the harmonised copy of the Petroleum Industry Governance Bill (PIGB) from the National Assembly for assent into law, THISDAY learnt from the Nigerian Natural Resource Charter (NNRC) yesterday. It was gathered that he PIGB
was sent to Buhari on Wednesday by the assembly. The NNRC thus called on the president to assent to the bill as soon as possible to enable reforms in Nigeria’s oil and gas sector kick off immediately. The assembly had in March 2018, harmonised the PIGB which
is expected to introduce new reforms in the governance of the oil industry. The PIGB would also bring up new regulatory agencies in the industry, as well as reform the Nigerian National Petroleum Corporation (NNPC) into a commercially viable entity.
The omnibus Petroleum Industry Bill (PIB) from which the PIGB was carved out had passed through many executive and legislative challenges without success. At a point the bill was close to been passed by the seventh National Assembly
after it was re-introduced by the government of former president, Dr. Goodluck Jonathan, but could not go through before its tenure ended. In March, NNRC disclosed Continued on page 6

Buhari Leaves for US Today Ahead of Monday Meeting with Trump

President Muhammadu Buhari will today, in response to the invitation of the United States
President Donald Trump, leave Abuja for America on an official working visit to Washington DC. Mr. Femi Adesina, Special Adviser to the President on Media
and Publicity, in a statement said Buhari during the visit, would hold bilateral talks with Trump and also have a working lunch on Monday, April 30, 2018.
According to Adesina, the meeting will discuss ways of enhancing the strategic partnership between the two countries as well as advancing shared priorities,
such as: promoting economic growth, fighting terrorism and other threats to peace and security. He also said the meeting would further deepen the US-Nigeria

Continuous Killings: NLC Seeks State of Emergency Declaration Catholic Church to worshippers: Defend yourselves against aggressors Senator Iroegbu and Paul Obi in Abuja, Bayo Akinloye in Lagos, Yekini Jimoh in Lokoja The Nigeria Labour Congress, (NLC), yesterday called on the federal government to declare a state of emergency over the incessant killings by suspected Fulani herdsmen across the country. The NLC position is coming on the heels of the killing of two Catholic priests and 17 members of the church in Benue State on Tuesday by assailants believed to be Fulani herdsmen. NLC’s call follows the declaration by the Director of Communication, Catholic Secretariat of Nigeria (CSN), Reverend Father Chris Anyawu, that its congregations must defend themselves “considering the current dire situation, where herdsmen have continued to kill and ravage citizens.” The President of the Nigeria Labour Congress, Comrade Ayuba Waba, called for the declaration of state of emergency
over the herdsmen killings while addressing newsmen during a public hearing on the national minimum wage for the North Central State which took place in Lokoja, Kogi State. He said that the call became necessary in view of the obvious failure of the federal government to find a lasting solution to the spate of killings in parts of the country.
