2023 has seen some exciting product launches in the industry, and this issue is packed with news of the latest innovative mobility scooters to hit the market.

One of the manufacturers currently riding the wave is Motion Healthcare, which has enjoyed rapid growth since it first entered the market in 2016, fuelled by a focus on bringing new products to the market. Read more about its latest products and new five-year warranty offering in the Trade Talk feature (p14).

One retailer keeping an eye on the latest mobility innovations is The Ability Shop in Peterborough (p18). James Thorpe, the store’s director, originally set out to open a showroom focused around accessible bathrooms until he came upon spacious premises within a garden centre, which led to the business expanding with mobility products.

Upgraded Manual Fold+ hits the market

Mobility equipment supplier Drive DeVilbiss Healthcare has launched its “new and improved” Manual Fold+ Scooter.

Based on the supplier’s current Manual Folding scooter, the upgraded model has a fresh new design, an extensive list of new features and is 3kg lighter, weighing 19.8kg, once armrests, cushions and battery removed.

It includes easy-to-remove flip-up armrests, extra padded seat cushions, a larger battery pack, new shroud and appearance, and also a handy grab handle within the seat base.

The slimline stylish scooter features a new red release handle to make it easier to fold and unfold and has an easy-to-understand display, variable speed functions and a height-adjustable tiller.

Sweet on the NHS at 75

In appreciation of the NHS and its 75th years of service on 5th July 2023, Herefordbased mobility retailer TPG DisableAids joined forces with its county newspaper to visit a number of hospitals in Hereford, Worcester and Kidderminster, delivering over a thousand celebratory cupcakes to hard-working members of staff.

TGA PARTNERS WITH PARKINSON’S UK

Mobility scooter provider TGA Mobility has partnered with the charity Parkinson’s UK to enable customers with Parkinson’s to access a 10 per cent discount on mobility scooters and wheelchairs, with every sale generating a donation back to the charity. The mobility equipment manufacturer also recently helped Parkinson’s UK with the provision of mobility scooters for Pride, the annual LGBT parade in London in July.

LEGO VERSION OF PERMOBIL POWER WHEELCHAIR

A mid-wheel-drive standing power chair by Swedish mobility equipment manufacturer Permobil could soon be immortalised in LEGO format if it gets enough support, after an innovative idea was posted on the LEGO Ideas website. Anton Danielsson, a Permobil lead engineer who was on the design team for the M Corpus VS, Permobil’s mid-wheel-drive standing power chair, designed the LEGO version of the Permobil F5 Corpus VS power chair. The LEGO version of the chair measures 16cm long, 12cm wide and 17cm tall, and is made up by just over 400 pieces.

Pride Mobility scooters going the distance

Mobility product specialist Pride Mobility has announced the launch of two new mobility scooters.

The Pursuit 2.0 enables end-users to rediscover their independence with its top speeds of 8mph, with lithium batteries offering a longer range without compromise on weight and reliability. Its regenerative braking system not only ensures optimal energy efficiency but also provides smooth and reliable stopping power for enhanced safety, enabling the end-user to navigate through various conditions with confidence.

The supplier has also announced the launch of the Atmos Mobility Scooter, which has been engineered with premium suspension to promise a smooth and stable ride on various terrains.

Its generous weight capacity of up to 25 stone accommodates users of all sizes while maintaining its performance. In addition, a complete LED lighting system enhances visibility for both the user and those around them. With top speeds of up to 8mph, users can get around effortlessly while covering greater distances with ease.

Cool colour fabrics for CosiChair recliners

Reef Pro by Ultrafabrics is the latest fabric option for the CosiChair Ambassador and Jubilee tilt-inspace riser recliners from Electric Mobility. Three colour options, Lionfish, Captain and Stingray, are in stock (pictured below) with the rest of the colour palette available on a made-to-order basis.

Durable Reef Pro fabric enhances seating comfort by dissipating heat and moisture away from the body. ABLEWORLD BURTON MOVES TO LARGER PREMISES

Nationwide mobility and stairlift retailer Ableworld has announced the relocation of its Burton-on-Trent store to a larger and more accessible premises.

The move will allow Ableworld to provide an expanded range of mobility equipment to its showroom. The new Ableworld store comes with plenty of car parking space. Customers will also benefit from an improved in-store experience, with more space available for customers to enjoy demonstrations, consultations and personalised advice from its expert staff.

AIRPLANE SEAT FOR POWERCHAIR USERS

Delta Flight Products (DFP) debuted a full prototype of a first-of-its-kind airplane seat that allows customers who use a powered wheelchair to remain in their own wheelchairs for the entire journey at the Aircraft Interiors Expo in Hamburg, Germany, recently. DFP partnered with UK-based consortium Air4All on the seat, which converts a standard passenger seat to an accommodation for wheelchair restraint. The patented design provides access to a headrest, centre console tray tables and cocktail table that adjust to serve passengers with wheelchairs in place.

Accessible travel made easy

Supported by the Department for Transport, the charity Driving Mobility has introduced a new information service to help people with restricted mobility who cannot drive a car.

The Hubs Mobility Advice Service (HMAS) is a free information and guidance service providing information on the best accessible travel options for people with disabilities and individuals who may be considering retiring from driving. It is provided online through a national website –www.hubsmobilityadvice.com – and via representatives at 15 Driving Mobility Centres.

Each centre has dedicated HMAS experts who will assist with inclusive transport queries if driving has always been, or is no longer, a viable option.

Free detailed advice will be given on accessible buses and coaches, easy access rail and air travel, community transport, rights as a disabled passenger, hiring or purchasing the right mobility scooter or wheelchair and planning for local, national and international travel with a disability.

The Osprey Group rides the Wave

The Osprey Group was presented with the Innovative Product Award at the National Association of Equipment Providers (NAEP) Conference for a second year running.

Delegates are asked to visit the various stands at the innovative product showcase and vote for what they deem to be the best product.

The electrically height-adjustable Wave Hi-Lo features a cut-out wash basin top to help with hair washing when the service user is tilted back. A flexible adjustable basin tap can reach out to give the user a water spray close to their hair.

Designability partners with JMDA on accessible pushchair

National charity Designability has announced a new partnership with product design agency JMDA Design to support the charity’s Pushchair for Wheelchair Users project, which aims to address one of the main inequalities disabled parents and carers face.

Queen’s Award-winning JMDA specialises in designing child car seats and nursery products, and it is supporting Designability in creating the charity’s wheelchairattachable pushchair, enabling parents who are manual wheelchair users the opportunity to take their babies and young children out independently.

“For those of us that sell and install stairlifts it is important to offer sufficient range to ensure you have a suitable offering when visiting a customer to assess their needs. For this reason, we carry ranges from some of the UK’s leading manufacturers in both straight and curved lifts.

PRODUCT?

“The new Airscape is our most recent addition to our family of Lithilite and Alumina car boot scooters. We have been regularly asked by our partners to provide a solution for retailers who want to start their new scooter range with a more modern and profitable lithium scooter rather than fighting on price with an older AGM and steel scooter.

“Because of the enhanced features of the Lithilite making it slightly too expensive to do this we have introduced the Airscape as a solution. At the price of a mid-range AGM and steel car boot scooter but still with

an air-safe lithium battery and our five-year warranty the Airscape allows end-users to benefit from all of the advantages of lithium but at the cost of an older sealed-lead acid style scooter.”

“We had a record-breaking Naidex this year again which is great. The Ability Shop: Why the future is blooming

A garden centre location ensures plenty of foot traffic keeps flowing into James Thorpe’s familyrun mobility showroom in Lincolnshire…

As a wheelchair user, James Thorpe, Director of Lincolnshire-based retailer The Ability Shop, is acutely aware of the needs of people living with a disability.

James was a firefighter until an accident on holiday seven years ago, which resulted in a spinal cord injury that left him paralysed from the chest down.

As James considered a new career following his accident, he came up with the idea of setting up an accessible bathing company. It was his vision that everyone should

be able to have access to as much independence as possible and be able to view the options available before making purchases that could otherwise not be suitable.

With the support of his partner Izzy and parents Shelagh and Rob, James opened the The Ability Shop showroom at The Waterside Garden Centre in Baston near Peterborough in October 2019.

“When I first started out, I never envisaged the business growing at the rate it has,” James says. “I do think that the fact I am a wheelchair user

myself means that customers know I can truly empathise with them and understand the challenges they face on a daily basis.”

As well as looking after the accounts Shelagh works in the shop alongside Sales Manager Izzy, and James. Rob is in charge of installing the accessible bathrooms.

James adds: “A lot of the repairs and

servicing are done by myself with the help of Izzy. My dad will often do the collection and delivery of products when required. I would like to offload some of this at some point by employing an engineer but that will come in time.”

The showroom offers a range of mobility aids, walking aids, mobility scooters, adaptable Cosyfeet footwear, as well as accessible bathing solutions for people with mobility issues or anyone wanting to upgrade their bathroom.

Customers can arrange for a member of The Ability Shop to carry out a survey and provide them with an estimated quote.

GARDEN CENTRE LOCATION

The location of the showroom inside the Waterside Garden Centre, near Bourne, works perfectly for the business. James explains that they initially searched a few areas before finding the premises.

“We were initially only looking for a space to showcase our accessible

bathrooms but trying to find a space that we could do that while having good footfall began to seem impossible until we found an empty unit within Waterside Garden Centre,” he states.

“The space was much larger than we actually needed – this was how the idea of having a mobility shop alongside the bathrooms came about.”

When it came to getting the showroom ready a priority for James was to make sure that they

created suitable access as the small, ramped access into the unit was too steep. The rest of the refurbishment involved mainly tidying up some of the cosmetic issues, says James, such as the ceiling tiles, creating a counter and office area and painting the walls, to refresh the look of the whole place.

The garden centre location means that customers have the luxury of great parking facilities, toilets, and a nice restaurant at their disposal, as well as all the other things a garden centre offers, James explains.

While the showroom naturally attracts an elderly demographic, James has noticed that they

are beginning to see an increasing number of younger people with varying disabilities coming into the store. “I think this is down to the products we are now stocking like custom wheelchairs and the power add-ons, as well as the social media marketing that we do,” he adds.

MOBILITY PRODUCT SPECIALIST

The Ability Shop stocks a wide range of products from different brands. One brand which does particularly well for it is Rehasense. James is also a Rehasense customer, as he uses an Icon 60 manual wheelchair every day.

“I have had various wheelchairs

over the years and the Icon 60 is great. I love the fact that you can adjust the chair as your needs change, and it is also extremely comfortable and lightweight,” continued James.

The Icon 60 manual wheelchair features a rigid 7000 Series aluminium alloy frame and carbon fibre side. Its frame length and seat angle and height are adjustable to suit the user’s individual needs, and, for maximum comfort, the backrest can be adjusted forward or backwards. It comes with a maximum user capacity of 120kg and a choice of four colour finishes and several wheel, tyre and push rim options.

The Ability Shop stocks most of the Rehasense portfolio, including manual wheelchairs, rollators, PAWS and Track Wheel. “All the Rehasense products are popular with our customer base, especially the Space LX rollator which we sell on a daily basis. As a mobility retailer, it is vital to have suppliers you can count on and that is certainly the case with Rehasense.

“Our main point of contact is Phil Needham, who is always on hand to answer any queries and keep us up-todate on any product developments. This support is backed up by the team at Rehasense HQ who are always available and ensure we receive prompt delivery of orders,” James adds.

The Ability Shop also really enjoys working with Motion Healthcare. Says James: “Their products, customer relationship and support are second to none.”

While The Ability Shop offers a wide selection of mobility products it still sees itself as a specialist in accessible bathing.

James comments: “Our most popular accessible bathing products tend to be the AKW wet room shower formers along with their Bama wallfixed folding shower seat.

“Another popular product is the Lakes Seated shower tray system, which is a moulded seat within the low-level shower tray. This is perfect for anyone not wanting a wet room

but do need to be seated whilst showering.”

EMBRACING ONLINE

A lot of customers find The Ability Shop through its website. James explains: “Our website is our shop window if you like; it lets people know where we are and what we do as well as getting our story across that we are a family-run business who know what

it’s like to live with a disability and the struggles that people often face.”

While the website offers a good introduction to the showroom James doesn’t think that e-commerce is something that mobility retailers need to embrace, especially if they are offering an excellent service from their bricks and mortar showroom.

“The personal service that a store offers means your customer gets the right product for their needs, builds a good customer relationship and gives people confidence when buying as they know they have a place to go back to if something goes wrong,” explains James.

“In turn for the retailer it means less complaints/returns but also more returning customers.”

RISING COSTS

One of the main challenges affecting a lot of people at the moment is the cost-of-living crisis and the rising cost of goods, which has a knock-on effect on retailers. Navigating this isn’t easy for retailers, comments James.

“The cost of products is increasing, which can’t be helped, but then many customers don’t have the spare funds they used to have for more expensive products. If this trend continues, along with ever increasing bills, it could be a tough time ahead,” says James.

He continues: “The only saving factor is that many people do need the products and services the mobility sector offer, it’s just a case of whether the industry can keep many of the products within an affordable range for the majority of customers without compromising on the quality.”

Looking to the future, James says that he would like to be able to expand into a larger unit within the garden centre where his customers

can still find them but which would enable them to show more products than they currently can.

James says that he really wants to expand his range of custom wheelchairs. “Being a wheelchair user

myself I know how important it is to have a good choice of quality chairs when looking for a new one or your first one.”

“For a lot of our customers, their stairlifts are the only way of accessing upstairs, which can be a big problem if their lift breaks down, especially if their toilet or bedroom is upstairs.

“Offering a good aftercare service also has other benefits. Your customers are more likely to use you for servicing and repairs, replacing lifts once they come to the end of their cycle and recommending your company to family or friends.

How important is it for retailers to offer service and repair after a product has been sold?

“This service certainly encourages customers to purchase from Thistle Help knowing that we can offer this service and it gives them peace of mind.

“It certainly adds to our turnover by providing this type of service and I believe it encourages customers to purchase from us in the first place. There are companies out there that do not offer this aftercare service and I believe it is detrimental to their business by not offering a repair and service option.

In our opinion it is crucial for any retailer to offer their own in-house service and repair facilities. It is a way to cement customer loyalty and be first in place to offer replacements or additional products to satisfy a customers requirements.

“We all know that the majority of our customers in this marketplace are not fully independent, and they require assistance with all sorts of tasks that a fully fit person would take on themselves. This is, without doubt, a business opportunity to a readymade customer base.

“Added to that, a purely sales-based outfit has very little residual value. It is generally worth no more than the margin made on the last sale. If you have the resource to offer service and repair facilities, you have the ability to offer service contracts that have a recurring revenue. You can take on service and repair contracts with local authorities or housing associations for stairlift or hoist products.

“These contracts will typically have a three-to-five-year term, which clearly adds long-term value to your company and gives far more certainty in the amount of regular work available for your staff. Added to all of this is probably the most important factor, you are in control of your own destiny.

“There is no need to rely upon a third party to cover your warranty breakdowns and maybe not offer the response times you would like. The third party would also be the ones spotting further sales opportunities or selling extended warranty and insurance policies. That leaves you having to continually find more customers and spend lots more marketing pounds along the way.

Education Health and Care Plans –The essentials for success

An Education, Health and Care Plan (EHCP) is a legal personalised document. It sets out the education, health, and social care needs of a child or young person (CYP) (aged 0 to 25 years old) with special educational needs or disabilities, and who needs more support in their educational setting beyond the usual resources provided. An EHCP should not be confused with an Individualised Education Plan (IEP), which is completely determined by the young person’s school, whereas the law determines an EHCP, and so the family’s local authority (LA) is under a legal duty to put it in place.

It is important to note that there is no lower nor upper limit on the amount of funding to be provided by the LA. Further, a LA cannot legitimately refuse to provide the prescribed specialist equipment in the EHCP on the basis that “it doesn’t stock that particular type of equipment”, or “that an alternative is available in the school”, etc.

THE PROCESS

You can ask your LA to carry out an EHC Needs Assessment if you think your child needs an EHC plan. A young person can request an assessment themselves if they’re aged 16 to 25. A request can also be made by anyone else who thinks an assessment may be necessary, including doctors, health visitors, teachers, and family friends.

The LA has six weeks to decide

whether they accept that criteria have been met and will carry out an EHC Needs Assessment. As part of the assessment the LA may ask for:

• any reports from the child’s school, nursery, or childminder

• doctors’ assessments of the child

• a letter from the applicant about the child’s needs

The local authority is required to tell you within 16 weeks of your application whether an EHC plan is going to be made for your child, and then they have a further four weeks in which to draft and finalise the EHCP. In that four-week period you have at least 15 days to comment, including if you want to ask that your child goes to a specialist needs school or specialist college.

THE EHCP

The Children and Families Act 20141 (section 37) describes what an EHC plan is and what it must include. There are some useful DOs

At the July joint sections meeting of the BHTA, Guv Kaur, a public law specialist lawyer from Taylor Price Solicitors, shared her knowledge and experience as to what needed to be included, and what should be avoided, in a successfully executed Education Health and Care Plan (EHCP). This article summarises the key points made to optimise the funding provision. This will be of value to BHTA members supplying equipment to support an EHCP in England, and the help and advice that they can give their customers with youngsters who are eligible for an EHCP.

and DON’Ts to be aware of when completing the EHCP. The EHCP is made up of 11 sections (Table 1). Anything that is written up outside those 11 sections carries no weight. The most important DO is to make sure that anything that needs to be funded is included in Sections B, F, and I, the sections which cover special educational eeds, including any items that also come up in sections C and G (the health needs).

Description of needs (section B) informs the content of special educational provision (section F) which informs the placement (section I). Any support specified in Section F cannot be withdrawn by the LA without following a formal review/ amendment of EHCP process.

SECTION B: DESCRIBING SPECIAL EDUCATIONAL NEEDS

‘Special educational needs’ is a learning difficulty or disability which requires special educational

A child or young person has a learning difficulty or disability if: they have significantly greater difficulty in learning than the majority of others of the same age or they have a disability which makes it difficult for them to use the facilities normally provided for others of the same age in mainstream schools or post-16 institutions. Someone has a disability if they have a physical or mental impairment which has a substantial and long-term adverse effect on their ability to carry out dayto-day activities

SECTION F: WHAT CONSTITUTES PROVISION IN AN EHCP?

Special educational provision is any educational or training provision that is additional to, or different from, that made generally for other children or young people of the same age. The provision, whether equipment

or support, is specific to the child. Special educational provision is anything that ‘educates or trains’ a child or young person. This can include therapies provided by the health authorities or social care1

There is no legal prescribed list of specific items of provision to be included in an EHCP. For examples, see Table 2.

Individual LAs will often have types of provision it routinely considers to be provision and includes in EHCPs. While this can be a useful guide, it should not be considered a full reflection of what can be secured in an EHCP. The more unusual the provision, the more likely you are to face LA resistance to inclusion.

Section F has the ‘strongest’ enforceability, but for provision to be deemed educational and included in section F, it needs to link to meet an educational need in section B. (The same applies to sections C and G.) Note that, legally, a child or young person is entitled only to that which is suitable to their age, aptitude, ability, and SEND, and not ‘best provision’.

GETTING THE SPECIFICATION RIGHT

All of the needs specified in section B should be provided for. Provision must be detailed, specific, and quantified. It should be clear as to “who, what, when, and how long” in relation to each element of the provision. Referring to a funding ‘band’, without further detail, is not specific enough – detail the provision (not the cost). If the words used in the plan are unclear or ‘woolly’, it is possible the special educational provision will not be delivered in the right quantity or by the right person (it is even possible it will not be provided at all!).

Make it clear exactly what support the child or young person needs. It is not sufficient for the LA to leave it up to the school. It is also not lawful for the LA to leave the provision open to variation, for example by including words such as “the level of provision is to be reviewed after one term”. If the LA wants to change the level of provision, it can only do so by amending the EHCP.

POINTERS ON REPORT WRITING

• Read through the Department for Education’s SEND Code of Practice2 (292 page) document, especially pages 164-169 which provide more detailed information around the 11 sections of an ECHP.

• Specify all of the CYP’s special educational needs in section B that relate to the provision being recommended in section F, and vice versa.

• Explain in full why the provision being recommended is necessary to meet those needs.

• If the same broad area of needs requires more than one type of provision, split this into a list of the CYP’s special educational needs and then describe the required special educational provision for each.

• Apply this to sections C and G, only if you can’t make the provision fall within section F.

• Avoid talking about recommend provision as ‘best’, ‘top of the

range’, or the latest technological development.

• If appropriate, give examples of successful use of the recommended provision.

• Don’t forget that the young person may need the same item at home as at school for homework and similar related educational purposes, and so both need to be provided for in the EHCP.
