Child rapist taught in Howick in 1980s C

hild rapist Robert Burrett taught at 13 New Zealand schools including one in Howick. A NZ Herald investigation reported Burrett taught at more than a dozen schools across New Zealand — including Howick Intermediate from 1980 to 1988 - since as early as 1974. The 64-year-old grandfather and caretaker recently pleaded guilty to raping and abusing young Christchurch schoolgirls in an underground shed in what has been labelled as one of New Zealand’s worst child sex abuse cases, the NZ Herald reported. Burrett’s teaching record was released by the Ministry of Education on Monday and shows he worked at 13 schools across the country in various roles, including principal and deputy principal, it says. against Burrett’s record date as far back as the early 1990s, when he was forced out of Lake Rotoma School, near Rotorua, as principal. The investigation also revealed Burrett was removed as deputy principal of Pukenui School in Te Kuiti in the early 2000s - a dismissal that was the result of a secret payout. Between 2013 and 2015, Burrett sexually abused young girls while working as a caretaker at a Christchurch school that cannot be named because of a court imposed suppression order. He installed locks and curtains into the shed to conceal his offending. Burrett also molested disabled girls while working as a special needs bus driver during this period. Some of his victims were as young as five and one was wheelchair-bound. Burrett recently pleaded guilty to 21 charges of sexual violation, including the rape, sodomy and forced oral sex of young girls. ■ Do you recall being taught by Burrett at Howick Intermediate? The vice-president of the NZ Secondary Principals’ Council is concerned about the lack of consultation over proposals to dump the school decile system and introduce a system targeting under-achievers. Mike Williams, also the principal of Pakuranga College, believes principals need to have a stronger voice in shaping the direction of education in New Zealand. “I am glad the Minister (Hekia Parata) is looking at change, but it would be better if she engaged

with the people in the education sector and had a robust debate,” he says. The recent announcement about the probable demise of the decile system suggested by the Ministry of Education has created uproar in the education industry. According to the New Zealand Herald, the Ministry of Education is considering using data on every preschooler and school student to get extra funding to those students at risk of educational underachievement. for students who had one of four risk factors: a parent who had been to prison; if they or a sibling had suffered child abuse; if their family had relied on a benefit for a prolonged period; or if the child’s mother had no formal qualifications. Allan Vester, chairman of the NZ Secondary Principals’ Council and principal of Edgewater College, told the Times most people in the education industry felt that the school decile system is not working. “The new system will calculate using data from social welfare.

“If a school has 40 per cent of higher-needs students, the work involved is huge, it is a major problem for the school to deal with.” Trying to explain the dilemma that principals of low decile schools face, he says: “For instance, if you have a school of 1000 students with 50 highneeds students and compare it to a school of 1000 students with 200 high needs students that don’t attend school regularly, you realise that the problem is much bigger there.
