The 2025 TIADA Conference & Expo was more than our annual gathering — it was a defining moment. With 340+ attendees, a sold-out exhibit hall, and the strongest lineup of industry-led sessions and dealer panels we’ve ever delivered, we witnessed a surge of engagement that reflects just how far this association — and our members — have come.
The conversations in breakout sessions, the insights from dealer panels, and the energy on the expo floor all pointed to one undeniable truth: independent dealers in Texas are not just participating — they’re leading.

Phil Lathrop, our 2025 Hall of Fame Inductee, was honored for over two decades of unwavering service to TIADA and dealers statewide.
Both Senator José Menéndez and Representative John Lujan were presented with Independent Awards for working together on the passage of HB 4134: Relating to a convenience fee for processing electronic payments. Their recognition reminded us that true leadership goes beyond business — it’s about serving others, uplifting communities, and leaving the industry better than you found it.

In the 2019 Tom Hanks film, “A Beautiful Day in the Neighborhood,” a cynical reporter is assigned to interview Fred Rogers as part of a series of magazine articles on heroes. Rogers had created the PBS program Mr. Rogers’ Neighborhood, which was acclaimed as bringing positive values to generations of young people. Although the reporter at first felt the assignment was beneath his professional level and reputation, he ended up admiring Rogers and having his life changed for the better during the course of the interviews.
I’ve met many people over almost a half-century of representing TIADA and among those were more than a few whom I would refer to as heroes — folks who changed the businesses and lives of those who came along after them for the better. One of the first that comes to mind under the heading of hero would be Marvin Ivy, a past president of TIADA and NIADA.
Ivy was in fact a hero before he opened Marvin Ivy Motors, his independent dealership in San Antonio. He was a veteran of World War II who participated in the DDay landing in Normandy and the Battle of the Bulge. His contributions to the war effort resulted in being awarded the Purple Heart and the Bronze Star.
And just as few people were aware of his heroism in the defense of our country, few people today are aware of the contributions that he made in fighting government over-regulation and in turning the National Independent Automobile Dealers Association

I first met Marvin in 1976 when he was a TIADA vice president and I had just been hired as association counsel. One of my first assignments for TIADA was to familiarize myself with the just-issued FTC Proposed Trade Regulation on Used Cars and to make recommendations to association leadership on how to
gather information about dealer practices, the FTC had mailed out thick questionnaires to a few randomly selected dealers around the country. Unfortunately for the FTC, it had chosen Marvin Ivy as one of the recipients of the lengthy and time consuming questionnaire.

The proposal contained a mandatory 72-hour cooling-off period and required dealers to post a list of component systems marked “OK” or “not OK.” The effect was that marking “OK” on anything created an express warranty. There was no organized opposition nationally, and only a few state associations had filed statements in opposition to the proposed rule. Yet it was clear that the proposed rule, if implemented, would severely hamper the ability to market and sell used cars to a large portion of the buying public.
As part of its investigation into alleged consumer abuses in the used car industry, and in attempting to

Frustrated by the inability of NIADA to finance an organized effort in opposition to the proposed rule, Ivy called a meeting of state IADA leaders in Atlanta and put up his own money to fund the meeting. The late Irv Berrier, then executive vice president of TIADA, and I joined Ivy in representing Texas.
From that meeting in 1978, the blueprint of the modern-day NIADA emerged. It was agreed that Ivy would seek the presidency
of NIADA. Even before his election, he had begun the efforts to recruit NIADA’s first full-time, professional executive. Dan Ray, who had worked for the U.S. Chamber of Commerce, and had legislative experience in Washington, D.C., was hired to (1) modernize NIADA and grow its membership; and (2) organize a campaign in opposition to the FTC rule.
As NIADA president, Ivy led the effort to raise funds to pay for the new executive and to bring in an experienced lobbyist who could carry the fight to congress. A nation-wide petition drive was successful in publicizing to the dealer body the disastrous effects that would be brought about by the rule, and in recruiting new blood into NIADA membership and leadership roles. TIADA experienced a surge in new members as a result of the petition drive.
By the time the opposition effort got into full swing, however, it appeared that the rule was on its way to passage. One savvy political analyst told us that it was like batting in the bottom of the ninth, down five runs, with two outs, no one on base, with two strikes on the batter. But the furious letter-writing, petition gathering, and lobbying efforts led by Ivy helped get Congress to enact legislation giving itself veto power over rules it deemed to be excessively intrusive into private enterprise. With the threat of a congressional veto, the FTC amended the proposed rule by dropping the threeday cooling-off period and the mandatory “O.K.–Not O.K.” provision,
and offered a much watered-down rule (the so-called “buyer’s guide” rule that we have today).
That Ivy never got the credit he deserved for his role in fighting the FTC rule and propelling NIADA into prominence was not a problem for him. He never sought attention or praise, only results.
Ivy also served as president of TIADA in 1980. He served several terms as chairman of the TIADA political action committee and was always the first to contribute during fund-raising campaigns. Ivy and his wife Lorraine attended almost all TIADA conventions and board meetings (back then, the board of directors met quarterly). Any time a meeting was scheduled in San Antonio (always a popular destination) Ivy made sure the accommodations and service were first class.
I’ve always marveled at modest, unassuming persons who emerge in a time of crisis to successfully take on the mantle of leadership, then quietly fade into the background after their task is completed. Ivy was
such a man. He didn’t take on tasks — such as risking his life for his country during WWII, or helping to form the foundations of the modern-day NIADA and TIADA — to win awards and accolades, or to have his picture posted on a wall of fame. He took them on because they were the right things to do.
Every time a dealer posts a buyer’s guide, he can thank Marvin Ivy that he doesn’t have to grant a 72-hourcooling-off period and doesn’t have to give a mandatory warranty on the vehicle.
Marvin Ivy died in 2008 but his legacy as a hero, patriot, family man, industry leader and independent car dealer lives on.

He has written a number of books and hundreds of articles for trade journals and law reviews. His clientele includes dealers, banks, finance companies, auto auctions and credit unions.

Chairman Eddie Hale thanked President Greg Reine and the board for their leadership and service over the past year.
Executive Director John Frullo reviewed TIADA’s FY25 achievements and outlined FY26 initiatives. He emphasized statewide advocacy, new strategic partnerships, educational programs, and record-setting conference attendance. He thanked the board and staff for their continued support.

For more than two decades, Greg Phea has been a dedicated member, leader, and advocate within the Texas Independent Automobile Dealers Association (TIADA). From his early days attending association events with his wife Patricia and their children, Gregory and Chloe, to his long-standing role as a mentor and industry advocate, Phea has built a reputation for service, integrity, and leadership that now culminates in his appointment as TIADA President.
Phea’s journey is one deeply intertwined with TIADA’s history. His family has been a fixture at conferences, legislative days, and industry initiatives — often turning professional gatherings into meaningful opportunities

for connection and education. One memorable example came during a Lobby Day at the Texas Capitol, when Phea brought his then-12-year-old son Gregory to experience advocacy in action. By the end of the day, the younger Phea had become a star participant, confidently articulating industry issues to lawmakers like a seasoned dealer.
“To be a Quality Dealer, you must first be a quality person,” said Jeff Martin, CEO of NIADA (then-executive director of TIADA), in his 2018 nomination letter. “Greg’s philosophy of good industry stewardship, his passion for giving back, and his willingness to get involved set an example for all of us .”
Through his dealership, Austin Rising Fast, Phea has championed civic engagement, exceptional customer service, and community involvement. He has led dealer panels, facilitated roundtable discussions, and inspired
others to find new ways to serve his community. One of his hallmark leadership moments came during a TIADA Board Meeting scheduled on Martin Luther King Jr. Day, when he paused proceedings to share heartfelt reflections on Dr. King’s legacy before leading a moment of silence — an act that reflected his respect, humility, and thoughtfulness.

The TIADA Hall of Fame is reserved for individuals whose influence and service have left a lasting imprint on the independent automobile industry in Texas. This year, that honor belongs to Phil Lathrop — a leader whose decades of dedication, innovation, and advocacy have strengthened both TIADA and the dealers it serves.
Lathrop’s career has been defined not just by business success, but by a deep commitment to building community and lifting others. He has served as a mentor, an advocate, and a driving force behind initiatives that have expanded TIADA’s reach and relevance across the state.
As a longtime leader with the Texas Independent Automobile Dealers Association, Phil became one of the industry’s most trusted advocates.
In 2008, he served as Region 3 VP on the TIADA Board, then in 2009 was awarded as the Texas Quality Dealer of the Year.

Phil’s influence isn’t just measured in titles or testimonials. It’s in the loyalty of his employees, some of whom have been with him for decades. It’s in the trust of customers who’ve driven hundreds of miles, time and time again, to buy from him.
In 2015 as chair of the Legislative Committee, he testified before the Texas legislature and in Washington, D.C., protecting dealers from regulatory overreach and fighting for common sense reforms. His work on House Bill 2076 helped bring clarity to the mechanic’s lien issue — stabilizing the lending environment and safeguarding thousands of businesses across the state.
He also played a key role in overturning a national rule that would have stripped dealers of their ability to use arbitration agreements, traveling to D.C. to speak directly with decision-makers
In 2016, as TIADA President, Lathrop launched the “Just Get One” campaign — a rallying call for every dealer in Texas to bring at least one new member into the association. This wasn’t just a recruitment effort; it was a vision for unity, shared responsibility, and the belief that the industry’s strength lies in its collective voice. His leadership has been equally impactful in legislative advocacy, dealer education, and peer mentorship, leaving behind a blueprint for how service and success can go hand in hand.
“Phil’s leadership has shaped the very foundation of what makes TIADA strong today,” said Jeff Martin, CEO of NIADA. “His passion for the industry, his integrity, and his willingness to help others set him apart as a true icon.”

TIADA designed and implemented some important on-demand courses to give dealers quality educational programs they can access throughout the year. These programs are essential for dealers to stay compliant. They offer flexibility, so you can complete them according to your schedule. These courses are designed for any dealers with questions related to various regulations that affect their businesses.
In this two-part video course TIADA counsel Michael Dunagan answers repossession related questions for both the dealer starting out and those dealers who want a refresher. Dunagan goes through the basics of self-help repossession, repossession when a client has filed bankruptcy, and using the courts to regain collateral through sequestration. The course also covers all the repossession letters and includes a downloadable deck of slides to follow along with the course.

In 2025, that distinction belongs to Cesar Stark of S&S Motors, named the TIADA Quality Dealer of the Year.
For decades, Stark has built more than just a thriving dealership. He has cultivated trust — with his customers, employees, peers, and the broader community. Known for ethical business practices, exceptional customer care, and a deep commitment to giving back, Stark’s reputation is one of integrity, transparency, and genuine dedication to people.
Based in El Paso, TX, Stark is passionate about advancing the independent automobile industry not only locally but across the state. The House of Delegates convened during the 2025 TIADA Annual Conference & Expo to conduct association business in accordance with the TIADA Bylaws Committee. At its meeting on Sunday, July 27, 2025, TIADA took the following actions:

President Greg Reine asked 2025 Chairman of the Board, Eddie Hale, to walk through the 2026 state officers election process.
The Chair took up nominations for each candidate and were closed after each vote.
Since there weren’t any contested races for the Board of Directors, the Secretary motioned to dispense the secret ballot and instructed to cast a single ballot for the candidates of each office.
After the motion was made, all elected officers were confirmed by Eddie Hale, and under the bylaws of the Texas Independent Automobile Dealers and the Officer Oath was administered.

Russell Moore, and presented, voted and adopted the following bylaws changes and committee report.
Appeals process updates: Article III – Membership, Section 7. Proposed change allows appeals to be heard by a different group, rather than sending the decision back to the same body that made the initial ruling. This enhances the fairness and integrity of the appeal process.
Article V Officers: Section 4. Change allowable number of years of officers in one position– All officers may be re-elected; however, their terms shall not exceed three (3) consecutive full terms in any position unless no other nominee is available.
The proposed change provides greater flexibility in officer service while maintaining safeguards to encourage fresh leadership through the cumulative service clause in Section 5.
Article VI Executive Committee, Section 4: Change mechanism for replacing President. Section 4. This change gives the President-Elect flexibility to delay assuming the presidency if needed, allowing them additional time to prepare. It also ensures a clear, alternate path for leadership continuity.

September means relief from the Texas heat — but the “heat” of used-c ar opportunities is turning up for independent dealers across the state.
While the average age of used retail listings remains elevated through the first half of 2025, we observed a subtle shift toward slightly newer used vehicles at franchise dealerships. This aligns with a broader trend of managing margins per unit, especially as automakers position themselves for deliveries of 2026 model years.
During Q2 earnings season, several key OEMs flagged margin pressures linked to tariffs, macroeconomic headwinds, and uncertainty. For instance: Toyota reported a 37% drop in Q2 profit and cited tariffs as a major cause of profit compression. Toyota lowered its full-year profit outlook accordingly.
Jaguar Land Rover saw a 49% decline in underlying pre-t ax profits for the quarter ending June 30, 2025, attributing much of the fall to U.S. tariffs and reduced sales. The Guardian Ford raised its estimated 2025 tariff cost to $3 billion after a $800 m illion Q2 hit, revising its adjusted EBIT guidance downward. Reuters
Turning to used-vehicle segments, EV values are facing sustained downward pressure due to soft demand and competitive pricing. Data from Recurrent indicates that used EV values have fallen 32% year- over-year, with the average used EV price at roughly $27,800. Recurrent
Additional studies show that EVs depreciate notably faster than gasoline cars — up to 58–75% over five years. Recurrent
In contrast, demand for gas and diesel trucks remains strong — helped by sturdy residual values, especially among certain brands. Kelley Blue Book consistently ranks Toyota, RAM, and others with weaker depreciation as top performers in resale retention. CarEdge
Meanwhile, an influx of near-new vehicles (under 6 years old), driven by a sales gap during pandemic supply disruptions, has kept average trade -i n ages elevated. This abundance may create opportunity for independent dealers who specialize in older inventory and effective consumer upselling.
On the Texas economic front, employment remains relatively stable, and inflation in core categories is subdued. The Dallas–Fort Worth area saw CPI-U fall 0.3% over two months ending in July 2025, while annual inflation held at 0.9%; core CPI rose just 1.0% year- over-year. Bureau of Labor Statistics
The Dallas Fed projects Texas employment to grow about 1.7% in 2025, with unemployment holding near 4.0%. Reuters
These factors — income growth, stable core inflation, and strong employment — provide a ripe environment for independent dealers in Texas in 2025 and beyond. They are well positioned to capitalize on older inventory and upsell strategies, even amid macroeconomic uncertainties.

Each year TIADA starts its fiscal year in September, and this past year has been nothing short of historic for TIADA. From record-breaking events to industry-shaping milestones, 2025 was filled with firsts; fun firsts, monumental effort firsts, and even a few firsts that were years in the making.
The 2025 TIADA Conference & Expo saw nearly 350 dealers in attendance — smashing our previous record and drawing nearly 50 more dealers than last year’s event at the JW Marriott. The Expo Hall sold out again, featuring 133 booths representing 110+ vendor companies showcasing new tools, technology, and services designed to help dealers save time and boost efficiency.
This year’s agenda was packed with exciting highlights, including a fireside chat with Ernie Garcia, Co-Founder and CEO of Carvana. The Texas DMV participated actively by teaching classes, hosting a general session, and exhibiting in the Expo Hall. Educational sessions and roundtables were so well attended that there were many standing room only. Additionally, the Economic Outlook Panel featured three of the biggest economists in our industry, providing critical insights for dealers navigating today’s market.

Phil Lathrop was inducted into the TIADA Hall of Fame; and
Senator Jose Menendez and Representative John Lujan were honored as recipients of the Independence Award.
Statewide, a monumental shift rocked the industry with the transition from paper tags to permanent metal plates, the largest single change in recent memory. This overhaul led to 20 town halls across the state with the largest number of attendees we have ever had. This transition also resulted in the highest number of compliance calls TIADA has ever received, demonstrating the engagement of our members during this critical transition.
During the year, the changes were not just limited to the enactment of laws. TIADA welcomed two new Presidents, two new Treasurers, and two new board members.
Your association is blessed to have a great board and dealer members willing to step up and make a difference for the betterment of your industry.
TIADA’s success this year is a direct reflection of its members. We are a member-owned, member-governed association, and ready for whatever comes next. As incoming President Greg Phea stated and the conference, “We are better together.”
