRECTOR: James L. Brooks STARRING: Emma Mackey, Jamie Lee Curtis, and Jack Lowden GENRE: Political comedy-drama RATING: 3.5 stars If future episodes of The Simpsons were ones you actively tuned into, then Ella McCay serves as a live-action Lisa Simpson companion piece from co-developer James L. Brookes.

This film can at times be messy with characters who don’t get enough attention to justify their actions, but in all the messiness that’s Ella McCay’s life is a very endearing film about family.

The screenplay delivers a sharp comedic writing, with jokes that take time to build up to and pay off. But the heart of the film lies in the relationship between McCay and her aunt Helen.

They have a charming and supportive relationship that most people would be able to see themselves in. But the highlight performance is Woody Harrelson as McCay’s problematic father.

Even though we the audience are positioned to despise Harrelson’s character, he brings enough signature charisma to the role that you struggle to hate the guy. A film about looking for the bright side in any situation brings a smile to my face the entire runtime. > Jack Watson saw Ella McCay at Monterey Howick.

United States man and self-described narcissist Lee Hammock operates a popular podcast and YouTube channel in which he delivers advice to people who are in or have left relationships with a narcissistic person. He’s a helpful source of information for people looking to learn about the impact of ghosting, breadcrumbing, gaslighting, triangulation, the silent treatment, invalidation, hoovering, and more.

THE MYSTERY OF THE DEATH VALLEY GERMANS

The popular Stuff You Should Know podcast series features an episode on an infamous missing-persons case in the United States. It centres on a family of four German tourists who vanished during a trip to Death Valley National Park in California in 1996. It wasn’t until 2009 that the remains of the two adult members of the family were finally found by a pair of hikers. The two children’s remains are yet to be found.

FR ANKLIN WALKS: FIVE SUMMITS TR AIL

By HELENA O’NEILL The Five Summits Trail was established in 2019 as a permanent gift to the community by the Pukekohe Tramping Club to celebrate its 50th anniversary.

It provides a 21km loop around Pukekohe that connects many parks and reserves and visits five of the main volcanic hilltops for views across the town and its surrounds.

SECTION 1: Pukekohe Train Station to Pukekohe Hill is a 4.4km walk starting at Manukau Road and heading west through Bledisloe Park and smaller reserves via paths and mainly quiet cul-de-sacs before ascending Pukekohe Hill.

SECTION 2: Pukekohe Hill to Belmont Rise, 5.4km. Enjoy semi-rural views towards Manukau Harbour as the trail

heads downhill. Traverse Cloverlea Reserve, walking through new housing developments, alongside swales, and through a small reserve that links Factory Road and Adams Road South, before ascending to Belmont Rise.

Pukekohe Hill offers a stunning view of Pukekohe and towards Manukau Harbour.

SECTION 3: Belmont Rise to Cape Hill covers 6.5km via a network of tracks winding down to Rifle Range Road and past market gardens to meet Belmont Road. Then you follow a series of paths and tracks before a little road-walking that leads under the rail over-bridge to Settlers Walk, which ascends through bush to Cape Hill, a remnant of the Rooseville Tuff Ring.

SECTION 4: Cape Hill to The Rock, 2.4km.

After winding down through bush, the

trail crosses suburbia, taking in wetland areas to reach The Rock which offers views of the other summits and landmarks like Rangitoto Island and the Sky Tower.

SECTION 5: The Rock to Rooseville Park, returning to Pukekohe Train Station, just over 3km. The trail now heads southwest on quiet streets and through landscaped Anselmi Ridge Drainage Reserve. After a short stretch on Pukekohe East Road, walk up Ngahere Road and duck under greenery past the last house to find the track through peaceful Rooseville Park before heading back to the station.

By NATALIE PITFIELD There are many unique traditions that are celebrated at Christmas. I love driving through our community and seeing cute messages on hay bales or decorations where you least expect them. It puts a smile on everyone’s face.

One of the most challenging things for most lifestylers around the holiday season is the fact that there’s still a ton of work to be done. It’s the height of summer, and weeds are rampant, paddocks are overgrown, and some animals need that little bit of extra care.

So while most people are heading away or putting their feet up, we’re often

working harder than normal. I think farmers and lifestylers understand equality better than most. When you live on land and care for animals, you all pitch in to make that work no matter your gender, size or age.

My husband works over 60 hours per week but actually enjoys working hard on the property whenever he can. My parents are aged like fine wine but still do heaps to help us maintain our land and animals. My kids have pitched in since they were little. No one is spared when it comes to chores. Combine molasses and sugar in a saucepan over low heat until sugar has melted. Add spices and rind. Mix well.

Stir in baking soda that has been mixed with a little water. The mixture will froth.

Remove it from the heat if it looks like it might overflow.

Refrigerate overnight or until firm. Roll out one portion of dough, leaving the others in the refrigerator till needed.

Dough should be quite thin (though if you like a less crisp cookie you can roll your dough a little thicker. Just cook a few minutes longer). Cut out cookies using Christmas cookie cutters. Place on prepared trays. Brush with a little honey mixed with hot water. This will give them a slight shine.

Add the hot mixture and stir till butter has melted. Cool the mix slightly. Add lightly beaten eggs.

Bake for approximately 10-15 minutes. Cookies should be brown and slightly firm. Remove from trays and cool on wire racks.

BLENDING MAORI AND ENGLISH INTO MUSIC

Aro is made up of husbandand-wife duo Charlies and Emily Looker who started writing music together in 2016, after they met while both studying music at the University of Auckland.

“Music is something we really loved and wanted to pursue. I think after going through high school and really enjoying music, it was the thing that got me most excited.

“So, to be able to go and study at university was a really beautiful time, to just focus on the thing that I was most excited about in school,” Emily said.

While her husband Charlies is Māori and learned Te Reo Māori before he learned English. Emily is Pakeha, who is learning Te Reo Māori to become fluent. As a result, their waiata (songs) are uniquely bilingual.

While they have lived in Pukekohe since 2019, they have been living on the road

for the last eight months, traveling around with their music, their workshop skills, and writing albums.

For the Lookers, much of their inspiration comes from the environment and the people around them. “For us, it’s about paying attention to people, the environment, and things we can learn and share with people.

“A lot of our music has been inspired by the te taia (the natural environment), so we learn a lot in the writing process of our songs by talking to a lot of tohunga reo (experts) and people who know the stories.

“Such as the birds or the trees, and the insects, then we write our waiata guided by what we’ve learnt, and then we share it with the people at our shows. We love the conversation of music,” Emily said.

Now Aro are set to release their newest

album titled Tāwauwau, which means “a place beyond perception.”

“It is a song they wrote while on the road in a caravan, and the songs were all inspired by the conversations and the environments we found ourselves in.

“This is the first album that’s been thoroughly inspired by the lifestyle on the road and watching our Tamariki play, and the different things we go through as adults wanting to find the magic that we once experienced as children.

“It’s kind of wanting to find that place as adults with all the baggage you kind of have from growing and being in the world, you know, the different heartbreaks and losses you go through in life that help to shape us as individuals.

“This album gone quite deep and personal, but we’re really excited about sharing it with the world next year in March,” Emily said.

Rugby dreams and academic success

By STAFF REPORTER Counties Manukau’s rising rugby star Keran van Staden is proving that young athletes in the region can chase their sporting dreams without sacrificing education or personal development.

Since debuting for the Steelers in 2023, the young tighthead prop has quickly become one of the most promising talents in the region. His latest season with the Steelers earned him the Player of the Year Award for the side and secured a place in the Chiefs Wider Training Squad for the 2026 Super Rugby season.

While making his mark on the field, van Staden has also been building for his future off it, thanks to the

“It’s easy to go pro early and forget your sporting career might only last 10 to 15 years. Having something to fall back on, a trade, a degree, anything, means you’re not starting from scratch later in life.”

Counties Manukau Rugby CEO Chad Shepherd said van Staden’s dedication both on and off the

field reflects the values the Union is proud to foster.

“Keran is an outstanding young man and a great representative of what our region stands for,” Shepherd said. “We’re incredibly proud of his achievements and equally proud to provide opportunities like the Kieran Read Scholarship that support our players’ growth on the field and their development as people off it.”
